analyst in the weeks leading up to this election is that this is not a free and fair election for our international viewers briefly why is this not a free and fair election well because it's really not about a competition among candidates and there is no political process by which people can actually express their their actual political choices in egypt at this moment ever since the coup of two thousand and thirteen that broad general sisi to power and then of course he's been trying to consolidate his his control over the country over. he stifled all dissent egypt has an atrocious human rights record under sisi and so even any attempts from even within people from the regime to challenge him has has oftentimes been blocked quite severely as we've seen with the kind of potential candidates who've tried to come forward for this election we've seen sort of like one party candidates. win elections we've seen the russian election just happen recently and it's all about turnout it's all about consolidating the power base that you have of being able to say to the international community this is a legitimate election by one is it now not it not by any stretch are we

looking at something of a free election we're looking at a farcical election that's really meant far more for a consolidation of power and in the case of egypt i think the case is unique because in two thousand and twelve we did have the first open election in egypt modern history and so what this tells us is that sisi now with the second attempt to try and sensually pave over all of those experiences and basic intelligence elections aren't about actually expressing your choices these elections are about demonstrating loyalty to this regime and demonstrating the fact that there will be no future opposition to him and so this is really more about you know continuing to spread this this idea of a kind of loyalty among the citizens of who we speak to have a range of issues throughout the day let's just begin with governance and because obviously there is governance and transparency within government itself and also the security issues or the economic issues that the country faces in terms of governance i mean what has he been able to do we saw from that report that there

are many issues that he has to address if he gets in another term but what is actually achieved well i think what's what's interesting about cc's presidency first far is the fact that he's kind of failed by the the basic kind of dictatorship playbook because he's refused to really expand the base of his power in a way that actually creates institutions by which authority. regimes usually govern so he hasn't created a political party for instance all of the members of the egyptian parliament currently are so simply independent candidates who pledge their loyalty to him. nearly ninety percent of them for instance have nominated him specifically for the presidency and so there isn't mechanisms by which he's actually able to govern within society he's also maintained tremendous amount of power within the military which means that the civilian government has been largely kept out of the political process as he's been cultivating it since coming to power and so from a governance perspective there's been actually far little development in order to be able to really consolidate his control and i think this stems again from fear of
