well generally speaking authoritarian dictatorships there's no trust dictator has a commitment problems. he has extraordinary power in his hands he's unrivaled in north korea so even a dictator with that type of power it's hard to trust him because if he makes a commitment or a promise he can easily renege on it the next day so that's been the history of north korea they've made a number of promises in the past they've reneged upon those commitments so they will have to find some way that will enable them to overcome this commitment problem if in fact they show the intention through some kind of cooperative agreements and we'll have to hold them to their word and see but that has not been the history in the past there's been no indication in the past weeks and months
