within hours the egyptian air force would bomb the capital of the newly formed state. at the same time the armies of egypt jordan syria and iraq crossed the borders into palestine. for as the maintenance of modern security and just as an urgent question which can fight in new york the united nations faced a major challenge to its power and prestige. the first arab israeli going. on the twentieth of may nineteenth forty eight the united nations named its first mediator in palestine. the man who would take on the task was count fulker bernadotte hero the white bustles. he was from that noble family he was

a cease fire. which needed that he went to the different capitals in kind of shuttle diplomacy. which he really invented because everybody was very impressed about his energy hit the the temple we used when he was traveling around and there you can see he made all possible efforts to bring this ceasefire about. after only ten days in the middle east bernadotte scored his first success. on the ninth of june him mounts to a four week truce. if it had been food federal politicians doing all the tricks i'm not sure he would have succeeded better because. they were surprised by this total openness he never had this diplomatic roundabouts all the time and many people say that that was clear advantage.
5:14 am
by the end of june after weeks of diplomacy bernadotte was finally able to unveil a new plan for peace in palestine. bernadotte was a realist and he did not want to abandon the un partition plan but he wanted to modify it to fit in with a new reality on the ground. and if you look at the map of the un partition plan it doesn't make much sense it's three jewish enclaves with kissing points and then there is the arab state which is also fragmented so basically what you wanted to do is to give the jews the whole of the galilee in the north and the coastal plain but to deprive them of the negative and to give the

negative to the arab state that there was not to be an independent palestinian state by this time the arab part of palestine was to be incorporated with france jordan. despite there being no independent state allocated to the palestinians bernadotte proposals did include one key provision for them. the right of return for refugees expelled by force from their homes in israeli controlled areas. better than a dog as number four how can i bear no doubt proposed the right of return and he managed to obtain a un resolution that this is a humanitarian right that can be ignored with no limits or numbers the complete and immediate right to return. and burn

a dots planning included one more provision which would outrage the israelis. in his first peace plan which i think was his biggest mistake he said that jerusalem would be inside the arab state because there was no possibility whatsoever to have that use agreed to something like that. under bernadotte supplanted judaism's most holy place would come under the control of the arabs. jewish militants decided they must fight on in defense of jerusalem. the campaign against bernadotte was building and plans were soon being laid for killing account.

of the s three hundred which is ready to be shipped to syria while syrian service personnel were given appropriate training today the situation has changed not by our fault the defense ministry holds israel responsible for the deaths of fifteen military personnel a week ago that reconnaissance plane was misidentified and mistakenly shot down by syrian air defense admits the confusion of his radio strikes and israeli military delegation sent to moscow last thursday failed to convince the russians it was their fault. but interesting aspects of this rift is the way the ministry of defense approach differs from that taken by the kremlin the m.o.d.e. has kept pushing the view that israel is culpable but. his spokesperson have been soft pedaling saying it was just an unfortunate accident and that the este three hundred decision is not a that israel. israel has previously been able to count on russia turning

three hundred missile defense system but russia held off providing it due to israeli pressure so what exactly is the s. three hundred was primarily a long range missile defense system designed to intercept enemy aircraft cruise missiles and ballistic missiles at ranges of up to four hundred kilometers it's been around a long time first of it in the old soviet union and coming to surface in one nine hundred seventy eight there are several versions far more advanced than the original models what they all have in common is they're mounted on trucks so they can be spread easily over a wide area the syrians will also be provided with special tracking systems that can identify with certainty whether a plane is russian or not let's go to washington d.c. and speak to mark's makowski he's a senior fellow at the atlantic council's eurasia center a specializes in defense policy so tell me a bit about this system and how much difference on the ground you think it will really make. you know this is an advanced system that the syrians have been seeking
5:54 am
to get their hands on for many years russia essentially halted the delivery because of israeli concerns and wider concerns about the stability in the region coolie moscow has made the political decision based on this shoot down of its airplane that there is no no need to withhold this equipment in the future obviously moscow i think also is growing frustrated with israeli impunity and striking syria and so this is to send a message that israeli actions are going to be limited in the near future because they're going to take into consideration a much more highly advanced anti aircraft or missile system and there's been quite strong pushback from israel netanyahu said it's providing advanced weapons system to irresponsible act as it will magnify dangers in the region john bolton as we've heard saying it would cause a significant escalation how likely i mean it is there any chance the russians will change the mind of this is now actually going to happen. i think it will happen i
5:55 am
think the russians though of course have promised the system in the past on several occasions those promises have been left unfulfilled so there is a chance based on deaf to israeli diplomacy and potential. engagement from other actors that russia can choose to not send the system i think it's unlikely at the very senior level they've announced plans to do so i think the scope of that assistance also could differ in pact what happens the russians could send several systems they could limit their deployment to almost a test system that would really change the operational picture on the ground so there it remains to be seen how and when russia will fulfill its commitment but i think it is going to use this system to showcase its displeasure and also push back on giving israel less room to maneuver and striking syrian and iranian targets in syria yet we don't know on that front i'm in israel origines wouldn't a survey admit to striking targets in syria now it's become much more obvious that they that they have been where do you think that leaves their position in the

region the minute they do they have a plan b. for. the kind of matches you just described the kind of impact they want to have. you know the israeli military has always been prepared for this potential eventuality they've trained likely against some of the advanced technological elements of the s three hundred they obviously have prepared potentially for russia to transfer and iran and israel have military plans to counter the s. three hundred they are not going to stop striking targets that they view as threatening to their national interests i believe they're going to pursue likely a tactical pause in the next few days and weeks where they will limit their operational activity because of russian sensitivity as well as a concern of escalating the situation further but absolutely you will continue to see israeli strikes at a time of their choosing in syria iran but of course the likelihood or the chance
5:57 am
of an israeli plane being shot down will increase after this three hundred is delivered it's a much more capable system and i feel so that the russians will be facilitating additional assistance to their syrian allies to ensure that the next israeli plane over syria is unable to escape as easily as it has in the past and what about the u.s. in terms of their defense policy with regards to syria what do you think they will do as a result of this you know i think there is no coincidence that nash through visor bolton said that as long as iranian troops remain in syria that the united states is also going to remain in syria he made that statement in conjunction with concerns expressed about the s. three hundred so i think obviously the united states is trying to send a signal that as russia escalates its position militarily in the region that it will make it further difficult for the united states or remove its own commitments to syria and of course the united states will ultimately protect an ally if it is
