republic of congo in. the way. will be retracing their journey. welcome to the program the cold war is back that's the word from u.n. chief antonio terrorist during yet another diplomatic showdown between the u.s. and russia the security council member states have been holding another emergency meeting about syria this time russia's request to discuss what it describes as the threat to international peace from the u.s. military against the syrian government eat. a bowl xli william liberated the winner we continue to observe dangerous military preparations to an illegal act of force against a sovereign state in what would constitute a breach of international law not only the use of force but the threat of force
7:03 pm
flies in the face of the un charter and this is precisely what we've seen in recent rhetoric and action by washington and its allies bellicose rhetoric is being ratcheted up at all levels including the highest levels to syria's shore at dish and our forces including the u.s. navy and its allies are nearing it appears that washington has adopted a categorical policy to unleash a military scenario against syria this cannot be tolerated and thanks to russia there was no un body to determine blind but we know who did this our allies know who did this russia can complain all it wants about fake news but no one is buying it's lies and it's cover ups russia was supposed to guarantee that aside what means chemical weapons and russia did the opposite. the world must not passively accept the use of chemical weapons after
7:04 pm
almost a century of their prohibition everything the united nations stands for is being blatantly defied in syria with the help of a prominent member of this council. of course but like her choice from the united nations a mike of the security council is still speaking we have the representative ambassador from the ivory coast speaking right now but what really we heard was accusation and counter accusation we've heard all this before but who is now much more targeted. well indeed we've heard this repeatedly through the course of the week this is the fourth session of the security council on the issue of syria and repeated was the russian claims that the. illegitimate incident was fake in syria and we heard from russia that the from the u.s. there is that russia must accept responsibility that russia is attempting to
7:05 pm
protect and defend its syrian ally so not really moving forward though we heard from the secretary general a strong call for unity in the united nations and in the security council also a strong call for some kind of mechanism that could attribute responsibility for any such chemical attacks but no sign of movement forward among members of the division within the security council appears to be as wide as it's been throughout these ongoing syria discussions and of course that a sobering point that was made by nikki haley were comments about chemical weapons not becoming the new norm in international disputes especially with international agreements on their prohibition and it couldn't have come really more focused with exactly what happened in souls in england i mean it happened in a very public place there and obviously what's happened in duma has also resonated
7:06 pm
in such a short space of time. indeed the us ambassador has a link to these incidents pointing out that it has almost become a pattern in the use of chemical weapons you mentioned the international convention against chemical weapons well that's been in place since the late one nine hundred ninety s. one hundred ninety three of the world's nations are signatories to that particular convention and yet you are seeing in recent times allegations of chemical attacks proof in some cases of chemical it chemical attacks being carried out possibly by some members or some signatories to the chemical weapons convention so yes this is a far wider issue perhaps than alleged incident within syria that what we are hearing from the u.s. ambassador as well as from other members of the council and indeed the secretary
7:07 pm
general is the very real threat that chemical weapons as you say could become a new norm that whereas in the past the it was seen as a highly successful chemical weapons convention which had removed the threat of chemical weapons from international discourse that was all seemed to be peeled back and pushed away in recent events certainly this is probably the greatest piece of concern among council members taking these examples as evidence of a growth in the use of chemical weapons to resolve any form of international dispute or difference for the moment we'll leave it there. and come back to the situation develops joining me in the studio as well in kabul and he's head of policy analysis of the arab center for research and policy studies it's good to have you with us on the program we may interrupt this interview if we hear the syrian ambassador to the security council speaking or cut to that but in the meantime let's just talk about what the french the americans and the british
7:08 pm
ambassador said at the security council i got of i'm going to interrupt this and we'll go straight over to the security council let's listen to the syrian ambassador to the united nations security council military plane crash that claimed the lives of the two hundred forty seven people. second predicate i welcome the but dissipation of the secretary general in this very important session and i thank him for his comprehensive and accurate briefing that has a no clearly. pointed out and he and others in this council. on one have you just. did understand the title of this session and he spoke in the manner that is commensurate with the threats to international peace and security. and in light of
7:09 pm
the allegations and accusations against my country and its allies. the ambassador of the sweden said that the use of chemical weapons is a war crime. and. this is true that i agree with him my government agrees to this when i and i talk of my the media however my dear colleague and don't you think that a war in itself is a crime and needs to be stopped and to be prevented from our gospel and one also had this it would be a very good title in a book by the peace institute in stockholm. instead of cyprien maybe this would explain to the member states that war in itself is
7:10 pm
a crime. and would let my colleague the representative of the united states said that. the syrian chemical weapons that kill the civilians. and you know where used to be fifty times that's what she said. and fifty times chemical weapons were used and it only killed two hundred for you civilians. imagine this is the syrian government and how to become one unit hubby has reversed the course of the global terrorist war against my country by killing two hundred civilians only by the end of the matter after having used chemical weapons fifteen times what isn't this talk of those who are and mentors in north this is good for d.c. comics is superman comics is this how the white house strategize is that the
7:11 pm
sitting government uses chemical weapons fifty times to kill two hundred civilians . how is this possible how's the struggle for five dollars a meal and then my colleague at the united states of america did overlook one important thing that her own country. on board of the good pray has destroyed our snug vials in the mediterranean along with ships by denmark and norway. their own experts in the u.s. should have told her that missing grenade attack said in this chamber in the june twenty fourth scene that there are no chemical stockpiles in syria and you can and. you know how they had that could they have simply forgot all of this.
7:12 pm
are you a saddam in your pocket and those who think that military force western massive military force in the eastern mediterranean. is because there is a sufi you western. affection towards those vials terrorists in douma on those a bioterrorist where chased out of the north as you are aware and they are now on their way to saudi arabia and then they will be recycled into mercenaries working in yemen and they will be used in other battlefields including yemen. and you know a massive military force is in the mediterranean there is no target those diaries it's a handful of terrorists it targets the state of syria and its allies this should be
7:13 pm
the topic discussed today in this session. my colleague the ambassador of the united states it was not horrified that their country used twenty million gallons of orange agent in vietnam in one thousand nine hundred eighty one when the. claimed the lives and well injury of the three million vietnamese and four hundred how the no weapon children are born and where the a therefore maty due to the use of the orange agent then the time and she was not horrified by the killing of the her forces of thousands of syrians in a rocket and thousands of iraqis in a fallujah and not using white phosphorous agent which is a chemical weapon. and. isn't this
7:14 pm
a war crime my colleague the ambassador of sweden. remarks of the former defense secretary of britain henderson miles of the human body and this is to my colleague from the british the edition. mr henderson spoke of his kind of jesus and the united states use of those chemical weapons in iraq he said and i quote. and. it is unbelievable that you know even we would occupy a country that has iraq you have to look for chemical weapon of and. use of chemical weapons against that very same country your child is there these are pictures coming out of the u.n.
7:15 pm
security council where the mechanic the syrian ambassador and you're from jeffrey is pressing the security council on this special session to be. addressing the tension especially in syria let's get over to michaela has been listening in obviously we're getting. a defensive posture of the syrian ambassador and also a bit of a history lesson but he seems to be goading the comments made by the swedish ambassador and certainly the american want to. indeed yes we've heard this before from the syrian ambassador being speaking here in this meeting by special dispensation a rule which does a lot concern nations to take their place in the security council when such discussions are happening and certainly very contentious note from the ambassador as you say goading the u.s. and its allies sweden in particular at this particular point this is once again
7:16 pm
something that we have seen repeatedly within the council as we've seen in the course of the session today very much a reflection of what's been happening for chile day after day for the past week this is the fourth special session on syria that has taken place and each time we see almost the positions harden not the various protagonists the division within the council russia and its allies on one side the u.s. and its allies on the other continuing to widen even as the secretary general calls for some greater form of unity and slipping into this divide as well we have once again the syrian ambassador making very strong allegations against u.s. involvement in previous chemical weapons attack and continuing to absolutely deny any form of syrian involvement in chemical wealth this warfare it will leave it there for the moment mobile can use it to continue of course to listen in to what turbocharge africa has to say and join us and when i joined again here in studio we
7:17 pm
had just cut the beginning of the interview short as he went back to the security council. let's just talk about what bashar jeffrey actually said one thing i picked up there was you know he said that in june twenty forty both denmark and norway who were apparently destroying all of syria's chemical stockpiles chemical weapons stockpiles said that syria had no more chemical stockpiles and that certainly i'm going to paraphrase what we know of what do you make of that statement in the light of what america france and the united king. saying that there was a chemical attack in duma well i think he was trying to undermine the credibility of the three allies the u.k. the us and the france by bringing a witness from within there was some community by saying these two european countries have. said that syria has got tired of all of its weapons of mass of mass destruction and he was by this as i said he was just trying to
7:18 pm
undermine the could there were two of the argument of the three was that ambassador and the one of course as we've heard those three ambassadors speak in these last few hours. so you go to a sense that they're not listening to what syria has to say they really do believe they have the evidence nikki haley said so in a press conference just before they went into that open door session they're absolutely certain that they have the evidence they want to do something about this absolutely i think they are already convinced that the syrian regime has used chemical weapons in and go to the mike they actually seeking to have hard evidence in order to convince the international community because as you know these three countries especially the united states and the u.k. i mean we all know the ghosts of the iraq war are still very much on life and they don't want to be seen. once again as trying actually to to start a new military action against another country in the middle east based on the
7:19 pm
obvious evidence this is why actually there are giving more time in order to have hard evidence from from from the ground in the need very much at this legal ground in order to start any military action because there is no way the united states is the u.k. and the france are going to have you on the u.n. mandate or i might add nations security council resolution that will allow them to use force against a syrian regime the russians they have been using the veto for the bars for five years they use it for twelve times this time and the was it six times against the background of chemical weapons the use of chemical weapons in and syria i think this is why they're giving more time in order to have that hard evidence and in order to start that that sort of military action against the syrian regime still speaking at the security council meeting there of course we'll continue to monitor what he says for the moment thanks for your analysis. head to the occupied
