twelve years save the children has worked with afghan communities to help kids survive but the attack on the aid agencies office in jalalabad suggests it's becoming increasingly difficult for staff to help afghans without becoming victims of the conflict themselves it's quite possible to save the children would leave afghanistan and the onus is on the afghan government to provide security for them. the government says while it comprehend every attack it's made improvements to keep aid workers say our government is trying to share security information with them often the government is involved to go and look at the environment to see where they're living and they train the guards usually have in addition to that the government provides additional guards they just to to sticks on aide workers security show that over the last fifteen years their jobs have become much more

joining me now from kabul is fiona gold from the a c b r a coordinating body for aid agencies and n.g.o.s in afghanistan good to have you with us. on the program let's just begin with how difficult it is to try and secure or. aid agencies who are working across the country what you have to consider as an aid agency for representing aid agencies when you want to operate in afghanistan. i think basically we start with the local community and we gain acceptance with the local communities do our programs we also have to work with all the different levels of government in provinces and on national level and we if we're working in opposition held areas we have to get exceptions from the people controlling those areas so that the job of an ngo is to try and have access to the people who really need us
5:06 pm
the situation is very fluid and we have seen over over more than a decade in afghanistan how difficult is it to do and i say your job i know you speak on behalf of many agencies but how difficult is it for those agencies to do what they want to do. the auspices of gaining community acceptance when these sorts of incidents that we've heard of today do happen. well i think there are many n.g.o.s here i mean we're two thousand registered in afghanistan and probably a quarter are really active so i think we have a lot of experience here of of as you say gaining community acceptance but now we're in a very explosive situation i think where we you know the community says communities can no longer guarantee our safety and our access and that's now where it's becoming extremely difficult to know. who we can rely on and that's that's the
5:07 pm
challenge today more so than in the last thirty years i know you can't name agencies specifically but are there agencies now reconsidering their positions not because of what just happened on wednesday but say if we look at the last twelve months and the various attacks that we've seen on community groups inside the capital and beyond the borders of kabul. yes i think every agency is constantly reassessing the risk and trying to decide you know whether its national and its international staff are safe and can carry on the work and also whether the beneficiaries are at risk as well so i think we're constantly reevaluating and it and it's not nobody can predict what will happen tomorrow. we had the afghan ambassador to catarrh on al jazeera in the day and he said that he or the government certainly tries to help aid agencies in their security by training guards who who work with the protecting their buildings
5:08 pm
how difficult is it for you as an aid agency to be seen as neutral while working alongside the government that some individuals in afghanistan see as the enemy. i think that is very difficult because we try to maintain we need to an independent and you know working for humanitarian reasons but when we travel around we don't use armed guards we don't have armed guards on compounds that's not what engineers normally have but increasingly we are becoming more and more fragile and vulnerable and i think this is something that as i say we have to reassess each organization to see what we can do but on the whole we want to be out there visibly helping people not you know inside compounds barricaded by big concrete blocks with with armed guards. for them i will leave it there feeling thanks very much for

a military court last month to six years in prison and after announcing his plans to run for the presidency well earlier we heard from the middle east analyst sunny handy he told us what he thinks anons withdrawal means for the upcoming election. i think what this demonstrates is that the army is losing its ability to keep its ranks in order i mean remember it's also part of the army and served as prime minister and he was he disobeyed the army and announced his intention to run for presidency and likewise of course don't forget that semi and then was also very brazen in his approach to the president's presidential candidacy he appointed his guinea another former top auditor who was ousted by sisi after claiming that more than seventy five billion dollars was being lost in corruption and then in his speech and mounting his presidential candidacy accuse the army of mismanagement of egypt it was very brazen this is why i don't necessarily think that it's a surprise remember this is a country where presidents don't leave by elections they either die in power like

province officials say sixty nine children have died but church leaders believe the death toll is much higher our correspondents and her team gave rare access to some of those forgotten villages they want of the world's most remote regions they took a commercial flight from the capital jakarta to get to him papa province from to mika the team took a small plane to get to a guts then they travelled by boat through the river inlet and into the jungle to get from a grants to assistant step is that a church in advance is being used as an emergency clinic and this is a al-jazeera exclusive report. well we found heartbreaking scenes in the village at the top where many children had died it's one of the hardest hit villages twenty seven children were reported that because of malnutrition of course of the week products that were very vulnerable to disease like measles and chicken pox and

likely found is that none of the children had actually had proper vaccinations and also no doctors had visited this area for over a year but people told us they are striking all to us not only the among the skinny children and babies but also their models are in very bad condition so many of these babies are already born malnourished and then they won't have a good chance to survive to the first try to arrest the people who are really struggling that they will actually loan they were calling on the government especially the central government in charge taxes to help them they have no faith in the regional government they think they don't care about after their natural places they are so it's a very very challenging situation and also very remote as you can see in our report . the land of the smart spreads across a vast jungle delta only reachable by boat a challenge in journey most outsiders prefer to avoid. assert that

a settlement in the middle of dense forest we are welcomed by grieving parents dozens of topless died after their malnourished bodies didn't survive a measles outbreak a doctor has yet to visit the remote village. i mean by you're having a lives have become so hard we need a doctor to come here the government in jakarta has to help us because the local government has never visited us a government health department spokesman has said stop are working with very limited resources and they're trying very hard to help the people are threatened by a lack of medical care and address to change in lifestyle to find food they used to spend months in the forest. they used to eat sad go from palm trees and drink natural water but since the government opened district offices here everything is changed instant food and energy drinks entered the area but the us people don't know these things are bad for them. while some are smart women go

through the long process to popery assad go we find children eating uncooked instant noodles and the baby drinking instant coffee while the children have been dying these are smart people are left on their own far away from any doctor or government officials who don't make the effort to make the long and difficult journey only a strong government commitment to reach out to these poor papa once can help to prevent another tragedy. to handle the health crisis catholic church workers are handing out food to young children and give how the vice tomatoes many of them are malnourished as well but the us must can't continue to live on donations of food aid for rafa or their survival depends on their ability to revive traditions and the willingness of the government to really help and guide them. well the government has declared a medical emergency and what's happening now is that there's a task force consisting of police and military the military is here now go into the

villages also together with help workers from the help become and interact and they go to this village just trying to save children's lives bring the worst patients to this church basically in our gut this is an emergency hospital right now because the rest of the hospital the clinic is already over full so the children are being taken care of right here and we got this very rare access and a lot of people here the power plants are very worried that if journalists are gone that also these medical emergency things are gone that the as much will be left to themselves again so they will have to go back to their villages still and who will take care of them then. german chancellor angela merkel says protectionism is not the answer to the world's problems merkel has been speaking on the second day of the world economic forum in davos she's laid out a very different global vision to the u.s. president donald trump who's due to speak on friday.
