north korean leader. in south korea. launches a major operation in the sinai peninsula and in hospitals on alert for casualties and massacred two journalists and jailed after uncovering what the government did not want the world to see. the u.s. congress had approved a spending bill ending the government shutdown the house of representatives passed a new federal budget which must now be signed by president to the. earlier the senate missed a deadline to pass the legislation which resulted in the second shutdown in just three weeks was blocked by a senator from republican party who opposed the budget deficit so let's get more on this now we're joined by white house correspondent. she is live for us and
2:02 pm
washington d.c. so it has not been easy but the legislation has been passed one of both sides getting. both sides are getting a lot of money that's what both sides are getting and that's where the contrary controversy was and that's why this government shutdown occurred because there was one lone senator rand paul from kentucky who said to his fellow republicans we are usually the party that restrain spending but in this case you have a pretty good example of what happens when one party is in control of congress as well as the white house there is simply no restraint and everybody gets what they want and that's certainly what's happened here to avert a government shutdown but certainly this is going to be the debate moving forward because what we're seeing here is basically very high limits put in place on defense spending which is what republicans were looking for but no cuts to the
2:03 pm
entitle and spending that typically democrats are pushing for this would be things like social security programs for the elderly medicaid and medicare government health insurance essentially for those that need support in their later years or simply do not make enough money to pay the bills to go to the hospital so this is a big boost in all areas across the board now the white house is of course going to the president is going to have to sign this into law and the white house does say it will have its own budget for the future that's going to be presenting on monday but again the big controversy in all of this is the fact that there seems to be restraint spending in washington what impact that could have on the economy is certainly concerning and certainly taxpayers concerned about what this might look like for the future and not everyone is getting something and not everyone is getting what they want because of course a key point of contention was the fate of the child immigrant children who brought to the u.s.
2:04 pm
as an illegal immigrants the so-called dream is what what happens to them now. well that's unclear i mean the president ended those protections that were in place under barack obama in march is when that will go into effect and this is certainly what shut the government down before around donald trump's anniversary of being one year in office was this issue of what to do about the so-called dreamers over that dock of protection that you often hear talked about in the united states children that were brought to the united states illegally by their parents have grown up here now often in many cases have jobs have gone to university and really no no other country then the united states is home they are looking for legal status the chief of staff john kelly at the white house has said that there will be no prioritize ation in terms of deportations when those protections end but certainly the white house is looking to congress to address this this was
2:05 pm
a key issue for top democrats like chuck schumer and nancy pelosi who said they would not support any of these spending bills until that was addressed it appears the democrats have not won of course again they are not the party in power right now on capitol hill but there have been assurances given by top republicans in the house of representatives as well as the senate that that will be addressed but again that is not put in writing and that is leaving many feeling very uncertain this morning or at committee thank you very much for that for now that is can be held at the very nations from washington d.c. thank you. well let's move on to other news now and we have pictures from just a few moments ago of the opening ceremony at the winter and then picks chang the show piece of events just begun and comes on the back of a show of unity between north and south korea. for the sister of north korea's leader has become the first member of her family to step foot in self korea since the two countries went to war in one thousand nine

a building spree to prepare for an influx of international visitors the people are ready to be in the international spotlight and. also and absolutely in the international spotlight of course as on sister kim jong. how is her presence being being received in the south the tosh. elizabeth there has been wall to wall coverage today kim yo junge she is clearly the main attraction going into the opening ceremony she's a trusted advisor of her brother kim jong un and she is really ascended the ranks in the north korean leadership rather quickly there's been speculation in the south korean media that perhaps as someone who has the ear of the leader and the authority that she'll be relaying the concerns of the north korean leader to president moon in be having lunch with him tomorrow and there's speculation that
2:08 pm
perhaps he comes with an invite in hand to invite president moon to visit north korea cura speculation but there's clearly a lot of optimism here in the south president moon is very pro in gauge it with north korea keen to seize the young chang winter olympics as a moment to rebuild the relationship between the two koreas all right natasha thank you very much for that for now that is the tashi good name joining us live from hong thank you. well a last minute appeal by forty one russian athletes and coaches to take part in the games has been rejected the court of arbitration for sport dismissed their case the russians appealed against their exclusion by the international olympic committee over the two thousand and fourteen don't think scandal at the sochi games nearly one hundred seventy russian athletes have been cleared to compete because their country is banned i'll be flying a neutral olympic flag. to egypt now where the army has launched its quite
2:09 pm
a comprehensive operation against terrorists and criminal groups in the sinai peninsula the army's website announced the start of the offensive local media is reporting what it calls an unusual increase in the number of military vehicles in north sinai hospitals have been put on high alert and wanted to prepare extra beds and nursing staff to deal with emergencies and medical evacuations. by the. this morning law enforcement forces began implementing the plan a comprehensive confrontation against the terrorist and criminal elements and organizations in north and central sinai and other areas in the delta of egypt and the desert back in the west of the nile valley this comes in addition to training and other operations on all strategic directions in order to tighten control of the ports of the egyptian state. well egypt has ramped up operations in the sinai in response to a string of attacks in the region the deadliest was in november last year when a gunman killed more than three hundred civilians at the mosque president. declared
2:10 pm
three days of mourning and said the death would be avenged he pledged to secure the region within three months dozens of soldiers have also been killed in attacks over the past past year twenty six died in a single suicide blast in july while eighteen more were killed in an ambush in september and coptic christians are also a frequent target more than one hundred were killed over the past year in a series of bombings and shootings. while president. praised the operation in a social media post saying with pride i am following the heroic offensive of our children and the armed forces and the police to clear the land of our precious egypt from the terrorist elements the enemies of life and as always long live egypt let's get more on this now are joined by omar to shore professor of security studies at the heart institute always good to have you with us on al-jazeera so as
2:11 pm
we mentioned they have of course the many attacks in the sinai it's a very insecure region why are we seeing such a massive operation now though does it have anything to do with that upcoming general election. probably if you saw the per turn from twenty thirty the words you would find the scale ations happening with the major political events are coming up on the coup happened in july twenty third miscreation following in september and the whole idea of part of the coup or was all that of the new regime coming is that the security and counterterrorism needs to be implemented. but also elsewhere the interesting part about the communique of the armed forces is that the not talking just about. that escalation in central delta and there is in this creation in the western deserts which are the two other areas that you saw some point of political violence happening in there. i think it has to do a lot with the forthcoming presidential elections i think these escalations and the level of. men and you know ship to sinai is not new cutting
2:12 pm
the you know suspending the internet communications blocking roads this is all not new has been happening since twenty fifteen and probably before twenty fifteen as well so i'm not sure if there's something new or there's a measured saying that you know the strongman is back he's trying to secure the region and therefore mobilize for him in the next presidential elections which is happening next month it's not new but is it worrying because president said that only brute force would be used to end terrorism and as you've mentioned internet communications have been cut off during the offensive so does this essentially give the egyptian army cop logic to do whatever they want in the region. you know the traditional killings massive bombardment using f. sixteen presidential in residential areas using heavy artillery in residential areas you have evacuations happening along the borders he calls recently of evacuating five kilometers surrounding airport porters almost in the sea near the

city center so five kilometers these are areas with a high level of population living their population density as you know the has been basically a lot of violations. not constitutional as many of them are illegal but again there is nothing to hold back that is still not winning the exact question and yet these groups still operating and active and able to carry out you know massive devastating attacks in the. book i'm writing on how isis fights in general in egypt between twenty fourteen to twenty sixteen there was a province alone cleaned it hundred eighty attacks over it on an eighty attacks in three years so this is probably an attack every day and a half and until now there was on stopped twenty seven years to still did not do this. twenty seventeen probably will have something similar like an attack every three days. so on one end of the all these tactics despite all the violations have
2:14 pm
not been successful counterinsurgency or counterterrorism tactics on the other end you have the use and the manipulation of these this violence that is going on for political purposes mainly to give his own debt and they need to give it to b. c. for the current if you can't thank you as always for your time on this on our show i thank you. still ahead on the bulletin why a massive lump of fat has made its way out of london phillip and into a museum. however still saying something of a wintry mix making its way towards japan at present see the moving through the sea of japan heading towards honshu behind that the weather system will dive its way through that will eventually push its way towards pyong shang at the moment

temperatures hovering around freezing in the heat of the day but i think it will turn a little cooler as we go on into the next day or two rather cloudy that will help to hold the temperatures up for punching as we go on through saturday two degrees celsius then but it does sweep through there we go minus three the high as we go on through sunday other side of the sea of japan going to heat that is pushing into tokyo bay a little on the gray side not too bad temper just getting up to around thirty degrees celsius but on the other side of the mountains we could still see one or two snow flurries coming through meanwhile full central areas of china because a little bit of snow coming in here into the southwest hong kong gets up to a pleasant twenty two degrees and falls back a little as we go on into sunday quietest guys do come back in with that northeasterly wind but you will notice the cooler feel to things as we go on through the course of the week and into the early part of next week meanwhile dry for the philippines over the next day not too bad for thailand but some very heavy showers in these.
