what will be going through kim jong un's mind at this time following in the footsteps of his father and grandfather all doing better than him and having these meetings with his opposite number from the south well there have been questions as to whether kim jong un is really different from his predecessors but i think at this point it's safe to say that. one's some kind of change to come to north korea and he has been more serious about this denuclearization process than what we have seen in the past from north korea i'm sure he's also feeling a certain sense of urgency because there's a limited window for north korea to get any kind of concessions from the u.s. there's a mid-term election happening in washington in november and now where we're looking at two months of talking south korea with moon jay and who have been directing negotiating with the north. they seem convinced about the sincerity of the north

koreans that they know that the clock is ticking they have this window of trump's first term in office basically two years to give up their nuclear weapons and kim jong un knows that and still talks about denuclearization is he sincere well. that's where you will hear different commentators disagreeing but at least in south korea what you said is absolutely true there is this understanding that north korea zero one economic reform we have seen this emphasized time and again in official rhetoric in state media and there's any reason there's no reason they would do so on this they can move forward. there is this standard narrative view that whatever happens and many of the cynics many of the right wingers here in south korea in south korea would say that north korea will never give up its nuclear weapons it's tried for decades to get them it's put the country through such

hardship to get them it feels right if it doesn't have them what's your take on that well we have been hearing for a very long time but it's also true that the kind of tactic that conservatives or the right wing have tried to use toward north korea hasn't really worked even when they talked about maximum pressure we've had nine years of conservative administrations here in south korea and they pretty much called off dialogue and they kept saying north korea will not be our friend will not be our neighbor on this day give up their nuclear weapons and that's really gotten us to he's only more progress in north korea's nuclear program. and kim jong un continuing to be greeted by senior members senior officials also some of the south korean delegation who are traveling up with jay and we see there and they get down to business pretty much straight away we morning in the korean peninsula there will be a lunch and then the first summit is that right. yes there are going to be in

conversation all day they will be of course a state dinner but this conversation will continue through tomorrow and we expect to have some point of punk declaration or statement coming out around lunchtime actually on tomorrow what we'll be looking ahead maybe crystal ball gazing a little too much as i've only just touched down and still being greeted on the tarmac what kinds of things can we expect to see that we can see i think it's a safe bet to say that there will be something on the into korean relations will there be something else with regard to the united states can we see that specifically there will be definitely some kind of agreement in v.n. on reducing military tension here on the korean peninsula this is something that the two koreas have been working hard on and that will in include measures like reducing the number of guard posts in the d.m.z. trying to introduce other ways of voiding military conflict between the two koreas in the future and the government here very much believes that this is an important

step to the nation and ultimately peace we're now seeing the. parading presumably about to be inspected and things will be played. and when it comes to some of the tangible evidence since panmunjom people talk about the difference between the panmunjom agreement and the agreement signed in singapore between trump and kim that there were things in the pam and john agreement to be implemented that actually had some detail there by comparison the singapore agreement was somewhat flimsy it didn't have specifics and that we have seen during the previous preceding months some of those things being implemented we've had to go putting just last friday of the case song on office to keep constant contact between the north and the south which has been very important to try to avoid any misunderstandings i think it's worth remembering only two

a member of the north korean cabinet but they are very much hamstrung and they very much prevented from entering into any concrete agreements because the sanctions are in force there's very little they can do about that a lot of these talks then woods. seemed to be just a theoretical ones they just kind of. had blue sky imagining what a future reunified korea would look like but nonetheless important dialogue important discussion absolutely and at this point i think the government here recognizes dad it's difficult to make further progress on the economic front or on the front of into korean. reconciliation unless there are going to be sanctions lifted from north korea and right now what the problem is trying to do by taking these business leaders to try and show enthusiasm for economic ventures is to convey to north korea that yes if you are to make this tiny concession and try to move toward the new fluoridation there all these rewards that are waiting for you

as we watch the march past and the two leaders on the diocese taking the salute there when it comes to this question of sanctions do you get a sense that in this spirit of bonanni hind shakes smiles that a lot of the pressure has been lifted to get you've got the likes of russia and china reading tweets from trump saying there's no more new clear threat well why do we have sanctions in place that is the question that is actually being debated at the united nations as far as i understand because u.s. is quite unhappy about the way that the sanctions had been implemented or run in the past few months there have been reports of violations involving russian companies involving chinese companies and also reports of north korea perhaps even selling weapons so these are all very serious issues and yes there is recognition that north korea might try to get around some of these restrictions but does that

really mean that they're not sincere about the need arises this is a country on the pressure they have never made a secret of the fact that they want to make money so these things are going on but do we treat them as a. a major obstacle or as a minor nuisance those that debate is taking place monday new york time the u.n. security council as you mentioned the united states not happy with the state of play you do get the sense as we watch the moon j.n. and kim jong un now doing the summit of a war carousal impromptu walk around possibly to greet some of the people who are there to meet them you possibly do get us a sense that there is the foreign policy of the united states and then there's trump policy and sometimes the two don't quite match as far as the state department is concerned they're still adamant that you to keep maximum pressure we've got to remember of course that then president trumps government there are the more hawkish

types. like pompei or john bolton who would be whispering in his ear saying you know possibly you you are being had here you they are playing their delaying tactics do you think that they will trump will change its view will he keep up the good relations he seems to have all wants to have with kim jong il well so far we haven't seen any sign that mr trump wants to change his mind it is true we have seen enormous disagreement taking place inside the trumpet ministration we have seen the defense minister defense secretary mattis saying that see it i'm fed up we're going to restart military exercises here and mr trump saying no that's not going to happen we've also seen the state department taking a hard line but mr pompeo himself seems to be kind of caught in between his own ministry and his boss was mr trump so lots of conflicting messages which make it very difficult but i think at this point in time what the south korean government

is looking to is mr trump blue house has said time and again trump has faith in us trump has called our president and chief negotiator in all this nuclear writing process so. they want to make sure this can happen while mr trump still has his man the still has his political capital and as we watch are still pictures of kim jong un being greeted by the crowd what. role would you say is moon j in playing here is he the staunch ally of the united states still sticking very much with. the likes of the united states and tokyo in maximum pressure or is he now far more the mediator well i think he's always tried to present himself as a mediator he said he wants south korea to be the driver of the korean peninsula south korea should have a say in the destiny of the region and what that really means is being that mediator between north korea which is not talking directly to the u.s. and the u.s.
