is pushing hard for this particular administration and that is involving the private sector that's where the real interest rates. yes i want to repeat again the two thousand and three private privatization of the reconstruction it's coming again but for it to happen the iraqi government has got to take a lot of measures to assure and guarantee those investors that the environment is appropriate because of course iraq has a massive problem with corruption where we have seen billions of dollars and aid simply disappear is this iraqi government on track to addressing that very big issue we did hear them talk about this at the conference yes i mean iraq is a special case in that it's not a poor country usually those conferences are held to address needs in relatively poor countries so you rock with its national income does not qualify for a lot of development aid naturally so they have to use the excuse of security and
