joining me now from kabul is fiona gold from the a c b r a coordinating body for aid agencies and n.g.o.s in afghanistan good to have you with us. on the program let's just begin with how difficult it is to try and secure or. aid agencies who are working across the country what you have to consider as an aid agency for representing aid agencies when you want to operate in afghanistan. i think basically we start with the local community and we gain acceptance with the local communities do our programs we also have to work with all the different levels of government in provinces and on national level and we if we're working in opposition held areas we have to get exceptions from the people controlling those areas so that the job of an ngo is to try and have access to the people who really need us

the situation is very fluid and we have seen over over more than a decade in afghanistan how difficult is it to do and i say your job i know you speak on behalf of many agencies but how difficult is it for those agencies to do what they want to do. the auspices of gaining community acceptance when these sorts of incidents that we've heard of today do happen. well i think there are many n.g.o.s here i mean we're two thousand registered in afghanistan and probably a quarter are really active so i think we have a lot of experience here of of as you say gaining community acceptance but now we're in a very explosive situation i think where we you know the community says communities can no longer guarantee our safety and our access and that's now where it's becoming extremely difficult to know. who we can rely on and that's that's the

challenge today more so than in the last thirty years i know you can't name agencies specifically but are there agencies now reconsidering their positions not because of what just happened on wednesday but say if we look at the last twelve months and the various attacks that we've seen on community groups inside the capital and beyond the borders of kabul. yes i think every agency is constantly reassessing the risk and trying to decide you know whether its national and its international staff are safe and can carry on the work and also whether the beneficiaries are at risk as well so i think we're constantly reevaluating and it and it's not nobody can predict what will happen tomorrow. we had the afghan ambassador to catarrh on al jazeera in the day and he said that he or the government certainly tries to help aid agencies in their security by training guards who who work with the protecting their buildings

how difficult is it for you as an aid agency to be seen as neutral while working alongside the government that some individuals in afghanistan see as the enemy. i think that is very difficult because we try to maintain we need to an independent and you know working for humanitarian reasons but when we travel around we don't use armed guards we don't have armed guards on compounds that's not what engineers normally have but increasingly we are becoming more and more fragile and vulnerable and i think this is something that as i say we have to reassess each organization to see what we can do but on the whole we want to be out there visibly helping people not you know inside compounds barricaded by big concrete blocks with with armed guards. for them i will leave it there feeling thanks very much for
