hello there the weather is quite quiet for many of us over south america at the moment there's plenty of sunshine around and the temperatures were around twenty two in-born as hours and twenty eight in the sunshine for ascension the temperatures will be rising as we head into friday so this time or be touching thirty degrees there's a few showers just in the northeastern parts of brazil while two of these are likely to be rather heavy but we see far heavier ones if we had a little bit further towards the north for a same panama across into costa rica the showers have a very very heavy dose of thunder and lightning to elsewhere there's also been some showers around but generally speaking there's been a good deal of sunshine in between them as well so we've been enjoying a mixture of weather and that's the way things will stay as we head through the next couple of days as well have a further towards the north than hey we were hit by all storm. gordon a nut is gradually disintegrating loss of power to the east of a storm plenty towards the west as well this is a stalled front national system itself the remains of it

a hit you can see the circulation in gradually through this band as we head through the next few days but this whole region is expecting to see some very very heavy downpours that could cause more problems with flooding that area of cloud though in the northeast is gradually thinking its way southwards and that's good news for us in new york the temperatures finally a beginning to drop. the weather sponsored by god time race. taiwan. a sovereign island state. or a renegade province of china that must soon return to mainland control. as the battle for taiwanese hearts and minds intensifies. people in power investigates the tactics of those to whom reunification is only a matter of time. taiwan spies lies and prostrate. on a. an instantly shifting news cycle we receive in change in america tweet the listening post takes and questions the world's media will be of the details the kind that

9:50 pm
what we understand is taken out one of the buildings belonging to the civil defense or the white helmets the rescue workers that operate in opposition territory also understand that there are a number of families hundreds we understand around a thousand people that have fled some of those areas where those airstrikes are taking place at the moment all eyes remain on tomorrow that is when you have the trilateral meeting in town hall and between iran turkey and russia everyone expects something to be agreed upon there what this offensive what kind of shape it will take whether it will be limited to certain areas certain groups or wide scale turkey is doing everything to avoid a large scale offensive it is its worst case scenario is to have a fresh influx of flight fresh push of syrian refugees i.d.p.'s towards its borders fleeing the fighting the borders remain closed turkey already hosts over three million people we went to talk to some of the aid organizations to see how they are
9:51 pm
preparing for what they say they expect to be a potential bloodbath. over the years the province of it live has offered some want of a refuge for almost a million internally displaced syrians but that seems like it's all about to change with the expected government offensive backed by russia to recapture the lost provinces left under opposition control turkey's preparing for a worst case scenario all of these we met with the head of turkey's red crescent just as he returned from visiting it live if any. influence. inside or other borders now we are preparing. refugee camps in sight syria turkey already hosts more than three million syrian refugees and it doesn't want any more the turkish border with syria has been closed for years unfortunately there is no clear line for armed groups there are. shutting down inside in the societies so it is really difficult to target the military
9:52 pm
points so. it's been a repetitive cycle for years despite endless political negotiations it's the military option that always seems to come first millions of syrians are homeless in their own country dependent on aid unable to rebuild their lives this factory belongs to the turkish aid group i know it sends one hundred fifty thousand bags of bread to live every day each piece representing someone who cannot feed themselves the individual desperate stories often getting lost in a mass of lives interrupted. those who fight it is that we're sleeping with predator now they're facing death once again they have no plan b. in the last few years we've tried to build wealth and herman structures into this place or today we're back to square one setting a basic intents to prepare for a new wave humanitarian corridors are being proposed by aid agencies but they will
9:53 pm
remain inside syria and the question remains to where most people don't want to go to the government controlled areas which surround it lib and that leaves the turkish controlled northern part of the country but many are reluctant to go there to no one wants to be displaced again even though aid agencies are preparing for what they fear will be a bloody battle everyone is saying it's still too early to predict how exactly it will unfold that they say will be decided at the negotiating table between iran russia and turkey but there is a consensus that the battle for adlib will be the final major battle of this war stephanie decker al-jazeera on the turkey syria border. south sudanese soldiers have been sentenced over the rape of five aid workers and the murder of a journalist in two thousand and sixteen and the court handed sentences ranging from four years to life for an attack on the to run hotel in the capital juba the government will pay compensation to the victims the case is widely seen as
9:54 pm
a test of will by the government of president salva kids bring accountability to the met train. as human rights watch says deputy u.n. director and she joins us now from new york so what do you think of these censuses do they give hope that president care is not addressing this culture of impunity that has existed amongst government soldiers i think the key part of your question there is the fact that we're all looking to president kiir and to see whether or not he's willing to address impunity and so why don't these sentences provide hope that something might happen that someone might be held accountable the mere fact that in south sudan we're not looking to just a neutral independent justice system to deliver verdicts and justice but rather to an individual to the president to the executive to decide if he's willing to stand by those verdict thank you that shows a real gap here because we don't have that kind of judicial neutrality that you
9:55 pm
would need for a real process that could stand out to international scrutiny. still this is a big day for the victims for people who suffered in that really terrible parenting magic attack it's just sad that only one incident and so many are investigated that's what brings me to my second point which is that what rape is is so widespread in south sudan as a weapon of war that this must simply remind many victims in the country that they haven't had any justice. that's right unfortunately far too many victims especially south sudanese women have suffered abuse of sexual and gender based violence the un has commented on this extensively there's actually been a push here at the security council in new york to try to scrutinize individuals and make them eligible for sanctions for the mere act for the simple act of
9:56 pm
responsible for a section on gender based violence but no one has taken that up yet and so there is a little bit of a gap here because we now have justice for the rape of aid workers but where is the justice for the rape of thousands we can expect of south sudanese women who have suffered in the course of this years long war is another mc element to this story. that uncovered the u.n. peacekeepers nearby not responding for pleas to help amidst this attack has the u.n. adequately addressed that issue. well this is certainly something that people have reflected on quite a bit in new york and i think there's been an understanding that the u.n. should have done more we human rights watch also research both tackling this worked out but also the attacks on women who were in fact even in your shot or perhaps in the viewing range of the guard towers of u.n.
9:57 pm
peacekeepers and even still were not protected were not given the kind of security that they would have expected from peacekeepers who were deployed from their countries far away into the south sudan for the sole act of protecting civilians and so they're there again two sides to this one which is that these peacekeepers could have gone and helped in the train incidents but they also could have done things much closer to their bases in fact right in front of their eyes there were attacks on women and civilians who could have benefited from their protection and all of that is something that people are really thinking about hard here at the u.n. in new york and he said let's just use this opportunity to bring us up to speed on the situation that in south sudan in the wake of recent peace talks that were held in sudan in khartoum. well what we have been told to down now the hope that there will be some kind of political dispensation that people will be able to come
9:58 pm
together but what a big question mark remains and it's very relevant for this case is that for the vast majority of victims of the war there has been no accountability or no justice and what the peace deal promises is a hybrid court which would be administered by the african union and despite that promise the south sudanese government again we're looking to president here hasn't signed the key documents and left that forward so at this point we're thinking you the president here does follow through on a commitment to the courts so that all south sudanese have a chance for justice or maybe the african union has to find ways to move forward on its own. very much taking the time to join us there from new york a protest has been held in the yemeni city of tire ahead of friday's un led peace talks to end the country's three year war the protesters are calling for the warring parties at the geneva meeting to address the plight of tarsus residents
9:59 pm
they've been living under siege for years friday's talks with the first between yemen's government and who's the rebel since two thousand and sixteen it's unclear if a delegation from the rebels will show up. at this hour journey even before the start of the geneva talks to who these claim they have the right to control and govern yemen their claim is rotten and puts pressure on the international community to deal with them what kind of peace can we have with such a group that does not believe in the rights of other people. joins us live now from geneva so david these talks have already been delayed by a day any word on whether the hooky delegation will turn up. the latest we have from the united nations is that they are working on this problem we'll have to wait and see what those negations will end in but the the hoochie rebel delegation still in sana'a the capital of the yemen and they say that the
10:00 pm
u.n. has not on and the preconditions they sat for that trip here to geneva those preconditions of course are that they could take some wounded with them on the aircraft the treatment in the mom also that the people who've also been treated for the injuries in amman previously could be taken back by the same plane and taken back into sauna and also they wanted to make sure that the delegation that does come to geneva. also get a guarantee that they will be able to get back into sauna at the end of these consultations of course that was a problem in the last failed talks in kuwait the delegation couldn't get back into the amman into the hoochie held areas so to discuss these latest problems i have with me professor from geneva university who is an expert in this field professor tell me is this brink.
