4:00 pm
this is al jazeera. and welcome to the al-jazeera news hour live from my headquarters in doha with me elizabeth piron i'm coming out in the next sixty minutes. opposition supporters protest in zimbabwe as the rulings on the korea party is declared the winner of monday's general election. back among his people congolese opposition leader sean pm bemba returns home after a decade in jail. the date for afghanistan's presidential election has been
4:01 pm
announced amid increasing security concerns plus. i'm in the south of tehran where ron's water crisis is making it more difficult to beat the summer heat. we begin the program with our live detailed coverage of two developing stories at this hour on the left of your screen the pictures from her daddy where there are mass demonstrations after the announcement of the general election result and on the right you see here bev who's returned to the democratic republic of congo after more than a decade we will be live in kinshasa for more later but first to. well the electoral commission says the rulings on a p.f. has taken a two thirds majority in parliament or president imus and was party swept most rural constituencies while the main opposition one in urban centers but it's yet to
4:02 pm
announce the outcome of the presidential vote an observer say they're not sure why it's taken so long they're pushing for results to be released quickly and clearly supporters of the muslim god was main rival. contributed to clue the break results by polling stations so that the cop is received by party agents can be very frank ensuring their country against the old can i think it would be very much important to shield the look of transparency and that we have to see that this is. all to give. a clearer picture to the party that is elections were created. by supporters of god was main rival nelson chamisa refusing to accept the results crowds a building in the capital had adi with a child saying to me says mame they say they voted for change.
4:03 pm
yes. we could eat. well let's get more on the. live for us. the electoral commission how to giving the ruling party that crucial to. the and we will ready seeing the reaction to that over the past few hours of opposition supporters even setting things on fire and some places. right behind me where the national results into their not been allowed to get into the premises but they're behind the by the gates to the water cannon trots for the past fifteen minutes or so a tear gas has been fired by the police we've heard stun grenades supporters have been burning tires outside the gate there insisting that the vote was stolen next
4:04 pm
to them is the rulings on a piece of headquarters they trying to get into that trying to break things as well that's how angry some of them say they are they insist that the vote was stolen and they are unhappy with some of the election observers mainly from sadek and the african union who said that the this election has been largely free and fair so they want something done about it and of course they also say why is it taking so long for the presidential results to be announced they saying the longer it takes the most suspicious they become the election officials have said that they have not rigged the selection people should be patient for the final presidential when they are now it's visible do we know how to why it is taking longer for the presidential results to be announced that is the criticism that. that we've also heard from observers. the e.u. observers have election officials to release those results as soon as possible to avoid chaos if it does happen election officials say the. the reason why it's
4:05 pm
taking so long is because all the political party agents have to go through all the results and verify them and only when everyone is happy been the commission can release the people expected the results to be released at twelve thirty pm local time today that didn't happen election officials say they doubt it is going to be announced today which means maybe it could start coming in from tomorrow but there's no guarantees because if any political party is unhappy with those results in the going to challenge them and they refused to sign the release form for the results to be released and we know there are problems because the main opposition party is saying that this election has been rigged so chances are they could be further and further delays and right now outside on the street at this election people are getting impatient and some of them are starting to the police had to. use tear gas to try to disperse people but they're refusing to leave you very much for that for now that's how to live and. a lot of pictures. of what
4:06 pm
has been talking about opposition supporters. protesting they have been burning tires and police have been using tear gas and we will be following the situation. as they come in very closely and we're going to get more on that now with a guest. he's a writer on african affairs and he's joining us live from london very good to have you with us on al-jazeera. the opposition concede defeat do you think if the election commission announces that they have lost i mean that announced that they lost the parliamentary vote but what about the presidential reaction to it. this is a very sad moment for. your question is quite clearly. the leader of the main opposition two days ago. accept the results of the election in
4:07 pm
which he was the leader that i think was wrong and you know the time number one of a true quite clearly in part as a hero is suggesting the electoral commission said today the other day explaining one of the reasons why i did lead the process and although i really also don't quite understand why it should be such a complicated system so if they're trying to follow rules and procedures and trying to make sure that they came up with an equitable results that is understandable if the opposition really as it grounds to to do what they're trying to do now if i was advising them i would have asked them to wait for two days so that this life is much more substantial evidence other than that all of us are basically going to speak english and i think mr chenault that we've actually heard from nelson chamisa in a tweet saying that he believes that they have won this election. how do you see this that's the tweet i believe from nelson chamisa now saying
4:08 pm
thank you zimbabwe i'm humbled by the support you have given to me as a presidential candidate we have won the popular vote you voted for total change in the past election we won the swan together no amount of results manipulation will alter your world ok so that's that from nelson to me said the opposition leader mr chen and how do you think that bodes then for the next few hours and days going forward if the opposition will not accept these results. indeed so what we're going to wait for ease for how the electoral commission leadership responds to this and indeed of course how candid i'm going to restaurants to these eleven commission said the other day when they fast release the phosphor most as a result that it is actually unlawful for anybody other than they themselves to formally release this results number one number two it's extremely tempting for the
4:09 pm
members of the opposition particularly in harare to take to the the streets particularly if their leadership encourages them to do so why because the opposition by and large is extremely popular in harare and most of the major towns but that having been said as you can see from the parliament results as one of you have enjoys a huge amount of support across the reporters involved and i think that position may have been wrong footed in the sense that while the election was called within the time when and that was still hard huge amount of goodwill they went on as themselves hit the ground in the rural places and probably in the position m.d.c. may not nestle have done that as well so if the figures the percentage figures way this is some of the desire to be a kind of this we're winning by seventy seventy five percent in parliamentary elections if that then is reflected in the presidential that is possible but you also knew that very well the presidential election was clearly going to be much more close probably because the term is a is a fairly. charismatic young guy as opposed to in this case and
4:10 pm
who i mean this is really be easily tainted or presented as tainted by by by by his historically but that having been said on issues i think visible need for real results and i think if anything on issues it is very likely that this is yet to be a contentious issue of the next couple days and we will indeed be watching those results very closely as they come in but for now joseph channa thank you very much for your time and your insights and to the stars of a chair you live and learn to thank you well let's move on to some other news now call. lease police have fired tear gas at supporters of opposition leader sean penn bamba hundreds of people turned up to welcome home the former rebel leader and vice president in the capital kinshasa then to serve the ten years in jail for war crimes but was freed from the hague after an appeal in may he now wants to run and december's elections let's go to our correspondent catherine sawyer she's joining

people think that and see the people you meet the man down to the funny thing and you know the thing that i am like i can be president of the country but i'm also willing to be done a lot of my feet and come together and galvanize. support and it may not have been even. that one out that they chose to take in the next one here and then we have to do that now in the law. to open the sun when we can and the guidance of people saying that. we are one person that can provide a change of leadership to be the best but we can certainly hear what that momentum i saw here and see what that meant and would look and sound like catherine we will leave it there for now and that is katherine sawyer joining us live from the called

surrender to them they took in their families but they didn't elaborate on the circumstances of this. this comes as security across the country is under question particularly. in the way the army has taken over control of the city from police and president gunning has announced an election date for the presidential elections and twentieth next year security is on everyone's mind not just on a day to day basis but with elections looming. hundreds of women recall the names of the countryman compiling an electronic list of who decide afghanistan's next leader nine million people have registered to vote a quarter of the population but here that means nine million manually intrigues and this is the. name of that person and their father name there it is. then there's this. next page. one hundred people working for two

day and says registrations need to be chicks more thorough and vote is assigned to specific polling stations there is a willingness among the people although they are not con men it's about. but without an election that is not. where the. afghans died in the hundreds this year for a chance to make their lives the worst was in april in kabul with fifty seven people were killed and more than one hundred wounded in a suicide bombing at a voter registration seem to. afghanistan is working its way towards credible elections one keystroke at a time. from power to bombings patiently they pushed charged with holding a live action that cannot be disputed. zero. gunmen targeted a convoy carrying election material in mali have killed at least four soldiers eight attackers also died after a shoot out of the southern region officer who. began in mali following sunday's

presidential election thousands of polling stations were disrupted by violence. now syrian government forces have regained control of all the land along the border with the israeli occupied golan heights i select fighters gave up the last pocket of territory in the area after a six week military campaign according to russian media and forces with a drew to eighty five kilometers from israeli held territory israel has asked for moscow support to help key keep back troops and turkey says it supports drafting a new constitution for syria after the u.n. special envoy said he's looking to finalize a plan in september stephon the must go to made the comment of the latest round of peace talks brokered by russia and turkey wrapped up in sort she on tuesday says it would reject any attempt to turn syria into a federal system well let's get more on this now we're joined by our correspondents and then course ego illusion is live for us in istanbul we will get to the talk of
4:22 pm
a new constitution and to support for that there are moments in them but start with the ongoing fighting in syria because government troops are continuing to retake territory here. yes others about as the syrian regime forces venice in southern syria now we are hearing that they have they are declaring an early victory and they are saying that they will be retaking taking over it live around september this is actually a very major concern for turkey russia. iran who are the main parties main guarantors of the deescalation zone which in the other names a stand a peace process and turkey's president don has spoken to russian president vladimir putin about this on july fourteenth they had a phone talk and a couple of days ago in south africa during the brics meeting president john
4:23 pm
expressed to lead them or putin that if the syrian regime attacks it will undermine the us than a peace process and during this peace process circus the bush forty twelve observation military post in there which is actually a deterrent to the syrian regime but of course that this point the right of russia's stance is very important because despite the star peace process remember the civilians how they suffered the civilians from hamas didn't go to how they suffered and hundreds thousands of. syrians had to flee the lands and come to that but of course it has a very strategic importance for turkey because because it's by turkey's border and it's very important for border security and so the main wall we've also got turkey saying that they will support a new constitution which the u.n.
4:24 pm
envoy has been talking about do we know what that would involve. yes when you talk away when when you ask syria to turks there are two important things one case is there and the other case is the territorial integrity of syria and turkey have always stated that they support a new constitution in syria and now there is a fifty member constitution comet established in this such a meeting and as far as we have learned from from the sources from the offer shows in this cause this constitutional committee will be complete in writing the new constitution by november but as far as we know turkey had one concern one condition actually because a couple of days ago. russia has been the syrian democracy force forces which is spearheaded by the id metts what bashar assad in damascus
4:25 pm
and an autonomous kurdish region in up on the north was on the table that's why turkey was concerned and turkey had this condition that there will be a north there will never be a federal entity or kurds in northern syria and turkey is also against an autonomous kurdish entity in northern syria but of course they both committed fighting against terror groups and thank you very much for that for the hour that saddam coursera with the latest lines joining us live from istanbul thank you. now there's been no letup in california's wildfires and what's now shaping up as one of the worst seasons in the state's history seventeen fires are burning across the u.s. state where eight people have been killed in the past week the fast moving flames have destroyed nearly one hundred twenty thousand hectares of land last year was the worst season on record with nearly five hundred thirty thousand hecht is burned
4:26 pm
but in some parts of california where the fires have been put out or people are facing another threat. reports from the city of reading. the city of or. the state of california remains envelop by a thick layer of smoke and ash that is blocking everything including the sun it's been like this for the past five days making homes is heating advice from health officials who say any time people are outside the should wear masks i've lived here for twenty five years and. you know i've seen a lot of fires a lot of fires but it's pretty bad this time we've had like ash and embers falling by our house and. still it's been a week still you see you know little little ash falling. all over town in air quality index is any number of above two hundred is considered dangerously

unhealthy in reading it's registered as high as two hundred seventy three in recent days local hospitals are busy with people suffering from breathing problems particularly the people most vulnerable some people have something called c o p d which is chronic obstructive pulmonary disease typically it comes from smoking for a long time what happens to them though because of their breathing in these fine particles and it's getting in the lung and fortune causes inflammation and there are ways and their little muscles in their lungs constrict and so it makes it very difficult for them to brew it's not only the smoke in the air that's causing problems it's also what's happening here on the ground when the fire came through here it completely incinerated all of the natural vegetation there's not one single tree that's still alive not even one leaf is still here it's causing the temperatures to be even hotter warmer drier and causing more health problems.

ash klank it's the ground that was once fertile land for plants in a city where the flames are gone but the health hazards are not. people still can't breathe easy. to the smoke has lifted cables which is either ready for you. it is time for the weather with steph now and has a been exceptionally hot in california stuff here in california in some of course it's going to be hot but we do have an idea that it is strangely hot this year because look at this this is death valley forty two point two degrees that's the average temperature this july so that's the maximum temperature averaged and the minimum temperature and then those two average together you get forty two point two so that's incredibly high and it's high even for death and valley the previous record was forty two point nine so this is a record it's not quite a global record though because that is held by iran where we had forty two point
4:29 pm
five so we were incredibly close to the highest that we've ever seen for a month just now really nipped in the bud there by iran so that's what has happened in july then what we're expecting over the next few days is yet more very high temperatures particularly over the iberian peninsula so madrid there might be around forty degrees on thursday and by the time we get to friday will be at forty one but other parts of spain in portugal are likely to be much higher than not that we could be knocking on the door forty seven degrees and most of the records are only about forty seven and a half for spain or portugal so we're very very close to that we could even see a record so incredibly hot still for many of us across europe and the whole weather is pushing again up towards the north so the temperatures even in london are beginning to rise once more thursday and friday elizabeth thank you very much steph well still ahead on the news our lucky escape or one hundred three people on board a mexican airliner survived after the plane crashes just after take off. why

said you have what in my view are being but. results will be people. please if you. another. story. mr manders a thank you very much for your time that political analyst able man there's a joining us on the phone from her we can go now to our correspondent harmattan metastases also joining us on the foreign how do where you are and what can you say . well i am just by the results in for on the roads a bit karma now but i'm looking at a lot of riot police there are water cannon trucks army chopper has there been flying up ahead so when the opposition's supporters were refusing to leave the
4:49 pm
police fired tear gas they shot up in the air to try and disperse the. people still refuse to leave but when they saw the army choppers flying in the futile bother to run away they've gone for that is pretty thin tough case me here we are here gas canisters go on and off for now as. to what's happened now is the main road is blocked with rocks. some traffic lights with being destroyed and right now right we are trying to clear up the mess so cars can move. out and we're looking at pictures now of riot police from earlier and it looks like there are efforts to disperse the crowds at least outside the electoral commission have been successful because we have seen people dispersed but along with that a lot of smoke in the air we have also seen at least one man lying on the ground. some people have been injured what happened was the opposition supporters some of
4:50 pm
them came carrying carrying rocks and stones so when the police but products trying to close them they started to throw around the rocks that we journalists were hit with these rocks some of been injured and taken to hospital so that's why you know some cases of people being injured. the situation obviously people are pins people are saying that. it is calming down at the moment the worry now is some of the opposition supporters say there is she's going to go home they've run into the city since and they're waiting for it to be quiet and they say they plan to come back the result is that because according to them they insist that this election has been stolen and they insist that their leader has won the silage since sunday piazza saying the opposite that your commission is saying that you know rigging but obviously some people in zimbabwe bill believe. no and neither does the opposition leader has tweeted that we have won this election whereas you have president m.s.n. money and god was calling for calm. he is calling for calm he kind of has to i think right now from the results that we speak we know that some people do this to
4:51 pm
me support the opposition and some people do the voice the ruling party so it is technically a divided the nation and he has to come out and trying unify the nation trying to keep people calm and trying to sort of shows them all the ins and everything is being done by the book he is no vote stealing but again i don't think the opposition is going to accept this but the how they react in the final presidential result is a wait and see kind of thing right now the police are still on the streets they had determined not to leave their god being the reason the main gate has been shut and locked and a lot of police are at the gates making sure that people who shouldn't be coming in don't i mean. and what about the electoral commission hutter where we saw those big protests and people burning things like tires earlier are they still going through the process of announcing the results. you know what is with the parliamentary
4:52 pm
results we know that on if you have won by a landslide the problem now is the releasing of the presidential results the issue with that is that because there's all these discrepancies and some people the opposition saying that they doubted this election was credible a concrete least those results and for all those. political. actually go to each of them or the political parties to the happy only be released. if you don't know anything coming out today maybe maybe something could come out tomorrow. so what are we expecting now. in terms of what happens on the streets as we've been watching they have been very large crowds gathering and protesting the results and we saw these crowds being dispersed by riot police using tear gas water cannon you think that these crowds have now moved away from the electoral
4:53 pm
commission but will they continue to protest and in this way in other parts of the city while we wait for that presidential result. sure. i apologize we we don't have a connection we've lost our connection with our correspondent actually can you hear me. no i don't know how do with elizabeth in doha here can you hear me. so while we try to. hi can you hear me.
4:54 pm
yes elizabeth i can hear you. so how do you what were you as as we look at these pictures now what are we expecting protesters have left the area outside the electoral commission brought killings have dispersed using tear gas using water cannon but are they going to move into different areas of harare as we wait how to for that presidential result there there is there are some of them coming there are some of them coming and. some people are saying some people have been injured you see them now coming up some of the opposition supporters. insisting that they're going to try and camp outside the results center because they are worried about vote stealing some of the riot police big going to the entrance of the results center to try and protect its god it and of course you people are tense people are
4:55 pm
tense is how the police manage this situation again the leaders are calling for calm the opposition leaders have said that they have not told anyone to come on to the streets is that all this is just seeing is spontaneous is people are angry and you can see that shot there that is the army as you can see as. they've been driving around the city be a mystery. also try and disperse people so they go home but once you see soldiers on the streets clearly that raises the levels of things up a bit it will make more people likely more tense again the president appealing for calm appealing for calm the key the key thing now is is the opposition going to listen. and how to election observers did praise the vote for being a peaceful one but given that there has been violence around elections in the past just how concerning is the situation where you have opposition supporters who want
4:56 pm
to accept the results and you have you know riot police out on force along with the army on the streets waiting for more results. almost every election has been violent in zimbabwe and in almost every election people have been injured some people killed there's another military vehicle another sign that tensions are rising the soldiers are on the streets looking for anyone who still continues to cause problems and they're here just outside the results same time obviously this way all the action will be taking place people are concerned seriously seriously concerned that things could really get out of hand if nothing is done about it where that particular army truck is that's outside the electoral commission some opposition supporters had earlier tried to enter the building in protest you see them running to see the army of the soldiers they run they try and and hide it depends how how long they can keep this up i mean do they really have
4:57 pm
the stamina to go up against soldiers soldiers who want to maintain law and order in the country so people hoping for the best praying that these results get released soon and that whoever loses concedes defeat which i guess how to is one of the many reasons that the e.u. election observers were critical of the fact that be presidential. result had not been announced yet because you have this very anxious. exactly that's what a lot of people are saying they're saying why are these results taking so long and it's only making a lot more people more anxious most people you talk to say listen if you just release the results as quickly as possible it could calm some people down who knows maybe the opposition as well as one who knows it could con people but the fact that they all these delays and people don't some people don't seem to believe the little
4:58 pm
commission when they say is to just to go problems but also wondering are they trying to cook the results like it has been released in previous elections you see the army some of them now on foot on the road they're now marching. another one hundred twenty. clearly clearly they are trying to make sure no one causes problems. from the looks of the opposition supporters the ones i've seen some seem resilient they seem to say they're not going to go anywhere you see some soldiers there on the ground now on foot walking trying to keep trying to to to keep to keep the peace i don't know how long they'll stay out here and what's going to happen next but everyone hoping that things try and calm down a bit. those people who don't want anything to do with this have gone home the ones you see in the city center are the trying to go home or they're the opposition supporters who are adamant that they are not going to leave the results elizabeth
4:59 pm
adamant but as we've seen brought police using water cannon and tear gas it is difficult to resist that so we're very much saying expecting to see this sort of game of hide and seek where supporters might get dispersed from one area but move to another until the arrival of their. yes that is what exactly we are expecting to see more of i mean the city center it's didn't sell us the building is a lot of people could run into and hide and that's what some of them have done live gone inside the shops old buildings lying low for a bit assessing the situation probably and then if the soldiers leave if the riot police leave you may see some of them coming back but i think what she's seeing now here with the soldiers on the road at the moment i think they'll plan to stay out here until there is also not because in this area you've got the zanu p.f.
5:00 pm
headquarters the ruling party you have a major five star hotel here the election commission offices also here that's the zanu p.f. headquarters with a big banner of the current president in a seven hundred one he's confident he's won this election and then that side with the army truck is that is the way the electoral commission building is and people have been trying to get into that place but what it hasn't been allowed so a lot of important buildings in this area you can understand why authorities want to try and make sure nothing is destroyed in the area for the ordinary zimbabweans watching this the last time they saw soldiers on the street was in november last year when army tanks army vehicles rolled into the city up to some roads and eventually after a few days we saw them force robert mugabe to resign and then people came out to celebrate and enjoy the fact that the army help remove robert mugabe but now things are different this tension now because people don't know what is going to happen next right now as you can see it's just so distraught.
