where according to russia's foreign minister sergei lavrov the deal with turkey to establish a demilitarized zone in the province is being fulfilled he says over a thousand fighters have already withdrawn ahead of the deadline on october fifteenth now remember it late is the last rebel held province in syria and our expectation is that this whole area in green that using the rebel held area would have been turned red by now would have been completely taken over by the syrian government because there was a let talk of a final assault on the region instead what we have and i'll just roughly draw down here around the border of a province is a sort of twenty kilometer fifteen to twenty kilometer deep a demilitarized buffer zone which is being well it's going coming down to a deadline in just a few days for that to be completely demilitarized we've got more on all of this now would say to her she's reporting from beirut. heavy weapons have been removed from a planned demilitarized zone in that turkey's state media say the syrian opposition and what it called anti regime armed groups complied with an october tenth deadline

it was the first major test of a deal with russia to avoid a syrian government offensive. a twenty kilometer zone will surround the rebel controlled province that borders turkey which is overseeing its creation so far there is no opposition particularly. which controls most of the province the armed group is considered a terrorist organization by the international community it hasn't commented on the reported withdrawal and it has yet to announce its position concerning the agreement but it has been complying it is also required to withdraw its fighters many of them foreigners by october fifteenth. experts who have been watching. or. over the years say it is part of its policy of pragmatism which began when it tried to rebranded itself by publicly disengaging from.

so no way out. keep much of a. war committed. or be pragmatic keep its positions trying to negotiate a deal with the turkish authorities the turkish government has been trying to convince h.t.s. to disband to enjoy the mainstream syrian opposition the most powerful alliance. is divided. still brings a conservative one that called starkey an enemy that serving their regime and the other is led by. he wants a diplomatic solution. turkey use diplomacy force and it was ready to mobilize its allies against those who opposed the deal. the deal is being implemented but statements by syrian government officials including president bashar assad are raising concern said the deal is temporary and ultimately return

to state control but many believe it will be outside players particularly russia and turkey who will decide the future of syria's north. and you frontline has now been created between opposition fighters and syrian government troops it's expected to remain quiet but the deal doesn't decide the fate of at least province as a whole and it doesn't end the war seven hundred beirut so as we said last month there were these fears of the all out offensive on the province the united nations had warned a full scale military operation operation could have devastating consequences on a region that is home let's not forget to nearly three million people so the syrian government back at russia and rebels will turkey agreed on a deal which for the most part as i was telling us is working just a bit more detail on it the plan was to create this deep centralized military zone to separate government forces and rebel fighters and as i said before fifteen to

twenty kilometer buffer zone established by october fifteen the deal set mid october as the deadline for the rebels including members of. which controls much of it to withdraw all heavy weaponry would be pulled out of the buffer zone i was talking about their russian and turkish mobile unit troops within patrol it both countries also agreed to restore transit to traffic on the m four and m five highways that's the plan we're going to discuss it in detail with andrew tabla now a specialist in syria at the washington institute for near east policy nice to see . it does seem to be working doesn't it i don't want to put the cart before the horse but it certainly compared to other deescalation plans this one is more successful. so far so good the deescalation zone in southwest syria and it up just being a delaying tactic which is now apparent. in the province whether it was because of

the involvement of turkey or perhaps because there were just far more fighters there of different varieties also more extremist caused the russians and the regime to think twice in any case the deal for now is holding the deal the militarized area is taking shape and with the movement of heavy weapons out of that zone in the last day or so is good news that we're heading towards some kind of all in taishan of the early part of the accord ok and for it to hold what needs to happen as i mentioned before russian and turkish mobile unit troops will patrol that you know for how long and what happens to it they've. well that's a good question so we'll have to wait and see if the area is demilitarized that usually where these breakdown is that each side begins accusing the other violating the terms of the agreement and then the different international sponsors then side

with their various sides and decide if they're going to escalate or not i think now it's you know one of the advantages of this situation is that the syrian civil war did not. rather bashar al assad did not win the syrian civil war and his own effort he did through through the military intervention of a number of countries and isis was defeated also and so the involvement of turkey and russia both of whom militarily intervened in syria has helped create an accord that hopefully will help mitigate the downsides of an assault on it live province where it goes from here what kind of status it has going forward it remains unclear and more broadly the war in syria it has been going on for so long now and we tend to start looking at it into smaller battles we looked at aleppo for a long time we've been looking at for a long time it was all about those rebel areas being taken back on where is the

court in court war headed and basically bashar al assad just back in control and we're back where we were before the war. the answer's no the charlotte does not have enough troops to retake his territory roughly a little over half of syrian territories outside of his control as of now the regime has by some estimates only about twenty to twenty five thousand deployable forces that can mass and take over an area and the question is how do they hold these areas especially like it live which is the most conservative. and dominated by extremists in many pockets so instead we're seeing the war sort of grinding to a temporary halt while the political process gets going and you know the war is in its eighth year it might and there are many fears that it could turn to an original or an international war as the different five countries that intervened in syria to end the war could come to come to blows but hopefully for now cooler heads prevail

accuses u.a.e. companies of purchasing embargoed charcoal from the al qaeda affiliated. group mike hanna following the story for us from the u.n. in new york it's quite interesting i was reading some of the details earlier the fact that this black market trade almost in charcoal is what's fueling all of this . yes it is indeed a very intense report which is due to be given to the security council on monday produced by the monitoring group which has been looking at the sanctions that have been being imposed against somalia both arms embargo as well as the economic sanctions that have been in place for the past few years now it's found that there is a pattern of ignoring these sanctions by the u.a.e. and to a lesser extent saudi arabia firstly that military base said berbera the monitoring group finds that the construction of this military base has gone on regardless

despite the fact that both the somaliland authorities and the u.a.e. were informed by the monitoring group that this was actually breaking the sanctions in place then that issue of charcoal now al-shabaab it does appear from this report rely very heavily on the export of charcoal from somalia now the point is is that that export is banned in terms of the economic sanctions imposed by the security council however the monitoring group found that they were ways in which this charcoal was moved out of somalia ending up in the u.a.e. initially it was going through. but when the restrictions were tightened on amman by the bonnet during group suddenly moved to being shipped through iran this charcoal trade provided millions of dollars a year for the our shabaab according to the monitoring group and then of course the issue of weapons now this is pretty thorough too based largely on the blockade of
