resolution is wildly inaccurate in its characterization of recent events in gaza and because it would harm any efforts towards peace the united states will oppose it and will veto it if necessary but there is an alternative for those who are able to bring themselves to recognize the reality that hamas terrorism is a considerable factor in the recent unrest and for the terrible conditions in gaza we are offering a separate resolution this resolution rightly places responsibility where it belongs it contains many features that kuwait's resolution lacks it condemns hamas is indiscriminate firing of rockets against israeli civilian communities it condemns hamas is diversion of resources into military infrastructure it demands that hamas stop its deliberate efforts to put palestinian civilians at risk at the

boundary fence by offering this resolution we are giving members of the security council additional options. you can choose to condemn the terrorists who are responsible for inciting violence in gaza and against condemning a country for acting in self-defense just as any of us would do you can choose to cast your votes in ways that condemn both parties or neither party. finally you can make the choice to vote for the quite resolution and against the american resolution in doing that you would make it clear that you believe all responsibility lies with israel and none lies with the hamas terrorist group. the situation in gaza is truly tragic no one should have to live in such conditions the united states remains fully determined to pursue a long term peace agreement between the palestinians and the israelis such an

watching these events james not a surprise is that the united states did vote against it when now expecting the resolution put forward by the united states how will that be differing. well it's a very different resolution the u.s. originally said it would cast this as amendments rather than a new separate resolution the reason for that is if it was amendments you would vote on those first before the kuwaiti resolution so there was a procedural trick some diplomats have described it to me that would have meant the u.s. would have got theirs voted on first that's not now going to happen didn't happen and in fact we're going to have a series of speeches now before the us version very different resolutions voted on worth me just updating you if i can on exactly how people voted because that is a resolution the queta resolution that would become a u.n. security council resolution because it got the required nine votes in fact it got

ten votes in favor the reason it doesn't become a security council resolution is because one country voted no and that happens to one of the permanent members and they have veto power and that of course was the united states i couldn't see on the pictures all of the hams when the stench ns were there but i can tell you there were several abstentions there the netherlands poland and u.k. were among those that sort of sided with the u.s. yes they didn't they didn't vote no with the u.s. but they certainly didn't vote yes with the kuwaiti ambassador and he would have wanted that but i still think equate he's will be declaring a moral victory here the fact that this should have gone through if there wasn't as there is of course of veto at the u.n. security council we now have to watch very closely the numbers for the very different u.s. draft which is significant i think because it focuses very much on hamas and hamas

resolution kind of knew this was going to happen i think most people including a good south could call this was going to happen but where do they go now they've got this as you call it were a humiliation do they now go to the u.n. general assembly to push for another vote. that's a possibility that is something that is is certainly the main driver of the idea of a general assembly resolution remember you've also got the human rights council of the united nations which is already set up a commission of inquiry into the civilian deaths in garza that of course will find it very difficult to do its work because it's almost certain from past experience we know that israel will not cooperate with that commission of inquiry i think what you do see here and it's very very frustrating and sad for the palestinians and that for that matter of are israelis you see a complete deadlock the security council on this issue the security council
