and i also have gotten to the minister of the p. then i also want to know what me we need to look into. into the own peace and that the new korea did you can see here in the future well with respect to any differences or any dialogue between the approach of the united states and the republic of korea there is none i think foreign minister kai on multiple occasions in our discussions today reiterated the strong alignment with the international communities approach of the maximum pressure campaign and indeed the republic of korea has gone beyond the u.n. security council resolutions and has as in imposed unilateral sanctions of their own in support of this maximum pressure campaign and in fact the republic of korea is the country that has detained two vessels for violating sanctions
5:01 am
through ship to ship transfers so i think everything that we discuss from president trump president moon from at the ministry of foreign affairs level as well as mr defense levels we are completely aligned that the maximum pressure campaign is the correct strategy and that everyone made must stick to that. again just as i said in my remarks what is the purpose of the maximum pressure campaign it is intended to cause north korea to engage as a credible negotiating partner in addressing a pathway to a do nuclear as a shield of the peninsula that is the purpose of the maximum pressure campaign so we all are working towards the same go with the same set of tactics. ok and you know let me first of all thank you very much for being here together with the entire south korean delegation there is no country more deeply touched
5:02 am
by north korea's actions and more knowledgeable about north korea than south korea and one of the things that all of us have knowledge today was the tremendous stake that south korea has in this issue and i think a very important outcome of our conversation today was that it allowed all of us to show very strong solidarity with the people of south korea with the government of south korea with minister tang in your country's efforts that's very important to all of us. we had an opportunity to all congratulate south korea on the intercom rian dialogue which has begun this month i think we all need to be quite modest in our assessment of the progress thus far but talking is a good thing and it's a good thing that that's happening as rex said we are looking forward to peaceful
5:03 am
and successful olympics and paralympics and we're pleased that north korea will be participating as to what it will take for that you know little beginning of a conversation to move into the conversation that the whole world needs which is a conversation about denuclearization what it's going to take is for north korea to make that choice. you know i just want to say one final thing as your host thank you to everyone for coming for particularly to our foreign visitors we really appreciate it. so there you see the canadian foreign minister. chrystia freeland wrapping up what has been a one day summit to talk about how best to enforce existing u.n. sanctions against north korea as you can see she is flanked by rex tillerson the
5:04 am
u.s. secretary of state and the just finished taking a series of questions from the attending journalists our own journalists covering this conference israel jordan she's there for us and rose. i think perhaps the top line coming out of this is the fact that they've decided to add more emphasis to maritime side of things in terms of enforcing sanctions against north korea. that's right martin and that's because north korea apparently has been getting around much of the sanctions that bar in it from getting equipment and materials in order to have build not just nuclear warheads but ballistic missiles by engaging in illegal transfers from other countries. in international waters getting this material delivered from one ship to another and so there was an agreement and it had been telegraphed by the u.s. last week that this. informal blockade is more this interdiction
5:05 am
that is the language that the secretary of state rex tillerson is using will be taking place to prevent north korea from getting what it means to actually build these devices now of course it does raise an attendant question which one journalist did raise how will this be carried out without aggravating an old reading tense situation particularly in the south china sea where chinese military vessels have been forcing their control over international waters against fisher men and commercial vessels from the philippines from thailand from other parts of southeast asia in order to establish a political troll over those waters well now you are introducing this idea of intercepting a vessel that may be headed for a north korean port how do you do that without possibly getting into
5:06 am
a conflict with the chinese military the point there which the canadian foreign minister chrystia freeland made to journalists is that this is something that will have to be carried out very carefully but it has to be done because already there have been interdictions and it has been found that those that are trying to evade united nations security council sanctions are trying. to do so by delivering this material to north korea on the high seas so they're going to do what they say they're just going to be very very careful about actually carrying it out all right thank you very much indeed that's rolls children russell and joel let's give a full name covering the vancouver summit for us now we can talk to kathy novak who's our correspondent who is in the south korean capital seoul and kathy interesting that what was brought up during the questions by journalists to to listen and chris your friedland was the question as to whether there was any divergence of approach if you like between the u.s.
5:07 am
approach to do with korea and the south korean the south korean it was a south korean journalist actually suggesting that there was some daylight between the two positions. yes and that is because korea is continuing to pursue this policy of basically a jewel campaign that involves supporting the campaign of maximum pressure and sanctions pushed by the united states and the sanctions pushed by the u.n. but also encouraging the engagement and dialogue with the president here mungy and has been pushing really ever since he came to office and of course that brought about in fact a change in relations between north and south korea we saw high level talks happening happening on a ministerial level on choose day in which north korea agreed to send a delegation to the winter olympics happening in kyung chang in less than a month and today the two koreans are meeting again it's the third time in two
5:08 am
weeks they will be holding talks are around the olympics that's limited basically to the talk of the north korea participating in the olympics for now but what south korea is saying is that it hopes this fall in relations between the two koreas will help to bring about a circumstance in which north korea may be open to talking about denuclearization so rex tillerson answer to the question of there in vancouver is that there is no daylight between the policies of the united states and of south korea that these policies must be pursued in a compliment terry way and that's the message coming also from south korea's foreign minister in vancouver this kung there all right cathy thank you now we can talk to rob bryant he's a correspondent. and robi or at the point perhaps the closest point at which china almost meets north korea the point at which so much trade by road at least leaves
5:09 am
china for north korea the chinese were not invited to this conference at the safe place in canada and they're not terribly impressed by that. that's right martin there is a growing concern here about the kind of language the kind of suggestions that this conference is coming up with and the the idea of these interdictions on the high seas the increased naval presence around the korean peninsula that causes concern here that china is something like china obviously does not want to see as far as china is concerned it raises the prospect of some sort of accidental military encounter that might escalate into something much bigger and then of course there are also questions about just how these kind of interceptions will be carried out or what do does the p l a navy chinese navy do with an increased u.s. military presence for example if
5:10 am
a chinese vessel is going to be stopped on the high seas and a chinese naval vessel is nearby what does it do does it try to intercept china wasn't mentioned directly i don't think by rex tillerson but when he talked about smuggling activities everybody knew who he was referring to china of course is suspected of having turned a blind eye at least by some chinese officials to individuals and companies who may have been getting around these sanctions but said from china's official point of view it is very much adamant that it has being applying the full u.n. sanctions it would point in fact to the fact that last month there was a big drop in trade between china and north korea and that over all over the past year ten percent reduction in trade has been taking place of course china is their biggest trading partner with north korea without trade from china the north korean regime simply wouldn't exist but there is
5:11 am
a feeling here that sanctions haven't been given enough time to work in the media here have given this summit something of a lashing they have been asking why now when there is so. sign of the progress that our relations are improving with people want to have what they call this kind of cold war mentality and seem to put things back into the deep freeze once more multi or i'd rather mcbride in dandong on the border between china and north korea. we've got a lot more to come on this al-jazeera news hour including donald trump's former chief strategist is ordered to testify before a grand jury in the u.s. rusher inquiry and the french president calls for more to be done to help refugees trying to make their way through europe. well larry. i'm here not to tell someone but to tell everything and victims of a u.s. team gymnastics doctor confront him in court over a sexual abuse peter will have the details coming up in sports.

the un relief and works agency for palestinian refugees has warned that reduced u.s. assistance will threaten regional security the trumpet ministration has announced that it will withhold half of the financial aid it had allocated to the u.n. agency has a diplomatic editor james pays reporting from the u.n. in new york. after years of conflict and poverty millions of palestinians rely on they will be devastated by this announcement or an element of a they should not cut the aid people here are sick and poor and have nothing to support themselves people here can afford to buy bread so why does the u.s. say it's taking this action it has long been a concern of this administrator near the end of the administration about annorah and how it handles itself and how it manages its money under the un relief and

works agency for palestinian refugees to give it its full title is one of the oldest agent says in the u.n. system founded almost seventy years ago the u.s. has been its biggest funder providing money for among other things clinics schools and social services for palestinians beyond the borders of the territory long disputed by palestinians and israelis and neighboring countries jordan and lebanon it is not the un refugee agency u.n.h.c.r. that helps palestinians living in camps news of the cuts to the agency's funding started to emerge as a news conference by the un secretary general was underway in new york it's clear antonio could terrorists was not given advance notice by washington. i mean i've been in close contact with. what you are saying now i was not yet informed so no no official no i mean at all there might be something that i do not know because i

mean it's impossible to kompany zings by the minute. until i was informed there was no official notification of the position but it might have happened there is a political as well as humanitarian dimension to this president trump has said he hopes to get the deal of the century between the israelis and the palestinians and yet this announcement hot on the heels of his recognition of jerusalem as the israeli capital has alienated one side making efforts to get the peace process back on track harder than ever james zero at the united nations but christopher gunness is the chief spokesman for the united nations relief and works agency are annorah and he says the organization is working to extend its donor base to fill the gap and he also says that any suggestion that the organization is not neutral is wrong we

defend to the hilt our neutral role do you really think that would have access war zones in the battlefields of syria in places like aleppo if there was any question about on neutrality the fact is that there are standards of shallot sea which we rigorously uphold. in chile pope francis is express what is called his pain and shame over the country's sexual abuse scandal this is the first time he's commented on the crisis surrounding a form of priests who was found guilty in twenty eleven of abusing teenage boys pope francis also met victims of child abuse by priests in santiago and from there in america it is a lucy and human reports. chilean catholics and immigrants from many parts of latin america spent the night here for the chance to see pope francis a pope's media never you never read them again it was worth it i love this point because the underscores the need for social justice which our political parties
5:16 am
have forgotten. this is large to spark and organizers calculated four hundred thousand people came to the pope's first mass in chile less than half of the estimated one million who attended pope john paul the seconds mass here thirty one years ago during chile's military dictatorship but those were different times back then john paul's mass was interrupted when riot police began firing massive amounts of tear gas into the crowd to disperse those who were protesting against human rights abuses and calling for the pope's support which they got three decades on chileans are still thinking about abuses but this time those committed by the church. so pope francis wasted no time confronting the issue in his first address here at the presidential palace he asked for forgiveness for clerical sex abuses against innocent minors. here i feel bound to
5:17 am
express my pain and shame the irreparable damage caused to children by some ministers of the church i mean. i am one with my brother bishops for it is right to ask for forgiveness and make every effort to support the victims even as we commit ourselves to ensuring that such things do not happen again. many will be holding him to his word because a lot of that has to be corrected forgiveness is necessary but abuses have to be stopped for ever no matter what the song during the mass the pope spoke of peace before leaving to meet women prisoners on tuesday he's in to move the most complex stop of his trip it's the epicenter of a restive territorial dispute by indigenous map which is a place where chileans are hoping that his message of peace and reconciliation will be heard you see in human santiago the french president has called on the u.k.

for the first time in history this peak appears to show rising economic optimism under president trump as gabriel elizondo explains. whether it be here in the u.s. or abroad the first year of president donald trump's time in office has been beset by controversies and setbacks he's one of the least popular presidents in modern times with his approval ratings in the thirty's to at best low forty's but one area where trump has seen a lot of success is right here at the stock market many people saying the u.s. economy as a whole is roaring like a freight train now the dow is one of the oldest and most watched economic indicators anywhere in the world it's the weighted average of thirty significant stocks traded on the new york stock exchange and nasdaq it's been around for over one hundred twenty years and the dow has reached twenty six thousand points for the

first time ever shortly after trading began on tuesday and it's a signal of the strong health of the stock market and the u.s. economy as a whole with g.d.p. growth is up and unemployment is down the stock market started making gains shortly after trump took office on his promise to cut regulations that hinder economic growth and he's done just that cutting hundreds of regulations in the last year and now the markets are responding positively to trump's tax reform legislation which is promising huge tax cuts to corporations and seen as a gift to wall street add it all up and the dow has shot up more than forty percent since trump became president further helping is that crude prices are up to some of the highest prices in the past three years driven up by production cuts by opec and strong demand fueled by economic growth but going back to the dow and the stock market while without

a doubt it is seeing record gains it is mostly benefiting the rich and well connected millions of americans are seeing no or very little effect from it or only one third of the body. fifty percent of wage earners have stocks in many ways this is a surge that's a lot about the rich getting richer and the poor getting poorer are going to try and pack this a little bit more with william black who is an associate professor of economics in the at the university of missouri he's joining us now live from kansas city thank you very much indeed festival can you stop by explaining why a very strong stock exchange means that the economy is in glowing health the doesn't mean that you can have very strong stock exchange when the economy is not in glowing health. it is true that the economy is near full employment and it is true the corporate profits are way up and that certainly is part of the
5:24 am
game but the biggest part of the gain as you just your viewers just heard was that the tax bill is going to reroute money from middle class americans to the wealthiest americans and just as middle class americans tend not to own stock the average person does not own stock if their middle class wealthy people have an enormous percentage of their wealth in stock and when you pour more money into the stock market prices are going to go up very considerably but what about the fact that unemployment is down isn't that a good indicator of a of a healthy economy especially affecting those of course at the bottom end of the scale. it can be a good indicator but it hasn't been a good indicator for the middle class so the middle class in the united states
5:25 am
has a smaller percentage of the wealth than the middle class in india in brazil in germany in france pretty much any of the strong economies that you're likely to think of so wages have stalled in the united states now there are some indicators over the last six to nine months that that may finally be changing but what you've seen during the course is not just a trump presidency but the entire a-bomb a recovery is it's been fabulous for the wealthy. but very little recovery in terms of shares of income or wealth for the middle class and the working class you just alluded to my final question and that
5:26 am
is clearly this is something that president trump is going to claim as a victory as as representative of the successes of his first year in office but is it actually you've already alluded to the fact that it began. president obama. well didn't just began it you know it was the critical recovery from the great recession and it continued for six to seven years of his presidency including the final years but. we try to get across to people in economics and finance that the stock market simply doesn't have that much to do with the real economy and your focus should be on the real economy unless what you're trying to figure out is how much wealthier are the extremely wealthy going to get her right william black thank you very much it's been really interesting talking to thank you

secretary of state rex tillerson is calling on the world to step up pressure on north korea until it abandons its nuclear program he was joined by representatives of nineteen other countries in vancouver to talk about ways of tightening sanctions on pyongyang. we can nothing to jean lee who's a lecturer at yonsei university and she has been adjourned this in pyongyang in north korea as well jean lee good to talk to you again i'm just wondering what your overall assessment is of where we are with regard to one year of a trump presidency and perhaps the most vitriolic exchanges of rhetoric that we've ever heard before between one head of state a mother. president trump may claim credit for the slight diffusion intentions here on the korean peninsula but i should point out that that first year of the trump presidency resulted in an unprecedented pace in
5:33 am
the development of north korea's nuclear development so look great has been very savvy and you see that rhetoric in the threats from the u.s. president to justify and rationalize the tests that have helped to improve and develop its nuclear nuclear weapons and ballistic missiles and that's where we are today north korea is as far as it's ever been this is that despite would you say that in spite of the what appears to be a thaw between north and south and those talks that have taken place specifically with regard to participation in the winter olympics would you say that that is still the case this is part of the overall strategy on the part of the north koreans they are in a sense confident that their nuclear program is advanced enough that they can step back from some of these tests and perhaps reach out to the south koreans i do think that their overall strategy is to get to the negotiating table but on their terms
5:34 am
remember that if they do get to the negotiating table to discuss any concessions or any kind of cessation of hostilities they are going to that table with an improved and strengthened hand right now because they've improved those. missiles and nuclear weapons so do you think it's possible then that these talks about the winter olympics could graduate into most substantial talks about the nuclear eyes ation of the denuclearize ation i should say of the peninsula. it's an important first step you know the north koreans in the south koreans have not spoken for two years this is a different era now north korea feels emboldened because they do have this certain achievements in their nuclear program they also recognize that they will be working with a different administration soul a president who is much more inclined to discussing gauge man and joint project the
5:35 am
joint projects between the two koreas this is not going to be easy it's very tricky the north koreans are savvy negotiators but this eliminates does provide a first step to try to get some conversation going and once the olympics possible see if they're able to turn that into something broader regionally that involves the united states china and the other allies in the region but rex tillerson didn't sound terribly optimistic when he was addressing the media after that summit in canada i mean he said that in order to have negotiations you got to have a reasonable partner for talks and he didn't think that north korea as they are at the moment qualified as such. he certainly doesn't want to rule for reward north korea for its provocative actions in the past one of the things that this vancouver gathering did was convey to the world and to the core of koreans primarily that south korea the united states and its cream were allies
5:36 am
remain united and that's crucial right now just remember that as they were holding this press conference the south koreans were talking with the north koreans about some of these logistics for the olympics it's important of course that to emphasize north korea that they they can't serve as a wedge they're not going to be able to divide the u.s. and south korea and part of what this gathering doesn't vancouver is convey that united front it also emphasizes that just because they're talking to the south can doesn't mean that they're going to let up on this campaign of maximum pressure it also allows south korea to reassure the u.s. and its allies that they are going to maintain that campaign as well even as they reach out to the north koreans all right jeanne lee thank you very much indeed jianli talking to us live from the south korean capital seoul let's go to hong kong now because the high court that has just sentence the pro-democracy activist joshua
5:37 am
wong and some of his colleagues to spending more time in jail just fifteen others in total were charged with criminal contempt for refusing to leave a protest site during the twenty fourteen umbrella revolution demonstrations. all right in a little while we hope to be going live to hong kong and we'll try and get the very latest from our correspondent just to note that those sentences have been handed down and just some of his colleagues to be returned to jail but look at you more on that of course as soon as we can get our correspondent in hong kong in the meantime bangladesh plans to repatriate six hundred fifty thousand range of refugees back to neighboring mimo within two years both countries agreed to set up temporary camps. as short term housing for the range of people now the first refugees will start to move back to me a man next week hundreds of thousands of revenge of muslims are fled a military crackdown that began in mere miles rucka state in organist the un has
5:38 am
insisted the any repatriation must be voluntary what is it that is essential on these is to make sure that the return is voluntary its safety and dignity and that people are allowed to come back to their places of origin which means that the huge effort of investments because there is a lot of reconstruction to be done and a huge effort of reconciliation is needed to allow it to take place probably the worst would be to move these people from camps in bengal there to camps in myanmar . keeping an artificial situation for a long time and not allowing for the for them to regain their normal life the world health organization has warned a diptheria outbreak in yemen is spreading quickly almost seven hundred people have now been affected forty eight people have died within the past four months and her data of the worst hit of the nineteen affected regions but there is some better
5:39 am
news at least on the aid front for yemen the saudi led coalition now says that it will allow for cranes at the port of her data to start operating there we used to offload food and medicine than does the army gen june ripples that aid can't come soon enough. amid the worst humanitarian crisis in the world what could be a sliver of hope these four to donald cranes which have just arrived at her data port in yemen funded by the united states agency for international development will significantly increase the floating capacity here at the border to ease congestion and improve ultimately improve delivery of humanitarian and other supplies to the people who desperately need it across yemen the saudi led coalition fighting who the rebels in northern yemen is
5:40 am
promising to allow the cranes to begin offloading food medicine and other basic necessities there have been guarantees before but aid hasn't always flowed it can't come soon enough this is very welcome news will be made by fox and us yemen they want to make the best not to give you what used to come and you know sort of the majority of the nation. the international committee of the red cross stresses however that while aid is arriving in yemen it's not coming quick enough. in the city of tire is dozens of protesters demonstrated against what they said is government negligence government leaders are accused of failing to control the collapse of the national currency or protect yemenis from rising food prices the companies that you many do need is not enough this is a country of twenty seven even so many different agencies enough fuel and food and medicine for the whole country what we need is for collusion. and the let will

those inside of fish. the poorest country in the middle east is facing multiple crises the worst cholera epidemic ever recorded and a diptheria outbreak that is spreading quickly in a country with some of the highest rates of malnutrition in the world and where more than eight million people are on the brink of famine a new report by unicef details how children have been scarred by war and says that since the escalation of the conflict in march two thousand and fifteen three million children have been born in yemen that's approximately three thousand every day unicef says more than eleven million yemeni children need humanitarian assistance just one of the many reasons why few believe the suffering of the yemeni people will end any time soon. are we going to go back to that breaking news now the news that the high court in hong kong has pronounced on the sentence
5:42 am
for joshua wall and the pro-democracy activists let's go live to hong kong and our correspondent there divvy up the column what did the court decide. well the court is still currently sentencing some of the other ones are about twenty of them they're being sentenced for contempt of court that's for obstructing the clearance of one of the protest sites in twenty fourteen but what we do know right white away is that joshua was one of the main student leaders of the twenty fourteen pro-democracy protests along with rafael wong one of the other student leaders have both been sentenced to jail joshua one gets three months rafael one gets four and a half months for not clearing out of the protest side despite several warnings from the bailiff according to the judge now the other's sentences being handed down are mostly fines or suspended sentences it's only so far only josh one rafael will
5:43 am
be going straight to jail as soon as they leave this court and that effectively precludes the now from from taking coffin in politics for a while doesn't it if you if you've got a prison sentence under your belt then you can't stand for office. that's right well joshua one is already fighting another prison sentence he has already been in august he was sent to prison for a separate charge he's appealing that he was at the high court yesterday on that appeal but that's also being a. long drawn out affair he definitely cannot stand for elections but some of his party members will be standing for the upcoming by elections and before going into court he did say he spoke to the press and said he had no regrets he was going to continue the fight for democracy but reminded everyone to go ahead and start voting or make sure that they vote for democracy candidates in the upcoming by elections
5:44 am
but there's another interesting point here martin that skeptics are saying these charges these contempt of court charges have arisen from the twenty fourteen protest the court proceedings started just about two years ago and joshua long rifle long and many of the other ones here had immediately pleaded guilty many are questioning why the sentencing has taken so long and some are even questioning whether part of this reason is that they were under twenty one years old at the time which meant that they would have gone to jail right away and so extending the sentencing to now when many of them are over twenty one means that they can hand down prison sentences divya of harlan live in hong kong thank you. now remember the country road family who said he was being held against his will in the united arab emirates has now been released shake a dollar been phony has now left abu dhabi for kuwait on sunday he released a video statement saying that if anything were to happen to him castro would not be
