been hearing from the syrian representative to the united nations this in a security council meeting called by russia and bolivia to discuss the western military strikes which took place against the syrian government overnight jeffrey very much echoing the sentiments we heard from the russian ambassador vaseline a bender and also early on in the day from president vladimir putin condemning the strikes saying that they are illegal and and also decrying the fact that these strikes were carried out before the o.p.c. double in fact finding mission had a chance to complete its work on establishing the whether chemical weapons were in fact used in the syrian town of duma so let's go to my candidate is live at the united nations for us and so i might just take us through what we've been hearing so far to kill me from russia and the united states in this meeting.

well merriman effect it's a repeat off a series of meetings we've had this week on the issue of syria the fourth emergency session called by the security council this one at the request of russia and its allies of bolivia to protest those strikes against syria by the u.s. france and the united kingdom we heard from the russian ambassador strong condemnation of these strikes continuing to argue as he has done for days now that there is no evidence that any attack took place mentioning as you said two that these strikes came at a time when officials from the international chemical watchdog had arrived in damascus to conduct investigations as to whether a chemical weapons strike in fact happened within syria last weekend we also heard from the united kingdom providing what it said was international law justification

for these strikes support of course from france the third ally involved in these ongoing actions in syria and then from the u.s. ambassador we have a strong warning as it would appear that there will be further action to come if syria again attempts in her words to use chemical weapons i spoke to the president this morning and he said if the syrian regime uses this poisonous gas again the united states is locked and loaded. when our president draws a red line our president enforces the red line. and so my we heard their fighting talk from the u.s. ambassador nicky hayes saying that the united states is locked and loaded but there in the halls of the united nations is there also a sense of relief that we didn't see a direct confrontation between the u.s.

and russia. well a d.d.s. these strikes would have appeared to be carefully balanced to effect the minimum of damage that would not lead to any form of retaliation from russia there's obviously a very careful very delicate situation the fact that the strikes do not appear to be ongoing at this stage also a source of relief to members of the security council particularly to these sick atry general who once again reiterated a call for international unity at the beginning of this meeting and also called for restraint to be exercised from all its members so despite the rhetoric that we hearing in the security council meeting at the moment rhetoric that we have heard in days before from the russians denial from the russians justification from the u.s. the u.k. and france and we will also it's expected have a vote on

a resolution that russia has introduced we'll wait and see whether it gets the nine votes necessary for the vote to be passed before getting vetoed by one of the permanent members but certainly there is an error in the security council that this is the end of this particular interlude already talk about what the council can do in days to come to forge some sense of unity given these weeks of massive division certainly there is an element of looking ahead now that these strikes perhaps may have concluded for the time being thanks very much for me either nation's mike hanna or there was a briefing earlier on the pentagon saying that the military strikes successfully hit every target and were aimed to deliver an an ambiguous signal to president bashar as. you know powerful sure elad unity we deployed one hundred five weapons against three targets. that will significantly impact the syrian regime's ability

doesn't use chemical weapons again if he does well then we could act again i think a lot of the focus here in the united states is on a tweet from the president u.s. president donald trump he tweeted out ready mission accomplished of course that's a very controversial phrase here in the united states because george bush used that right after the iraq invasion and obviously it turned out to be not be the case and it brings up the question well is that going to stand if another chemical weapons attack does take place of course we should point out that russia and syria say no attack like that did take place here at the pentagon they're trying to sort of dial that back saying well we're not talking about the overall mission of destroying suspected chemical weapons the mission that he's talking about is simply taking out these three sites now as to the o.p.c. w. investigators that have arrived just hours after this these attacks the pentagon officials were asked why not wait if russia and syria are denying this is happening why not just wait for proof and the u.s. said well they have enough proof they're confident that chemical weapons were used

and so people responded the reporters found it ok tell us what the proof is and they didn't. say hey we're expecting a vote at u.n. security council meeting that was called by russia bolivia following weston military strikes in syria overnight. those against. abstentions. it was. the result of the voting is as follows. three votes in favor eight votes against one four abstentions. one of the draft

resolution has not been adopted owing you having failed to create a report. i would like to give the floor going to those members of the council who wish to make statements. after the vote. i give the floor this week to the representative of sweden. if you're much mr president. so we just had a vote here at russia's insistence. demanding a vote on a resolution that would essentially condemn aggression by the u.s. and its western allies in syria this is the vote the russians wanted and as expected this draft resolution was not adopted let's just be to mike hanna because he's been watching all of these developments and so mike we have a rather surreal situation here where security council members have gathered

together to essentially vent and express and reinforce existing positions but the gulf between them is wider than ever. indeed here's one must note the merriam that that vote although it's not expected to pass the russian resolution was actually quite heavily defeated there are only three members of the council voted in favor of that russian resolution condemning the strikes into syria eight voted against and then there were four abstentions so it didn't get the nine votes needed to pass a resolution and require perhaps a veto from one of the five permanent members so certainly that's quite a sweeping defeat for the russian attempts to pass that resolution within the security council but as i mentioned earlier this is the fifth emergency session of the security council in the past few days on a number of occasions the resolutions have attempted to be passed some by the u.s.

and its allies some by russia not a single resolution has gone through the security council in the past five days is mainly because of ongoing russian vetoes but once again you've got a situation as you said a slightly surreal one where members of the security council gather yet again on a sunny spring day in new york and emerge from a council session with no new resolution whatsoever merely positions once again outlined positions that have been repeated day after day and absolutely no sign of any movement towards that international unity that the secretary general has repeatedly been calling for merriam and so we have heard he to fix exchanges at the u.n. security council and at the heart of this. serious disagreements over this is back

to the chemical attack in the syrian town of doom and now obviously western military strikes have been carried out but we are still waiting for the o.p.c. w. to complete its investigation like what happens after that. well i must mention too that russia was particularly vehement in its anger about the fact that these strikes were carried out before the international chemical weapons watchdog actually finished its investigation as you mentioned the team is in damascus it has arrived in damascus it will be traveling to the area in which this chemical weapons attack allegedly took place it will carry out investigation to ascertain whether or not such a attack took place at all now the timeline on that well that's a little bit like a piece of string the chemical weapons experts expected will take at least two weeks after collecting samples to be able to establish what kind of gases or

poisons were used in the alleged attack if indeed they were used so it will be a period of time before any results of that investigation by the international chemical watchdog emerge what you are likely to see in the days ahead is once again attempts in the security council to come to some form of agreement on a body that not only establishes with the text took place which is what the o.p.c. d w is doing but also to apportion accountability should such attacks have taken place the absence of such a body is precisely what is led us to the situation with these strikes being carried out according to the u.k. and the u.s. and france who actually carried out these strikes they have argued that in the absence of any other diplomatic solution in the absence of any body that can seek and find accountability for alleged chemical weapons attack then these military

strikes are the only way in which to forward some kind of sanction against the syrian state which these members of the security council insist is responsible for those attacks not only last weekend but in the past year now that is where. it would appear to go whether there's any success so will be any greater success than they have been in the weeks and indeed months leading to this crisis well that is something that the security council members have got to come to some form of agreement for themselves certainly the secretary general now twice in forty eight hours has said it is absolutely critical that the u.n. security council agree on some kind of mechanism that can attribute responsibility accountability for any form of chemical weapon attack in any region of the world without that the threat of these chemical attacks becoming a way of life is very real thank you very much mike hanna at the united nations.
