wing parties leads the way in italy's election but latest projections show no one will have enough seats to govern alone. china's national people's congress meets to make changes that could see president xi jinping stay in power for life. this may very well be the most sensitive asset ever to be housed in this facility and the winner is hollywood crowns its best picture of the year at the oscars. hello the united states has accused russia of killing civilians in syria's eastern huta it says it carried out twenty bombings a day late last month it is the strongest u.s. accusations so far of russia's role in a government offensive on the rebel held area more than six hundred forty people have been killed over the past two weeks syrian president bashar al assad has vowed to continue with the airstrikes but the same time he says troops will open the way

for civilians to leave as that has also denied using chemical weapons. about four hundred thousand people are trapped inside eastern hooter with little food and basic supplies said has called those reports a ridiculous lie by the west he says his army is making progress against what he calls terrorists closure to you for there is no contradiction between our troops and the combat operations the advancement of jeev yesterday and the day before by the arab syrian army took place in the midst of this truce that's why when we speak about the resolutions there are some positives that allow for the achievement of humanitarian gold at the same time as allowing us to get the terrorists this is why we have to continue with our operation while at the same time allowing civilians to leave and with them the rebels say they have made some gains against assets forces . today we regained control of some territory after fierce battles

the regime used scorched earth policy after failing for four months to achieve any progress through ground fighting russian and syrian airliners bombs the area intensively using helicopters so we count attacked with rates and. the un is sounding the alarm saying the collective punishment of civilians is in its words simply unacceptable say now for the reports from beirut in neighboring lebanon. pro-government forces are advancing inside eastern huta since friday they have seized at least ten percent of the one hundred ten square kilometer enclave they are moving in from the eastern side forcing people to pack whatever they can and move to other areas away from the front lines people are seeking shelter in towns closer to the center this placement is adding to their suffering. the ground offensive began just over a week ago the territory taken is not heavily populated it's mainly farmlands which

are hard to defend pro-government forces want to control the do mushy phony out road which would cut rebel supply lines cut off the main town of duma and split the opposition held pocket in half. the assault is not just from the ground airstrikes and shelling are targeting towns throughout the besieged rebel stronghold the bombing may have lessened since the five hour daily pause in the fighting ordered by the russian government came into effect on tuesday but civilians continue to be killed. it's one of the deadliest offensives in the almost eight year conflict the death toll is now more than six hundred fifty rebels have been retaliated by firing mortars into the syrian capital killing almost thirty people in the past two weeks the ability of the opposition to threaten damascus is one of the reasons why the pro-government alliance wants to recapture eastern huta
8:05 am
it is the last major opposition controlled area close to the government seat of power if pro-government forces take it then there will be only one small pocket of territory south of the capital out of the government's control and the pro-government alliance is making it clear not only in its words but in its actions that it is not ready to compromise and it is pushing for a military victory. despite pleas from humanitarian organizations aid hasn't reached the almost four hundred thousand people believed to be in eastern huta the united nations was hoping to deliver food and medical supplies on sunday now it says that won't happen this isn't the first time restricting humanitarian access to a besieged population has been used as a weapon of war. senator beirut in italy the n.t.'s that michelin five star movement is projected to win the most votes in the general election with ballots still being counted projections suggest a bloc of right wing parties will emerge with the most seats but no one will win

enough to form a government it seems in the name baba reports from rome. just five years after they first got into parliament the firestorm movements the anti politics policy say that the clear winners in italy's general elections after a campaign that sort of promise to guarantee universal basic income of a thousand dollars a month while cutting taxes they insist nobody can afford to ignore them. also exceeding expectations leggo formally the northern league led by matteo salvini firmly anti migration and euro skeptic they're vying to be the biggest player in the center right coalition led by silvio berlusconi purcel vini the results prove that italians are third up of the status quo and one of the clearest outcomes of the five years in power the center left democratic party have taken a big hit and then there's this man the peter pan of italian politics silvio berlusconi couldn't stand as a candidate because of
8:07 am
a tax fraud conviction but he's hoping his force a tally of party and their allies on the far right can get first pick at trying to form a ruling coalition if they selection has proved anything it's that many italians wanted a clean break from the traditional ruling parties but what kind of government emerges is hard to say that could take many days if not weeks but the barber al jazeera rome. i mean cross live now to lawrence lee for the latest he's in rome right now so lawrence how are things shaping up right now. when it's pretty much as it was a few hours ago we're not actually going to get final results for so several more hours but the projections are all heading in one direction and if you're interested in stable governments in italy then it's the worst possible outcome you could you could think of really it's so complicated but in very simple terms the block of passes that can get closest to what needs to be a stable government forty percent of the vote is this right wing bloc but there's
8:08 am
still three point short and even though they would argue and matteo salvini who is mentioned in that report would argue that he should be the next prime minister because their percentage is the highest the league party only got was only on about eighteen percent of the votes and so how can they be in a democratic country the prime minister is. eighteen percent so that's very problematic the biggest winner of the night by miles the five star movement projected to get about thirty two points of the whole third of the inside of votes so in the same democratic world you might well argue that the guy who should be the prime minister is their leader luigi demaio because they're so far ahead of every other party except the five star said they won't do a coalition with anybody else and therefore they can get to forty percent either now it may be there in the event go to see the president who has to unpick all this and say to him we will do what in other countries is called a confidence and supply arrangement where they align with other parties on
8:09 am
a simple vote by vote basis so they're not in the coalition but they can argue that they should be in charge because they're so far ahead of everybody else but it's it's it's unsteady and people in the financial markets wouldn't like it it can't be a long term solution and so i think it's probably the best that they can do is muddle through for a few more months with a view to possibly changing the voting law again and having another election but it's a real mess and italy of course was seen as as the next big test of this wave of populism this been sweeping through europe and for those in europe who are. not a fan not fans of populism this would not appear to be an encouraging night for them . no indeed that's absolutely right that the collapse in particular of center left politics across europe is now a properly ingrained trends the democratic party which has ruled italy for so many years is on about nineteen percent and much of their vote has gone to the northern

league that are not the northern league the five star movement in many ways many of their policies are a bit similar their interest in they should do social justice and helping the poor and and stuff like that but the the so-called populist parties the league and five star combined or the full fifty percent of the vote and the traditional sort of centrist party is the policies which which europe would look to to imply stable governments have really taken a beating and it is it is really worrying because a think you know the european union some at some point needs to understand that it just isn't working for people it's not it's not about it because it doesn't leave the european union but it's not working for people and people looking for different solutions all right for the moment lawrence lee live for us there in rome with the latest on italy's elections but germany finally has a government after months of political uncertainty chancellor angela merkel will secure a fourth term in office after clinching

a coalition agreement with the social democrats the s.p.d. as membership approved it by a two thirds majority on sunday now the agreement comes more than five months after an inconclusive election china's parliament is expected to approve changes to the country's constitution which will see president xi jinping able to rule indefinitely the national people's congress is holding its annual gathering in beijing the ruling communist party needs its support to remove the current two term presidential limit xi jinping was elected to his second five year term last october adrian brown has more from beijing. there are around three thousand delegates to the national people's congress and this year almost as many journalists covering it two thousand of them of course from chinese state media which speaks very much with one voice now the body is very much a rubber stamp assembly it is basically controlled by the chinese communist party
8:12 am
and of course it always endorsers recommendations of party leaders and this year the n.p.c. is being asked to approve a change to the constitution that would allow president xi jinping to effectively become president for life now for that reason the national people's congress this year will run for fifteen days instead of the usual ten to give delegates more time to discuss this issue now on monday morning we try to talk to some of the delegates as they were arriving at the great hall of the people asking them what they thought about this proposed change and most of them did not want to question only tooted and they were in favor of the change but amongst many ordinary chinese people there is an ease about this change of fear that perhaps it's a sign the china is going backwards because so much power will now be in the hands of one leader a monday the chinese premier league chunk delivered his annual report and the key

points there with this he wanted to set economic growth in two thousand and eighteen at six point five percent that's slightly lower than it was in two thousand and seventeen also there's going to be a big increase in military spending up by eight point one percent china of course is spending much more on things like aircraft carriers it has two at the moment a third is being proposed and it's also developing its stealth fighter technology but overshadowing this m.p.c. of course is one man she jingping and this is going to be the congress where his powers really are cemented. still ahead on al-jazeera a south korean delegation heads to pyongyang for two days of talks with north korea . the. cameras capture range of families crossing the border into bangladesh as they flee violence in yemen.

announced an eight percent increase in defense spending. in italy the anti establishment five star movement is projected to win the most votes in the general election but even if becomes the biggest party is still short of the threshold needed to form a government center right alliance of parties including former prime minister silvio berlusconi is projected to win the most seats. the shape of water has won best picture at the ninetieth annual academy awards frances mcdormand won the best actress oscar for her role in three billboards and hollywood's biggest night of the year and gary oldman took best actor for his portrayal of world war two leader winston churchill in darkest hour the general del toro won best director for the shape of water the film industry's most prestigious honor and former n.b.a. star kobe bryant's got the oscar for his animated short hair basketball.
8:18 am
rob reynolds is in los angeles a covering the event for so rob a big night for the shape of water what one of the main headlines there. well the headline as you as you mentioned the best picture and best director both captured by the shape of water kind of an unusual pick for the academy its membership traditionally thought to be rather conservative this is an offbeat movie it's after all a story about a woman who falls in love with a fifty and humanoid but perhaps shows some of the changes that have been going on in the academy because the academy has been expanding its membership it's been retiring some of the older members trying to get the more women or minorities more diversity and so you see you know in the in the nominations this year in it brought a girl weeks ladybird for the first you know female director in several years to be
8:19 am
nominated in get out tremendous. black. themed racially themed. film a horror film about the white supremacy so a lot of changes in the academy you know will take a time a considerable amount of time to bear fruit but i think you're seeing some of the initial signs of that movement and of course rob it's been a turbulent year for hollywood with all of the stories of sexual harassment surrounding that hollywood producer harvey weinstein and other prominent people but it didn't appear that sam did this was touched on much throughout the evening in any of the speeches. not really overtly i mean you saw something move for example at the actress jennifer lawrence who was one of the presenters of the best actor award she said it's
8:20 am
a new day it's hollywood. and there's a lot of work to be done frances mcdormand when she was accepting her oscar for best female actor had all the women professional cinematographers directors actresses everyone in the hall stand up and essentially take a bow and you know let it call for a greater representation of women in the film industry where they are radically outnumbered by by males and. the. opening line along by the host jimmy kimmel he did mention you know the elephant that wasn't in the room harvey weinstein saying that the academy kicked weinstein out last year and that was a good thing he said and certainly though it meant and also mentioned that the entire world is watching to see if the motion picture industry and hollywood follow through on the reforms that they claim they are they're going to make their new
8:21 am
codes of conduct and so on to prevent that kind of sexual harassment but there are a couple of opportunities were missed for example jordan peele the director of get out was not chosen he could have been the first african-american director ever picked up by the academy again gretta gerwig female director if she had won for a ladybird she would have been only the second female director so on and rachel morrison brilliant cinematographer who worked on the movie mudbone she was also overlooked in that category so it's it's a mixed bag i guess if you were looking for really strong evidence that the hollywood had church turned a corner and had a really repudiated it all of the sexual harassment and under representation you might be disappointed all right rob reynolds lifer standing in los angeles. now a south korean delegation is on its way to north korea for two days of talks in
8:22 am
response to an invitation delivered by north korean leader kim jong un sr during her visit to the pyong chang winter olympics in south korea the delegation will include the chief of south korea's national intelligence service rob mcbride is live for us in seoul this delegation on its way there what are the prospects for their mission. that's right this special flight took off a short while ago from seoul it's not often we have direct flights from seoul to pyongyang but this is certainly a very special mission it is two days of talks aimed at trying to further dialogue between the two koreas to build on the thaw that's been going on which is certainly very achievable what is less certain is the other stated goal of trying to jumpstart negotiations between north korea and the united states that seems a far harder objective to achieve it's not even certain has and whether this
8:23 am
delegation will get to meet with kim jong un the north korean leader that is certainly the hope there is also the hope that possibly this meeting will lead to a visit by the south korean president moon jay in to north korea so certainly a lot of prospects on the table a lot at stake with these negotiations but just before they departed the leader of the delegation was very keen to stress that this is very businesslike this is far more than simply a courtesy visit. little souls and then we will deliver president bush to bring about denuclearization of the korean peninsula and permanent peace by extending the goodwill and peace and to korean relations created by the pyong chang winter olympics. q one for this we will have in-depth discussions with north korea to start a dialogue between the north and south between north korea and the united states as
8:24 am
well as engage dialogues with other members of the international community opinion here is very divided in south korea just about this visit many people here do believe that this is an optimistic sign it builds on all of this momentum of goodwill that's been built up during the olympics and that talking has to be better than some of the hostile rhetoric that the relay. descended to even as recently as a couple of months ago for example if kim jong un gets to meet this delegation this will be the first time that kim will have met south korean officials since he took over as leader since twenty eleven so many people believe that has to be a step forward on the other hand many conservatives here more hawkish elements really regard this as south korea selling out moving away from the hard line stance that it had of the past and really simply rewarding the biliteral of north korea
