7:01 pm
i'm maryam namazie in london you're watching al-jazeera also coming up if europeans prime minister submit his resignation following months of antigovernment protests he says he wants to be part of the solution. police in the u.s. charge and nineteen year old former student with seventeen counts of premeditated murder after yet another school shooting. and we're in harare where hundreds of supporters of opposition opposition leader morgan chang paid tribute to the man they call their hero. our top story this hour south africa has a new leader cyril ramaphosa has officially been sworn in as the country's new president a ceremony wrapped up in the last hour in cape town from a post succeeds jacob zuma who of the months of pressure from within his own party
7:02 pm
finally resigned on wednesday a governing a.n.c. party demanded he step aside of corruption allegations the president spoke in parliament after he was elected as leader he pledged to work with the opposition for the good of the country. seeks to work with all political parties. started all free. well started off with wanting to have a meeting with the leaders of all political parties so that we can try and find a way of working together and i'm heartened by some of the sentiments expressed here about working together which i will want to touch on. and i will do all this as
7:03 pm
a servant of our people because i do believe that when one is elected in this type of position you basically become a servant of the people of south africa and all seek to execute that task with humility faithfulness and with dignity as well let's go live now to rob matheson he's in johannesburg for us so rob tell us more about what around oppose his priorities will now be. well his priority was really summed up in the clip that you just heard which was his intention to try to bring together all the opposition parties to to try to move forward from the jacob zuma administration and the situation in the allegations of surrounded the rule of jacob zuma but at that point when he made that speech in the
7:04 pm
national assembly just a few hours ago we i think saw the first hurdle that he is going to have to cross as he tries to move things forward the opposition parties were standing up to him saying that they welcome the fact that he has had been given his appointment but they objected to the fact that the intention seemed to be to put to paint them as the problem when in fact the opposition party had been telling the a.n.c. and several. during his ten years as deputy to dig observe about the allegations surrounding jacob zuma and the administration of jacob zuma and they have done nothing they opposition said that they have put forward motions to try to get zuma charges brought against zuma to get debates held and that each stage the a.n.c. had blocked those so he's really facing a very significant problem in trying to hold together the opposition and also the
7:05 pm
a.n.c. it's well because the n c has been badly fractured by the allegations that have surrounded the zuma administration we have to point out that the pressure that the a.n.c. was putting on jacob zuma to resign was not because they say they believe that he is guilty of those allegations they simply say that the allegations have been some become so great that they were affecting the party's. potential when it comes to the general election which is going to be held in twenty nineteen and they want to get all of that out of the way so that they could prepare well in advance to get back on track for those election. in the twenty nineteen other questions already being asked about is actually over promising is there a suggestion that he is very open to having talks with the opposition parties but they are going to demand something in return and what is it that he can actually give them and not compromise themselves if he is determined to be seen as fair and
7:06 pm
transparent in the way that these zuma ministration was not seen but also as i say he has to hold together a very fractured a.n.c. and deals will have to be done compromises will have to be made within the party as well to try to hold that together in the run up to the general election next year and mention that about getting the a.n.c. back on track robyn him importance of trying to do that ahead of crucial elections in a year's time. zuma really dragged it out he has finally resigned in terms of public perception how much damage has been done to the party just from that. i think there's no there's no question just from the people that i've been speaking to here since i arrived in johannesburg and certainly looking at the newspapers and in the radio and t.v. coverage there is a very strong perception that the a.n.c. has been very badly damaged by jacob zuma the a.n.c.
7:07 pm
itself no one has openly said that it has been badly damaged by the allegations that have been surrounding the zuma administration we should keep repeating of course that these are allegations nothing against jacob zuma orders administration has yet to be improved in a court of law and part of the process as you rightly say is that this whole thing has been dragged out it's part of a very long ongoing legal process the a.n.c. felt that they had to do something to try to draw a line under the zuma administration to stop these allegations creating more harm to the a.n.c. in the run up to the election than they were going to do had the allowed him to stay for say even an extra three months which he had wanted to do in the week so the a.n.c. decided to cut effectively cut the ties from with jacob zuma and try to move forward but in terms of the perception of the party itself you've got to remember this is the party the brought liberation to south africa this is the party the
7:08 pm
negotiated at the constitution with the apartheid government of south africa at the time so it is very unlikely that the party will disappear altogether but it has got a long road to go ahead of those general elections next year thank you very much appreciate it there is rob matheson with all the latest from johannesburg. am opposed will be facing a range of challenges israel was explaining to stay you have high unemployment in south africa and widespread violence on the streets as well crime has always been a big issue he'll also also have to face the people in just one year with those elections sat forty thousand and nineteen and after hamid as more. seen as the chief negotiator in the final days of jacob zuma as presidency cyril ramaphosa stam as acting president is a signal of change but celebrations by his supporters may be short lived as
7:09 pm
attention to what comes next he was elected president of the ruling african national congress in december by a slim margin and will have to work to unite his divided party he will also have to repair the political and economic damage suffered under zuma and improve the party's image after years of allegations of corruption. is a different kind of president to anything we've had before this is a modernist this is somebody who is a negotiator. as well but here is a man of very clear determined purpose he has stuck with jacob zuma for how many years sitting by. embarrassed the country embarrassed himself and vets. going along with what had happened in south africa has given the impression that. i don't think he is. let them up as

to reverse this trend under did leadership of. a gunman who carried out a school shooting in florida has been charged by police with seventeen counts of premeditated murder nineteen year old nicholas cruz was a former pupil of the marjorie stoneman douglas high school in parkland is believed to have acted alone when he went into the school armed with a rifle and opened fire on students and teachers and he gallacher is covering this for us from parkland florida and a great deal of concern about warning signals regarding nicholas cruz which should have been picked up before he did this. indeed what's becoming apparent is the were very clear signals that this young suspected shooter had some kind of problem some kind of issue where he was clearly going to carry out
7:12 pm
an attack like this we know from the f.b.i. we just heard of last few moments in a press conference that a you tube user reported a comment from nicholas cruz that said i'm going to grow up and be a professional school shooter that was in fact investigated by the f.b.i. so clearly the authorities knew of this individual and nothing seems to have happened we've also got e-mails from teachers at the school who were terrified of this young man who used to be at the school before he was expelled and while he was at the school he was not allowed to carry a backpack in there but yet somehow was legally allowed to buy an a r fifteen assault rifle we know that he was a loner we know that his friends faded away as his behavior became more erratic as he began to post pictures of himself with weapons pictures of dead animals so all the warning signs were there but this is not an unprecedented case in the mass shootings in this country carried out by individuals with similar profiles to nicholas cruz it seems to be
7:13 pm
a patent it happened at virginia tech where the student killed more than thirty people there in what was at the time the largest mass shooting in u.s. history had himself a history of mental illness and yet he was still allowed to buy and possess weapons and large amounts of ammunition that's what happened in this case it continues to happen in this country we've already had president trump tweeting out that this was a disturbed individual one reply from one student has gone viral which says we don't need your prayers we don't need your condolences we need congress to do something about gun control that is not likely to happen in this case it hasn't happened any other time before particularly after the sandy hook shooting in connecticut in which twenty children who were very very young was shot and killed by exactly the same weapon there is a mounting pressure on republicans to take a. a lot of money from the national rifle association to sit down and do something about this governor rick scott spoke in the last few moments he was talking again about not letting people with mental illness get hold of guns but once again no

talk of banning things like assault rifles remember after their las vegas shooting which is the largest in u.s. history there was talk of banning bump stocks which turned assault rifles in towards a massive weapons that legislation has gone absolutely nowhere all right well thank you very much and all the latest from florida. you know how to say are still ahead for your. morning morgan chang right supporters remember zimbabwe's opposition leader and his legacy and look to the future. and the refugees his journey has stalled in indonesia many are forced to live on the side of the right.

a quick look at the top stories cyril ramaphosa has been sworn in as south africa's president a day off the embattled leader of zuma resigned is promising to fight corruption and to revitalize the economy. and the gunman who carried out wednesday's school shooting in florida has been charged with seventeen counts of premeditated. we can now speak can really help it she is at the white house and we were hearing earlier kimberly that president all trumpet issued a proclamation honoring victims of that shooting what can we expect to hear from him when he speaks about later. right well we certainly got a bit of a preview because we did have an opportunity here the attorney general jeff
7:18 pm
sessions also speaking this morning following this certainly as the top lawyer in the united states gives us a bit of sense of how this is ministration is likely to react to this horrific shooting in contrast to perhaps the administration of barack obama donald trump has faced a lot of criticism for his immediate response because so many in the united states remember the twenty twelve reaction of barack obama when he came to the white house briefing room following the sandy hook shooting were twenty schoolchildren were killed in that horrific attack and he was visibly moved and use that moment of emotion to call for stricter gun control now in contrast donald trump not only was the white house press briefing cancelled but he took to twitter instead to express his prayers and condolences that no child should be feeling unsafe in an american school and when we heard from the attorney general speaking in the last couple of hours it seemed very clear that the approach this administration will
7:19 pm
take when the president addresses the nation in the next hour is likely to be one not calling for stricter gun control as we saw with the previous administration but instead looking at the intersection of criminality and mental health these are the exact words that the attorney general used also saying in reference to what our correspondent and gallagher was reporting the fact that there may have been indications that were ignored in terms of the f.b.i. response and the fact that it had been reported to the f.b.i. that this individual in florida the suspect had said that he wished to be a school shooter and that this may not have been properly heated so certainly there are going to be criticisms but at the same time as andy also talked about there are very strongly held views when it comes to guns in the united states and often has a lot to do with the political spectrum as we've seen with these presidents whether you're democrat or republican all right well thank you very much can be will definitely get back to you often we hear from president trump in the next hour. the

israel's is israel's and i think this is we're trying to find solutions that will be fair to us and fair to everyone and i think we had some very good discussions on this and some new ideas tillerson used the news conference to clarify his government's position on hezbollah a day earlier in jordan he made a rare admission that the armed group has a powerful political presence in lebanon but the secretary of state made clear u.s. policy didn't change the united states has considered his blood terrorist organization for more than two decades now we neither see nor do we accept any distinction between its political and its military arms it is unacceptable for a militia like hezbollah to operate outside the authority of the lebanese government the only legitimate defender of the lebanese state is the lebanese armed forces. the u.s. has been supporting lebanon's military and security forces hoping to strengthen the

central government and its institutions but hezbollah is part of the government. tell us it is the most senior official in the trumpet ministration to lebanon it coincides with efforts by washington to contain iran does have influence in lebanon through hezbollah but the question is how much influence does the united states have in lebanon and the region. the last time a us secretary of state visited lebanon was four years ago a lot has changed since not only here but in the region many say washington has lost its clout. beirut members of zimbabwe's opposition movement for democratic change have been mourning the death of their leader morgan tsvangirai. the. party members gathered outside the m.d.c. headquarters in harare. died on wednesday at the age of sixty five after a battle with cancer he founded the m.d.c.

president on all tromped there at the white house essentially conveying his condolences to the families of the victims but really to all of those at the marjory stoneman douglas high school and parkland florida after the death of seventeen people by a former student at the school nineteen year old nicholas cruz we can now speak to his at the white house and it's interesting because now we had trump alluding to this issue of mental health which is coming very much to the forefront of this story and we know that he's already said there were definite warning signs which should have been picked up on but were ignored. indeed and i think this is the really stark contrast between this republican president and that of barack obama that the initial response was for more gun control we heard there from the president who seems to be growing into his role as consoler in chief something that he was heavily criticized for following the shooting in las vegas last year the
7:31 pm
fact that he didn't seem to adapt to it and this is one role that the american public expects from their president certainly the president sticking to the teleprompter there in his prepared remarks saying that his entire administration is there for a grieving public to ease their pain the belief of this is ministration no child or teacher should feel unsafe in an american school having said that again the approach in terms of trying to make children safer is very much different this belief that we heard not just from the president earlier from the attorney general jeff sessions the top lawyer in the united states head of the justice department that the way that this administration will pursue this is with this intersection of mental health and criminality the president saying in fact that this is going to be a top priority that he will be working in his administration with local law enforcement leaders as well as in the state of florida to try and address this the

belief that this is the way to make american safer when it comes to gun violence which is so prolific in the united states. and just briefly we know that you're saying this administration is going to take a different approach in terms of the way gun violence interacts with mental health issues but what about gun control and stricter legislation we'd like to him much on that in the coming weeks or months. there's certainly going to be that effort and we've seen that already by some democratic lawmakers but you have to remember the very powerful national rifle association it receives millions in the united states to lobby lawmakers to keep gun control from being put in place there have been repeated efforts in the u.s. congress to bring about stricter gun laws but right now we have a republican president we have two chambers in the u.s. congress controlled by republicans they're largely not receptive to seeing any sort
