senator. is in a. donald trump like him john write a new chapter in history and develop a very special on and the process that really is simply not a program. really very fatherly better than anybody could expect the president gives us his thoughts after his first face to face meeting with the north korean leader. i'm richelle carey this is al jazeera live from doha also coming up stranded at sea hundreds of migrants rescued off the libyan coast remain adrift with the storm
10:01 am
approaching. more fallout from the sex abuse scandal involving a priest in chile. playing a new beginning they were the words of north korean leader kim jong un after his historic summit with u.s. president donald trump and singapore so the two leaders signed with the u.s. president described as a comprehensive joint document which includes working towards the complete nuclearization of the korean peninsula that's exact words. and we're very proud of what took place today. i think our whole relationship with north korea and the korean for the chiller is it's going to be a very much different. situation than it has been the best you both want to do something we both are going to do something and we have developed a very special bond so. people are going to be very impressed people are going to
10:02 am
be very happy and we're going to take care of a very big and very dangerous problem for the world. today we have a historic meeting and decided to leave the past behind and sign a historic document the world will see a major change i would like to express my gratitude to mr donald trump for making this meeting happen. the two later spent nearly forty minutes together with only their translators present followed by a bilateral talks between the u.s. and north korean delegation the meetings went better than anyone expected earlier the two leadership or historic handshake it is the first time a sitting u.s. president has met a north korean leader speak now to our diplomatic editor james bays and singapore quite a day james and we're starting to get a little more information on what exactly it is the two leaders signed so tell us
10:03 am
more. yes there is a declaration that has been signed by the two leaders we saw them sign it remarkably it has not been released yet by the white house has not been of made available to reporters which is very odd indeed the only conceivable reason i think this is just me speculating is that there is a news conference coming with president donald trump and perhaps they didn't want the reporters to have it too far in advance we do however have it through our own means because president trump held up the declaration with his signature and of course with high quality digital cameras you can look at what the words say so we've typed out a transcript this is it it says they are going to walk work towards the complete denuclearization of the korean peninsula so the words that we heard from secretary of state pompei are particularly said you could have the v.
10:04 am
word verifiable there's no the word in this document i can tell you experts we've been speaking to are underwhelmed we have one interesting comment that's come from the international campaign to abolish nuclear weapons you remember they won the nobel peace prize will betray spin their executive secretary gave al-jazeera a statement the reality t.v. star trump just pulled off the photo op of a lifetime rather than signing a non substantial agreement trump and kim should be signing a real document based on international law the treaty on the prohibition of nuclear weapons the treaty doesn't tweet it doesn't change its mind on the play have a plane home and it can't have its ego bruised so i can being very dismissive this treaty and clearly this declaration and very much pushing that international treaty that they back which is now signed by a number of countries deposited at the united nations let's bring in malcolm cook
10:05 am
from the lowy institute an australian think. he's with us here in singapore welcome you follow this issue very very closely you've seen this document not a very long document are you impressed with it no i think it leaves more questions unanswered and big questions unanswered than it answers questions and looks more like something that both president trump and chairman kim can claim success from. they say it's historic and let me give you the words comprehensive. it's pretty hard to be comprehensive in only one page and as you noted there was no mention of verifiable no mention of the word irreversible and no discussion of when u.s. sanctions economic sanctions would go off so secretary of state pump ayos pre-summit at a press conference said more than the joint statement said after the summit and of course there was no mention about all the things that the u.s. brings up normally when it comes to north korea perhaps not surprising and
10:06 am
surprising but when you hear the all city of woods about what a competent man is and how good he is to do business with president trump and then you think they didn't mention human rights the tool yes are they didn't mention other things like short range missiles or the abductee issue that japan was pushing for or any of the other serious process towards moving towards an e.u. the rise eighty north korea's promised many times to work towards complete denuclearization also mentions the korean peninsula not north korea that could be a very important semantic to well explain to the screen that point to us why is that it was there a difference north korea has long said we'd like a de do can arise korean peninsula as the united states and many throw cosign denuclearization as a unilateral move by north korea give up your nucular weapons in return for security guarantees and economic rewards north korea has always talked about denuclearization the korean peninsula which includes the us nuclear umbrella they.
10:07 am
covers south korea and japan and also the u.s. troops in south korea as well so the korean peninsula as much larger than just north korea says signaling perhaps north korea wants to see those twenty eight thousand five hundred u.s. troops out of south korea i'm certainly of the people that have been negotiating with north korea before will notice the difference between korean peninsula includes both koreas and newer north korea well we're going to hear from donald trump we think in about an hour's time what's the question you would like put to him at this stage and another question from me where do we go next think the question i would ask is secretary of state said gee is the most important letter in the alphabet and i don't see a v. in the joint statement where do we go next it's not clear there's not clear if there's going to be another leaders' summit or even who the north korean negotiator with secretary of state pump aoe is as i said many questions unanswered not so many
10:08 am
answers welcome thank you very much we'll hear from you again later so there you are just one of the experts somewhat underwhelmed and underwhelmed by already a pretty low ball set by the administration because if you remember going back in the earliest stage of this process it has been a very fast moving on off process but the suggestion was there had to be commitments from the north koreans before they even got a summit in singapore so we will continue to analyze what this statement means even though the white house haven't actually given it to us yet michel all right in spades live in singapore stay close chains and always developments were watched closely of course in south korea with local media billing the summit atha talks at the century president and watched the broadcast live in his office ahead of a cabinet meeting in that camp for the first time back in april in what was only
10:09 am
the third time leaders and the two koreas have met. and wish the singapore summit success. the north korea united states summit has no just begun probably all of the attention of our people is on singapore i too could hardly sleep last night i join all the people in hoping for the success of the summit to bring complete denuclearization and peace to us and i'm sure in a new era among the two koreas and the united states millions in south korea have also been glued to their t.v.'s to watch the summit unfold people applauded the meeting between the two leaders watching in disbelief as they shook hands and he said it was a good sign in a positive step towards unification start now to wayne hale who is live in seoul perhaps no other country has more immediate concerns about their safety then south korea obviously because of the proximity of the two having said that tell us more about how this has been received and has anything concrete come out of this for the
10:10 am
people south korea to actually hold on to. well rachele over the past few days in particular i think south koreans have been briefed have been schooled that they should not expect too much from this summit in the way of any concrete details or concrete agreements between donald trump and kim jong un including from the south korean president who said on monday that there isn't much that can really be achieved in the first meeting between these two and in fact when it comes to denuclearizing the korean peninsula bringing him into the korean war that perhaps it could take one two years perhaps even longer is what the south korean president said but looking at this statement which is very light on details some might even say bland i think that they will be many south koreans who are a bit disappointed about this because even though this has been a historic summit in singapore the first time a u.s. sitting u.s. president has met with the north korean leader and it's
10:11 am
a first for donald trump of course and for kim jong il in south koreans have been there before they have seen all of this happen before they've seen meetings between former u.s. presidents and north korean leaders they're seen peace deals reached i've seen denuclearization agreements reached only for them to fall apart so the concern in south korea will be that because the doesn't appear to be any commitment here from north korea in this declaration that it just allows them room to maneuver there are no details about what's going to happen next in terms of inspections of the nuclear facilities nuclear weapons in north korea so there will be some concern about that because as i say they've been down this road before and they have been down this road before they haven't been down this road before though obviously with with their u.s. president donald trump is there any concern that along the way if in fact there are more meetings if in fact they build upon whatever report is that they have established that perhaps donald trump of the willing to give up too much.
10:12 am
and perhaps risk south korea feeling secure. yes there is that danger in fact i think many south koreans probably four thought that before this summit the mere fact that it was happening in singapore between donald trump and kim jong un without any guarantees it seems from the north koreans that perhaps he had already given up too much so there will be that concern there were some unconfirmed reports that kim jong un wanted the second summit to be in the in pyongyang in some time in the near future so definitely that will be something that south koreans will not be overly happy about they are concerned about the unpredictable nature of donald trump kim jong un is well although his popularity according to some pretty unscientific surveys and polls over the past couple of months seems to be quite high in north korea obviously compared to his father or
10:13 am
his grandfather for that but there is a lack of trust here generally in the north korean government even though they clearly like what they've seen recently they like the improvements in relations between north and south korea and between north korea and the united states they still don't trust the north koreans and they perhaps won't for a long time and until they see some real concrete measures that they have not seen before ok wayne hale live for us in seoul wayne thank you. so let's take a look right now at the modern history of the korean peninsula it was divided into north and south at the end of world war two after the defeat of occupying power japan the former u.s.s.r. controlled the north the us controlled the south in one nine hundred fifty the north invaded the south starting a three year war that ended with the cease fire but no formal resolution so this means technically that these countries are still at war the north became increasingly isolated from the rest of the world dropping food production
10:14 am
production that is in imports led to a famine in the one nine hundred ninety s. that killed hundreds of thousands of people despite peace initiatives in the two thousand and two young and pushed on with its plans for militarization and antagonize its southern neighbor with its first nuclear test in two thousand and six as collating tension led to the shutdown of the case on industrial park that was a joint enterprise between the north and the south in two thousand and sixteen so we have been able to isolate the main points and the document that was signed by donald trump and kim jong il and so this is what we've been able to glean even though they have not officially released this documents so the two leaders signed this document that is described as comprehensive and that they will establish new relations between the two countries to do countries will join the reference to build a lasting and stable peace regime on the korean peninsula both korea commits to
10:15 am
work towards the complete to nuclearization of the korean peninsula shrine trees commit to recovering the remains of prisoners of war and those missing in action and clued in the immediate repatriation of those already. identified. so right now let's bring into the conversation cam is the head of the kale and consulting and an adjunct professor at university of foreign studies he joins us live from seoul and we appreciate your time so much so as i hope you were just listening there as i was summarizing some of the things that were on this document that were signed by the two leaders. is it substantive to you know really i think it's much lower than what had been expected you know for days leading up to this moment the corporation is a surprise in the sense that the level of the points agreed is much too low or then
10:16 am
more than many people have been told talking about all along the whole point was whether c.v. id the term would be included in the text or not of course there was not included in most of the text the way we remember it it hasn't shown much big difference or progress if you will from even what was agreed between north korea and united states all the way back in two thousand at the end of the clinton administration there was the army chief of visiting washington and then the time october i believe year two thousand there was a joint statement and most of the points today we hear are not that they're different from what we're hearing about eighteen years ago so the president called kim jong un a worthy negotiator said he had a great personality was very smart and that he was negotiating on behalf of his
10:17 am
people let's remind people north korea and kim jong un have been isolated from the international community for a reason when the president of the united states has a face to face meeting with the leader of north korea and then comes away with glowing comments like that has he legitimized him. one can say yes to the question i suppose and in this sense i guess we have to look at this as a very important start or be a precious long process the way we have been led to believe so far was maybe some kind of like a one time deal was eminent and there would be some kind of joint agreement coming out to completely denuclearize north korea irreversibly and very fire bully and that is clearly not the case after reading this statement however as you mentioned with the words car in the words the regarding. nice the gestures towards them
10:18 am
perhaps we can hope that this is the important start of a long but i also saw ongoing process that what i'm what i'm asking is describing kim jong un in those glowing terms in particular just a few days after the president at the united states insulted the u.s. his closest allies what might what should the take away from that be as what i'm asking he also said that he would be happy to have him to the white house that is an honor that is reserved for very very few people. it clearly is solved on trump's expression of his hope that he would like to make progress on this issue front so that he can present to you american people that he is the president he who introduced a big improvement in the north korea and united states relations and resolving the the so-called the missile threats and so on so he's eager to present to the american people that he's the one who has made a difference i think their point is very clear. would you like to have heard
10:19 am
something about human rights that has not been addressed as far as we can tell and any contacts now we haven't heard from from we're going to supposed to be hearing from president trump very shortly but as far as you know that was not brought up your thoughts on that. right we understand human rights is a very important issue in the minds of many american people in american politicians but i was not expecting to hear it this time from singapore because you know i agree with many of the experts observations human rights indeed is a very serious problem but it could be actually outcome of a some kind of process of improvement when we had the world can help korea north korea change fundamentally maybe we will see some kind of real change in the human rights situation but expecting a of north korea declaring some kind of their determination to improve human rights situation was not something that i think many people expected here ok i can't thank you so much for your insight we'll be calling on you again very shortly thank you

thanks still ahead on al-jazeera a last ditch effort by the u.n. to avert an assault on the many ports in the data. and i france is still the recipient of the heaviest rain in europe it's no longer warm sundry stuff in total what's coming up from the mediterranean there she is reading the bank of cooler weather that white top that has been given a fair amount of rain some eighteen degrees in paris is the result of what is now a northerly breeze seventeen dundon it's talking around to northern spain mr twenty four in madrid but you'll notice that zurich's at twenty one now this is the area i think for the cooler spreading in but also the brain is likely quite tense so it's in for example eastern side of france and germany are all allowed to be fairly wet
