they share. a commitment to a denuclearized future was on monday when we agreed to make efforts to turn the korean peninsula into a land of peace without nuclear weapons and nuclear threats. the agreement means north korea will abolish some of its weapons development infrastructure under international verification under. the north has decided to permanently close the tom chiang rai engine test sides and missile launches with the attendance of experts from relevant countries. the agreement also says north korea will close the young beyond nuclear facility that's being key to its weapons development but only if the u.s. reciprocates with concessions of its own that sounds like the kind of phase denuclearization rejected by more hawkish figures in washington who demanded north korea dismantles its nuclear program unconditionally and there is still no sign of

speak to alison evans she's a korea analyst and head of open source analytics at i.h.s. market that's a global information and intelligence provider based in london thanks for speaking to us on al-jazeera you know looking at these pictures one might almost forget that these two countries are still technically at war how much closer do you think the summit puts the two koreas to formally ending the war. i think this third summit between north korean supreme leader kim jong un and south korean president moon jane is definitely a step forward for the two koreas diplomacy however and the armistice that ended the korean war in one nine hundred fifty three actually had the u.s. and china signatories to and so of course any kind of peace deal will have to involve those larger parties as well what are the chances that that could happen.

i don't think at this point it looks likely that the u.s. and china would take that step at least not in the coming year they're more likely to wait for substantial concrete concessions from north korea and even today's agreement doesn't include those even then i think the u.s. and china might decide it's not in their strategic interests to sign such an agreement for example the ongoing technical state of war facilitates the u.s. maintaining its troops and military assets in the region so instead the u.s. and the trump administration might seek to sign some other kind of an agreement for example a non-aggression treaty just with north korea we know that the south korean president is heading to the u.n. general assembly next week is he going to be able to sell all of this to trial. i think so at present it still looks like south korea and its ally the united states are on the same page and i do think extraordinary progress has been made

this year in terms of diplomacy not only between the two koreas but also between the u.s. and north korea trampas mentioned the possibility for a second summit but again i think those highest level summits are largely symbolic what we need to see is concrete changes and concrete measures that would actually show progress towards north korea dismantling its nuclear and missile program and when you talk about concrete measures what exactly would you be looking to see. for example i think it is notable that north korea said it would allow international inspectors to see the dismantlement of the tongue china remiss out sight but even though north korea for example blew up its nuclear test site earlier this year and dismantled another test missile test stand that hasn't stopped north korea in the past few months doing ground tests of missile engines or producing more fissile material for nuclear weapons so again although north korea has talked

about these things we would want to see more internationally verifiable dismantlement and see cessation of production to show that north korea is no longer developing and growing its nuclear arsenal but the level of thing gage meant that north korea has been showing is truly historic so does it not tell you that it is potentially signaling that it wants to take more steps going forward that it wants to come out of isolation i do think we've seen an unprecedented level of diplomacy in the past year in that steffen at least positive on the other hand i also think from north korea's possess position this is based on a foundation of its claims that it has completed its nuclear weapons development so rather than take this is a positive sign that north korea wants to give up its nuclear weapons i would argue that it's actually because north korea feel secure in its progress towards being
