we have to end. nuclear weapons ideally in all parts of the world the u.s. president sets out a new goal as plans intensify for his summit with north korea's leader. i'm about this and this is all just a of a live from doha also coming up cuba after the castro smith well the ask on al is named as the sole candidate to become the country's next president. turkey's president calls the snap elections in june nearly eighteen months ahead of schedule plus. this stuff this new mission begins to find a planet that will support life like here on earth.
3:02 am
u.s. president donald trump says he hopes for a nuclear free world as planned step up for his anticipated face to face talks with north korea's leader kim jong un it follows revelations his nominee for secretary of state might bump a zero has already met kim in pyongyang speaking at a summit with japan's prime minister shinzo abby trump says a campaign of maximum pressure on north korea will continue until it to denuclearize says i will be meeting with kim jong il. in the coming weeks to discuss the nuclear ization of the korean peninsula hopefully that meeting will be a great success and we're looking forward to it would be a tremendous thing for north korea and a tremendous thing for the world so we will be doing everything possible.
3:03 am
to make it a worldwide success not just for the united states or south korea or north korea or japan but for the entire world. just because north korea is responding to dialogue should be no reward maximum pressure should be maintained and actual implementation and action towards denuclearize ation will be demanded this firm policy has once again been completely shared between us. that has more. as u.s. president donald trump and japanese prime minister shinzo abbay wrapped up their two days of meetings here in west palm beach florida at the mar-a lago resort of donald trump they certainly expressed considerable optimism donald trump underscoring that he believes there's a tremendous opportunity not just for the united states but the world with the upcoming meetings with the north korean leader kim jong il and saying that he
3:04 am
believes there is a bright path ahead that could be achieved if there is denuclearize ation not only for the united states but the world but certainly there was a headline coming out of all of this and that was that donald trump is also keeping open the possibility the meeting could not occur at all saying in fact that if the meeting is not fruitful he will leave the united states will end that meeting certainly from the on the part of the japanese prime minister he is hoping for security guarantees that he says he got from the united states but in particular that these talks piece of stanton's in other words that north korea should not be rewarded just for showing up to the talks but in fact should show considerable actions and substantial measures to abandon their nuclear program but the one disappointment coming out of all of this for japan has to be the fact that there was no exemption secured for japan when it comes to tariffs on those imports of foreign steel and aluminum
3:05 am
a whole host of countries granted that exemption and despite the strong friendship that donald trump says that he has with the japanese prime minister he did not grant that same exemption to japan and donald trump has also confirmed the u.s. is negotiating with north korea to release three american prisoners. the fact is that they do have three prisoners we have been talking about them we're negotiating now we are doing our very best as you know they've been there a long time and it's harsh treatment we fought very hard to get out oh dear back and when we came back he was in very. very bad condition was a very sad event we are likewise fighting very diligently to get the three american citizens back i think there's a good chance of doing it we're having very good dialogue we will keep you informed but we are in there and we are working very hard on that. a large as it is
3:06 am
diplomatic editor james bays joins us now on the phone from north korea's capital pyongyang james let's talk about those three prisoners first of all if donald trump administration was able to get those three prisoners released that would be a coup for him wouldn't it. it would certainly be a coup and remember the trumpet ministration judges maybe think by the domestic angle in the weight of things i've seen this would be seen in the u.s. as an important to victory early victory guessing these three u.s. citizens of korean descent two of being held in north korea. it's something and remember these are people and one of them is being in jail since twenty fifteen but this is something diplomats would call an easy deliverable which would then. create an atmosphere of stark's a more detailed process of negotiation on the need clear
3:07 am
a few diplomats i've talked to say they think that the north koreans may well be saving agreed three u.s. citizens for this very moment. james as i understand it in north korea the central committee of the ruling workers' party has just said that it's going to be holding a meeting i believe it's tomorrow to discuss the changing relations in and around the koreas how significant is that and the timing of it. well it's think it's worth noting for you that while you've got these fast moving news conferences and twitter statements coming out of the u.s. administration and out of mar a lago donald trump's state down there in florida the media here the state controlled media works at a very different pace they have not confirmed the visit of mike pompei the cia director nominee to be the secretary of state of the united states they've not made any comment about the comments that have come from president trump instead in much
3:08 am
more opaque language they're talking about this meeting which is now being called a clean jury meeting of the seven central committee of the korean workers party and the statement in the state news agency and in the state media says it's to discuss the important historic period of developing korean revolution now having this meeting and i think only going to be something that's going to rubberstamp the decisions that have always already been made by the supreme leader here in pyongyang but i think there's also another thing going on here which is trying to prepare the people of north korea for these talks which have not been mentioned they've been talking about the summit with south korea but the meeting with donald trump is something they're going to have to prepare the people here for but for decades here they've been talking about the u.s. as this imperialistic evil country now they've got to do a little bit of
3:09 am
a change on that james i want to ask you about the ongoing sanctions that are going on against north korea at the moment and the impact of those donald trump had mentioned during that press conference the pressure would continue he didn't specify particularly what one would assume that would be sanctions until north korea denuclearize has been done and some did say thanks to president xi of china regarding the sanctions that china put on north korea how difficult do you think it's going to be to hold these meetings in the goshi ations with those sanctions still in place. well i think the north koreans a well used to sanctions they've had sanctions for many years and the sanctions clearly have an effect here they stop north korea importing some things that it really would like but it's also worth telling you they are very successful at they doing those sanctions i've been wandering around some of the shops here you can
3:10 am
find goods that have been imported from neighboring countries you can find goods that have been imported from the west to they've managed to get around the sanctions western diplomats that i've spoken to when i was at the u.n. in new york am here on the korean peninsula will privately admit that the north koreans are pretty good at getting things through the sanctions also it privately what they say publicly the sanctions do have an effect on the north korean people and on the international humanitarian efforts in this country james for now thanks very much indeed i want to bring in kathy novak she's joining us from seoul to give us the regional perspective particularly from south korea kathy we've got this summit coming up between the north and the south korea's fairly soon do we know what kind of concessions the south is prepared to make in order to achieve some sort of reduction in tension with with the north. well the lines coming out of the
3:11 am
south korean government tend to be that the focus from their perspective will be on denuclearization and bringing peace to the korean peninsula south korea under the administration of the liberal president and has been happy to engage with north korea and have dialogue so it is pressing ahead with this summit it has announced that portions of it are going to be televised live that much is being made of that here in south korea and the fact that kim jong un the north korean leader is open to that happening almost three thousand journalists have registered to cover the summit so the south korean government for its part seems to be quite optimistic going into it but in terms of concession i think that remains to be seen in the past some of the things that have emerged from only two historic into korean some of that have happened in the past have been cultural exchanges economic exchanges for example the reunions of members of separated families this time around though
3:12 am
it seems that the south korean government does want to keep the focus firmly on denuclearization the question though is what does that mean to both sides the south korean the united states wants to see north korea dismantling its nuclear program and when north korea historically has talked about denuclearization it has had kaviak saying that north korea would be open to discussing it if it no longer feels threatened by the united states so how those two views come together will be interesting to watch many of south korea and older conservatives for a long time and been against any sort of easing of tensions a reporter with the north because their memories are long but given the fact that these changes are not happening is there a change in their view do you think. i think there remain conservatives here in south korea that are skeptical of north korea's intentions and their info indeed defectors who have come to south korea from north korea have expressed
3:13 am
a sort of a distrust in the administration of north korea and some of those views seem to be echoed by the japanese president prime minister shinzo abbay when he said that you know north korea shouldn't be rewarded as kimberly hauck i was pointing out for just showing up and those conservative views are that north korea should not be allowed to extract any concessions from south korea without giving up any in return and the fear on their part is that north korea may be just trying to buy time by appearing open to dialogue while continuing to develop its nuclear weapons program and not actually giving any concessions in terms of winding it back rob kathy novak live for us from seoul cathy thanks very much we've come down there is poised to become the new man in charge in cuba he's been nominated by the national assembly as the sole count it for president the first from outside the castro family in

trumpeted by raul castro and the communist party and all of the state run media in fact as the man or the candidate rather of continuity the one who will remain firm and loyal to the communist party and to this one party system the cuba has had for nearly six decades despite so much pressure from around the world for it to change in a surprise move turkish president says of tayyip erdogan has announced that there will be early presidential and parliamentary elections on june the twenty fourth the vote was supposed to take place in november twenty million team constitutional changes were passed last year in a referendum allowing turkey to switch from a parliamentary system to a presidential one. manages the turkey project at chatham house it's a think tank in the u.k. he says public perception of the decision could decide the outcome of the election . this is the first time that the ruling party since assuming power in two thousand and two if it's the first time that they have gone for voluntarily and actively for

an early election usually they they they prefer they were against any are the elections as a sign of weakness so given the worsening state of the turkish economy at the government twenty with the present heir to one of the ruling party went for an organ actions i think that in all liked at least at this stage the likelihood is that the ruling party will maintain its majority in the parliament and and roger type aired on should will probably win the presidential elections however the key question is how will the voters perceive this early election will it will be perceived as a sign of weakness and a sign of panic and therefore try to hurt to the ruling party or will they rally to the to president aired the one as a known quantity in turkish politics still ahead and al jazeera going nowhere what's now delayed an investigation into the suspected chemical attack in syria plus. independence day celebrations in zimbabwe for

as the sole candidate for president the first from outside the castro family in nearly sixty years and piece of voted but the results will be confirmed until thursday when d.s. canal is expected to be sworn in. turkey will have presidential and parliamentary elections much allium on june the twenty fourth initially the vote was shadowed for november next year the polls will be held under a state of emergency it's going to be the first election since a vote to switch to a presidential system. ok let's return to our top story those talks between donald trump and kim jong un. is an international lawyer and a professor at harvard law school he says there's a risk the meeting won't go as planned because of the unpredictability of the two leaders. that is certainly a glaring handicap on the u.s. side that there is a lack of expertise but other than the lack of expertise i think that there is a lack of diversion views since we do not understand north korea objectively and

investigators to examine the size of the suspected chemical attack eleven days ago the head of the organization for the prohibition of chemical weapons or o.p.c. w says it's now unclear when the team will be able to enter the duma they arrived in damascus on saturday they'll determine if a chemical attack happened but they won't assign blame xina holder has more from beirut. the organization for the prohibition of chemical weapons confirming what a u.n. official told us earlier and that is the u.n. security team that entered tomb on tuesday came under small arms fire the o.p.c. w. also confirming that during their visit to one of the sites an explosive device was detonated now there were no injuries but the security team left the duma and right now the o.p.c. w. does not know when they can deploy their chemical weapons inspectors to do mother sites as that alleged chemical weapons attack will be c.w. saying any deployment will have to follow

a security clearance from the united nations so really raises a lot of question about the fate of of this mission now neither the u.n. nor the o.p.c. w. blamed any particular side for that shooting incident but tomorrow is under the control of the russian military as well as the syrian government both both of them confirming a few days ago that they quote fully liberated the area from terrorists now both moscow and damascus have been accused by western powers of trying to prevent the inspectors from reaching the site and to delay and hamper their work accusations that both both moscow and damascus have denied but there really concerns about whether or not there is still hard evidence because it's been what twelve days now since that suspected chemical weapons attack will the evidence be still there some western nations even accusing russia of tampering with the evidence and another question is will the witnesses and survivors or doctors that the o.p.c. w. inspectors speak to will they be speaking freely or will they feel intimidated by

the new authority on the ground so right now we do not know if and when the o.p.c. w. inspectors will reach duma on the head of the o.p.c. w. has rejected russian claims that traces of a second nerve agent were found in salzburg in england with a former russian double agents said again scruple that his daughters were poisoned the british government has blamed russia but moscow denies involvement. what was really striking about the session today was the russian continues to provide huge amounts of discrimination to others including on this occasion a russian government official actually accusing the united kingdom of poisoning the scribbles and deducing them into a coma before they could poison them so that the a b c w could then go and investigate that is an outrageous accusation was made by a russian official in the a p c w today and those kinds of false narratives need to be stopped. qatar has signed a two and a half billion dollar deal with the us for air defense technology military
