international community and specific actors played an important role in twenty eleven when there was a push to topple gadhafi and ever since we can say that libyan actors themselves have been relying on one country or another. in order to pursue their own goals and i think the relationship is a two way relationship there are strategic priorities for some european countries first of all in libya there are gulf interests being played out in libya so of course international community has been playing and is still playing a role for the for the future of libya but also libyan actors are in some cases using international support of one country or another so which leads me on to my next question and that is how helpful is it given that the international players in libya seem to be divided as to what should come first a new constitution a new constitutional arrangement should we say or elections what should come first

. well the purpose of the summit in paris today according to french officials was very much to to bring the international community towards one common position the problem is that the summit was prepared somewhat in a rush only three weeks elapse from when the first idea of this meeting marriage to end when it's actually taking place today and as you said some key members. of those present there today in paris have differing views the controversial issues is first of all whether we need whether libya needs the approval of the constitution before going to elections there is a draft constitution that was approved by the constitution drafting assembly in twenty seventeen that should be put to a vote but there are some countries i think france is one of them that doesn't necessarily think that the prove all of this constitution is a precondition for holding elections and would rather go into elections and then deal with the constitution later these are like important. legal issues because

without a proper legal framework how are you going to have presidential elections and this is another thing that france once and i think the riffs are between you know italy on one hand france on the other egypt as well. and libyans themselves have not fully agreed on what is the best roadmap for the political future of the country and finally then cloudy i mean how much leverage does does france actually have macro dizzee have the influence that can fool some sort of deal at this summit in paris in the will then be implemented on the ground in libya. well there are two problems here first of all who's there who is represented there in paris we only have four delegations of the four important political and military personalities. the head of the presidency council general house the head of the libyan national
