report that conical the extent of human rights violations and documents possible war crimes in yemen the findings presented to the security council a shop be critical of saudi that coalition as strikes which of course the majority of civilian deaths in the war the report also bolsters accusations by the us that iranian weapons have been supplied to the rebels which breaks a u.n. embargo the united arab emirates is accused of running torture camps in yemen where people have allegedly been beaten and electrocuted their report paints a devastating picture of a conflict which has left more than ten thousand people dead and led to widespread famine and displacement of diplomatic editor james bass who saw this report has more. this report which hasn't been made public but which i have read will be very tough reading for the fifteen members of the u.n. security council is critical of all sides in the war in yemen critical of the saudi led coalition for civilian casualties it says that some of those who planned and

executed airstrikes which have ended up targeting civilians might be subject to sanctions that some of the security council will have to decide on it says that one of the countries involved in that coalition of the u.a.e. has been responsible for torture in yemen it talks about beatings electrocution constrained suspension the use of what it calls the cage confinement in a cage in the sunlight and the denial of medical treatment criticism too though for the who theories and for iran it says that there appears to be evidence that military equipment and drones have actually been transferred from iran to the who theses again that could be a breach of u.n. resolutions. we spoke to adam baron who is a visiting fellow at the airplane council on foreign relations in tell us it's unlikely the u.n. or pole be followed up by any diplomatic action on yemen these were crime

allegations have been going around and been voiced by a number of u.n. officials for some time don't get me wrong i think this is very important that these things are being documented if not you know perhaps for immediate action for the sake of the future and for it to be recorded in history but i think in a lot of ways unfortunately and particularly with. i would say the lack of u.s. leadership in the region at this point it's really hard to imagine there being sustained diplomatic action on yemen at this point despite the i would say severity of the allegations that we're seeing in this report and the deep severity of the situation in yemen right now. when you look at it it's easy for them to for people to kind of deflect and that goes not just for the states that are involved in this conflict with the risk taking saudi arabia whoever it on. but this is also in terms of internal parties and you've seen i guarantee you that you will have significant reporting on this document by media aligned with all of the key working parties

report on yemen. is a senior consulting fellow with the middle east and north africa program at chatham house he joins us live from new york thanks very much for speaking to us this report reiterates the concerns and the rights abuses which we've heard before but which are no less important now all the human rights violations getting worse in yemen. or not not sure that necessarily things are getting worse in so far as we're becoming more aware of them and when i say say we what i mean is that the body of evidence which the u.n. in particular has access to is reaching a point where the evidence is overwhelming that all of the groups all of the parties to this conflict to this this war or probably it seems highly likely engaging in some form of violation of international humanitarian law and in terms of the the body of evidence they've built up all parties that the report is

critical of all sides in the war has anything new come to light in terms of the you ease activities because it details torture taking place or indeed the extent of iran's involvement. well again these are things that we've seen reported since at least twenty twenty sixteen since the beginning of the war you've seen the coalition the saudi led coalition saying iran is involved in the yemen conflict and using this is a justification for its part in the war on accusing iran of helping the who fees with the ballistic missile campaign since the u.a.e. helped take over large parts of the south of yemen and pushed the who these out we've seen accusations of extrajudicial detention of torture of all these other issues so again these aren't new accusations what we're seeing is flesh being put

on to the bones of these these accusations we're seeing evidence coming out and we're seeing the u.n. panel of experts apparently because i'm yet to see the full report. really building up this case that most people who've been watching yemen since the beginning of the war have been making which is that everybody involved has been violating international law in terms of yemen's long term future you mentioned they're the people of southern yemen and they have historically always had their own aspirations will the length of this war make fragmentation of the country more likely because you've spoken you've written about the fact that yemen is not so much a single entity as it is a series of many states now. yeah that's quite right people keep asking this question will the war lead to fragmentation and the correct answer and we just put out a very big report on this for chatham house we put out an interactive digital map

which i encourage people who are interested to take a look at online on the chatham house website but yemen has fragmented into different many states there are different areas of control of governance so on so forth and that goes beyond just divisions between areas controlled by the who thiis and areas controlled by others there are deep divisions in the quote unquote government controlled areas of the country to the extent that different groups can travel between different areas of the country particularly military groups and as those territorial diversions that you describe become more entrenched how much more difficult is it going to be then to bring an end to the war because presumably then it's less and less in the interests of the warring parties to reach a negotiated settlement. absolutely and the issue that we have right now if we have is we have a un the peace process which is really fixed focused on the idea of a single conflict

a binary conflict between the who these formally the who the solid alliance on one side and the government of yemen backed by saudi arabia on the other and when in reality what you have is multiple interlinked sort of overlapping conflicts going on and rivalries going on so that if a peace deal is reached simply between the hoof is on the one hand and the government of yemen on the other hand that means that you're excluding a lot of different groups who are very involved in the conflict who have control over different areas and that in turn creates incentives for them to generate new conflicts again in the future so we might see the big war the big conflict that we're looking at from the other side and being descend into a series of smaller conflicts for regional autonomy thank you very much peter soulsby appreciate your analysis thanks a pakistani official says a serial killer may be behind the rape and murder of
