working top down of course we'll have to see what kind of statement comes out today if there's a change in attitude in north korea we also should realize that there are many good agreements already on the books the two koreas have signed a number of agreements including the basic agreement back in one thousand nine hundred one that includes a non-aggression clause they signed the joint declaration on the denuclearization of the korean peninsula that became effective in one thousand nine hundred two north korea also committed to a bandying its nuclear weapons and nuclear programs in the six party process in september two thousand and five so if north korea can recommit to those. agreements in the past ford some kind of statement or declaration today and then we have to move forward on the details the working details in the of course has to be implemented in executed is the north korean leader trustworthy.

well generally speaking authoritarian dictatorships there's no trust dictator has a commitment problems. he has extraordinary power in his hands he's unrivaled in north korea so even a dictator with that type of power it's hard to trust him because if he makes a commitment or a promise he can easily renege on it the next day so that's been the history of north korea they've made a number of promises in the past they've reneged upon those commitments so they will have to find some way that will enable them to overcome this commitment problem if in fact they show the intention through some kind of cooperative agreements and we'll have to hold them to their word and see but that has not been the history in the past there's been no indication in the past weeks and months
