a reciprocal visit taking place in the fall we're told in the autumn president moon is going to visit pyongyang now what is missing from this agreement there is a pledge a lofty pledge for denuclearization i am not seeing in the words that are being given to reporters yet any concrete detail is this going to be enough to satisfy the u.s. that the north koreans are serious will need to watch very closely the word from washington because washington wants to know that it's worth engaging in its own talks with north korea that the north koreans would seriously consider giving up all of their nuclear program and the long range missiles that are the delivery mechanism potentially to deliver those weapons from north korea towards the u.s. mainland as are those the key points we're getting quite detailed texts and they're

are some of the other measures that have been announced as is the reciprocal visit of president moon to pyongyang to take place this fall that is also very very important in keeping the diplomatic momentum going but i think the scrutiny all be on that language on denuclearization because there is a pledge to do killer eyes the korean peninsula but north korea has talked about a general denuclearization at some point in the past they've said that before they've accepted that in the past but never has there been a timeline there's not a timeline for that now there's no concrete detail for that now so it'll be interesting to see the response to that part of this length the declaration from washington because i think they'll be different views there are two key hawks involved in the u.s. administration but i think they might have different views on this one is the brand new secretary of state mark pompei oh he is head of the cia has been leading the

secret until recently negotiations between the u.s. and north korea even making a secret visit to pyongyang that we now have had photos released of he currently is invested in this process he's leading this process for donald trump we expect him to continue to have a key role although i think it's likely his former colleagues at the cia were. the main into the reader is rather than his new team the diplomats at the state department the other key figure is also new in his job in the last couple of weeks and that's the national security adviser john bolton who we know from all his previous statements but in recent weeks and in recent years of course he was a key official of the bush administration and was their ambassador at the united nations he does not trust north korea he's made that very clear so those two hawkish figures may have different views on whether that iran which on

denuclearization is sufficient and i'm sure there were discussions in washington because they wanted to see a real willingness that north korea was prepared to consider giving up its nuclear arsenal and give up its long wage weapons before committing there's a very tight timeline to a nother even more important in this summit between president trump and supreme leader kim a tight timeline because the talking on the summit of having it taking place in the next month or six weeks in may or early june a date has not been set a venue has not been set yet but an even more high stakes meeting is planned but not yet confirmed absolutely james say as you've already pointed out with those two key components of the. cabinet now a far more hawkish does this piece of paper this a joint declaration does this give them enough to go on to aid in the first

instance confirm that summit to take place between president trump and the north korean leader will it give them enough. i'm not going to pass judgment on that because i think there will likely to be different opinions in the u.s. administration on eat that is what we're. going to have to watch for in the coming days and coming hours it is worth bearing in mind though if you look at president trump's foreign policy if you look in fact at any of his policies domestic or foreign there aren't any big wins in there at the moment so this is something that at least in public terms looks like it's going well with and we're now seeing the two wives of the leaders on the live broadcast arriving because what happens now is after they've done the deal they can relax a little because there's

a formal banquet about to take place between the north korean and south korean leadership and james i mean you were just a couple of days ago in north korea went to and from your reporting it became amply evident the north koreans have been raised on a a staple of anti american rhetoric and they consider themselves to be on a war footing constantly how is kim jong un going to sell this to the people of north korea. well he's prepared the people of north korea for this summit and i've been watching north korean t.v. today when it came on air the softer noon that i broadcast around the clock they come on air in the afternoon and broadcast in the evening very limited news broadcast on it but said that their leader was trying to defuse tensions and that's why he was having this meeting they've still not at this stage broadcast pictures of what's been happening here we expect that to captain in the coming hours but we

don't expect them to relay everything that's been said particularly some of the comments that kim has made about his own country's infrastructure and transport system complaining to his south korean counterpart about the state of the roads and the railways the north korean people are already always told that they're living in a communist utopia where everything is better than everywhere else in the world the other thing of course the north koreans have not been told is the prospect that they could be this summit with trump the u.s. ever since the korean war has been painted as the enemy the mortal enemy of north korea and if that's some it's going to take place in just a month or six weeks they really have to change the narrative and change it very fast and what are the other takeaways you think from this declaration i'm i'm scrolling through it quite slowly gains where the other points that stand out.

well some of the things that are in this declaration are things that have been mentioned before remember that we have had summits before between the north korean and south korean leaders that never have we seen a north korean leader set foot though in the south at any time since the korean war it's something that kim's grandfather didn't do after the korean war or his father but some of these aims lofty aims like reunifying the road system of the railway system have been there what we do have in this i think is significant certainly on the peace treaty is we have an actual timeline we hear that the aim is to do that by the end of the year and again for the next bit of the into korean diplomacy we have a timeline to that president moon is supposed to travel to pyongyang in the fall so a clear timeline for this i think to show the americans the rest of the international community and the population here in south korea and maybe to

a limited extent kim wants to show the population of north korea that this thing has got momentum james if you stay with us for a moment let's pop over to beijing and get the thoughts of asian brown our correspondent there because certainly this declaration seems to have at least a couple of points that will please the chinese agent. yeah that's right china appears to be back in the game with these four party talks are indeed held later in the year involving china the united states and the two koreas china of course finds itself in an unusual position of a it's on the sidelines of a major international event happening right on its doorstep and of course it doesn't want to be outmaneuvered by washington on this one it wants to be near the center of any peace process now i think the response today from beijing has been both positive but also cautious the foreign ministry spokeswoman talked to foreign

journalists a few hours ago she said that china applauded this historic moment and also appreciated the bravery of the two leaders and hoped they could now embark on a new journey towards peace but the question is is a peace treaty going to lead to reunification because china worries about what a reunified korea might mean for them would it be good would it be so for china there is certainly a good deal of uncertainty and it worries i think down the line potentially potentially north korea might start to move out of its own orbit and to strike out on its own and there is language in the declaration that is not an official translation to be fair but they're suggesting that this is the careers are one nation these are words attributed specifically to two supreme leader kim talking about the eventual unification.

yeah that's right i mean there's been some interesting comments on social media today martin there was one common the really caught the attention of my colleagues in the beijing bureau saying damn the two koreas are making nice china screwed and i think that taps into really the official vein here about the our needs china has about a unified korea could it mean for instance that china's influence over the korean peninsula would start to wane if that would happen i mean we shouldn't get too far ahead of ourselves of course because you know ahead lie you know months and years of negotiation and verification and what have you but certainly initially china is sounding positive it's also sounding cautious and of course it's going to be very interesting to know martine what the views are of those ethnic koreans living on the chinese side of the border just across from north korea there are two million ethnic koreans living in china i'd be fascinated to know what they make of today's

developments whether they support the idea the prospect perhaps of a unified korea down the line and adrian does this about tear in in kim's attitude is this an acknowledgement of the dire situation of the north korean economy and in fact a statement of intent to reboot it because that will please the chinese won't it. yeah. certainly the chinese have not enjoyed in forcing sanctions against north korea notionally an ally of the still they have been at the forefront of imposing u.n. sanctions against north korea and that has had some impact actually on local economies in the border regions and already in some sections of the state controlled media you're seeing calls for sanctions to now be lifted so i wonder whether in the next few weeks or months you might start to see a slight relaxation of sanctions in port cities like dan dong which straddles the

border between north korea and china certainly china believes that you know sanctions were never going to work ultimately it always felt that negotiation had to play a role but i think it's fair to assume the sanctions have had an impact on north korea maybe not in the in pyongyang but perhaps you know in the countryside areas where there are poor people and maybe this is some kind of vindication of the chinese line because they have had to tread a very fine line haven't they between. imposing the sanctions as demanded by washington for the most part as well as making sure that the regime didn't crumble completely because that would have been seen as disastrous for the chinese. yeah and that also reflects their concerns about a unified korea because would a unified korea perhaps involve some of the twenty eight thousand u.s. troops currently in south korea remaining in

a unified country they certainly don't want that to happen but yes they wanted to avoid at all costs the the kim jong regime collapsing that could have seen you know a lot of refugees pouring across its border into china creating the one thing that the leadership here fears most which of course is social instability but now in a sense china finds itself in a very odd position i mean this time you know a few months ago the leadership here really feared the prospect of war on the korean peninsula now it has the prospect of peace and that perhaps leading to a unified korea and the uncertainty that could bring for china all right agent thank you very much indeed for giving us. commentary from china very important country of the sea in this let's go back there now to james james spays our diplomatic editor his there overlooking the demilitarized zone so overall by and large this is being quite a successful day isn't it as the leaders go in for dinner. they certainly

were saying there in their declaration and in their public statements about the declaration that this was a successful day it certainly was a historic day just the simple fact of kim crossing the demarcation line into south korea was on its own historic and some of the things that have been agreed here if they happen i will stress that will be historic a formal end to the korean war peace between these two countries that are still technically at war a return visit by president moon this a president of a country is not even an office for a year his approval ratings before this summit were. about seventy percent or so i suspect they'll be even higher after this we expect him after this meeting has taken place to get on the phone and brief his key ally president donald trump to tell him how it went to work one time bind the scenes perhaps particularly what

went on all not blue bridge when with no aides at all not even no takers the two men sat for more than thirty minutes face to face and discussed the issues i think from those conversations he'll be able to advise president trump whether he thinks that the north koreans are serious on the issue of denuclearization because in the declaration that the one bit that doesn't have concrete detail and doesn't have timelines and that's the bit which will be scrutinized very very closely so very much the start of the process isn't that because from the declaration it's more a statement of intent rather than a detailed program of engagements that will lead to a specific objective. absolutely this summit and if we get the other one with trump a really happening not the way normal diplomacy happens normally it's patient

negotiation but the officials going through the detail i covered much of the iran talks the devil was in the detail well they're not doing any of the detail at this stage we're seeing the heads of state the principals as they're often called by diplomats coming in at the beginning before there's a process in the process is going to have to deal with all those inconvenient difficult details that are likely to emerge particularly on the nuclear program on the whole issue of verification who's going to make sure that all of this is happening indeed and as you say there is a there is a timeframe that has to be borne in mind isn't there because in the past when north korea has seen has been seen to be playing nice if you like politics has got in the way. yes well we're in the lucky position where the political leaders involved here north korea clearly doesn't have to worry about elections south korea we have a relatively new leader who doesn't have any political deadlines coming up and
