historically china has opposed international sanctions on north korea in the hope of avoiding regime collapse and an influx of refugees across their one thousand one hundred kilometer border but strains in the relationship began to surface when pyongyang tested a nuclear weapon in october two thousand and six and beijing supported a u.n. security council resolution which impose sanctions on north korea well let's speak now to international security expert jim walsh who is a research associate at the massachusetts institute of technology security studies is live from boston very good to have you with us on the news great what do you think motivated kim jong un's visit to beijing now to meet xi jinping first. well i think it's a good sign and it's a good thing because if we're going to have a major summit and if the summit is going to go well then all the parties have to be prepared for it the north koreans should be talking to their friends the chinese asking for their help asking for she's assessment of trump remember trump and she

had a very successful summit of their own and she is in a position to tell chairman kim what that was like to tell them about donald trump but also to for that a chance for the chinese to say hey if you do this we will do that so it seems to me this is very good news and if we if it was the opposite if they hadn't met that would be a very bad sign because you would have a kim going into a very important meeting without full preparation so i welcome the some very good news you say jim this is being portrayed as a diplomatic triumph for the chinese president there was a lot of diplomatic maneuvering a few weeks ago involving the u.s. south korea and other countries not necessarily china making this meeting between xi jinping and kim jong un. even more important even more significant today do you think china is back in the game now. oh it always has been the game it always will be in the game i don't buy this analysis that i've

seen in the u.s. newspapers write that it's sort of a zero sum game and this is a win for she and a loss for trump i think that's all baloney you know this agreement a positive outcome to this summit only happens if china's support is is china is involved and giving its support there is no agreement north korea is not going to make an agreement on its own it's the weakest power for it to have confidence to make a real agreement it will need the backing of its ally china so china is going to be part of this no matter what and that's a good thing not a bad thing when you say that you don't agree with the view that china is in a stronger position than it was maybe a few weeks a few months ago what about the u.s. position going into this meeting between donald trump and kim jong un will the u.s. be in a position of strength or weakness when donald trump and kim jong un meet and what is the u.s. strategy going to be going into this meeting given all the tensions we've seen at the state department recently. you know i think the u.s.

faces a lot of challenges first of all it's not a lot of time to pull together a strategy now you know there have been all these papers and studies written over the years and they can sort of consult that but you know the president is not known for someone who does a lot of homework he's known as someone who sort of wings it and goes by his gut so that's a little concerning it's the first time ever that north koreans and americans would have sat down together like this right and as someone who is who has sat down with north koreans i can tell you practice helps it's it's better to have had a little experience under your belt and then finally as you alluded to there are a lot of empty chairs the u.s. does not have an ambassador in south korea it does not have a confirmed assistant secretary of state for asia pacific we have a new secretary of state coming in you know lots of moving parts so i am concerned about it but at the end of the day with these two very unusual leaders what will matter will be those two guys how they react to each other and whether they can

form some sort of bond and make a big commitment if they can do that all things are possible if they can't then we're going to enter a very dangerous phase and we heard in beijing today a pledge to denuclearize the korean peninsula which i imagine is encouraging going into this possible meeting between trump and kim jong un do you think out of the sanctions and the sanctions alone have been the factor that have changed the tone of north korea in recent months. i doubt that very seriously i mean i think the sanctions have had some effect but far more limited effect i've conducted a study with a colleague at harvard where we interviewed the north korean defectors and we didn't find much evidence that the sanctions mattered a lot i think there are a lot of things that are that are going on here but you know frankly we don't know what kim's intentions are this is the most opaque country in the world and i will remind you it's important keep in mind here that it's very good that the north

koreans say that they are endorsing the concept of denuclearization right a have done this before it all depends on the conditions that they're saying they're willing to denuclearize but there are things they want in the past they've wanted a peace treaty they wanted a withdrawal of u.s. troops from the been insula x. y. and z. so saying you want to nuclearization is great but it depends very much on the conditions under which that would happen i want to ask question for you jim and i want to put to you a comment here from one of our us on facebook live jamaal who says president xi jinping is currently top leader and a man with political with them wisdom rather he does have my respect and you think being is emerging as a top leader now in the world and you know signing perhaps see us president. i think this is a little overwrought i mean she is china's rising power in the international relations expert will tell you that its economy is growing and it's an important

player in asia which is sort of the ground zero for a lot of economic growth but you know there are some problems that china has and it really hasn't been out on the world stage that much and i would remind the viewer that she jinping just announced that he was going to centrally be leader for life so it sounds to me like a john is taking a very authoritarian turn so i think it's a mixed bag and in any case yes china is important yes the u.s. is important it has the biggest military and the biggest economy in the world none of these problems of particularly the north korean problem are going to be so solved without all the parties if you take the u.s. out of this it's not going to be solved if you take china out of it it's not going to be solved and it's not a competition here the reality is we're trying to achieve a policy goal of denuclearization and that is in the interests of both china and the united states thank you so much for sharing your views with us jim walsh of m.i.t. joining us live from boston very good to have you with us on the news great and as

strongest position well i'm afraid to say that they're the ones that are advocating for the status quo are still having sort of picture called during the political infrastructure in the country however the you know the popular protests that have been going on for but the last three years have prepared some of the reformist groups particularly it was in the a p.t.o. and the ag and. the state to come to the forefront of its priorities. so however they still have to run right i certain said it was and continue to become relevant again us the ones that are advocating for the status quo some analysts have pointed to a. background as evidence that he's not a before my that is part of the establishment but these appointment is being welcomed by the people is it not they've long complained of being marginalized and

government to sort of been pulling out all the stops to try to get people to go go and vote right they've threatened fines several government owned corporations have threatened to dock paychecks in april including egypt air the state owned airline police officers have been going door to door in some of the governor it's and you know sort of encouraging people to go vote they've been paying people between three dollars and nine dollars to vote they've been offering food rations to people who show proof that they voted so clearly the government is obsessed with this final voter turnout if they are nervous about the turnout that he gets less than the forty percent turnout that he got in the past election how big of a blow would that be to him you know i think it i think it to be a big a big blow he's looking for sort of a popular mandate to sort of with the legitimate his his rule right and cement his his popularity and also cement his efforts to probably go for

a third term to amend the constitution and go for go for a third term so if he comes out with say i don't know thirty percent or thirty five percent voter turnout that's really bad optics in front of the gyptian population i think it would be pretty bad news now having said that what are people really going to do i mean it's not as though there's a democratic process in egypt that people can participate in it's not as though people can go into the streets and protest people who have done that have been either killed on mass or arrested on mass he has emphasized security and stability in his first term and his die. and so again throughout this campaign saying that he's the man that will bring back stability and security is egypt is that what matters to egypt today what do you see. his challenges ahead in the next four years what is he going to have to deal with and what do egypt want from the president right well there's no question first of all that egypt does face a problem with with terrorism right we've seen hundreds of attacks carried out in the last just in the last few years so that is one of cc's primary challenges the

problem is that ccs counterterrorism strategies haven't seemed to work in fact egypt is suffering from greater levels of instability now than it has any point in its modern history in terms of his other challenges i think the other big one is economic unicef says that close to thirty percent of egyptians live in poverty and about ten million children live in poverty the coat the country has been ravaged by skyrocketing inflation it's making life very difficult for the common egyptian to just make ends meet so that's going to be his major challenge going forward now we've discussed the failure of these past four years at length these past three days as the voting has been happening in egypt but has it all been negative musri is there something positive out of this for you this last well look see see has been able to improve some of the macro economic indicators on the you know the

national economy so for instance g.d.p. has gone up egypt's foreign reserves have gone up from one thousand billion dollars to about forty two billion dollars now there are some sort of structural explanations for that and it goes back to the i.m.f. the i.m.f. loan and it relates to the inflation problem so that's not necessarily all positive news but if you're asking for something positive i guess that that would be the one thing that i that i could point to unfortunately egypt has regressed significantly socially politically and economically in the last few years few years so there isn't a lot that we can point to thank you so much for sharing your thoughts with us mamata musri. the divine state of graduate studies joining us here on the news great well let's not take a look at the conversation online and a ship asocial media producer is an egypt desk all this week what are you seeing online and to about the election well that turnout in this election is being closely watched for an indication of egyptians trust in the president local media dominated by pro-government voices have portrayed voting as an obligation and the only way to prevent foreign forces from sowing instability regardless of the choice

of candidates many egyptians vote to carry out a basic civic duty lead them to the full but we have to cast your ballot we have to express our opinion and make a difference we've seen our neighbors suffering instability and turmoil but we have to build the thank god the most important thing less than half of eligible voters participated four years ago handing sisi his first election victory with nearly ninety seven percent of the vote if you were voters participated in the last election in two thousand and fourteen compared to two thousand and twelve when mohamed morsi became egypt's first democratically elected president egypt's election authority said sisi received ten million more votes in twenty fourteen than morsi did in two thousand and twelve so forty seven point five percent and twenty fourteen fifteen percent turn down twenty twelve check out this number from two thousand and five only twenty three percent of eligible voters cast ballots in that race when former president mubarak faced a challenger from the god party that's the same party as sees only challenger mystify mussa. now pop culture has played
