waves are expected to be pushed into hong kong in the coming hours by the storm that's already left twenty five people dead in the philippines the city is in complete shutdown with the highest alert level in place that's a typhoon ten signal a storm surge bringing wave several meters above high tide is expected soon typhoon man court has already blown down cranes and shattered windows in high rise buildings across the city as it passes close by many main roads have been blocked as dozens of trees have fallen with winds of up to two hundred ten kilometers an hour businesses are closed all public transport has been ordered to shut down nearly a thousand flights have been delayed or canceled has just gone four pm local time in central hong kong where looking at live pictures from hong kong island the weather office is saying waves are three and a half meters have already been recorded in victoria harbor sarah clarke is our correspondent. first in central hong kong sarah they're expecting this one to get
11:02 am
into the record books i guess. at this stage they say it's the worst in more than a decade i mean the t. tand it's the highest and most powerful signal on the right are we had one last year but nothing like this and i think it is time it's called many people by surprise as you mentioned it's great to have it across hong kong harbor here in front of us we just watch the ship adrift and rice down the harbor so when that actually hits something or crashes into something they'll be more damage as you mentioned high rise buildings have had their windows blown off or blown out i should say roofs have been torn off so this certainly this with those preparation in place a few days ago the government did say prepare for the worst and this is it appears to be what we've had at the moment still a t. test that will stay in place for the rest of the afternoon however it has passed to the eye of the storm has now passed on home and it's heading southwest where are
11:03 am
they expecting the most severe damage. well look at some of the low lying areas in the outer regions what we call the new territories some of those areas have been inundated with severe flooding some of those villages were evacuated in preparation for today's typhoon but so we're now seeing a lot of images and video shared on social media which shows hotels homes flooded people being evacuated and removed from these areas and also we've seen as you mentioned before some of the high rises in the residential buildings the windows have been blown out so i think it's quite widespread and quite extensive the damage right across from. the level of preparedness like. all of the government were estimates before we are prone to talk things installments in hong kong the government prepared us of and on friday i mentioned that they would activate the emergency activation plan which is the response plan
11:04 am
so we were told to stay indoors we were told that this typhoon would be a big one but even so i don't think anyone expected it to be as bad always as severe as it has been and that the sheer strength of some of the the we are reaching up to two hundred kilometers an hour in places that's a wreaked havoc for about the harbor off shore and in some of these high rise buildings as we all know it's quite the urban density here in hong kong is intense so even some of those areas that are protected have been damaged in this typhoon as you're talking to a sara we're looking at pretty scary pictures of cranes being blown off roofs and also windows that have clearly they've had duct tape or cellotape sticky tape on them but hasn't been strong enough how good are they at the cleanup operation. the cleanup operation as a mix of the it's quite common to have a typhoon at this particular time to be a good indication that. number one is no one of the streets to stop with the
11:05 am
emergency response teams and no. actually out there inspecting the damage yet because the worst of the still in this still assessing the typhoon but i think this time it's going to take longer to clean up some of the buildings behind me which are well constructed and well known globally in hong kong they have had their windows blown out so i guess as i mentioned the destruction is quite widespread quite extensive so the clean up i'd say i would take care of thanks very much. well in the philippines at least twenty five people were killed by the same weather system court we can slightly after made landfall on the biggest island luzon in the early hours of saturday it has left a trail of destruction there in the northern province of country jaan. is there. typhoon monk arrived just as predicted vicious with its force pounding over most of northern luzon the early hours saw power and phone lines cut off in the ghetto city in calgary and province incessant rains and strong winds crippled many of the

operations planned by emergency teams. but the destruction here is nothing compared to what we saw when we ventured out of the city. throughout rural communities we saw homes and farmland destroyed access into these remote areas is difficult which means eight may be slow to arrive to. like so many places here the town of bugout bore the brunt of the typhoon spirit marine commanders say many people here lost their homes. property and wood crops the power lines. we expect to be. over soon people here tell us they were aware of the forced evacuation order by the government but following it is easier said than done that is because often their

homes and their livelihoods are just in one place and this is all what they've got these are their lives possessions they went through something similar already two years ago a super typhoon hit their community and they've barely recovered. julio salah says her small cafeteria was your only means to support your family now it's gone. it really hurts us we don't know where it's back and everything happened so fast and now my business is gone the destruction is similar all across luzon the largest island in the philippines the majority of typhoon victims are from small farming communities the impact has yet to be fully assessed and the cost counted. the philippine government says efforts to help are well and do but from past experience filipinos know it's never enough they barely had much before the typhoon now they

have even less. to al-jazeera the province north koreans are turning our attention to the middle east because iraqis could finally be getting a working parliament m.p.'s elected a new speaker on saturday ending months of political deadlock following maze election but concern is growing the control of iraq's politics maybe swing towards pro iranian parties matheson reports from baghdad. after months of political deadlock since the last election iraq's parliament may be growing into gear m.p.'s have finally elected a new speaker of the house he's mohammed a sunni muslim with strong support from the parliament's pro around the shia coalition and. we need to unify our efforts some members of parliament can reach political consensus and choose our government capable of facing the serious security and economic challenges ahead other posts are expected to be filled soon

including the president who will be kurdish according to political tradition he will ask the leader of the biggest parliamentary bloc to be prime minister and to form a cabinet there are three main blocs to choose from the pro iran shia coalition headed by former prime minister nouri al maliki and. who's head of the fetter bloc the umbrella body for shia armed fighters the pro-u.s. bloc of prime minister high that our body and the iraqi nationalist bloc led by the influential shia cleric knocked out our solder he won a majority in the may elections but the result wasn't accepted by the rest of the parties there are two countries who are going to be very interested in what happens in iraq iran and the united states it's well known that iran. a lot of influence in iraq's politics and in its daily life but in recent days there's been a backlash against the level of that influence the u.s. has supported by mr hyde at all about it because he is in his turn pro united

states but also because the u.s. sees him as a moderate the can pull together a fractious iraqi government. if however high that all about it loses his power within the iraqi government it may come that the u.s. two loses its influence in iraq. and the government riots recently in basra were directed at politicians including prime minister buddy protesters in the oil rich south blamed political corruption and negligence for failing to provide jobs as well as the collapse of their water and electricity supplies. the offices of local shia armed groups backed by iran was set on fire but of in italy me and iran has been pushing for a consensus to choose the speaker and his two deputies that would guarantee its interests in iraq and the u.s. wants an independent iraqi government and a stable political process away from iran's influence there is an apparent conflict of interests between iran and the u.s.
