the center for. us. this is zero. hello i'm maryanne demasi this is the news hour live from london coming up in the next sixty minutes a giant photo opportunity or history in the making donald trump and kim jong un sign a document on denuclearization but it's been on the detail. person's government manages to fend off for them what would have been a hugely damaging vote on breaks it. for a sleaze anti establishment leader this is a victory hundreds of migrants spend another day in cramped conditions on board
12:01 am
a rescue ship. in spore we'll have all the build up to the world cup were hosts russia fine tuning their preparations ahead of thursday's opening match against saudi arabia. but it's an image that the world thought impossible just a few months ago u.s. president donald trump and the north korean leader kim jong un shaking hands and smiling but that's exactly what's happened in singapore the two leaders have met face to face and they've signed an agreement pledging to denuclearize the korean peninsula but the problem lies in the detail as simply isn't on adrian brown begins our coverage from singapore.
12:02 am
the world was sure quite what to expect from the summit it is a return to. the good news they seem to get on as expected u.s. president donald trump and the north korean leader kim jong il. signed a deal vague on details it says the united states and north korea will work towards denuclearization but missing the words verified and irreversible at a news conference trump was pressed on that saying he now trusts the north korean leader it does take a long time to you know pull off a complete de nuclearization you takes a long time scientifically you have to wait certain periods of time and a lot of things happen but despite that once you start the process it means it's pretty much over can't use them that's the good news and that's going to start very
12:03 am
very soon i believe it's going to start very soon we will do it as fast as it can mechanically and physically be done in the meantime sanctions will remain but trump said the regular exercises between the militaries of south korea and the u.s. would end but again no specifics or mention of a peace treaty either act one in this diplomatic drama that began almost five hours earlier with a handshake that may have changed the course of history. u.s. president donald trump said he'd know within a minute of meeting him if he'd get on with it so this was the moment he began sizing him up. the start perhaps of an improbable relationship improbable times. to nuclear armed leaders one of former real estate developer and reality t.v. star the other an international pariah and why aren't. you at. the plant there speaking through an interpreter kim said the way here had not been
12:04 am
easy for. the old practices and prejudices worked against this but we are here now. their day started at nine am local time in singapore prime time viewing in the united states. the two leaders. joined by their officials if the two sides stick to what they've agreed here will be many more meetings in the garden all seemed amicable as the two leaders strolled in talk together and there was something trump was keen for kim to see the inside of his official limousine known as the beast both leaders will feel they've got something out of this summit each gets the prestige of meeting the other kim gets to appear committed to denuclearize ation while trump may yet be credited as being the first u.s. president to bring peace to the korean peninsula the deal makes no mention either of north korea's harsh human rights history you know this is
12:05 am
a fundamental freedom this is a principle of human existence and you know for donald trump to say that kim jong un is now a nice guy when he's got one hundred twenty thousand people in gulags in the mountains is just not on a few diplomatic encounters have been so eagerly anticipated the question now is whether all this will prove to be a little more than just a series of photo opportunities adrian brown al jazeera singapore. but the big surprise out of the summit was trump's announcement that the u.s. would be stopping its joint military drills with south korea it's a big concession for him to make the north has long wanted them to end and it's sure to rattle and merican allies south korea and japan al-jazeera as patty calling reports. there was plenty of unprecedented things happening here but this was a pretty big one we will be stopping the war games which will save us
12:06 am
a tremendous amount of money unless and until we see the the future negotiation is not going along like it should. but will be saving a tremendous amount of money plus i think it's very provocative those words have never been uttered by a u.s. president who in the past have called the massive drills with south korea defensive and military exercises war games provocation that is what the north koreans call this many in the pentagon and south korea were shocked at the concession and experts say that might have a real world impact and there's unexpectedness and unpredictability that comes along with a temp administration that could make them turn tell turn of. operations where. south korea and japan decide to develop their own nuclear weapons because they feel like they can't depend on the u.s. nuclear umbrella anymore the political reaction was largely split along the political divide even the most hawkish republicans holding back criticizing the
12:07 am
president i don't think canceling a war a war game is going to matter over the arc of time but one thing that i would violently disagree with is removing our troops kim jong il is a butcher. and he's a butcher of his own people. and. trying to reason with someone like that is like trying to hand feed a shark. doesn't mean you can't do it but you get to do it very very carefully democrats were less supportive i have to be honest with you this is the weakest statement i have ever seen come out of any engage with north korea much less at the highest ranking of the president of the united states meeting with can show what the united states has gained is vague and on verifiable at best what north korea has gained however just and jubal and lasting it's not clear if this will change anything over the long term for the relationship but it will change what
12:08 am
these military exercises are called in the future provocative war games even the us president thinks. al-jazeera washington. o'keefe lewis is the executive director of the national committee on north korea or non-government organizations specializing in relations between the u.s. and the d.p. r. k. joins me live now from washington thank you very much for taking the time to speak to us. the diplomatic engagement that we've seen is clearly far more preferable than the ballistic missile testing from north korea and trump's threats about fire and fury but have we seen any reduction in the overall nuclear threat from north korea. well i think first it's important to put all this in perspective there are a lot of people within these who forget that only a few weeks ago the united states was very close to striking north korea a military launch on north korea which very well could have resulted in
12:09 am
a north korean response hitting south korea hitting tokyo and this is a far cry from a military situation so i understand all of the analysis the concerns the very spirited debate about the president's decision to meet kim jong un however this is a this is a a very nice alternative to what actually could have been the case now between the two countries we might have moved away from a situation where we see crisis and escalation bought do you envisage anything tangible coming out of a diplomatic process which is barely begun. well i think it's entirely possible you know secretary of state pompei o. deserves credit a lot of credit for getting us to this point of the two leaders coming together
12:10 am
talking the north koreans being willing to talk to the united states etc. and so singapore was a good beginning good for singapore but for the understanding the agreement the relationship shall we say that was begun in singapore for all of this to endure there will need to be a plan in place to monitor the implementation who will be watching this who will make certain that each side does what it promised to do along the way so i believe this can be the beginning of a of an enduring process but it's going to require a very careful and active monitoring mechanism and it may have been a historic meeting but as you know many are arguing that kim jong un has achieved far more by from just turning up and that actually that the meeting itself was a major concession on the part of the u.s. president you'll see that it could be the beginning of
12:11 am
a relationship that has some fruit but to suspend u.s. south korea joint military exercises was that really a concession too far. well again i think that given the reality that we are still unpacking the four points in the official agreement we're still learning more about the president's private talks with kim jong il it's going to take some time to sort all of this out and to make certain there is full understanding of what was said i'm not prepared at this point to be critical of this or that because quite frankly given the nature of the u.s. d.p. r. k. relationship again for this to work there must be a monitoring mechanism in place it is possible and the president made a decision which he felt at the time was appropriate on each of these points and so i'm i'm not in a position to second guess that i appreciate what you are saying but what we have
12:12 am
right now is no commitment by north korea to declare weapons stockpiles of facilities we have no commitment from them on verification and certainly no timeline is do you are you somewhat concerned that the u.s. is perhaps now in a weak position to obtain these things having had this summit. well again i believe it's important to take the fuller perspective keep in mind that north korea did return the three americans that were being detained prior to the summit keep in mind that the north koreans did engage in quiet diplomacy prior to the summit with embassador joseph union with others from the united states so i think those that are keeping a score card specifically related to this summit i'm hopeful that they can take
12:13 am
a longer view i'm not suggesting they shouldn't keep an eye that perhaps there shouldn't be some criticism along the way but my goodness when you look at what the secretary of state has accomplished to this date he needs to be given some time he needs to be given opportunity to test the north koreans and you know the north koreans are making a mistake if they believe that this administration can be played. president trump happens to be the person in office who inherited the reality of north korea having an i.c.b.m. which can hit the united states the president has made it clear that he will deal with that situation i believe he will do so and hopefully the north koreans will not misunderstand that so i think that we have to take in consideration the longer view here all right well thank you for sharing your perspective with us keith lease executive director of the national committee on north korea non-governmental organization specializing in relations between us and the d.p. r. k.

thank you. you know the news hour live from london much more to tell you about after a decades long dispute with neighboring greece macedonia agrees to a new name. the first major downpours of the monsoon hit bangladesh killing to rain the refugees and displacing hundreds of families also. really is the most all those things if it sounds i don't know where my brother but i was going to go to one hundred twenty six world cup our spring lights back up for . the british government has conceded that parliament will have some say in a deal to leave the european union it's been seen as a defeat for heartbreak sitters who want to leave the european customs union but it doesn't resolve the lack of clarity of what rex it will actually look like laurence leigh reports. and clarity she spoke of all about courage it's tortuously slow it
12:15 am
is painful to watch so many times the british government has said it wants to do one thing over breakfast it's only to be overturned and so again prime minister to resign may have not wanted parliament to have any say in what deal she negotiates with the european union but enough of her own m.p.'s threatened to rebel to force yet another climb down one minister even resigned so he could speak more freely. i urge my parliamentary colleagues to follow my lead and vote to give our greatest this house of commons our constituents and our country the powers it needs to leave our children a legacy of which we can all be proud parent so what to make of the government's continuing inability to make sense of brecht's it on behalf of people in places like sunderland in northeastern england who voted for it see it runs

entire economy of some zealand relies on the giants nisson on its feet a company is a failed brecht's it could easily lead to this factory relocating to consonantal europe at night and listen nor anyone else knows what shape breck's will take and back in london all is discord perhaps the best indication of the divide in society over what's happening in parliament moments is on the front page of some of the newspapers in the brics it supporting press the conservative rebels who want parliament to be given the final say on a votes or describes as betrayers and traces and yes in those newspapers which supports them they described as heroes it's hard to escape the conclusion that this continues to be a country politically speaking at war with itself largely al-jazeera in westminster . the french president has called a cynical and irresponsible for refusing to allow a ship carrying six hundred twenty nine refugees to dock preparations are now being

greece and macedonia have reached an agreement to resolve a decades old a spate of the name of the small connection the new name is the republic of northern macedonia and may open doors for the country as john psaropoulos reports from athens. the agreement between prime ministers and alexis tsipras is the fruit of six months of negotiation that ends a twenty seven year standoff between the countries both men heralded the deal as a new era for the whole of south eastern europe renamed severna macedonia the republic of northern macedonia greece's neighbor takes a step closer to e.u. and nato membership for me up. in the grave in that we reached at all than i have nothing to do with the ancient greek civilization of macedonia and i cannot claim any connection to it in the future. someone asked. stuff i call on all citizens to seize the future twenty five years of being stuck

that the european union open accession talks with savella macedonia at a meeting of foreign ministers in two weeks time it will do the same at a nato summit next month the pressure will then be on the zionist government to approve the agreement in a referendum and toss constitutional amendments in parliament. greece would then ratify the agreement by the end of the year and savannah macedonia could theoretically hope to join the e.u. and nato next year jumpstart awful us al-jazeera athens. the u.n. envoy to yemen martin griffiths is saying that he's been engaged in intense negotiations with the fighters saudi arabia and the united arab emirates to avoid a military confrontation in the port of data the saudi m r r t coalition forces are about ten kilometers south of the city which has been held by iran back to sea rebels for three years the port is a vital lifeline through which most of the yemeni populations food and medicine comes into the country the u.n.

a pledges of denuclearization. told a news conference the u.s. will end its military drills with south korea but seoul seems surprised by this releasing a statement saying it needs to find out the precise meaning of trump's announcement and our other top story the u.k. government has been forced to make concessions to see off a potentially damaging rebellion over whether parliament will get a meaningful vote on the final backseat deal. more now on the trump kim summit the two men signed a four point declaration the first two points of pretty general the u.s. and north korea commit to establish new relations for peace and prosperity and they agreed to a joint effort to build a lasting and stable peace regime on the korean peninsula the last point commits both sides to recovering the remains of prisoners of war and those missing in action from the korean war but the key is point three reaffirming north korea's

commitment to work towards completely new cory's ation of the korean peninsula complete is one of the three words secretary of state said were essential to the u.s. but the other two verifiable and irreversible a not mentioned no timeframe is given either or the south korean president says he hopes the summit will usher in a new era moon champion this meeting and acted as a mediator with a view to forging close the ties with pyongyang while mcbride reports from seoul. south korean president moon j.n. watched with members of his cabinet as the summit got underway his smile will move deep satisfaction. this was the culmination of friendly engagement that he started months earlier. i long with all our people sincerely hope that it will be a successful summit that will open a new era of complete the nuclear isolation piece and the new relationship between south korea north korea and the united states understatement later from the

declarations to denuclearize were made with kim's pretty decisive only to end in failure and some north korea watchers are warning against over optimism sometimes it looks i would say in slightly comical to see their exit derated expectations and of course our public is going to be dealt sometimes it's very strange to see how files say for what what what have been happening here for decades and will happen again and again and again. deeply skeptical of north korea's intentions is japan japanese prime minister shinzo fears any deal which forces no. korea to give up longer range missiles but allows it to keep weapons that can reach to pound. on you but historic summit is taking place right now in singapore i wish to some excess and hope it brings progress to the issue of nuclear missiles it's not only people in south korea who've been following events closely north koreans have also been

seeing carefully crafted news coverage of their leader in singapore president trump will be able to sell this agreement as a major win for kim jong un explaining to his people how he has just signed a deal with these countries sworn enemy will take a lot more tact robert bright al jazeera so. i'm joined now by eight and fausta carter an honorary research fellow in sociology and modern career at leeds university in the u.k. he joins me now from exeter and so we've had a very eventful and historic twenty four hours and can i ask about your observations on kim jong un and his performance in singapore didn't he too well i mean i must say i see this as very much a with him much less so for anybody else it continues the performance that we've seen it ever search on generally the first day of his new year speech emerge from sort of let you do as you might say and put out
12:36 am
a peace treaty that first of all to south korea over the winter olympics and with a lot of help from the south korean government everything that's grown from there considering he hadn't been anywhere he hadn't met anyone we thought he was so isolated we've tended to caricature or him big mistake this is a very able person who knows how to play a media that's totally authoritative you know full marks to him well a ms you know donald trump gave an hour long news conference covering many different subjects at one point he went into detail on the sales pitch he put out to kim jong and listen to this they were great beaches. you see that whenever they're exploding their cannons into the ocean i think it would look at that but when i make a great condo behind and i split a signal instead of doing that you could have the best hotels in the world right think of it from a real estate perspective you have south korea you have china and they own the land in the middle how bad is that right it's great. comments that were somewhat bizarre
12:37 am
and surreal that but what that have been music to the north korean leader is actually it would i mean that it's what some part of me thinks you sort of could make it out that we get to that level but as it so happens and i'm guessing that president trump has been briefed on this and has listened and paid attention north korea despite being under sanctions. is indeed developing a big beatrice or near one some of his east coast this was the at port people remember you know where we just had that thing where the they blew up their nuclear test site and the selected bunch of journalists was flown into this class amused but very freshly painted airport that this all this construction going on so yeah there is something in that but i sometimes don't think at the same time kim jong il is very canny here where it's a system his own power maybe you know a slightly uncertain you know you don't give up with the new nukes in particular
12:38 am
just for a few beach hotels and of course the key thing for kim jong un going into the summit was to achieve sanctions relief even if he doesn't have that from the united states yet perhaps he'll get it perhaps he won't there is some relief in maximum pressure coming from the chinese and elsewhere but looking forward is he is he the man to transform north korea significantly. we still don't know and it would certainly be roller most of us who remain a bit skeptical of the years of being bruised about having had hopes dashed a little before certainly shouldn't rule this out what i think is disappointing about this summit is it tied him to so little you know he was given the great photo op with the leader of the free world quote unquote he got the further bolus of the press conference of no military exercises some little critters have been demanding fios in return for which he could meet the last of the words see the only diva and
12:39 am
join me to spell it out in the in the you know the complete very popular us about disarmament it's it's it's pretty much we win when you know it so it's a win for him at the moment as far as i can see nothing to do very little in return so he just he t. i think the graphs in the far broader also i think he grasps that his system that he's inherited needs fixing but how far he's prepared to go either making peace with the outside world or improper economic reforms even a lot trying to row vietnam we really don't know and also a fascinating head donald trump's comments about ken personally given that this was a figure that he had only just met for the first time singing chems praises well he is very talented anybody that takes over a situation like he did at twenty six years of age and is able to run it and run it tough i don't say it was nice or i don't say anything about it he ran it very few people at that age you can take one out of ten thousand probably couldn't . i mean remarkable comment after the sort of antagonistic attitude we've seen
12:40 am
towards traditional u.s. allies more recently at the g. seven but what comes next all we going to theme now a full scale normalization of the north korean leader is a trip to washington next trip will he be invited to the u.n. general assembly. well i would have thought that even if president trump felt able to have a summit and she did at one create one so that a counseled without really any substantive concessions from north korea i kind of think he would make the further step of inviting him to the white house and i can't think even so supine the republican congress would let him unless we had a bit more beith and that's you know we have we had some co-create progress on denuclearization i mean it's ok if it is the beginning of a process which is the new american position fair enough but then we do have to have the process they have to be the follow up meetings which i mentioned in the
12:41 am
agreement and they know it's nuclear stuff is boring and detail verification inspections all sorts of stuff we know because previous american presidents countries of the mendacious suggestions of trump he's beginning it he's different what happens clinton tried it george w. bush eventually tried it it's very hard a little to blame for failing he hasn't done any of this yet let's see if he can manage it thank you very much always good to talk to you aden fausta content joining us that and ten. fence in singapore came with an alibi america's neighbor and close ally of he again attacked and i made him promise to justin trudeau and to think no one can take advantage of the u.s. on trade out as there is alan hansen all. as he was making friends with this enemy in singapore u.s. president donald trump also talked about making enemies of his friends the fallout from the g. seven summit in canada has followed him here but the president insists his goal is

feed or treat the united states because of bad management and because of presidents that didn't care about trade or didn't understand it or whatever reason for many years with china being obviously the most successful at it but the european union the second one hundred fifty one billion we lost they were represented at the meeting and we're being taken advantage of on tray one economics expert says any trade dispute creates problems for everyone the demolition are usually opposition down as i said at the beginning trade is something that benefit over all. times and that it has been a benefit to all around the well so far the president also talked about that viral photo the one where other g seven leaders seem to be confronting him over his position on key issues german chancellor angela merkel and french president manual mccrone have been highly critical of the president in recent days but he says they were simply waiting for
12:43 am
