can reach anywhere in the world devastation and six hundred people are said to have died since the upsurge of violence in the rebel held the syrian enclave. been allowed to go on for decades is disgraceful trump announces big increases in tariffs on steel and imports hitting major producers like china and canada and the french far right leader marine le pen is charged for tweeting images of atrocities . and then sport. to extend their lead at the top of the premier league days after beating arsenal in the cup final city are three nil up against us and then christine. russian president vladimir putin provokes fears of

a new arms race with the west after unveiling an array of nuclear weapons which he claimed are invincible speaking to the russian parliament ahead of the forthcoming presidential election mr putin said the weapons include a cruise missile which could reach anywhere in the world jonah hall reports from moscow. ben hour is in and the speech that had seemed relentlessly domestic suddenly took an explosive turn. no one expected vladimir putin's annual address to parliament to involve advanced missile systems and strategic weapons and the talk of job creation and better roads in the years ahead it was a response he said to years of unchecked advances by the united states in missile defense. russia has always been a big nuclear state if so you know wanted to speak constructively with us in the past and no one wanted to listen well listen to us now one missile in development

putin explained could travel the globe with unlimited range and entirely undetected by radar defense systems but there's three weeks before the presidential election it was all greeted with ecstatic applause by russia's political elite president putin made a strong message to. russian audience which can be spelled out as the fall of any of this occasion in the world this prevents reus surrounded by aggressors but you have to be rest assured that till the country is run by a person whose name is of light given to putin. you will have nothing to worry about as well as showcasing these extraordinary new defense capabilities let me a putin speech was full of inspiring promises of investment lifting people out of poverty improving their lives in what was expected to be his last major speech before the election this was putin presented to the russian people as
12:04 am
a pillar of political stability economic stability and perhaps above all security its full impact may have been intended for a domestic audience but there was more than a hint of menace in putin's warning that any outside threat would be met with annihilation russia's current defense spending its only. it's one tenth of the united states obviously combined in a different spend in is given much larger than that of the u.s. the trumpet ministration announced plans to increase defense spending. and russia with its economic conditions is unlikely to be able to spend much more than it currently does. i don't think there will be a real arms race eighteen years in power this was going to be a putin reminding russians that their country is a world power once again the strength of its conventional military on full display in syria he said it's nuclear capabilities now soon to be more than
12:05 am
a match for us might join a home al jazeera moscow. well the pentagon has responded to claims and patty joins us live now from washington d.c. with the latest on that so patty what did they say how seriously either taking the threat or devil it seems like all the departments from within the u.s. government got on the same page really trying to downplay this sending the message that they're not all that worried about it the pentagon it was just your weekly briefing there was no big roll out there wasn't the president of the united states or even the secretary of defense for pretty big contradiction to what we saw in russia with that huge stage in those impressive graphics and the president of russia himself making this announcement we've just seen spokespeople from the state department the white house and in the pentagon saying well we've been watching russia for a while this isn't really that big of a deal asked if this was a response to president nuclear posture review they said probably not we believe
12:06 am
that that is a bit more a rogue countries rogue regimes that russia and they said russia knows that they really would even confirm whether or not these weapons exist but they kind of hinted at it at the pentagon we're not surprised by the statements. and the american people should rest assured that we are fully prepared these weapons that that that are discussed have been in development a very long time so now our our nuclear posture review takes all of this into account and so we are planning because our nuclear posture review is about ensuring that we or our our troops egypt forces are relevant so how does the u.s. arsenal compare well the president has said he wants to modernize it at the time he was talking about a plan that would cost one point two trillion dollars over thirty years and so far that is not something that congress has shown any inclination that they want to fault festival here with the latest from washington patty thank you well
12:07 am
well on abortion sky is a fellow at the washington institute a think tank focused on u.s. foreign policy she joins us live now from washington d.c. to take a closer look at vladimir putin's speech i mean it's very interesting he was saying these missiles can't be intercepted they're invincible they can reach anywhere in the world he speaks of a new reality saying it's not a bluff do you think that the u.s. is right to downplay if if you will his comments or do you think this is a sin in the very thinly veiled threat. thank you very much for having me it's good to be here well first of all you know to put this in perspective this is not the first time putin has threatened nuclear weapons against the west in fact he's kind of got a habit of doing this over the years certainly this is not something to ignore it is important but also to put this in perspective russia has been on
12:08 am
a path of modernizing its armed forces since two thousand and eight certainly it's prioritized nuclear particular meant over conventional weaponry so none of this should come as a complete surprise again not that to say we shouldn't be paying attention but it's also not surprising that the united states has been watching and is prepared it's quite interesting that he made the statement now i mean obviously we're just one little bit over two weeks to go before an election in russia now he is meant to enjoy a think of approval ratings of ninety percent so you'd think you'd be quite confident if they are to be believed but do you think that this statement now was more for domestic consumption or mainly for the international community. i think it was for both frankly you know don't forget that putin has when it comes to russia's security the way he defines it it is intrinsically connected to what the west does and how the kremlin perceives these actions certainly put putin was looking to
12:09 am
project an image of greatness of russia as this you know this is a classic putin narrative again nothing new here russia is a besieged fortress surrounded by enemies but strong you know the ninety percent approval ratings i doubt putin himself frankly believes that he's constantly asking pollsters to run more polls of he really felt that confident he wouldn't need constant reassurances so frankly he has at this point he has nothing else to offer despite his all of these grand revelations about security and stability and so forth when it comes to domestic issues really he hasn't explained how exactly he's going to do it where is the funding going to come from so he has very little to offer besides again you know the same themes of greatness standing up to the west things are bad but don't worry we're strong and ladders with you perhaps also a renewed role for russia a stronger role for russia within the international community you know coming at a time when perhaps some people would say president trump isn't particularly committed to the u.s.
12:10 am
role as the upholder of the global order we're seeing russia play certainly a crucial role in places like syria and really across the middle east so perhaps when he speaks of a new reality that's what led him in pushing means. well sure you know we've seen put in step into vacuums in all the places where the u.s. has retreated that has been the putin pattern particularly in syria this is a classic example of unfortunately a failure of u.s. leadership that allowed putin to step in and you know if the united states wants to maintain the global order and be the guarantor of security that is certainly something to pay attention to to get in that be afraid by putin's threats and a bush sky a fellow at the washington institute lanham thank you for sharing your views with us thank you for having we're speaking of syria there celebs go to syria at least nineteen civilians in the rebel held town kléber of eastern hutto were killed by russian and syrian government there strikes on

thursday the syrian observatory for human rights says more than six hundred people have now died since and upsurge of violence in the area nearly three weeks ago it's unclear if they were killed during the russian led five hour daily so-called humanitarian palls but no civilians were evacuated during the partial truce on thursday russia's military has also been has accused the rebels of violating the cease fire further north in a free a truck convoy carrying aid for fifty thousand people has been allowed into the area the first since the turkish offensive against kurdish y p g fighters began in january we'll have more of that shortly but first though zain ahold of reports on the fragile situation in eastern who. does the last major rebel stronghold around the capital damascus satellite assessment of two point five square kilometers of the enclave shows major damage in most areas the offensive is

the latest in a series of attempts by the government to recapture eastern huta but it has been described as the deadliest the opposition controlled area has been under siege since two thousand and thirteen. this is a checkpoint through which civilians have been told to leave it's day three of the five hours humanitarian pause no aid has entered no medical cases evacuated and no civilians have left the besieged enclave apart from an elderly pakistani couple and the residents say they don't trust the truce. we will never leave our homes i hope god will take revenge against them we will die under what. they open the crossings but you cannot trust them they open them and then they bomb them they want to displace us now russia is calling its daily humanitarian pause a failure president vladimir putin is blaming the rebels for preventing civilians from leaving and the russian officer is warning the truce may not last if there are

no results the russian government could be sending a message that the relentless bombardment on eastern during the first week of the military campaign could resume civilians are dying even with the pause in the fighting but before the temporary truce took effect dozens were killed on a daily basis. doctors say the medical situation is desperate even before the latest bombing campaign began the un repeatedly requested permission from the government to evacuate hundreds of patients who needed medical care now the list includes one thousand names people who were wounded in the assault. on loved it in the past ten days there was a lot of pressure on medical care and we have large numbers of the wounded and now seem to is there are thousands of wounded and more than five hundred martyrs there is a shortage of medical supplies eastern hooter's three main rebel factions are proposing taking out fighters linked to the former al qaida affiliate affront as

12:15 am
a narrow little banner that if you look at the video that you see on t.v. people aren't using that why are people not using that well it didn't work in aleppo very well did it people are afraid to use it they are afraid if they try to leave eastern ghouta that they could be conscripted into into working with bashar al assad that they someday may not be able to go home or they could be killed people are fearful of that that does not go far enough the idea that russia is calling for a so-called humanitarian corridor i want to be clear is a joke. well just there is a some a binge of hide has more now on the situation both mr hu as well as the aid efforts in the north of syria in a free. more details of deaths despair and misery out of eastern huta as this united nations security council resolution passed on saturday continues to go ignored by warring sides we've been hearing from the ground more reports of more

attacks artillery shells an air strikes happening in residential areas people saying that everywhere is a frontline in eastern guta activists on the ground saying that the net now the death toll that has been climbing in the last few days has gone over the grim mark of six hundred people more than six hundred people have been killed in eastern the very people have been besieged since two thousand and thirteen food aid and medical supplies have been very limited and they've been waiting on these promises that have been reiterated by the syrian government today as well that aid will be allowed in but so far no aid has come in and none of the evacuations have happened in for the north of syria in they are free in the region we've been hearing that the international committee of the red cross has been able to take aid inside africa and this is an area which has been under attack by turkish military as well as turkish backed rebels who have been trying to take this area from kurdish right

we're out of the study of young people to sit in the corner of the box he could be facing from that story. u.s. president donald trump says he'll impose tariffs on steel and imports he announced a twenty five percent tariff for steel imports and a ten percent tariff on imported oil minium at a meeting with industry officials at the white house trump is vowing to rebuild the american steel and aluminum industries saying other countries have treated them unfairly for decades u.s. stocks tumbled on fears of a trade war with the dow down one point seven percent for more on this let's speak to kristen she joins us live now from new york christen this announcement wasn't exactly a surprise was it i mean we have heard president trump say things along these lines
12:19 am
even before he became president trump. you're right ever since he was candidate chum president trump has talked about restoring the steel industry just like he talked about restoring the coal industry bringing businesses back from china and tearing up trade deals that he considered bad from american so this is in line with that talk and steps that he's taken since he's been in office he met earlier in the day with representatives of the steel industry who have been complaining that imports from foreign countries have been flooding the market and driving down prices what was a little unexpected however was the specific details that the president revealed at the end of that meeting spilling out that he planned to increase steel tariffs by twenty five percent and. aluminum as we say here in the united states by ten percent he seemed to catch his staff off guard sarah huckabee sanders his spokesperson said that she didn't have any further details on the specifics of the
12:20 am
plan when she was asked about it it's not clear whether these tariffs would apply just to china or to other trading partners as well and we heard from the canadian trade minister that they consider any increase in tariffs on acceptable canada being the largest trading partner with the united states when it comes to steel imports and even within the president's own party there's concern and not a lot of support for this move there's worry about sparking that trade war that you mention but in a week when the president has seen major upheaval in his staff is fourth communications director announced that she's going to be leaving amid a continuing russia investigation embarrassing demotion of his son in law jared questioners security clearance losing his top top secret security clearance all of this happening the president seems eager to do something to make good on a campaign promise and really secure his standing with his most loyal supporters listen to what he said earlier. they've been very unfairly treated by bad policy by
12:21 am
bad trade deals by other countries they've been horribly treated by other countries . they have not been properly represented more importantly because of that our workers in our country have not been properly represented and chris and the president. often i guess bragged about how well the market has done on his watch but they don't seem to like this particular announcement no as you mentioned earlier the dow jones closed down one point seven percent more than four hundred thirty points again this concern about a trade war. stocks for steel makers and aluminum companies certainly went up on the news but any company that relies on steel and could be hit by higher prices saw decreases auto manufacturers for example will these hits keep coming for automakers
12:22 am
and other companies in the in the dow in general we may find president plans to formally announce his plan and learn more specifics about it chris is salumi with the latest from new york kristen thank you thing in the u.s. the u.s. ambassador to mexico has announced her resignation amid strained relations between the two countries in a note the embassy staff jacobson's said that she will leave her post this spring she did not detail why she was stepping down but said the decision was the fickle because now is a crucial moment in the u.s. and mexico relationship. venezuela's presidential election has been delayed by a month say was set to be held on april twenty second but has been pushed back to the second half of may well gabriel elizondo joins us live now from boy a vistar that's in neighboring brazil get real we'll explain a little later why you're speaking to us from brazil but first of all just tell us what reasons have been given for the date being changed. well
12:23 am
it's a little unclear but the government is saying that it was simply a deal that was negotiated with the opposition but it's really unclear if that's accurate or not let's remember that this is probably not going to change the bigger picture on the elections in venezuela and the bigger picture is the opposition has said they planned to boycott these elections because they were moved ahead from their original date december to april and now may so just simply moving them back a month after moving them up nearly six months probably won't appease the opposition too much and they were probably not participate in these elections either now the international community like the organization for american states has said that they should not even hold these elections the critics say that these elections will be fraudulent nicolas maduro the president of venezuela says in his defense he says listen if the opposition is want to participate he says that's not my problem we're going to go ahead with the elections a lot of people see this is very much a power grab so it really doesn't change the overall dynamics of the very difficult
12:24 am
political situation and its role right now difficult political situation and difficult economic situation as well just give us the scale of the problem that isn't venezuela now. well to see the economic crisis that's hitting venezuela i'm just going to step out and i want to show you where we're at right now we're in a park in the city of boa vista brazil which is near the border with venezuela this is what the u.n. is saying are refugees and a humanitarian crisis these are thousands of venezuelans who have nowhere else to go because they have no food no medicine and their money is not worth anything what two thousand percent inflation and so they've come to brazil looking for a better life for families mothers fathers and there are about forty thousand venezuelans and in this city alone just of that have come here in the last couple weeks about a thousand venezuelan refugees. migrants are coming to this city every
12:25 am
day this is only a city of about three hundred fifty thousand people so the united nations is here and they are trying to help local officials build some sort of response to this because this is not only an economic crisis that is spilling over here into brazil but a social crisis as well the brazilian government says that they are working hard to try to help all of these men to swell and still be flying many of them to sell paulo and house to try to get them in areas where they can get jobs and get services and try to begin the process of a better life but this is really the front lines of the economic crisis you're seeing in venezuela with all of the faces of the people that are coming here to brazil. on the with the latest from. gabriel thank you. no new footage has emerged of israeli soldiers beating and kicking a palestinian man in the hours before he died in custody israeli human rights group

a race against time to be fit for the world cup. to the a. hello there there's so much snow every year about the moment there's plenty of snow in the east where you might expect it this time of year but even in ukraine we're struggling after a week of heavy snow here we're seeing quite a few blackouts which is an idea with the maximum temperature so any around minus ten of them we're also seeing plenty of snow further west as well as healy's cloud marching its way and as that hits that cold air it is turning to snow and for some of us in spain even the beaches have turned white thanks to the snow settling there that's the first time in thirty years now system that's currently over parts of spain is just noting its way eastwards there on friday so some of us are going to see some more heavy snow plenty of heavy snow again over parts of britain and
12:30 am
ireland as well and then the next system is working its way in from the atlantic bringing yet more heavy rain to portugal and it looks very wet there even as we head through saturday so still rather wet for us in the west turning a little bit milder for some of us here and in the east or more snow here in. well cold minus five as the muslim temperature in warsaw for the other side of the mediterranean generally is a lot quieter weather wise hey we're looking at twenty two. but we do have the cloud of rain over portugal this just trying to creep a bit further towards the south and from iraq it's looking pretty wet on saturday. ahead of the september twenty fourth national election survey showed germans a satisfied with the state of their economy this is easily a star news biggest tech success story the company was bought by microsoft in two thousand and eleven we bring you the stories to the shaping the economic world we live in counting the cost at this time on al-jazeera.

a reminder now of the top stories on. russia. intercept. u.s. president donald trump has announced a twenty five percent tariff. and ten percent on. rescue workers are still searching through buildings seven months after the iraqi government declared victory over i saw in the city they found more than three thousand bodies and there's still much work to do a warning you might find some of the pictures and. report the starving. neighborhoods reduced to rubble.
12:33 am
this is where. the bitter end. and as bulldozers sift through the grim reality of war emerges in the rubble of booby trapped and bombed out buildings shrapnel shell casings and dead bodies plenty of them and. we found many bodies including our small ones scattered all across these neighborhoods you can see the bodies all over the place in huge numbers we need support from the international community and organizations we have a limited capacities we need help to lift these bodies soonest. wreaks and diseases also to help people go back home life back to mosul also that. hundreds of bodies of i still fighters were found they will be buried in mass graves but it seems that it's the civilians who paid the highest price in this war so far more than three thousand bodies have been retrieved and still counting. uncovered in the trappings
12:34 am
of war they will be delivered to forensic labs in order to be identified and ultimately returned to their families even if many are beyond recognition and will remain anonymous a group of volunteers is helping out young people who despite the stench in the air the emotional and security challenges say they want to bring mosul back to its own glory i mean we come here each morning pull out the bodies and put them in bags there are many obstacles our capacities are limited the roads are blocked with rubble we can barely move and we sift through it with our hands our only tools are rubber gloves and face masks. stuff is overwhelming he's just in a day visit to his home town alone he doesn't want his family to see how mosul has become a city of the dead now isn't a vote for a job we need more help to get rid of these bodies as soon as possible the smell is unbearable and diseases spreading people are reluctant to come back because of this
12:35 am
many are afraid they could enter their houses and find a booby trapped body from a nice old guy. a fraction of most of all city has been cleared so far one estimate puts the number of civilian deaths at ten thousand it could be higher. for people who wouldn't couldn't leave their homes during the war the devastation is a testament to what happened here but their voices would never be heard heard at the. italy's former prime minister silvio berlusconi has led his right wing coalition in a public display of unity just three days ahead of italy's general election only was his usual flamboyant self at a meeting held in front of supporters in rome polls conducted before the blackout two weeks ago predicted that his center right alliance would win around thirty six percent of the vote that would give it more seats than any other bloc but it would
12:36 am
fall short of an absolute majority it was speculated that berlusconi would seek a broad coalition with the center left in the event of a hung parliament but the eighty one year old billionaire businessman has ruled that. well in the run up to this election the issues of immigration the corner me and social reform have polarized the nation in the first of three reports our correspondent lawrence lee travels the sicily where rightwing parties are trying to capitalize on the refugee crisis. sicily loves fishing in the town of it in the perfect sports it's right in the southwest corner of the island across the mediterranean tunisia is just two hundred kilometers away the old town is a warren of narrow streets there's been a north african here for twelve centuries the tunisian population grew about fifty years ago a sicilian emigrated themselves. and is the man proudly points out of that
12:37 am
immigration has proved hugely valuable for the economy. we needed say listen they worked on a fishing boats we need to farmers and they worked in our fields for generations later their children distinguishing themselves in our schools you on the jobs market. but the africans making the journey to italy in the twenty first century of finding things far harder accuse a sicilian the vague a bit racist and you really won't like what they say back to you because this place prides itself on having an entire history of being welcoming and hospitable to everybody but the problem is that the european union has so badly mismanaged the refugee reception crisis and put so much pressure on sicily that even here attitudes are shifting. head north up the coast to palermo and you can see how sicily has suffered the economy bled dry by the math and ignored or insulted by
12:38 am
political parties that regard southern italians as stupid peasants one of those very parties used to be called the northern league now is taken northern out of its name and is actively campaigning in sicily having spent years being rude about sicilians being poor it's now trying to convince them that refugees are causing their poverty effectively. so if you let hundreds of thousands of people in you can't absorb them secondly who you really letting in criminals it could be anyone's . there is no analysis the refugees are damaging this is silly an economy the math and political corruption did all that for those who try to offer opportunities to these new migrants the shifting of blame is a cynical attempt by national politicians to divert attention in sicily away from problems that they created. now days they were a political party to it to racist and they're using fear in suggesting that someone
12:39 am
might steal what we have they promise to protect us the bald fact is that the total failure of the european union to share refugees across the continent has placed enormous strain on one of the poorest parts of italy and given the hard right swing a huge opportunity in this election mazhar a and it's happy to news event lave is now the exception largely al-jazeera sicily . well joining us now from new york is peter chad a he is an israeli analyst with the economist intelligence unit with the chair at the thank you so much for so much for joining us here on we were just hearing in that report how immigration especially in parts of the country like sicily is going to be a major issue in this election initially is that the main reason behind the surge i guess we could call it behind the center right coalition of course some parts of that center right coalition are in very centrist atoll. yes i think immigration is one of the things that is fueling support for the center right but
12:40 am
it's not the only factor the center right parties have made a number of proposals on taxes on pensions on labor reform that are attractive to italians and i think over the last few months we've really seen the center left the klein in support particularly after the the constitutional reform referendum proposed by the former prime minister matteo raines it was was defeated in late two thousand and sixteen so it's a combination of factors immigration is helping the center right but they've come up with proposals that that are attractive to italians who felt you know their living standards fall as a result of the economic and financial crisis in recent years and and the center left has really lost credibility so that is the wind in the center right sails at this point in a way you could look at this election and say well we've been here before we see berlusconi i mean he's never going to be prime minister certainly not for a year but you know he is certainly one of the key figure is we're looking at potential governments coalitions that will never really last promises that are probably not going to be met so you could say well we've been here before but what is actually different about this election do you think. yes i think all of those
12:41 am
things that you cited are absolutely true those are constants in italian politics but it was different this time is that you know for one thing we're voting under a new electoral law the other so-called. right so about a third of seats will be allocated according to the single member districts about two thirds by a proportional representation so that's different voters are you know are disoriented at this point that the last round of polls suggested that something like thirty percent of eligible voters where they're going to abstain or hadn't made up their minds about who to vote for i think the other key difference this time is that we really have an unprecedented level of fragmentation for you know for what we've seen for italian politics in the last twenty thirty years we have three main blocks of parties two that are polling roughly evenly that that would be the center left in the five star movement and then of course the center right is polling you know a bit higher but but there are likely to hit that forty percent mark that pollsters think is going to be enough to do euell the majority in parliament so there's an
12:42 am
unprecedented level of uncertainty this time and i mean italy is a crucial country many ways it's a member of the g seven member of nato the third largest economy in the eurozone that one of the founding members of the e.u. and geographically very much between europe and the middle east and the unstable italy what impact does that have on its neighbors. you know i think for one thing you know one thing to note is that in unstable italy and particularly in italy that that has a government that's less friendly to the european union or takes a less positive view of european policies could be problematic for politics certainly other european leaders like emanuel necron will be concerned about having having a neighbor that is you know that is less willing to back his his reform plans you know we might also get a government you know particularly if we if we have a government led by the center right natalie that that is tougher on immigration
