as injured but making it clear that they want to deal and try and protect these people they do not want a mass influx of i.d.p.'s to come to turkey so that is one of their main concerns and also particularly was highlighting the concern that because you have so many different rebel groups on the ground there's not a clear front line many of these rebel groups are within the cities within the densely populated civilian area civilian population and this is why there is such concern that a full on military offensive will have mass civilian casualties and also because it's surrounded by government forces that many of these people simply do not want to go to they're terrified of any sort of repercussions so this is where we're at it is hugely challenging it is hugely concerning certainly when it comes to the committed terrorist situation again what is going to happen is going to be negotiated on friday if those talks fail to try and contain it we may see a full scale operation happen very soon after that ok so bringing us the latest on the situation and live from the border with turkey thanks very much seth. let's go
6:01 pm
now back to our breaking news the news the arrest warrant has been placed for two russian nationals over the attempted poisoning of. script in salzburg a few months ago let's go live to glory challenging joins us from moscow i mean the list news has only just come out loria there's been any official response but let's gauge what the reaction is likely to be. well you know you're right there hasn't been any official response yet in the aftermath of this announcement by british police to russian suspects that they are charging with the attempted murder they say and conspiracy to murder in salzburg earlier in the year we did hear from the kremlin though earlier in the day before this announcement was made dmitri peskov who's the kremlin spokesperson i think was obviously expecting that there was going to be some sort of announcements coming
6:02 pm
out of the u.k. and said earlier on we have some expectations we hope to hear something intelligible on the matter that was what he told reporters when asked about it earlier in the day so we have to wait and see what news comes out of moscow in the aftermath of this announcement i think it's important to note though that the british police are not going to request the extradition of these suspects from russia they know that russia does not extradite its citizens and they have tried this before with the live in the enco case back in two thousand and six the two suspects in that case they requested extradition to russia russia denied it actually these men ended up one of them at least was elevated into the russian parliament. what they have done though the british police his attain a european arrest warrant and that means that if these two suspects travel to a country where the european arrest warrant is valid then they could well be
6:03 pm
arrested by a third country and in that circumstance they might well be extradited to the u.k. but if they stay in russia they're basically safe. because russia has consistently denied any involvement in this attack and as yet as long as he was saying there's been no evidence that's been produced to suggest otherwise to confirm otherwise. well i mean what we have is lots and lots of evidence that the police believe could stand up in a court of law that's why they have brought this these to these charges they wouldn't have done that unless they were relatively confident that this could stand up legally. up until now up until we have had names there has been not much made public at least that specifically linked the
6:04 pm
attempted poisoning in saul's bree and of course this fatal incidence in amesbury that came several months after the software incident that has not been much specifically link that to russia and now we have two names and now we have two suspects that is becoming much more concrete and i think we are due to hear from to reason may the british prime minister who will be addressing parliament. shortly this afternoon i expect she will update them on this news and certainly this takes i think the. disagreement with russia the deterioration in relations between the u.k. and russia up to a new level and we are going to be seeing i think similar scenarios playing out as we saw following the livin yanker case back in two thousand and six when the of
6:05 pm
course there was a deterioration in relations between russia and the u.k. although as i just said they're not going to apply for extradition like they did that time ok. the lines that from moscow thanks very much for a. the united nations investigators a warning crimes against humanity are continuing unabated and burgundy they blame all the serious violations partly on hate speech by the president are reports. some political analysts say bruni's recent problems began three years ago when president announced he was running for a third term the constitutional court ruled in his favor ok protesters took to the streets they said could indeed there was a violating the constitution which then limited presidents to no more than two terms in office security forces fired in the first protesters killing some injuring
6:06 pm
and the rest of us some army officers organized a coup when couldn't visa was at a summit in neighboring tanzania but it failed the government shut down some privately owned radio stations accusing them of participating in the overthrow a tent. tens of thousands of civilians continue to feed to tanzania rwanda and the democratic republic of congo meanwhile currencies are pushed ahead with plans to stay in power in july that shia he won a third term in the presidential election with seventy percent of the votes many in the international community say the election was marred by violence and intimidation and try to intervene the african union wanted to send in five thousand troops to protect civilians two years ago the boring to government refused to accept outside interference. here opinion suspended direct financial aid to the
6:07 pm
burundian government in protest against the violence in defiance indeed became the first country to officially withdraw from the international criminal court. shortly after the pullout last october i.c.c. judges announced they were investigating whether they'd been crimes against humanity in burundi and why at least one thousand two hundred people were killed in the last three years the streets of beijing border are now quiet there be no major protests in a while opposition leaders say that's because many of their supporters have fled or are scared local groups such as the people attached to the ruling party the are occurring which is really in part is you swaying are taking land of people taking property of people and doing sign a climate of total impunity because the government one tactic against them because these are the people in two thousand and sixteen who went on the streets beat protesters and so forth and so the government owns these people. the indian
6:08 pm
government denies security forces targeted government critics the leaders of the ruling party say many people have returned from exile but aid workers and human rights workers say many remain too afraid to return home. of france one son is a member of the commission of inquiry on burundi and joins us now live from geneva thanks very much for being with us can you tell us a little bit about the situation there in the country today because the streets appear calm but our human rights abuse is ongoing the commission of inquiry will be submitting a report to the human rights council in which we find that in the past twelve months there has been a continuation of the violations that we found in the previous year that's to say arbitrary killings torture cruel inhuman and degrading treatment arbitrary arrests and detention six you'll violence and other similar violations in other words
6:09 pm
really serious violations of human rights but the form of one particular violation appears to have changed in the past twelve months last year in the report we documented many bodies being found in the street so you were able first to know that a person had been killed and second to identify the person this year what's happening instead is that people are taken away often at night and never heard of again so the disposal of bodies is happening in a much more secret fashion as a result of which it appears that there is few of violations occurring but it doesn't mean that in fact fewer violations are occurring. or we know committing these atrocities. that's a really interesting question. this year in the report we find that most violations are carried out by the police and the national intelligence service the s.n.
6:10 pm
err in comparison with last year we've had fewer allegations of the involvement of the armed forces however we've had much more evidence of the involvement of the embalmer corey part of the youth wing of the party in power they've been given greater freedom of action so that they're not simply acting alongside the police and the national intelligence service they're also acting at the behest of local administrative or for it is and the big advantage the in barak already have got is they're everywhere there are some areas because of the limited number of police where you won't find police but you will find corey everywhere and they are going round intimidating the population and carrying out human rights violations if there are enough international attention on the situation there and weren't enough pressure being born on the perpetrators of these violations. so there are there's plenty of engagement but the degree to which the situation in
6:11 pm
britain is a sufficiently high priority is a matter of concern so for example about two weeks ago the un security council passed unanimously a resolution in which they express their concern at the ongoing violations in burundi the african union is trying to be engaged and the community of east african states is supposed to be involved in attempted mediation but at present the government of brindisi is refusing to cooperate with any form of regional or international mechanism and that's the real problem it's putting pressure on burundi to get them to begin to cooperate with other mechanisms ok. thank you very much for taking the time to bring them to join us there from geneva and shed some light on the situation in burundi. now in just a few moments we'll have kevin yet with all the weather and then still ahead on

al-jazeera faceoff in a show lanka as the four presidents coalition tries to unseat the current leader. from flowing the island winds to an enchanting desert breeze. we have had plenty of stories this season about the monsoonal moisture and the rains that have come out of india parts of bangladesh as well as men mark we have one more for you this is from here michelle pradesh where heavy rains have really taken a hold of the hillsides in the northern part of india just over the last couple of days where mudslides in landslides have been a big problem here cutting up transportation to many of these smaller towns in the area when we talk about the words are all of the monsoon as we come into september normally this is what we're looking at here september first really seeing it still
6:13 pm
affecting parts of north western india then as we go normally to september fifteenth just a slower drawled there then as we go to october first normally we see some of our most to really pull out of the north west come down here towards the southeast but of i think though as we go into what is really happening we're actually seeing a big words are all happening right now take a look at the forecast map here on thursday up here towards the northwest a lot of the area is going to be much drier than what we should be seeing this time of year heavy rain is going to continue across much of the north as well as over here towards the east and then as we take a look at what happened here on friday very heavy rains are expected across much of the central and northern parts of india with flooding expected. the winter sponsored by cats race. the occupied west bank city of hebron is on the front line of the arab israeli conflict you don't really care after a while about palestinians you don't like it i don't like it but you just don't

care about but one man is standing up to israeli pressure to sell his house for an unimaginable figure you call if you go here. but joe public enemy of al-jazeera world tells the story of the house the symbol of resistance to continuing occupation the hundred million dollar home. when people need to be heard. but there has been a refugio missile is launched it's not going no more lives short and the story needs to be told we do stories that have in fact false or say i testify in the fall of law to make sure that the bad guys behind al-jazeera has teams on the ground to bring new documentaries and live news on air and online.
6:15 pm
there again you're watching al-jazeera as remind our top story this hour and it's breaking news that's been coming into us just and the past half hour two russian men charged with the attempted murder of former spies paul and his daughter british prosecutors say alexander petroff and roslyn bosch used the nerve agent novacek on a scrap piles in the english city of of souls break back in march now this is what the police had to say in a police briefing a short time ago. good morning everyone during the weekend of the fourth of march two thousand and eighteen in seoul splay the former russian spies surrogate scriptural and his daughter yulia were poisoned with a military grade nerve agent of the type developed by russia part of
6:16 pm
a group of nerve agents no there's not a chalk police officer detective sergeant nick bailey who was involved in searching the script was home address after this attack was also poisoned with the same nerve agents. the counterterrorism policing network has this conducted a thorough investigation into how this attack happened they have recently submitted a file of evidence to the prime prosecution service so that we can make a decision whether criminal charges could be brought against anyone who was involved in these events. prosecutors from the c.p.s. counterterrorism division have considered the evidence and have concluded that there is sufficient evidence to provide a realistic prospect of a conviction and that it is clearly in the public interest to charge alexander petroff and ruslan off who are russian nationals with the following offenses
6:17 pm
conspiracy to murder out sir guy scriptural attempted murder of sir guy scriptural uli a scriptural and nick bailey use and possession of not a chalk contrary to the chemical weapons act and causing grievous bodily harm with intent to u.t.'s cripple and nick bailey. a realistic prospect of conviction means that the c.p.s. is satisfied on an objective assessment that the evidence can be used in court and that it is on an objective impartial and reasonable jury hearing the case properly directed and acting in accordance with the law is more likely than not to convict these two individuals of the charges it is of course reduce to decide whether the evidence is enough for them to be sure of the suspects guilt we will not be applying to russia for the extradition of these males as the russian constitution
6:18 pm
does not permit extradition of its own nationals russia has made this clear following requests for extradition in other cases through this position change then an extradition request would be made. we have however obtained a european arrest warrant which means that if only the man travels to a country where he i.w. is valid they will be arrested and face six traditional news charges for which there is no statute of limitations. there we've been listening to a police briefing that was made just a short time ago in the u.k. where the announcement was made that two russian suspects have been issued european arrest warrants and they've been named as alexander petrol and words learned that bosch these are two russian nationals who are in russia and the european arrest
6:19 pm
warrant has been put out for their arrest as prosecutors say that there is sufficient evidence to charge these men with conspiracy to murder over the former russian spy surrogate square pal and his daughter in the city of salzburg back in march we're following this story closely as it continues to develop throughout the day we are expecting the prime minister treason made to address parliament on this in the coming hour or two and we'll of course be bringing that live for you. now the u.s. secretary of state is visiting pakistan days after a three hundred million dollars in military aid was cancelled in his first official meeting with newly elected prime minster in wrong on my pompei is expected to focus on counterterrorism relations have worsened in the past year has this update from islamabad. the u.s. delegation down in islamabad for daily expected to be dog just before the

nor did it sanctioning head in pakistan difficult all clinton did between the two by did they expect. this will indeed be and it came to be said that relationship and. by have stone a new page and a government process is enshrined current gathering for a major demonstration in the capital secure increased around parliament in colombo the protests organized by the opposition coalition led by former prime minister. he says the government no longer has a mandate off the losses in the recent local elections but hate joins us live from columbus a way most of numbers are we seeing in these protests i mean how much support does the president still enjoy. yes but he still casts a very big shadow over politics in this country that's for sure many believe even though he lost the election back in two thousand and fifteen after serving two terms as president of sri lanka that he never really went away so he is very much
6:22 pm
leading this opposition movement now this protest movement to try to force the government out and they are saying they're going to get around two hundred thousand people onto the streets all the capital colombo today i was seeing some pretty large numbers there are marching along some of these main roads in the capital city toward some key locations in the city where they will continue their protest and yes the former president himself when the rajapaksa will be present addressing the crowd talking about the aims of this protest movements and how people perceive the the current presence or a center to have failed and delivering his promises. well i think laura it's a case of if you can name and really they will seize upon it in terms of anything negative that can be placed on this government they see this government as being very weak it's being led by a very weak president it's a weak coalition made up of small parties and really since they won the election in
6:23 pm
twenty fifteen and formed the government people felt like this was a fresh start after like i say two terms of the man the rajapaksa presidency even though during his time by many he was seen as a very popular president and clearly he still is but having said that having wanted a fresh start many believe that this government has not delivered on things they want to see they're concerned about the economy they are concerned about inflation they're concerned about the rupee the sri lankan rupee against the u.s. dollar and they're concerned about certain things in rural communities for example like. the excuse me the fertilizer prices and the subsidy being removed by. by this government so there are many issues that they are seizing upon and really it's a case of him to rajapaksa seeing blood if you like seeing that he really sees an opportunity here to protect what is viewed as a weak government ok many thanks for joining us there from the protests as it

continues in colombo. breaking news coming into us high court judges in israel have approved the of diction of palestinian villages in the occupied west bank in july israel's supreme court issued a temporary injunction blocking demolition following criticism from the european union bedouin community lies between israel's illegal settlements of admin and admin and a few kilometers outside of occupied east jerusalem since one thousand nine hundred sixty seven israeli bulldozers have demolished more than fifty thousand palestinian homes and forced entire communities to leave and smith is joining us now from the village of qana that is the one that is threatened with this demolition so this is this threat has been haunting this village for some time tell us a little bit about the community the people who live there. well i think laura this
6:25 pm
is the end of the legal avenue for the hundred eighty bedouin who live in this community of kano acma and most significantly here is that school just behind me that school has about one hundred eighty pupils it serves not just only. but serves other bedouin communities sort of not too far away kids walk to the school every morning use a school funded by an italian angio and it's really the main structure of the school has been the focus now of a really a ten year campaign to stop more to stop israel's plans to demolish this community supreme court ruled in may that the demolition could go ahead they've been various legal appeals filed since they've now all failed and with a seven day grace period we understand after that seven day period israel is free to demolish these structures when it warms two more temples the big question is where is one hundred eighteen people will go out on top of that where the two hundred students in the school will go. well and that this was one of the legal
6:26 pm
arguments the the campaign is would be using to try and keep the structure here that was at the alternatives offered to the bed we were way out of the way one was near rubbish dump another is near a septic septic works area neither of them suitable really for habitation in the bedouins of you know pasture land bedouins pastoral people who has nowhere to graze cattle or sheep so they rejected those areas is totally unsuitable but that is where they're going to be forced to move to we're expecting a press conference in the next half hour or so to say also so we'll find out what the next moves are but really there's very little option for the better ones here either they give up and move to the area allocated to allocated by israel or they try and stay and technically a while the israeli authorities can demolish these towns and will certainly
6:27 pm
demolish the school they physically can't force the bedouins to leave so they could even try some other communities of trying to do stay rebuild the towns every time is demolished come back again israel demolishes the town and that goes on and on that that is a way that they could try and stay but a very very difficult future for the bedouin here lower on the other communities in this area that are also under threat of being up for he said. no this is the main warn the problem is that while israel wants a couple of other communities nearby there are no wars on them at the moment like there is here in hama acma the problem is this school because the children around here who travel to the school if this when this is closed down it will be closed down there's nowhere else for them to go alternatives provided involve very long hour hour and a half to our journeys it means the fear is that many of the bedouin families they will say it's too much effort to send their children to school and so they'll miss out on an education ok bringing us the latest on the situation of qana.
6:28 pm
the demolition after seven days thank you laura byrne manley takes a look at other israeli plans of settlement expansion into occupied palestinian lands palestinians living in her own a lot more have forty israeli demolition orders for close to a decade now the villages built in one thousand nine hundred fifty two near what later became the illegal settlement of kfar to me a bedouin living there complained of being attacked by settlers and harassed by israeli soldiers now it's just one of forty six villages threatened as pressures palestinians to leave now these sweep across the occupied west bank from occupied east jerusalem to the jordan valley there an area c. is marked here in blue and it takes over roughly sixty percent of the occupied west bank this is on the full israeli military control area be here is under israeli
6:29 pm
military and partial control of the power scene authority what's left are these little islands known as area and they are on the palestinian control well israel is expanding its illegal settlements and one such plan is called the one and that six to expand are added incessant from this. to this essentially arche around occupied east jerusalem and there are other government plans including jerusalem twenty twenty which aims to build about four thousand new settlement units inside the ones. but one the the most dangerous for palestinians is a private initiative called jerusalem five thousand eight hundred and this is the hebrew calendar for twenty fifty well it's an ambitious plan and one divided israeli politicians angered palestinians and found favor with those who want jerusalem and israel to be exclusively jewish and identity is the plan of jerusalem
