ah you. mean the weather sponsored by qatar airways. welcome back stance a look at the weather across the americas and south america plenty of showers all the way from french guiana across towards venezuela and colombia but southwards of that is looking largely fine until you get down into chile where there's a night to weather front moving in human some very heavy rain for santiago some heavy snowfall up over the end he's also a little frontal zone giving some showers across the far south of brazil to the system temperatures still in the low side therefore by those areas it just eleven degrees and that is a head on into thursday brighter conditions prevailing temperatures still struggling but the rain for santiago looks as though it's going to be continuing so we head up into the caribbean region really for many of the islands where the

conditions are looking pretty good at the moment there are a few showers bubbling up by day but for the most part plenty of brightness around temperatures there into the low thirty's moving up through this was there are some heavy showers all the way from panama up as far as billy's but for much of mexico weather conditions looking drawing finally soonish lee but then that rain will tend to push in across southern portion of the country each year in the course of the day as we head up into north america it's dry across many parts of the west as a result we still got wildfires and evidence across this region this one just south of denver colorado and across much of the west the u.s. remains very dry so whether it's sponsored by cattle. capturing a moment in time snapshots of other lives other stories. providing into someone else's work out inspiring documentaries from impassioned filmmakers everybody's going to know. circle. is going to be stone.

a band this is the news hour live from doha coming up in the next sixty minutes iran threatens to shut down gulf oil exports if it can't sell oil. the borders are closed leaving nowhere for refugees to run tens of thousands of civilians seek safety as that offensive continues in southern syria. rescue crews are taking no chances could be days even months before the boy's trapped in a cave in thailand will be brought to the surface. the u.s. attorney general take steps to end the ferment of action policy to help diversify america's colleges. and i'm santa hammer share with the latest from the world cup in russia where it's spotlight for england has a win their first ever world cup penalty shootout to reach the quarter finals.
8:04 pm
now iran is threatening to stop all oil exports from leaving the gulf iranian president hassan rouhani. he said the measures could be taken if u.s. sanctions prevent iran from selling oil on global markets and the commander of the revolutionary guard says he's ready to implement the policy if required and the made the remarks in switzerland now as the americans have claimed they want to completely stop iran's oil exports they don't understand the meaning of this statement because it has no meaning for a rainy an oil law to be exported while the region's oil is exported assuming that iran could become the only oil producer on able to export its oil is a wrong assumption the united states will never be able to quote iran's oil revenues. joins us now live from washington d.c. no doubt those kinds of remarks should be raising some concern in washington what are you hearing kimberly. well it is
8:05 pm
a holiday here in the united states so we don't expect that there will be immediate reaction to those specific remarks but certainly this is something that the administration has been talking about in recent days most recently the u.s. secretary of state mike pump a on monday backing off sensually what the sort of assertion was by the united states when it first withdrew from the iran nuclear agreement sort of softening and recognizing the turmoil in the oil markets and so when it comes to certain allies like south korea india among others including turkey there is a recognition that there is an enormous amount of oil imported by those nations from iran and so that deadline that was put in place semi of november fourth for that to be cut off maybe i'm realistic what we've seen as well in recent days is a call between the u.s. president and the kingdom of saudi arabia where in fact there was a recognition that and even a request to boost oil production but there is this realisation inside the united
8:06 pm
states that it may not be enough to compensate and so there is this sort of effort to try and without changing the policy or the stance work with some u.s. allies to extend that november fourth deadline in terms of cutting off that connection to iran in the oil supply because there is this realisation that not only could it cause turmoil around the world but could hurt the united states as well or arguably how long from washington d.c. . middle east analyst and editor of international interest he joins us live from london good to have you with us how seriously first of all should one take the threat coming from iran. i don't know how serious it should particularly take it only because i don't think iran will ever need to really exercise this threat we have to remember iran is not the only country that is upset with the us pressure on opec all that idea of the oil exports not coming from iran remember the opec
8:07 pm
countries the whole reason a lot of these countries are in crises in the first place is because of the us shale oil industry which brought prices down in the first place and sent countries like venezuela spiraling into political and economic chaos so a lot of these opec nations are happy with these prices the real problem here is donald trump donald trump is starting to feel the pinch of the high oil prices and he's pressuring opec countries to bring these oil prices back down to do that he needs to increase the production but none of the opec countries want to increase that particular production so iran has a lot of allies in the amongst opec and even outside of opec china doesn't want to see china is happy with a certain price india is happy with a certain price trump is the only one with a real major complaint so i don't think iran will need to exercise any of this at all at the last opec meeting many of the opec countries called outside your review
8:08 pm
and the u.a.e. for essentially trying to implement trump's agenda then i am glad. we've heard the u.a.e. is saying now that it's going to increase its production i mean is there a political rather than a market forces driven decision. of course it's political because we have to remember why economic diversification to is taking place in the middle east it is taking place because of the law or prices caused by the us shale industry and the u.a.e. and saudi arabia the only reason they're really pushing it is because remember the us has softened its stance on the qatar blockade the us is demanding that saudi arabian you eat take a greater hold over issues in the middle east the u.a.e. and saudi arabia are pursuing a policy of appeasement to the us but they have the reserves to be able to do so but venezuela and nigeria iran these other opec countries do not have the reserves to be able to continue this sort of policy they want the prices to stay up and there is a lot of anger over this recent move towards opec there is
8:09 pm
a lot of anger towards the u.s. withdrawing from the iran deal let's also remember one very important angle and dynamic that will mean that iran will not need to exercise this threat and that is the e.u. the e.u. once iran to agree to new terms of the nuclear deal it wants to save the nuclear deal the reason trump wants opec wants all your prices to go down is because it is impacting his policy of imposing tariffs on the e.u. and on other countries it's affecting the u.s. economy domestically in a way he did not foresee so the e.u. will be keen to ensure trump feels maximum pressure from his policies in order to get him to back down on issues such as the tariff so they will be very keen to ensure that iran comes on board that iran is not threatened that iran has some sort of life so in other words is the world versus trump saudi arabia and the u.a.e. . i'm very good to get your analysis. jordanian foreign minister says dozens of trucks loaded with humanitarian aid are waiting for the go ahead to pass into syria
8:10 pm
he has discussed the situation and province with his russian counterpart both men admitted there is cause for serious concern for the area in that our fighting is ongoing as part of the so-called deescalation zone it nears syria's borders with jordan and israel just a moment we'll speak to chance stratford he's in these really occupied golan heights but first let's get in with bernard smith whose job of crossing on the jordan syria border to how died is a situation look there to you bernard well some we know that there are around two hundred seventy thousand displaced people who fled the fighting in daraa province fled towards the borders syria's borders with jordan and israel at least some twenty five thousand people that come behind me that we're not allowed to go and see thousands of people at locations further up
8:11 pm
and down the border we know that some aid has god in some sort of locally donated water and beds and blankets and that the u.n. is still getting in its aid but there's a lot more waiting to get in particularly from the jordanian authorities as you mentioned and from other other organizations as well the problem is as the u.n. said this is the largest and fastest displacement of people in this part of syria since the conflict began in the needs are very urgent the needs for shelter from the heat for sanitation for water for food so while some is getting across some stuff is getting across just not enough of it is getting across at the moment some . thang bernard let's continue this discussion though and cross over to charles stratford he's on the israeli occupied golan heights or israel syria border and i'm wondering charles what's becoming of people who are stuck at the border there. well in the distance behind me i'd say around about a kilometer is one all of what we see is around about sri camps of displaced people
8:12 pm
that have paid in the last two weeks or so since this crisis started now the u.n. is saying that there is a need of getting food water sanitation infrastructure into these camps the u.n. saying that children there our are particularly vulnerable where on shore as to how many people there are all there but it's fairly safe to say that unless some sort of ceasefire agreement is agreed appall we can expect many more people arriving in these areas in the days i hate the israeli governments have come out and said that they're not going to open the bullet is here to these refugees it's simple to recognize that israel has also said that it will continue so promising as yahoo says with humanitarian assistance when necessary the israelis have provided some humanitarian assistance across this border interestingly also the israeli military
8:13 pm
have deployed reinforcements of their full seize in this area of cool species land that was occupied by israel in one thousand nine hundred sixty seven so there are security issues here for israel chief of which is the presence of iranian troops ready troops of course that the supporting syrian government forces across the border that is of great concern to israel as made evident in may when the israelis hit using as strikes a number of iranian military installations across the border so not only do we have an unfolding crisis here for the refugees it's important to recognize that israel is very concerned about the kind of security questions that could unfold in in the times to come will see. how strengthened baffling the occupied golan heights. syria researcher at human rights watch joins us now from beirut good to have you
8:14 pm
with us let's start with the situation of a delivery of the stand the last time i made went over the border was wednesday right at least the jordan syria border and i'm wondering what's going to happen to people if they're not able or allowed to get to jordan or israel. so this is the primary concern the human rights watch has delivery of aid into syria is one thing and that's obviously severely under capacity and under serving the needs of the population that's been displaced but then what happens when violence reaches the border when these aid convoys aren't being given permission as we've seen in an auto port in july second what happens to the people who are stranded there so the idea is for the for the jordanians and the israeli authorities to actually open the borders to people who are fleeing the violence in the province where the government media syrian government is calling on people to return is that an option. depends on
8:15 pm
who you are we've we've documented that human rights watch the syrian government are totally against populations that are affiliated with the opposition and frankly not all of the population of the province can actually return to areas that are held by the syrian government because of fear of conscription because of fear of the tension and disappearances so for them effectively when we talk to them the only option is either to go to jordan or to go to the to the golan heights that are occupied by by israel do you think there's a failure partly to a problem the international community that if they had given more support to the jordanian authorities have really taken in a lot of refugees from syria perhaps the jordanians might be more welcoming at this point. i think that's that's definitely the case i mean it's undeniable that jordan and neighboring countries have actually taken on a lot of the a lot of the syrian refugee crisis with very little support and the international
8:16 pm
community actually has a duty to support jordan but that's not an excuse for jordan or for the israeli authorities to actually close the door in the face of freeing asylum seekers. so right now i think you're calling upon jordan and israel to let people in if that doesn't happen what do you fear will happen to these people. so this is this is our primary concern i mean essentially what's going to happen to these people is either the violence in the conflict gets to them the hostilities and there's a there's a real risk of death that's associated with that or the under areas that are retaken by the syrian government where there is no access no transparency and we don't know what happens to these communities they could be detained they could be forcibly conscripted and there is there is no way to to two thirds of understand or protect the population. ok thanks so much for sort of isolating
