police in zimbabwe fire live rounds on opposition supporters in harare as an election that was filled with hope descends into chaos. and though i'm barbara starr you're watching al-jazeera live from london also coming up on the program tens of thousands crammed the streets to welcome opposition leaders. back to the democratic republic of congo. food security fears in britain the farmers call an emergency drought summit and the u.s. judge blocks how to print your own gun guide from being published online.
8:01 pm
thank you for joining us let's start in zimbabwe where one person has been killed after the military fired on the opposition supporters who were demonstrating in the capital had. hundreds took to the streets on wednesday amid mounting suspicion over why the electoral commission is taking so long to release the results of monday's election it has announced the president was party has won two thirds of the seats in parliament but the result of the presidential vote is not yet known i don't without such joins us live now from the capital harare so first of all our both from where you are of what you're hearing from sources around the city what is the latest situation on the streets of the capital. well the police have issued a statement they say that opposition supporters were unruly they say they started burning tires and blocking roads and their lives as some of them tried to break
8:02 pm
into stores to steal the crowd became too big the police were overwhelmed so they asked the army to intervene the u.s. embassy has said that is deeply concerned by what it saw today and as a defense forces to use restraint when they are trying to disperse opposition protesters or those are going to happen in a few minutes over there in that corner you see all those journalists we're finally going to hear from someone from. the main opposition leader his spokesperson is going to come and address the media probably talk about what happened today what the party is going to do going forward and maybe talk about why how they feel about the results being the presidential results being delayed. to be interesting to hear from the party from the opposition just talk us through in a little bit more detail about the results because we've had the parliamentary ones and those show a clear win if just tell us a little bit what people are concerned about. one has more than two thirds
8:03 pm
majority in parliament which is a win by a landslide and most of the votes came from the rule areas opposition supporters are saying that they believe that they're the ones who are popular in rural areas and say that it has always intimidated rural voters but some rural voters will tell you that they identify with zanu p.f. because they see it as a party that helped to rule the party that gave them land and the party that gives them food but they are. trading commission. there was no. transparent. take and committees in the african union said largely was free and fair but the e.u. came out and said while it was better than previous elections there were still some issues like some voters were intimidated ahead of the vote all those things up in the air people wondering when all this is said and done when the results are announced with the. credible. from harare monitoring the situation for
8:04 pm
a spot for the moment thank you. well for more on the story we're joined in the studio by knox she was an associate fellow of the africa program at chatham house thank you so much for joining us here on al-jazeera we were hearing there and care correspondent about what's going on sort of in harare now you've obviously been watching developments from from the u.k. and the growing tensions what's your interpretation of it now and how how much danger do you think we are of seeing an escalation this is clearly a high tension moment as we're seeing and the longer it's going to be a very long night across the people wait for the result of the presidential which hopefully will come tomorrow but even then once the results are announced regardless of who wins there's also the risk them off how will winning side take it how will the inside take it so i think there's a real concern about what what happens in the next day or two with regard to i mean we were hearing as well from haro the there were hundreds of. servers are international observers in zimbabwe and even from before people are saying well it
8:05 pm
may not be free and fair but it would be better than zimbabwe before which arguably is not the best way to approach it what do you think could be done now to a different spare and see of the process of the actual counting or do you think that at this point because the parliamentary results have been allows for just waiting for the presidential in a way it's mainly the results that will count i think at this stage it's probably more the result because there's so little time now you know they said the results will come out tomorrow so there's so little time to actually get the more transparent process in place at this stage i think most recently wanted to know who is going to be the president who's the winner we are waiting to hear from the m.d.c. alliance what do you think i mean i know you're staying with us for a few hours so hopefully we'll be able to discuss exactly what they do come out and say what you think they should say what are you expecting them to say it depends who you know who wins if it's given as a vote win for or managua we can expect that the opposition will will say no they
8:06 pm
will not accept this at the moment if it's a win for. for for. the question then is you know how does an m.p.'s take it so either way i think we're going to see the opposition. quite unhappy with without things will turn out and what do you make of the role of the army in all of this right now clearly the army's got a powerful voice and we've got soldiers on the streets as happened in november so you know the army is a powerful one of the key actors in the process both now and going forward and i think there will have to be a dialogue which includes the military which includes all the political stakeholders wants the result and i think there has to be a dialogue going forward just to calm things down will be very interesting and to see how the situation develops in the next few hours you'll be with us in the next hour we look forward to speaking to you then dr knox here from chatham house thank you you thank.

democratic republic of congo opposition leader and former rebel commander. is back home after serving ten years in jail for war crimes he was welcomed by thousands of supporters of the air force and on the roads of can bend but was freed from jail in the netherlands after a successful appeal of the international criminal court in the hague and now wants to run in the sender's elections afghan soil has been following events and the path . to highlight for many people today was when john pierre bemba peered through the window at the spiky headquarters and he was there for about fifteen minutes with his wife waving at the hundreds of supporters who were here to welcome him in the town people went into a frenzy singing his praises and chanting remember for president member for president saying that he is the only candidate that he is the only leader who can provide that change the leadership that this country needs on the other

a very dramatic scenes from the airport to this place he was this court said by a very huge police contingent who fired tear gas and supporters were blocked on the road all wanting him to address them but i think one of the conditions he was given is that he cannot make stopovers to address his speedball they're saying that he provides the much needed momentum aiden's politics of the d r c over the years the opposition has been divided and weekend and people are saying perhaps he could bring them together to rally behind one candidate and all this really making a lot of of of his opponents both in opposition and the ruling party very uncomfortable because people say he is still a very popular leader and in back in two thousand and six he did he was a runner up to president joseph kabila. a presidential runoff and a lot of people yes saying that he. was still an. iranian lawmakers have

push ahead with plans to seize property from white farmers. hello there we've got quite a bit of what weather still with us around parts of the black sea and the caspian sea we have a look at the satellite picture we can see the cloud here is it gradually works its way eastwards and it has given us a fairly heavy rain and we plenty more of it as we head through the next few days as well so some of the weather here really does look quite heavy and it could give us a little bit of disruption here to further towards the south and for us as you might expect just incredibly hot now we're looking at forty four degrees in baghdad slightly cooler in beirut but still warm right about thirty one degrees here in doha it's pretty windy at the moment but the winds are likely to ease as we head through into thursday forty three degrees our maximum temperature at the moment there's a bit of a cloud over the big empty quarter of saudi here and perhaps
8:14 pm
a little bit more cloud just for seeing with the coast of oman but most places generally looking quiet until you head down to the southwestern parts of our map where for some of us here particularly eritrea looks like we're going to see some rather violent thunderstorms down towards the southern parts of africa are all a largely quite quiet on africa like picture at the moment just a little bit of cloud in the fall south but still with this just making things a little bit gray for some as we head through the day on thursday not really bringing us a great deal of wet weather there perhaps just the odd shower around in there as we head through into friday particularly in the afternoon.

right to. the position. in the capital today. this country zimbabwe is for all who live in it the rights and freedoms of citizens residents trying to under our constitution the fundamental basis upon which relationships between the people and the state of. the deployment of soldiers and the regrettable loss of life by unarmed citizens and civilians. today is that i'm innocent with undermined us reminds us of the dark days of the cruel killing of thousands of innocent civilians in matabeleland in the nineteen eighties and the brutal murder of hundreds of m.d.c. supporters in two thousand and eight following of electoral theft. today we saw the deployment of military tanks and firing of live ammunition on
8:16 pm
civilians for no apparent reason civilians are allowed to demand the respect of the rights in a lawful manner and disorder may be dealt with by the police who are best trained public order. soldiers are trained to keel during war. we are seriously meant to wonder what this means are we in war are civilians the enemy of the state. the loss of lives as the most painful experience we get subjected to we are deeply hat and feel vulnerable in our own country. in which zach has contacted conducted itself over the past few months and announcing of the election results is irrational inflammatory and frankly dangerous. these young people have borne. the branch of poverty and bad governance for
8:17 pm
a long time and decades and they rightly and for change. we condemn in the strongest sense the action that was taken today baze no justification what so ever for the brutality we experienced today. they're also old and taint peace in the country while whilst respecting the rights of citizens the idea that protesters of violence is a false not achieve that cannot be justified. in bobbins and supporters to exercise their rights with your regard to the law and the rights of other citizens . to zimbabwe electoral commission has a responsibility to handle elections in a manner that is. and does not an aside only prejudice the peace and security of our country. we call upon the four norful and force in force the more
8:18 pm
enforcement authorities to be human and exercise restraint according the force used today was clearly disproportionate and unjustified the brutal. brutal murder of citizens is not the way to address the concerns they are raising we all. as a nice question it really doesn't matter what started it. ok. i'm done with discipline the reason i can i just i saw the gentleman first is that. if you understand the objective of the social contract that allows people to be governed can i just finish please these don't interrupt can i finish can i finish. the book. but i have done.
8:19 pm
what. the. easy to do. it was. ok thank you and as somebody else clearly you don't want an answer let's go back to the question. these are the five these. opposition supporters. chanting jimmy said i've been on the streets protesting ferrite and i'm sorry for the loss of my thank you however we have seen. that some of the protesters were throwing stones at riot police and that zanu p.f. headquarters we've also seen that supporters have been setting roadblocks burning. tires and other things burning is this something you are prepared to condone or is this part of that democratic right. if you listen to my statement to the servant of just delivered i've called upon anybody any citizen whether they
8:20 pm
support us or support anybody to exercise their rights not just in respect of the own rights but with the joy of responsibility to respect that i serve the others but throwing stones do you condemn that burning roadblocks if i record do you accept that that's going on or is it going to hit on behalf of the president and his message can be clear we are we condemn violence in all its forms by you telling you no matter not to burn barack and we're telling everybody everybody that violence is not in our d.n.a. . and then let me be brutally honest with you. let me be brutally honest with you my experience in this country and many other dictatorships is that when you have peaceful demonstrations and that wants to repress those demonstrations they will send people who will pretend to be your supporters and they will stop the violence and you seven excuse to react off
8:21 pm
handedly and i think that this may be one of those things that we experiencing and happens in was when i was a student. and i know that for. example you know how many we don't know how the security was. so. i must be very very good thing for staying at home. what do you been studying torah with likely especially here to be mindful and i need to also apply the. know what twitter is it. what what is it. to me when he wasn't going to be listening. to him to see. why is that brought up the that is it is a matter of course why haven't there no such a question in two thousand and thirteen by this time we've had the results you see
8:22 pm
in two thousand and thirteen and i think what is the question these places east why do you think people want to know when he doesn't know you have names and it's not right and something within themselves out why did you continuously since the lessons you don't have to like my answer but the clear answer is this because i was this if you want me to repeat it is everyone the citizens right to demand that the results are produced in a reasonable time ok the fact that the results for a central that is just next door to zach had not been released by upright by midday today is inappropriate and suggest that something wrong is happening we've been here before you know we. have. to know how many of you want where we have not very far because we can go throughout the city but there are suggestions out there cause what is up of up to the you know of the need to fight back and it just gets done on that. and then
8:23 pm
one of them. i do not know which politicians you're referring to tonight because not only is what you think you need to. get to see. anything but you tell me something that is not but that does not cause. if you want to this traces it up a lot it was worth it if you believe this. or that to. me was the route that was right i don't speak for mr dodge it was for my sisters and i will do you know who called in the army. we have seen a settlement to the effect that the police have called in the army and we do not see the need for that for them to call in the army missed this why. have you insisted throughout the long. term as president you could have didn't think you could act he will be during the balkan and how he would.
8:24 pm
lie how do you read what he actually commissioned to make pronouncements and isn't this being. called the wrong company what's causing this group of patients and might cause i'm going to talk about reform to this so are you trying to suggest that person is to be killed because somebody has declared a result said that they're going to win. by you justifying medha by exhausted and just by the many left the right places the president was modified by some music seriously and not put up with anything that mounted it was like he's not president until the electoral commission is that this president why have you still did not back to. how you finish them to be more like you last night please and thank you please thank you we have the same people also some close in place got these
8:25 pm
even the least we can to keep. you. from the sun and we could go. on this because the beginning to be honest with. you we. will see. make sure not to be sued under strict legal we want to keep this in terms of if not you see we don't even. get a proper time the president is going to say what he doesn't mind. you but the minute i have today's talk about the violence. from here. then you need. a better one than that but i'll be. going out there with no one in one of the little. is going to address the people at the proper time and i took one look close enough for them to see we didn't know was this one i
8:26 pm
don't know if it was the security at the point that we would be putting the people of zimbabwe have a right to peaceful demonstration at any time and no one can say but they can't do that it's a right by the side of the constitution thank you you could sleep until. recently we couldn't believe you we didn't know none of my mind and we were just listening to a representative of the opposition in zimbabwe mr sibanda spokesperson for the m.d.c. alliance or they're holding a bit of an impromptu press conference a very tense one basically he spoke he asked law enforcement officials to be humans to exercise restraint because he did mention the brutal his words brutal murders of citizens that we saw today on wednesday he said the army's reaction was this proportionate and unjustified. let me bring in
8:27 pm
a doctor and knox associate fellow from chatham house has been with us here and listening to that news conference i mean certainly when the questions came in and there were some reporters there that will be see challenging the opposition person spokesperson i mean at that news conference is anything to go by the situation. is obviously very tense we've also heard from mr mcgowan he's released a short statement but first of all your reaction to that news conference the opposition coming out calling brutal murders of the deaths that we saw today well yes i mean a very tense news conference and the opposition largely blaming the government and the military for the death of this person i think what we we need see both sides stepping back because we have seen demonstrators throwing stones and so on at the at the military we've seen the military firing live rounds at people and it's a tragedy that someone has been killed so i think both sides need to step back the demonstrators need to exercise some restraint in the military as well. and it was
8:28 pm
interesting mrs upon the did specifically talk to the military or sort of was directing his comments to the military asking them to be human was the phrase he used in the past few minutes we have also heard from the president. was saying the opposition leadership must remove its violent supporters from the streets so peace can return he's obviously blaming the opposition leadership for the violence that we have seen today i think that maybe we can hear we don't have it have it yet but so we're sort of getting the war of words between opposition to one of the president's already kind of you know finding a sort of an impasse there between what what they're saying it all the while when we haven't actually had the results yet yes and i think we can expect this wolf words to continue until the results come out and you know possibly even beyond we don't know what's going to happen once the results come out because obviously they'll be a winner and they'll be a loser we don't know how they're going to take it. just told there and let's
8:29 pm
listen to that clip by ever so magog. is. there is for it to refer to remove. from the streets. do a gamble. you know asking them to take business out of step government is simply reminding them of their duties as responsible political players and as citizens in any electoral process it is understood that some win while others lose but those who would lose should never translate their disappointment into we're going to zoom. most of ago we're speaking a little bit earlier and dr knox to you're still with us here commenting commenting on the facts what did you make of what i'm assuming i would just said well it's
8:30 pm
clearly you know both sides now in the pointing the the real question is. do do do the opposition leaders have the capacity and the will to to get their supporters off the streets when the situation's no results have been announced you know people are very tense people a very emotional would be even if their leaders call them on them to come off off the streets that that's a big question and so the sooner the results come out one of the of the better was speaking there is also this is about the from the opposition in the news conference you gave a little earlier said that in two thousand and thirteen the last time the elections were held actually results had come out by now roughly two days after the polls closed i mean why do you think there is this delay right now or the electoral commission says that you know they're going through a proper process of vetting the results and that takes a little bit of time they say they've also been just tickle problems but the problem is there's a trust deficit with regards to the election than the mob electoral commission so
8:31 pm
the opposition are saying no it's not about. process they're saying there are other things going on behind the scenes. so it's a real real question. two thousand and eight the results took six weeks to come out two thousand and thirteen they took two days to come on so i think for building trust and just getting things moving we need the results as quickly as possible and the process that we've seen a lot of reporters on the cation of said were pretty much kept to the central areas of harare which tend to be an opposition stronghold first of all what do you think that means in case there was army action further on the action against the protesters but also how indicative is it of support for the opposition beyond the capital well you know harare has tended. to be very much a sort of opposition stronghold i mean what what is interesting is that so far. the protests the demonstration seems to be contained largely in how to spread that much
8:32 pm
beyond but it remains to be seen once the results announced tomorrow what will happen in harare and beyond a nationwide problem is an appearance of course always saying that they had the stronghold the support of people in rural areas that is itself disputed we will discuss that in more detail in half an hour or so for the moment dr from chatham house thank you thank you and as you've been hearing we have just been bringing you the latest from zimbabwe will bring you more on all developments and still of course waiting for those results for the presidential elections to come so do stay with us here on al-jazeera coming up next inside story i'll see it half an hour by .
8:33 pm
