this is al-jazeera. hello welcome to this al-jazeera news live from doha i'm martine denis coming up in the next sixty minutes hundreds of people have reported missing after a hydro power dam collapses in la. at least fifty people are killed more than one hundred fifty are injured in greece as wildfires tear through villages around the capital athens. more outages in gaza as fuel shortages take hold but now israel says a main land crossing will be partially reopened. and. the school
1:09 pm
says tuesday more exactly two years to go until the twenty twenty olympic games in tokyo will be live in the japanese capital later this news hour. first hundreds of people are missing in lour for a hydrogen powered dam collapse and state media is reporting that it was under construction in the southeast several people have been killed and more than a thousand families have lost their homes the region has been affected by severe floods triggered by a tropical storm over the past week let's go live now to bangkok in neighboring thailand and our correspondent there wayne hey way bring us right up to date with what you know about this disaster. this really only coming out in the last hour or so despite the fact that according to the government the incident occurred at eight o'clock on monday. and we're being told now that there
1:10 pm
was a warning issued by people involved in the construction of this dam and province the dam located on the lower river in the southeast of the country the people involved in the construction issued a warning to other all forty's in the area in the form of a letter that some cranks were developing in what they call a settled dam this is basically an embankment that is built around the reservoir that is created by the main dam itself so from what we understand it's not the main dam that has collapsed but this so-called saddle dam around the reservoir the warning went out clearly it was too late because soon after that left it was sent the settle down collapsed sending that water downstream we're told that in the immediate downstream area of the population is around four thousand families in seven villages so clearly a lot of people in the path of this water when it collapsed on monday nights we
1:11 pm
know that some people were able to get out of the way but many words as you mentioned the government in the capital saying that hundreds missing some people already confirmed did but the moment we don't have an exact figure on the number of casualties just yet and for clarification them way no are you suggesting that there might have been a floor in the construction all of the structure that might have led to this because of course there has been heavy rain and flooding affecting this area for some time now. well certainly heavy rain at this time of the year particularly in the south of laos is not unusual and they have had as you mentioned a lot of rain over the past few days and weeks which would have raised the water level in that reservoir significantly but there was no indication that there were flaws in the construction just yet no doubt they will be a thorough investigation into what has happened the dam has not been completed yet it was still under construction to start commercial operations sometime later this
1:12 pm
year clearly that is going to be put back significantly if indeed this dam construction continues at all but like i say it's not the main part of the damage self we are told that has collapsed but these so-called saddle dams embankments that are built around the reservoir to contain that water which is built up behind the main damage self all right thank you for that wayne hale our correspondent live in bangkok we're here on set with me is our meteorologist richard anglin and richard we've mentioned the fact that there have been heavy annual rains as they happen every year that particularly this year this part of the world has really suffered i have to say martino's was waiting for something major to happen in the us because we've seen such an active situation reason i've got a graphic here which sort of shows what we've got so those them up so people of can see where it is no if i actually some of the clothes on there you can see
1:13 pm
a lot of big thick clay there and we've had some heavy rain affected just upstream of this particular dam over the last two days some big accumulations there but i don't think it was that which may have contributed because we've had this tropical storm some tin which is has been sparring around northern parts of vietnam northern parts of los over the last week to ten days and i think that it is probably about which played a part because you look at some of the rainfall totals further towards the south vast amounts of rain of come down they were pushing all the way science where. all the way through the rivers the mekong and all the tributaries over the last few days and that may have been certainly a contributory factor and what does it look like what does the out look like for this obviously people are still missing in terms of being able to find them rescue them they'll need better more clement weather there's plenty of rain still around this again that storm system is still going further north so that could cause yet more problems all right richard thanks for that right let's go to greece
1:14 pm
now because wildfires there of killed at least fifty people around the capital athens strong winds have been whipping up the flames that have destroyed many homes and disrupted transport the government declared a state of emergency in two specific areas shelob ellis reports. panic as greeks look for their neighbors with flames closing in a series of wildfires around athens broke out on monday the first in a forest make a coastal town an hour's drive west of the capital. fire crews tried to limit the destruction well evacuating residents but it was out of the control of. the fire spirit by monday night there were three wildfires the worst now east of athens in the seaside towns of. several people have been killed and two fire crews started to search and marty camouflaged by darkness charred cars and people who had tried to escape the fires here the death toll

fronts his meeting with agency heads is not enough and he knows it greece needs international help you know what to make and use due to the large expanse the intensity and the dangers the fires pose the country has submitted a request through the european civil protection mechanism for international ground and. their assistance for greece in peak tourist season the fires are destructive to its fragile economy roads and a major highway a closed this is the ninety four motorway leading into athens with drivers risking their lives to get past the encroaching fires one hundred kilometer an hour winds fanned the flames and disperse the smoke blanketed the capital causing flight delays. wildfires are common in greece the worst was in two thousand and seven more than eighty people were killed when the fires burned for days across the country. this year a dry winter has created tinderbox conditions now greeks must try to minimize the

damage charlotte ballasts al-jazeera and get the very latest out by speaking to al-jazeera producer helen scopus who's on the line from matty and helen this is one of the areas specifically affected by these wildfires why are they causing so much damage this year. yes martine this is the most affected area folks are the fire started. from an area called fellas that's mostly flood threat very very fast because of the nine balls for strong winds unfortunately the death toll stands at fifty people right now plus the war has been reported but not confirmed. there are concerns and zestful will rise. the death toll includes whole families that were burnt in their homes and a group of twenty six people that were found and one of the three beaches that the

president bled for refuge these people were found dead in embrace a because this of course is the holiday season isn't it and money is an area which is very very popular isn't it local people to greeks to take the vacations they presumably many people are in their holiday homes when these these fires swept down on to them yes yes this might be is east of athens no. matter where all i didn't hear that live permanently but it is very popular as a nation area but the people can commute to their jobs and back the mayor of what i've seen a mr bush has said that more than one thousand homes have been birds in the area and three hundred cars fire crews and the whole lot of red cross are continuing their search for survivors and. we are waiting to see how the death toll will. it will rise or not because there are concerns that more
1:19 pm
people unfortunately will be found marching right helens copious thank you for that giving us the very latest from marty just outside the greek capital athens the epicenter of the stressful well for. chasity supply to palestinians living in gaza is to be cut still further from eight hours a day to just six months the sole power station on the ship can't get enough fuel to maintain its current output and the amount of fuel entering gaza has been greatly reduced since thursday when israel imposed restrictions on imports coming through the main crossing. the israeli defense minister there has now said the crossing will be partially reopened quite soon let's go live now to that crossing and talk to our correspondent charles stratford charles when is this crossing likely to be opened and what goods will be allowed to.
1:20 pm
about the last half an hour or so we've seen trucks coming from the gaza side empty fuel trucks coming across the border here this is the palestinian side of the border they then go it's about an eight minute drive to the israeli side and they go and fill up their tanks there so we're expecting to see the beginnings of some of this fuel this gas and this cooking oil that was stopped by these radios authorities last week beginning to come through again the israelis say that restrictions on that fishing area from which further reduced last week from six nautical miles to screen old school miles will remain the same the restrictions on the fishermen will remain the same and he says that food and medicine will come through this crossing still on a case by case basis so in no way is this this is the sea easing
1:21 pm
these additional restrictions additional restrictions on the siege a little bit because this fuel is so vital but of course it is no indication of a lifting of israel's blockade importantly the palestinian ministry of health the smalling announced that unless fuel starts coming in mediately then it services could well be stopped i mean people are soley reliant hospitals a lot of the time including hospitals a soley reliant on generators for their electricity so of course this oil this gas is of vital importance with respect to the power station as you say this power station stopped operations yesterday now that power station will's only running on one of four of its turbines before it stopped working yesterday it hasn't been running since in full capacity since two thousand and fourteen so the crisis goes on there with respect to supplying electricity via that station hamas says it just
1:22 pm
doesn't have the money to pay for the fuel. to fuel that power station the fuel coming through here is for domestic use it's for those generators it's for people's homes it's for power and water pumps the fuel for the power station is something completely different it doesn't have the money to pay for any little fuel and that can be traced interesting lead to the kind of rift politically between fatah and hamas hamas is blaming fatah off and not paying those thousands of civil servants salaries and saying that as a result of the electricity company that collects the money to buy the fuel for the power station just isn't coming through so it shows you just how complicated this siege is yes there's hope that this fuel is going to come in for the domestic consumption today but obviously a hell of a long way to go. the. representative making an announcement with the serious. his organization.

the syrian government and its russian ally are targeting eisel linked groups in the battle for control of the south west of the country they have been dozens of strikes over the past few hours these eisel of groups outside an evacuation deal that had been struck with opposition fighters in this area. presence in syria seems to be at the center of talks between russia and israel there are reports that moscow has offered to keep iranian forces one hundred kilometers away from the israeli occupied golan heights israel reportedly rejected that proposal and demanded their complete long term withdrawal from syria well stephanie decker has this update from the israeli occupied golan heights. the syrian government and its russian ally are engaged in a very active campaign in this area which is the last opposition held pocket in
1:26 pm
southwestern syria is controlled by a group affiliated to eisele there's no negotiations with them now you can probably see another air strike just over my left shoulder this is been going on for a couple of dana days now really intensifying over the last forty eight hours airstrikes also intensive tank shelling on this area we've seen some civilians trying to shelter close to the border fence with the israeli occupied golan heights i can see another airstrike very far along it is terrifying for the people inside we can confirm exactly how many civilians are left but certainly it's a very difficult situation for them but certainly the interest here of the government is to take it back because it is the last as we mentioned area in southwestern series so once they take this back they'll be back in control really of most of southern syria well iran is the one of syria's biggest backers it security and intelligence services advise assist and train the syrian military
1:27 pm
tehran also supports pro government armed groups including shia militias it farms and hezbollah these fighters a fourth alongside assad's forces iran's involvement as part of a regional proxy war with saudi arabia which backs a section of opposition five has. long term goal of being to maintain influence over syria to protect its supply line to hezbollah fighters in lebanon. ok let's speak to hama and mousavi now who's a professor of political science at tehran university and he joins us live from the iranian capital thank you very much indeed what is the iranian government's long term ambition for syria. well iran sees its forces close to his rules border as a strategic deterrent against any israeli strike against iran and this has become even more important in recent months because of the unraveling of the iran deal and
1:28 pm
the escalation of the relationship between iran and the united states there is a real chance of conflict in iran being close to his rules border is seen as a very important strategic goal and deterrent for iraq so they intend to stay well first of all regarding this report iran has yet to confirm the authenticity of this report and. even if it's true and the russians did in fact make such a proposal to the israelis and the israelis have accepted it then it would still need your aunt's consent and i think that is very unlikely in to answer your question i think the chances of ukrainian forces the leaving the territory near israel's border is pretty slim because this is a very important and strategic advantage for iran and from iran's point of view why should you want to give up this strategic advantage when the situation between iran
1:29 pm
and israel is deteriorating every day and also ron has expanded an awful lot of of results is shall we say both both human and capital resources all this wall to support its ally president bashar al assad. yes that's true in fact with the help of the russians they have achieved to a large extent that goal so from iran's perspective stabilizing the situation in reaching a political agreement is beneficial both for iran the assad government as well as russia nevertheless from iran's perspective any idea of iran withdrawing its forces from israel's borders is a nor starter because from iran's perspective the situation on the ground is to iran's advantage all right but i'm just going back to last week in the health thinking summit between donald trump and putin what did emerge what came over quite
1:30 pm
clear with the fact that israeli security concerns were paramount both of them seem to agree on that and if they agree on israel israel's security concerns being addressed that means pushing iran back if not out of syria completely if the russians say go will iran do it. while the russians are iran's ally in syria and because iran does not have diplomatic relations with israel russia has planed in intermediary role between iran and israel essentially the middleman between the two sides and i think that is a role that you won excepts nevertheless and having said that that does not mean that whatever the russians say iranians will accept you want does not see itself as subservient to the russians in syria so although they are allied that does not mean that any proposal by the russians will be accepted by the iranians harbored most of

the thank you very much indeed. the more than one hundred million voters in pakistan are preparing to elect the next government ballot papers are being taken to polling stations across the country campaigning ended twenty four hours before the polls open there are four major political parties in the race including former cricketer imran columns. for security arrangements across the country have been stepped up has come all hiding reports now from the capital islamabad. eight hundred thousand security forces pushed in and have been deployed across the country according to the election commission no foggiest on food aid instructed to boarding a fair and free election the ballot bowl could ever already be defeated. a false

long day sharon fanning across the country forward broke and candidates really be trying their luck for border national and provincial assemblies for the election going to tame. turnout is expected to be high but the figure to go to the fraud are varied to be proud of the election coverage you know far good standard in russia very good responsibility of conducting fair and free elections in a country where the electorate go away and become controversial and that could go to the forehead of god that all go out in large numbers because of the return deadly attack by element to have all. share in making a bloody and varied bridge over one hundred fifty people cared including the leader of the political party the preparations are now complete and all the people now are reading for it for the foreigner to open on their trip the fifth of july so they

can cause their war. hardly to speak not to tire. pizarro who is a strategic affairs analyst and a political columnist he's joining us from lahore in pakistan thank you for talking to us there are many people who are afraid that the military is actually taking a rather a rather important and strategic role in manipulating the events for this election would you share those concerns. no i do not the reason is number one this is the third democratic election that is taking place in fargo stan number two the police do to respond to your question directly the police force in pakistan the law enforcement civil law enforcement agencies and. either they are under drain all they're not properly deployed or they are of a level in sufficient numbers in all parts of the country so the election commission of pakistan has in why did under the law which gives the election

commission the power to invite certain assistance from the or in terms of you know law enforcement from the armed forces of pakistan so the armed forces of pakistan are providing security assistance under the orders of the election election commission of pakistan there is the correct legal position the practical position and what is happening on the ground if tomorrow if today in the next one our election commission say please go back to your barracks or to do your respective areas the the troops provided by the of horses the left to go back because they are here working only under the instructions of the select case. i think i think you're referring to to the physical presence of the army and the fact that the the military is pretty much the seeing the electoral process but what
