we are looking at the situation and global magnitsky is a tool that we use to curb human rights abuses around the world the international whaling commission has approved a declaration to restore wild populations to the levels before industrial fishing began the non-binding declaration is a major blow for japan or just trying to end a thirty three year bad on commercial whaling now a new film nks to change the perception of japan's whaling practices gabriel and his owner of a pole. when the cove was released in two thousand and nine the documentary won widespread acclaim and even an academy award but for the japanese in the tiny village of taj. it brought unwelcome world attention and vilification for hunting dolphins and whales. now a new documentary is showing a different side of the people. in a film called a whale of

a look at polish mountain bike trickster god siac trying to become the first person ever to pull off what's called a quadruple tail a whip. well that's attempt number one. this one looks the same but it's trying to tell you third time lucky. close but no quadruple tail whip there was good news in the end that. he finally landed it well worth seeing this one again in super slow mo it does of course mean that's triple tail whips and no longer the best we can aim for. i haven't really thought about doing quite the way on mountain bike because triple weave was pretty hard for me but the jump hereis much bigger than i'm riding at home so it was possible it wasn't easy it was some really tough one.

all ends up with money managerial is resilient and is just for us surprises the planet age areas there is yes to every normal. mind nigeria. on al-jazeera. aurukun florence batters the u.s. state of north carolina as its threatens to cause billions of dollars of damage to the east coast. and i'll bring you all details of that storm system as it makes its way on to land we have hurricane force winds for most of the carolinas right now. down jordan this is on jazeera live from doha also coming up
11:49 am
a lifeline for the lire turkey hikes interest rates giving its currency a boost from its recent downfall. spain decides to go ahead with an arms deal with saudi arabia despite concerns over the use of the conflict in yemen. and a whale of a tale of a film that hopes to change the perception of japan's whaling practices. hurricane florence has started to batter the east coast of the united states it's bringing heavy rain strong winds and rising floodwaters to three states north carolina south carolina and virginia already eighty eight thousand people are without electricity florence's making landfall as a category two hurricane but forecast as a warning the slow moving storm will cause major damage across the southeast saying it poses a grave threat to life and property well north carolina's governor has told residents
11:50 am
this is only the beginning we ended waves are driving seawater through some coastal streets like rivers nearly thirty thousand people in north carolina already over that hour that number could rise the worst of the storm is not yet here but the easier the early warnings of the days to come surviving this storm. well be attached. teamwork common sense and patience well i'm to gallagher has more now from wilmington in north carolina. what conditions here in wilmington north carolina are deteriorating slowly and slowly is the key word and the most fearful word that forecasters here are using because they think that once hurricane florence makes landfall here in north and south carolina sometime on friday it will not simply move inland but it will linger over this spot for potentially forty eight hours bringing with it up to a meter of rain the other big concern forecasters have here the storm surges that
11:51 am
are predicted something up to four meters and storm surges that would basically mean all the buildings here behind me all the first floors would be submerged under water now about one point seven million people in this region are under mandatory evacuation order most have left we've met plenty of locals here that have chosen to ride the storm out when that storm hits they will have no help they know that they will be on their own but this is a life threatening storm but as it draws closer it's getting wider bigger and wetter that's what's really concerning forecasters here they're predicting billions hundreds of billions of dollars worth of damage to the people accuse to stay here in wilmington north carolina and all the other places that are affected by florida they are taking their life in their own hands because there will be no help once this storm hits so again those two key concerns are that this storm will linger and dump lots and lots of rain that hasn't been seen here in decades and of course that storm surge up to four meters and potentially deadly. well i mean just kevin
11:52 am
corriveau joins us now kevin so what's florence doing now and why is the storm so dangerous well that's the reason the storm is so dangerous is because the ford movement that it did have is gone so now it is stalling out is going very slowly and because of that we are looking at the storm system staying over the same areas for many many hours we could be seeing several days of this going on for this. and so here it is right here this is the radar from weather underground you can see the center of the circulation all of the future b. and straight now are all incorporating north carolina coastline you can see it towards kitty hawk down towards wilmington and those areas where you see the enhanced shades that's where we're seeing the heaviest rains right now already into wilmington well before we're talking probably twelve hours before even making landfall so a very very powerful storm as a category two because it is moving so slowly let's take a look what's happening in terms of the bigger picture with the storm this is a satellite image i'm going to put this into motion you can see the extent of the clouds right now pushing through all those feeder bands making there were in one
11:53 am
thing to remember this area has already seen an excessive amount amounts of rain this summer so all of this water that's going to be falling is going to cause flash flooding very very easily across this area so right now one hundred sixty kilometers per hour winds moving to the northwest at seven kilometers per hour and that is the key it is moving so slowly but this is where we expect to see the path of the storm over the next few days we're going to be seeing really twelve hours before making landfall probably friday morning we're going to be seeing it just off the coast friday afternoon local time making landfall when we can coming down to a category one and then as it makes its way toward south carolina coming down to a tropical storm but still tropical storm means a lot of rain in that system and then we're still seeing it by saturday afternoon a storm and then a depression by sunday making its way out into those areas so a lot of rain over six hundred millimeters of rain is expected in this region and the storm surge is going to continue at least for the next twenty four to thirty
11:54 am
six hours. all right kevin thank you very much now there's been more than forty gas explosions in homes and properties across several towns just north of the u.s. city of boston at least six people have been injured police and firefighters are responding to more than seventy incidents in the area customers of one gas company have been advised to stay away from their homes officials are blaming over pressurized gas supply pipes turkey central bank has raised interest rates in a bid to stabilize the economy and stem a currency crisis the move helped the leader to gain three and a half percent against the u.s. dollar the central bank says it will keep interest rates high until inflation starts to ease they're now up twenty four percent from seventeen percent that is and was made despite president resurrect i've heard of an opposition to rate hikes . will we not learn that you may determine interest rates that you don't determine inflation and inflation is a result of the wrong steps the central bank has taken and who pays the price the
11:55 am
people with the trades means sitting in front of me we cannot be an intermediary to be usage of an exploitation tool like interest rates my dear friends to biggest advantage is that its problems are not caused by financing our banks are solidly standing tall when interest rates are at their highest levels since two thousand and four turkey's lira has plunged in recent months it's down almost thirty nine percent against the dollar the currency crisis has been driven by many factors including investor concerns about president influence on monetary policy more recently a growing trade and diplomatic dispute with the us has had a major impact washington doubled tariffs on steel and aluminum imports as a cause for detained american pastor to be freed or joel rubin is a former deputy assistant secretary of state he says the interest rate hike is a strong signal showing that turkey has an independent central bank. the fact that the central bank raise interest rates in order to stem inflation is you deal with
11:56 am
the exchange rate with the united states and strengthen the euro that that's a strong sign and western economies need to have independent central banks we can't have presidents a controlling monetary policy that's when economy is really going through its nelson and so while the economic situation is difficult and certainly this is a good signal to international markets that central bank is taking seriously the fiscal house getting that in order and demonstrating that the management of the economy isn't strong as that the people leaving the finance ministry as well and those advisors around the president they really need to demonstrate that they have a plan to rescue our turkey's economy from this period if they don't that will decrease international caution it's a turkish military convoy has reached an observation point in the syrian town of my doc in the how much it's one of the closest points to the line dividing opposition fighters and government forces in the country's northwest the deployment comes as

preparations continue for an expected government offensive against neighboring province syrian president bashar al assad says he's determined to retake the province he's against an offensive with president obama warning he won't turn a blind eye if civilians are killed in italy the u.n. humanitarian coordinator in yemen says hundreds of thousands of lives hang in the balance as fighting begins around the city of how data it has a key port to the entry point for most of the aid sent to yemen the saudi a morality coalition and government forces are battling who the rebels for control of the city had been allowed in the fight in the run up to planned talks in geneva last week coalition commanders now say they're in control of a key local supply route but who fees dispute that under simmons and more now from neighboring djibouti. it's now becoming clearer that the fighting is escalating around the red sea port of data and hooty rebels have tried to repel the u.a.e.
11:58 am
saudi led attacks but without success it seems there has been a cut in the supply line between the port and the rebel held capital sana'a now that has massive implications because say the children say millions of children's lives are at risk because of this with food supplies not getting through and other supplies medicine along with the vital supplies for the hooty rebel fighters as this fighting goes on the attempts at getting some sort of dialogue revived by a lot of gryphus the u.n. special envoy goes on he's in the amount of capital muscat and he's been talking to a delegation of who is the delegation that was meant to go to geneva led by mohammed abdul salam and he has said that some sort of dialogue will continue there is nothing substantive coming out of these talks publicly anyway whether or not he goes on to sign or is unclear but he is destined for riyadh and
11:59 am
time is going by at a rapid rate with all this fighting escalating and this critical situation that gryphus himself warned about the economy plummeting and the danger of more deaths not through fighting but through famine right there for everyone to see but then what does everyone do it is a very very dangerous situation. spain has decided to go ahead with the sale of four hundred laser guided bombs to saudi arabia reversing last week's decision to. the move as an get out to say the weapons will be used in the killing of civilians in yemen the consolation of the deal led to concerns about spanish jobs and the future of a more lucrative contract to supply will ships will play good as a legislative representative for middle east policy at a quaker public interest lobby group in the us she says a stronger message needs to be sent to other nations which is still supplying arms to saudi arabia it's truly
12:00 pm
a shameful decision we're seeing with this reversal that spain instead of sending a red light to and mass slaughter in yemen that spain is changing that to a green light green lighting the continued indiscriminate killing of civilians and targeting of civilian areas like hospitals and schools and most recently a school bus full of yemeni children so it's truly a shameful decision and spain should rethink this and also other countries should step up to the plate and stop sending more weapons of mass starvation and mass destruction to saudi arabia. we need to see more concerted action going forward we do have we know that the trumpet ministration is planning to move forward billions of dollars worth of arms sales to saudi arabia and the united arab emirates we have seen a lot more action from congress a lot of interest in trying to stop those sales.
