it's. easier. for you. and i know there are more of this is the news hour live from doha coming up in the next sixty minutes. a gun battle in the afghan city of jalalabad on a day when there's been a deadly attack and another part of the country. no preconditions no they want to meet only any time they want any time they will just days ago donald trump was threatening iran with consequences few in history have suffered now he wants to
4:01 pm
talk. accounts coming in zimbabwe voters could soon know if they have a new leader. broken homes a new worries for thousands of people off to indonesia's of quake. and i'm sorry a small have all the data sporting cluing basketball superstar le bron james says he may run against donald trump in the two thousand and twenty elections seaplanes the west president for using sport to divide the country. security forces in afghanistan the battling gunmen who attack launched an attack on government offices in the city of jalalabad a few hours ago and followed an early attack on a bus and far up province where eleven people died. just salt and targeted tubs of shops as well as government buildings at least three
4:02 pm
explosions have been heard. it's all about us and watching developments from kabul and joins us now also saw this attack has been going on now for most of the day what are we hearing from jalalabad. it's been going on for about six hours now it's all about the live in am local time we just have heard specifics about who did attack this department for a refugees in jalalabad saying that there were two gunmen two gunmen who set off multiple explosions outside the compound before breaking it inside there was a donor conference going on to help refugees in afghanistan. and i'm just here now actually it's over so this attack in jalalabad between two suicide attackers and afghan special forces is over and it has been going on now for around six hours
4:03 pm
there were multiple people inside some did manage to escape half way through this attack and then we have heard for always now about sporadic gunfire between special forces and these attackers and it appears now that special forces have both of the attackers ok no confirmation yet on any casualties that another attack in western afghanistan we do know that there's been fatalities there. just going back to jalalabad we do know the people who were injured in this we don't have any word about casualties anyone who was killed but we do know that around ten people were injured two critically eight with minor injuries and they were treated at a hospital next door as far as the other attack which happened in the west of afghanistan happened very early this morning that it was a passenger bus there were dozens of people on board it drove over a roadside bomb the government is blaming the taliban for that eight people killed thirty sorry that number went up to live in people killed thirty seven wounded and
4:04 pm
they're being treated in hospital and here a province now ok solid ballasting is the latest there from kabul the end of that jalalabad attack as i was just saying it was going on for about six hours there in afghanistan. now donald trump has threatened iran and vowed to isolate it like no other now he's suggesting talks with this president without conditions it would be the first with an iranian one nine hundred seventy nine but it was deputy speaker of parliament says it's not the right time and it would be humiliating for the game lives to run in just a moment but first alan fischer reports from washington d.c. . the u.s. president's surprise offer came during a news conference at the white house with italy's prime minister no preconditions no they want to meet only any time they want anytime they want the u.s. spirally to the deal is signed with iran and its international partners when president trump announced in me the u.s. was pulling out even though there was no indication iran was in breach this was
4:05 pm
a horrible one sided deal that should have never ever been made he don't get for months it was a terrible deal and both to scrap it when he became president his offer to talk with iran's president well threw up many more questions than local conditions means that he's ready to sign on the dotted line so to speak with the iranians so will that be acceptable to the region to the powers in the region to the g.c.c. specifically saudi arabia and the u.a.e. i doubt that we've been here before they will be met with fire and fury donald trump very north korea and its leader before agreeing to a meeting and earlier this month he met russian president vladimir putin in all sinking at a top level summit it'll be interesting to watch the reaction to donald trump's offer when barack obama was in the white house and said he'd be willing to meet the iranian president he was heavily criticized by republicans democrats and by many
4:06 pm
right wing commentators who know largely support donald trump. one additional problem might be who would broker a summit with iran or south korea pave the way for the meeting with kim jong il in france might be an option president had arjun donald trump not to walk. we've probably run deal during your state visit to washington he's links with tehran and that might open up the necessary diplomatic channels there are voices senior people in this white house have been very critical of the iranian government and called for its removal but this is donald trump's white house if you want something to happen then it could and soon alan fischer al-jazeera the white house the trumps our own senior staff appear to contradict him. pump a rose says he's on board with meeting iran's president but this is several requirements before it could go ahead president wants to meet with folks to solve problems if the iranians demonstrate a commitment to make fundamental changes in how they treat their own people reduce
4:07 pm
their malign behavior can agree that it's ha'p'orth while to enter a nuclear agreement that actually prevents proliferation and the president said he's prepared to sit down and have a conversation with them as we've heard there's been plenty of skepticism in tehran about any talks with the us. is the head of north american studies at the university of tehran he says may not have preconditions. definitely will. i don't think he is going to accept any negotiations until the united states returns to the j c p o a the nuclear agreement and implement it because the iranians are saying that the united states is has already violated an international commitment and its aggressive behavior is not going to be rewarded by teheran because if the trunk feels that he six has succeeded in gaining any concessions from iran which has abided by the nuclear agreement in full then he is
4:08 pm
only going to use this as a tool at his disposal in future remember this is the same trump who threatened canada because of a statement made by the can a canadian prime minister of the neighboring country to the united states a country that has probably the closest relationship with the united states compared to any other country when trump behaves like that then there's no reason for iran to peace him and there is no reason for iran to believe anything that he says especially when we have such mixed signals coming from the white house let's get more reaction now from tad wrong with. mom and randy was right that was that we've been hearing some pretty definitive responses to trump's offer of talks from tehran. absolutely and this is a country that has said over and over again leaders big and small across the spectrum of said they much prefer negotiations over a conflict they much prefer prefer conversation over escalation but in this case
4:09 pm
it's really a once bitten twice shy kind of situation for most of the leaders here just a few days ago i was sitting across from a senior national security member of the national security establishment and i asked him point blank what do you think do you think that there is ever can you ever envision a moment where you and your colleagues can sit down with president donald trump and his administration and discuss absolutely anything and he was unequivocal in his response he said never. the feeling here is that there is an enormous trust deficit with this current administration in the white house that by pulling out of the deal by a great deal of hostility towards iran and by threatening sanctions and planning on august sixth to reapply reimplement unilateral sanctions that donald trump has proven that he cannot be trusted and so in iran there is a great deal of of really to be honest most people will see this as just more
4:10 pm
more talk from the white house with no real substance now what president rouhani has done in the past is every time donald trump a stone of a curve ball he's leaned on the european signatories to the twenty fifteen nuclear deal and ask them to uphold the deal to resist american pressure with regards to sanctions and to make sure that iran can continue to benefit from the economic merits of the deal since it has kept its side of the bargain and that's what he did today in a meeting this morning with the baster from great britain to tehran he reiterated the point that it was now up to europe to make sure that the deal survives he also said that iran was not interested in stopping any of the oil shipping traffic in the gulf and he said that along with that iran intends. to fully continue to sell an export its own oil and so a very very defiant rhetoric still coming out of iran talks going forward very unlikely in the current climate i doubt the iranians support rouhani i mean when
4:11 pm
they get behind his refusal to meet with trouble. i have to be honest at the moment the twenty fifty nuclear deal has become a very toxic policy for the rouhani administration when he began this effort to try to negotiate a deal there were a lot of critics publicly in the iranian population and in the civilian population as well as in the leadership of a number of people said that the united states cannot be trusted the supreme leader of iran himself said that the united states cannot be trusted but let's give it a try and so now with the devolution of the deal over the last few months the policy has become very toxic and unpopular and president hassan rouhani has become unpopular as a result so the harm has been done and it is really difficult to see how president rouhani could create any public support for sitting down with donald trump there's really no there's nothing to be gained for iranian leaders by doing that and so
4:12 pm
there's a sort of north korea model that donald trump seems to be trying to implement with regards to iran and there's a few reasons that won't work iranian people feel that policies that have been coming out of this white house the travel ban against muslim majority countries that has affected iranian people the sanctions and the economic pressure and threats made by this white house has brought the value of the iranian currency the reaal down by more than half in less than a year these are all things iranian people feel are personal attacks against them by the white house and so it's unlikely that that model of north korea will work additionally iran is one of the largest oil producing nations in the world it still makes money and so it is a strong country and regionally it is also very very strong militarily especially with recent victories in syria and iraq and so it's unlikely that the attempt by donald trump to bully iran and then play good cop will work in setting the stage
4:13 pm
for any kind of summit. and thanks very much time. well donald trump says he can do a deal with any one hundred claims his tactics brought america significant try arms but they don't follow normal rules of diplomacy with north korea trump first threatened kim jong un with fire and fury and had neighboring countries fearing conflict on the korean peninsula but within weeks trump surprised everyone by announcing a meeting with kim in singapore where he called him very talented and talked of a very special bond it ended with a supposed pledge of complete arise ation the deal came with new details and earlier this month a similar meeting with vladimir putin in helsinki trump accepted the russian leaders denial of any interference in two thousand and sixteen elections and later invited him to the white house now he wants to talk to iran's president hassan
4:14 pm
rouhani after vowing to squeeze the country's oil exports down to zero and threatening iran with consequences few in history have ever suffered tom brooks is a professor of law and government and darren university he says there's often nothing to show for present charms big talk. we definitely see a pattern of his talking up his this kind of very kind of almost violent imagery of fire and brimstone all this kind of talk really playing up how his is resistance and and isn't tagged ism towards america's traditional enemies only to do this spectacular u. turn moments later when he finally meets can join an already meets putin or if he goes ahead with this meeting in tehran of what a wonderful friend they are oh they i've got perfect reassurances evita is a spectacular turnaround so he's been doing this several times now and i think that
4:15 pm
we're all getting wise to the tough rhetoric on the one hand the pleasantries that will follow afterwards. not much it would seem following from that the big announcement tends to be that he will meet at all not that the meeting will produce something. on the news hour including saudi arabia faces more pressure to release activists as it tries to drive towards reform. and attempts to contain the fallout from a decision that left four million people in the limbo. and those four former world number one does it the hard way in his first court much since last march. friends make it ahead to the next hour or so about who will be the next president in a race some say is too close to call electoral commission is due to begin announcing
4:16 pm
results it says there was no rigging nor cheating and the ballots but some observers have raised concerns about the commission's independence have been lining up outside polling booths to see who's ahead in the area of present. opposition leader nelson chamisa say they're confident of winning. in the capsule a live shot of the zimbabwe electoral commission waiting to see people coming up and telling us the initial results how we're going to sot haring these results what the format is going to take. releasing some of the results it only likely be in batches province by province so it will take a while what will happen is officials will. go away for a couple of hours and then come back again so there's no guarantee he will get the final result today both the m.d.c. and the readings are insists they are going to win from what we're hearing
4:17 pm
indications of the ground is that zanu p.f. seems to be doing well in the rural areas and the opposition seems to be doing well in urban areas but it is a close election people are watching it closely and analysts say it could be a tight race the key thing of course is would accept defeat already here in a number of accusations of vote rigging tell us more about that. well opposition leaders have just had a press conference. they could say that the process wasn't free and fair they say that they would deliberate tamperings with the vote for example the fact that some people began to wait long in the long lines before being attended to they say that was a tactic used by the ruling party to disillusion people so that they wouldn't vote that's what they are claiming but the commission keeps insisting that's nothing went wrong everything was free and allegations of vote rigging election observers have also been meeting today discussing what happened comparing the findings

comparing the notes and they all saying that people should be calm and they should incite violence and the former president this is what he had to say. victory. in defeat in africa. from the stakes are very high on the house a backup plan for. victory. but look at the picture of a success a successful election for zimbabwe in harare the city is calm what we've seen are a few drive police driving around just to. stay the police and some water cannon opposition headquarters but it is calm at the moment everyone waiting for those those results and how they will react. when those results coming in her and many thanks joins with from harare the syrian military is continuing is built around

turkey as well as the un considered necessary to try to find some sort of common ground between the two parties now also according to the u.n. envoy to fund them is to or there will be a focus on the formation of the constitutional committee both the government delegation and the opposition that is here in sochi have put forward a list of twenty five names each now they're waiting for a similar list to rip present civil society once there is an agreement of that then they could be within the coming months talk about amending the constitution of two thousand and twelve or maybe changing that even that is even though that is a very complicated issue and both sides don't see eye to eye on it at this stage the united nations is calling on saudi arabia to release all peaceful activists including women who campaigned to lift the world's longest female driving ban the
4:21 pm
lifting of that ban in june was held as a major step forward for women's rights in the conservative kingdom but a number of women who had been advocating for the change of since being arrested the u.n. human rights office said genuine reform appeared to be taking place but dissent was still not accepted since the fifteenth of may at least fifteen government critics were detained. we understand that eight of them were later temporarily released until the completion of their procedural review in some cases their whereabouts are unknown and there is a serious lack of transparency in the processing of their cases. as the director of policy allows us at the doha institute he says the saudi crown prince is similar to his predecessors when it comes to political dissent muhammad is a man with what would very much like to be seen as someone who is leading the reforms not being pushed to make the reforms and it seems also that he's taking a zero tolerance policy towards any sort of dissent especially political against
4:22 pm
political activists we have seen him actually over the past few months targeting not only women. i mean the liberals who are calling for more votes in the county but also all the conservatives like for example senior religious. leaders have also been detained in saudi arabia so i mean this as you know tolerance policy against any sort of dissent. is his approach actually and this is why we are seeing all these artists in the country. israeli politicians will meet again to discuss a deer law that would officially define israel as a jewish state comes amid mounting domestic and international criticism against the law that's been called racist i want to meet next week after fifty two of its one hundred twenty members called for a special that president has said he will sign the law in arabic and protest against downgrading of its status as an official language under the new law. hundreds of hikers trapped on

either going to be watching on their heads or a mind of our top stories this hour and this hack on. government office in eastern afghanistan is over two gunmen set off explosions and storm for ministry refugees in the city of jalalabad ten people have been injured security forces forward to six hours to end the siege. zimbabweans make it ahead to the next hour or so about will be the next president in a race some say is too close to call the electoral commission is due to begin announcing results but solids of us have raised concerns about the commission's independence. and the skepticism in iran about donald trump's offer of talks with president hassan rouhani the us president said they could meet at any time without
4:32 pm
preconditions but iran's interior minister has ruled that out saying trump isn't trustworthy. well any talks between trampin rouhani would have major implications for politics in the middle east and this includes blockade against castle joining us here. with political sociology at university good to have you with us first of all let's just talk about iran's response so far it's been pretty dismissive of this offer of talks without preconditions do you think they're going to stick to that line well of course the iranians are known for this kind of negotiation they're always up the bar in the beginning for every kind of dialogue but i think the important note here is what's happening in a month by their money for the minister they want to talk to mr smith with his u.s. counterpart and with a green light also and now he's going to have on just announce that he's willing to her next so it's very clear very obvious that there is a push by the americans to have a new wave of dialogue between iran and the united states i believe that the staged
4:33 pm
show for the u.s. president during the press conference to say that he is willing to meet with the iranians is only part of that and i believe that the administration believes that the iranians will jump at such an opportune obviously the iranians are as we said just minutes ago that they have any experience with dealing with the americans and negotiating with the americans and therefore they are not expected to jump in full heartedly into this kind of offer if you if you will and there are no real hard. indications of what the u.s. in a situation would like to do also we know that iran has launched a complaint in the international court of justice so the situation is not ready for such a summit and the iranians understand that what trump wants is a show to put on for his people to say i have done this i have met with the koreans and now they haven't launched any missiles i met with the iranians and now they haven't done anything and they i mean they're not willing to give him that media win without any concrete concessions on his side and if you look at saudi arabia
4:34 pm
forget the players within the region i mean as far as they're concerned they're saying this as a. and i thought it was very much on that side. well i mean if we go back to the obama era and even before that of the bush era whenever there's a hard line by the united states towards iran we see the same hard line by the saudis and by the americans and other players in the region whenever there is soft language and talk about dialogue with iran we see that the same happens for saudi arabia and the emirates and and other countries and to be honest this is counterproductive productive for our. regional stability here in the region whenever america says jump we say how high and this is very difficult to understand within the current climate i mean american administration has requested saudi arabia that there was to be in the forefront of this war against iran at least in the beginning of the administration now they're talking about talks again i think the saudis will be very concerned by this. but i think everybody now knows that
4:35 pm
there's a curve to. decisions it usually takes this very up very media looking decision of the goes down so it's not necessarily the end of hostilities if you will between the americans and the iranians but at least it is now clear that the position that the saudis have took in the beginning of the trump administration attempting to get on drums good side is not going to help them too much because as the iranians were saying trump is not a trustworthy president and this is not just you know inflammatory language his track record since becoming president to it in dealing with his allies and his enemies alike is always that he is not stable and comes to decisions of such magnitude. very. hard thanks very much taking time to come in. now i saw says it was behind a car bombing in southern philippines that killed at least eleven people in a van exploded after being stopped at a checkpoint in lima town city that's just across from mindanao island where

committed to continuing the process but it does come against these latest reports of the restart of work on north korea's intercontinental ballistic missile program we don't know from the satellite pictures that have been produced just what level of completion these missiles are supposedly up to but according to optimistic supporters of the peace process and that would include of course president donald trump they would point out that there hasn't been an actual missile launch or missile testing now for months even so it is certainly casting doubt on president trump's assertion that north korea is no longer a nuclear threat. anxiety is growing in the northeastern indian state of four million people have been approved test citizenship the indian government has taken them off its national register of citizens and rights groups are worried it could

lead to discrimination or even deportation that has a good name has more. the fallout from the release of india's national register of citizens filled the pages of newspapers in assam state along the border with bangladesh four million people have been left off of the list and are now worried they'll be deported or put in a detention center. we have been harassed a lot in the name of the national register of citizens so many muslims have not been registered we feel there is a lot of politics involved in making this list and that should not be the case. the register was the stablished in one nine hundred fifty one to identify indian citizens at the time there were undocumented immigrants arriving from what is now bangladesh. critics say the omission of millions in the latest register is designed to prevent muslims from voting the government is assuring people there is still
