a protesting palestinians at least two hundred and fifty people have been injured with seven left in a critical condition over the past week at least twenty one people were killed and more than one thousand four hundred injured half of them hit by israeli gunfire tens of thousands of palestinians are holding a six week long protest in tent encampments along the fenced border the u.n. says there's a strong indication that the israeli army has used excessive force hoda abdel-hamid joins us from gaza so one of the death toll just seem to keep rising hour by hour what's happening. well it certainly is a situation of sort of count cat and mouse game over the last fifteen minutes or so to israelis had fired barrage of tear gas that has pushed everyone to do back but i suppose somewhat used carrying it last summer. tyros towards the borders i'm sure in new mexico minutes we will see again that sort of thinking blacks what did they

use as a as as a screen to block the vision of these really soldiers are on the other side of the fence now you were talking earlier of the number of injured children fifty so far according to the health ministry here that most of that happened in the last two to three hours we've been here since the morning it was quite calm but really the tension has picked up in the afternoon and we've seen ambulances going and coming close didn't leave for the last three hours and i'm from what we understand the same is happening in the other four camps along the borders i'm sure that number will keep on rising now the tactics used by the israelis seem to be the same as last week most of the injuries we're told from the health ministry are in the lower part of the body once again there have been some who have received bullets in their back and in the neck but by and large the israelis are targeting didn't know were

part of the body but these are high velocity bullets that really caused a lot of damage and could mean people what are the words of the nature of these protests i mean are you seeing them being or hearing of them being provocative or are they non-confrontational. well certainly there is a certain level of defiance among those who actually venture all the way to defense and by and large are very young people boys and girls are teenagers or just in their early twenties and anyone you speak to will give you that same answer we have nothing to lose you know do unemployment is about sixty percent among the youth in the gaza strip there's very little chances for them to. have a better life there's a lot of frustration because they are they're basically blocked in

a strip that is forty kilometers long and eleven kilometers wide that's all they see that's all of most of these young people have seen since they were born or at least since they were children so there is this anyone will tell you that it is a day boy it's boiling over they can't take it anymore they have nothing to look forward to so they are just taking their grievances all the way to the fence for the other side to see how angry they are obviously there is a dream that eventually some of them will be able to cut through that fence and basically as an another act of defiance that has been extremely difficult because anyone ventures too close to the fence is immediately emerged with live ammunition but the root of all this is a lot of popular anger and yes political factions could be banking on that but that doesn't take away how much people are frustrated and how much people are desperate in the gaza strip so the desperation is something the protesters are very keen to

highlight what else are they demanding than. but certainly that is the right of return you know that did occur in population of this trip is one point nine million out of those one point two are refugees or descendant of refugees and many of them come from actually towns and villages that are now in israel that are twenty or thirty kilometers away from here i woman earlier an elderly woman was telling me that that sample and in some areas of this trip she can actually see her hometown but she hasn't been there in sixty years ago children say they have always heard these stories about that place and they want to go and see it so there is that also going on here do you know the right of return of refugees has been a very thorny issue during the peace negotiations and it was actually part of the five. final status agreement at the moment the peace negotiations are dead deadlock there's nothing going on so certainly people are taking things in their own hands

and there's also anger towards a different palestinian faction the fact that there was so much hope that national reconciliation would come about now do fatah and hamas are not talking to each other or at least are threatening each other ever since that act back on the convoy of the the prime in palestinian prime minister about three weeks ago so it reaches a point where each time they have a bit of hope well that foothold gets dashed and now de extremely angry i have to say dead at the interior security branch of how mass had issued a statement late last night asking protesters not to go too close to defense and to do that to avoid the high number of casualties of last week well it doesn't seem that anyone is really listening anymore to anyone and that is probably one of the most dangerous things because people say we have been let down by absolutely everyone now we're going to do it ourselves and this is really every movement that

is led by the civil society is civil organizations certainly the political factions have co-opted part of it have given them the green light and also want to be seen part of it last week for example armande than the twenty twenty one day that you mentioned will have mass as claimed and five of them were their. own fighters but. india is a they are you get a really a feeling that it is something new going on it is people led and you also get a feeling that even the factions here don't know what to do anymore organizers are doing their best to try to convince to used to stay at least if not completely out of the three hundred meter buffer zone but at least do not go too close to the first but you will see people crawling to the fence one thing to put the palestinian flag on the bones you will see those who will take the risk ok many thanks for joining us from gaza protests carrying on on the border between

is under the age of fifteen certainly it's something new for them but actually if they would stop and asked their uncles and aunts and their mothers and fathers and their grandparents what we see is a cycle of palestinian protest we think back to nine hundred eighty seven and the first intifada which was nonviolent mainly nonviolent protests we think about the second intifada way in fact we did see violence begin to come into protesting activities and take a very deadly and lethal turn in particular for israel is so in many respects this is a pattern of protest because there has been as your reporter pointed out there's been no progress on the ground in terms of into palestinian reconciliation all the larger issue of israel and the palestinians making peace with each other and bringing stability to the wider region which of course of course includes egypt who in turn a worried about security issues as it relates to their gaza border in the sinai desert. the political parties we heard from holder we've seen they're keen to

capitalize on these protests but what is how masses role here i think the masses role here is yes definitely to leverage to leverage the protests in terms of their claims against their internal rivals which include fattah and some of the other factions as well as israel so i mean that's that's quite clear and i think we saw one of the senior leaders of hamas mahmoud zahar greeting members coming up to the rallies today after after prayers so certainly hamas are going to try and capitalize on that but again as your reporter pointed out it's really important to remember that there is a huge amount of distrust and dissatisfaction amongst most of garza's the majority of gaza's residents against. it's against the palestinian authority against egypt against israel because for them they feel that at least for the past decade they've been as they call it living in the equivalent of an open air prison with little

hope for peace little hope for prosperity and little hope for a future protests have garnered international reaction just earlier today the united nations office for human rights released this statement saying there are strong indications that security forces use excessive force it went on to say remind israel of its obligations to ensure that excessive force is not employed against protesters and that in the context of a military occupation as is the case in gaza unjustified and lawful recourse to firearms by law enforcement resulting in death may amount to a willful killing every what you make of the international reaction so far well i think the international community is concerned that the extent to which israel has responded to the protests in its management of the protests the proportionality of force that it that it's employed the international community and security experts all of the global well aware of israel's capacities in terms of military responses

intelligence responses to palestinian protests it's not as if this is the first time that israel and its military forces and intelligence community have encountered widespread civil protests from palestinians whether they are armed or unarmed so i think that's where the concern lies the concern lies with that international rules and norms that israel should be seen to abide by in terms of the need for use of force and excessive use of force and i think human rights watch director has pointed out that it's not justified to open fire with live ammunition for example if people are approaching the fence if there's no apparent threat to you know serious threat to life or or injury so again. i think it's about the question of proportionate use of force against the level of protest is not about israel's right to protect itself because israel has the do legitimate right to

protect itself it's about how it manages these protests what about the west bank what are you hearing from the powers in all thirty president mahmoud abbas on all of this well i think that president abbas of course like everybody in the west bank supports people in the gaza strip supports the same causes and president abbas of course in terms of the peace process president and basses been the man that always promoted peace by negotiation accord trumps to be laid down and perhaps what he's finding is a deaf ear with with with israel you know this as was pointed out earlier this is a key issue for the resolution of the conflict between israel and the palestinians the refugee issue so i think that he will continue to walk on the political and diplomatic side to see if a resolution could be reached in that way ok beverly milton edwards thanks very much again for joining us here in doha. ok still ahead here on al-jazeera.

can because a bit more about who is being targeted here. well it really boils down to anyone that has a significant business or foreign policy tied to the russian president vladimir putin seems to be in the spotlight with this latest round of sanctions by the u.s. treasury department targeting dozens of russian companies officials tycoons but really this boils down to seven all of our concluding one that is notable that is a personal friend of the russian president his name is ole darragh pasta he is a billionaire and founder of a group that operates siberian power plants but he also made headlines last year laura when it was discovered he also had ties to the former campaign chair paul mann afford for for the u.s. president but not at the time the campaign trail for donald trump his campaign chair paul man a force of that significant now the other thing that's significant is this is that

we're seeing seventeen senior russian government officials targeted as well as one state owned trading company and as you point at the start of the show the u.s. treasury department the trumpet ministration saying that this is for russia's malign activity as they call it the malign activity is will there why is this coming now i'm getting real mixed messages from the white house as to the way they approach russia. right we are getting mixed messages because you'll remember just earlier this week when the president had a joint press conference with the baltic leaders he said no one's been tougher on russia than i have but you have to remember it's taken donald trump a bit of time to put these sanctions into place this is the third round of some sort of targeted action in his many weeks but he's had the power since august when the u.s. congress gave it to him through a law which he reluctantly signed then the treasury department kind of dragged its heels saying look at we're preparing these but it's taken quite a bit of time we saw first round of sanctions in the mid march then we saw that

collective action with the international community that the u.s. participated in expelling diplomats in response to that attack on the. the former russian spy living in the u.k. and now we have this latest action but again the president has also well doing this said that he is open to having a meeting with vladimir putin possibly at the white house this is something that was brought up in a telephone call between the two leaders confirmed by the white house press secretary so those plans are in the works even as the president the trumpet ministration is taking taking this targeted action against all of arcs against officials and tycoons ok kimberly many thanks ring is the view from washington let's go live now to moscow that we can join rory sort of or if we see the russian response to this new set of sanctions. you know there has been those being response from. an organization that

basically lets kind of technology exports from russia it was specifically talking about the sanctioning of or also borne exports which is. basically the the russian states. exporting and city now it says stitch the u.s. going off to this particular organization is essentially competition trying to squeeze. yes russia rounds of the international arms markets we've also heard from the trade ministry which says that there is of course going to be support for the businesses that have been sanctioned state support and we've heard from nikolai patricia who sanctioned himself he is the secretary of the security council national security council he said this doesn't mean that russia is not going to talk to the united states anymore and he's either the the businessmen the only dogs that have been sanctioned of course as businessmen often do they're going to find

other ways to make up for their losses now for anyone who's been watching russian oligarch interests recently and have seen the infighting that's been going on perhaps what's going to happen in the future is that the big fish here will start swallowing up the smaller fish it's going to perhaps get vicious in russian oligarch it circles ok how isolated do not perhaps the only gods but russia as a country the kremlin putin how isolated to they fail at the moment. this is a difficult question is this going to actually have any effect on russian foreign policy who can tell we'll have to wait and see there is a wider debate that goes on in western circles when it comes to how you can actually put pressure on the kremlin and lots of people have been arguing for some time that the only way that you can really squeeze the kremlin is by going after those that are closest to it these oligarchs people like deborah pascoe people like

superman to carry more people like the rotten birds all of those have been sanctioned in this list but there are others who say that actually this will benefit the kremlin that if you sanction these individuals they will be forced to bring their assets which at the moment are spread around the world often income in countries like the u.k. in financial centers like london if they're forced to bring those back into russia which is experience horrendous capital flight over the last few years then that actually benefits the kremlin the criminals been trying to get all of this money that's been spread around the world a by all accounts rich russians who are just too scared to have it kept in russia itself because they think the government might go after it what if they're forced to bring about the country that eventually strengthens department's position it's a difficult argument and i don't have the answer so we'll have to wait and see where well many thanks for joining us from moscow. the diplomatic crisis between
