10:00 pm
we demanding everything we want to see what's going on here it's a bad situation it's a very serious situation for us with this way we do see. what is going on now will be the subject of an official investigation after twenty two senators sent this letter to the white house invoking the magnitsky act it gives the administration four months to determine if the show g.'s human rights were violated and if so by law they will have to place sanctions potentially on people high up in the saudi government the outcry is bipartisan and growing and this man was murdered in saudi consulate in istanbul that would cross every line of the malady in the international community. if it did happen it would be held if saudi arabia took a us resident emerging into a consulate and killed him it's time for the united states to rethink our military political and economic relationship with saudi arabia the president has been eager
10:01 pm
to forge a relationship with the leadership of saudi arabia heralding in the tens of billions of dollars in defense deals but with reports that many of those have not come through the president will be under increasing pressure to target saudi arabia he's not alone just about six months ago the crown prince mohammed bin solomon toured america meeting the most powerful people in the country all now being urged on social media to condemn him and for the president it is about to get personal after fiance wrote this opinion piece in the washington post urging action the president said he'll meet her at the white house soon. this was a day that saw the president speak out small public protests in washington d.c. in new york that drew a lot of media attention and angry senators demanding action all signs that for saudi arabia this is not going to go away any time soon. al-jazeera washington well as promised we'll take you live to washington and our correspondent kimberly
10:02 pm
health in just a moment but first here's a more information for you a piece of legislation is called the magnitsky act now that has been invoked the u.s. president as we've been hearing for months hundred twenty days to determine if anyone is deemed responsible for the extra judicial killing should face u.s. sanctions trump says he's not willing to impose penalties against the saudi leadership he's known to have close ties with both the saudi king and the crown prince and b.s. as he's known in their letter the senate's leading foreign policy lawmakers call for sanctions to be put in place against anyone determined to have been responsible for how should she is alleged killing kimberly how much pressure does this put donald trump under right now. an awful lot of pressure and while we saw this president slow to react to the initial reports of the missing journalist what we're hearing privately is that he is growing increasingly frustrated with the lack of information so well we've had this effort bipartisan effort we should point out
10:03 pm
a very divided congress for pressing for information and pushing the white house into action we are seeing the white house taking steps not only through the secretary of state but also through his son in law white house advisor jerry cushion or and as well as the national security adviser john bolton in a telephone call directly with the crown prince not only saying that there is a demand by the united states for a transparent investigation but also that the information be provided the president saying when he spoke in the oval office most recently that he is not happy about this confidence that he believes he'll get to the bottom of it but there is no chance to sweep this under the rug given the fact that the co-equal body of government the u.s. congress has now pressed this white house into action it's put the president in a very uncomfortable position but at the same time the president does not like to be played a fool and there's this sense behind the scenes that that is the feeling that the president this you having as
10:04 pm
a result of this investment some relationship with the crown prince of saudi arabia the fact that there is still very little information being provided to this white house committee can use to analyze a slight element to this story for us mr she has a face to face with donald trump could potentially be a photograph an awkward moment because that could go either way this is the woman who waited for eleven hours outside the consulate building for her fiance who never turned up. it has all the potential to potentially go wrong and so the first lady's office where well jazeera has reached out to for information has so far not provided us with the details of when that meeting might take place whether or not cameras will be allowed it seems that there is an investment by this white house and by the first lady milady a trump to work with the fiance but at the same time how much of that is going to
10:05 pm
be made public is still unclear but there's no question about it she has written an open letter appealing to this white house that was published by the washington post of course the newspaper where jamal khashoggi was a contributor to the opinion section there the international global opinion section so this is very registering very high on the radar of the american public and of the u.s. congress and you have to remember in all of this it is congress that holds the purse strings they are the ones that approve these very substantial hundreds of billions of dollar deals in terms of arms sales has is the one that proves the military support and we can tell you that this is this sort of concern about the u.s. saudi relationship didn't just start in the last couple of weeks this is been a longstanding concern by many top republican as well as democratic members of congress because of the role of the saudi led coalition in yemen one that the united nations has called
10:06 pm
a humanitarian disaster so this is something that has been percolating for quite a long time now puts the white house in a very uncomfortable spotlight and also holds the white house accountable because now the clock is ticking with the triggering of the global magnitsky act as pointed out in her report one hundred twenty days for the white house to act if it is dave the saudi arabia government and kingdom has been held complicit in the disappearance of this journalist kimberly thanks very much senior political analyst mo one bashara joins us live from london so one. day nine of this crisis so many questions but you know one says where does this leave the relationship between donald trump and b.s. when donald trump was in riyadh he was treated like a king. yes i would if you allow me or here i would rephrase your question to say what would be the future between but absent from and king solomon because i think in the end of the day someone is going to be blamed for this and
10:07 pm
it's not going to be some intelligence officer it's not going to be even the director of the saudi intelligence and then to that day the response of it will lie with the effective leader or so the arabian that's mohamed with so much and someone will have to be blamed for this eventually when we found out what's behind that mystery someone is going to take the charge my guess is it would be so high up that mohammed been so man would have to be that person so i think the future of the relationship between king solomon and president trump it's going to depend about the future of his crown prince mohammed bin solomon and i would add just for the heck of it it would also involve eventually what would happen to jared cushion or mr trump's son in law who apparently was complicit with inhabitants the man on most of what the crown prince did the last couple of years including that
10:08 pm
jailing. of a lot of people around him within the regime including him becoming the crown prince and certainly in terms of the war in yemen ok when you talk about people being jailed i think you're referring them owen to people being held against their will we assume in the ritz carlton in riyadh just picking up on one of those points though the bottom line for trump is it human rights an individual's human rights or is it the dollar and off the back of that another point if he manages to kick this done in the long grass to one hundred nineteen days he's got to do something about within one hundred twenty days what happens at that point to donald trump. well look let's start with the latter i think what president trump is discovering slowly but surely is that while he could. pretend or in fact does create new relations with the likes of king solomon of saudi arabia and present within russia
10:09 pm
he does this cover that within washington within the beltway within the vatican establishment there is such hostility towards russia since the cold war and afterwards and there is such hostility towards saudi arabia at least since nine eleven that it doesn't just disappear because he decides to go and dance in riyadh and embrace his friend king solomon that within washington within this tabish when there is that kind of us the nitty there with saudi arabia and it does not save saudi arabia that the fact that creating some kind of up wish more with israel because there is an american mindset a torrent here and it does not give it did not forget the saudi at all in nine eleven that's one too i think for president trump of course it is business it is the question of selling arms it is the question of the geopolitics it is the question of the economy and yet we cannot avoid the fact that there is huge public pressure brewing now in the united states in europe and indeed around the world i
10:10 pm
cannot think of any one single important newspaper that did not it dettori allies the pressure on the saudis to come clean on the united states to put pressure on saudi arabia so there is a moral public relation human rights aspect to this and there is an economic geopolitical aspect to it and that's why i said the only way for a win win situation whereby the united states can have the upper moral ground on this by pressuring the saudis to come out clean and by continuing the economic and military relationship with saudi arabia is by someone taking responsibility for the act and i can't think of anyone. and that would satisfy the american the international public when it comes to this but mohamed when so mun i think he would probably need to take responsibility you need to come out he needs to come out clean across the region this region the region that you and i live and work in what
10:11 pm
are the chances that the truth gets lost it gets abandoned you know social media twitter is a really dangerous place to go to to find news proper news on this story and just in the past hour or so i was seeing on one social media platform claim and counterclaim saying the fifteen man quote kill squad they were actually tourists know that straight out of the souls bree kremlin way of trying to take out an enemy or somebody who you perceive as an enemy and the reality of what probably happened to this man possibly happen to this man will be forgotten about at least until the trumpet ministration to go back to my original point has to do something . yes and i think that was behind the calculus i mean you know probably the word of the day of the ward of the week is who bruce who bursts who
10:12 pm
burst in arabic and for every saudi probably knows the word it's a lot that i saw which is close to the harbor meaning verse leads to their east to stupidity i think it was stupid whoever ordered this action against has ricky thinking that they can get away with it thinking that in some sort of a me get this such a media campaign that it will be forgotten or some new scenarios will be created in fact peter i was scratching my head earlier today watching saudi and by the way egyptian pundits and the amount of the pundits trying to blame guess who. for the act against which they were blaming qatar imagine i mean the whole world now basically got to know the basic circumstantial evidence against the saudis in this case and who are they blaming gutter and who are really they're blaming for the mounting pressure against saudi arabia to come out clean up zero it's mind boggling
10:13 pm
so there is still an attempt by the pundits and wired by the way meaning some might or fishel spokesperson for the regimes in riyadh don't care oh the hit the ships basically blaming others for their own act projecting their own insecurity against others hoping that this would disappear and that their public would not ask questions unfortunately for them in this new world of ours although there is lots of fake news committing a crime like this in daylight in istanbul in ankara in that in the middle of a story in the middle of this in the middle of their like will not will not go unpunished because that turks will stand behind it and apparently the washington post where the right and other papers other media outlets especially in the west would continue their pressures for the truth to come out and i think that truth would have to come out and someone would have to be blamed and take responsibility
10:14 pm
for moment just stay where you are please because i just want your analysis on something we're just hearing now via the reuters news agency we understand turkey will share a clear picture with the world after the investigation on the missing journalist so turkey. is a cliche does that mean that the turkish leadership that's an unlevel and also the criminal investigation they're thinking now today as of just literally sixty seconds ago they've got all their ducks in a row and they have to go public with that because they've got to be seen to be going public with it sooner or later and that means if they're just about to go public say with a news conference does that mean diplomatic expulsions. that's one scenario downgrading the diplomatic relations and i think it probably go further because relations between turkey and saudi arabia have been worsening for at least three years now and just last march the crown prince mohammed and so man called
10:15 pm
turkey one of three spot over the triangle of evil in the region along with iran and the muslim brotherhood so their relationship really not good at all and i think now the turks i would guess there would milk this to the end but think pressure on saudi arabia exposing saudi arabia for this sort of for this sort of crime and apparently from day one and that's the kind of thing i've been trying to grapple with trying to find more and more about it is what do that have on saudi apparently now we know more and more that perhaps they have a recording of what happened inside the consulate perhaps we have a picture and perhaps we have interceptions of calls and so on so forth so clear to the turks have a better idea of what happened then even without going in there and investigation and investigating on. the end the premise within the consulate mowen an informative conversation with you could sell thank you so much. lots more still to
10:16 pm
come for you here on the news hour including these stories a rendezvous in armenia french speakers of the world unite to celebrate francophone culture. animals under threat global leaders look for ways to eradicate the illegal wildlife trade. and in the sport keeps his chances of returning to the top of the world rankings well and truly alive here with that story in twenty minutes. ok let's get a live update on another one of our headlining stories here on the news an american astronaut and a russian cosmonaut have survived a failed rocket launch followed by a break quickly by an emergency landing. there is a lift. to the international space station they were forced to make what's called a ballistic descent and abort their mission to the international space station after blastoff from kazakhstan the two crew members are now out of the capsule and
10:17 pm
reportedly in good condition chalons following that one for us out of moscow rory just take us through what went wrong here. well an investigation of course is being launched into this catastrophic failure of the soyuz launch the timeline went roughly as follows about one hundred nineteen seconds after blastoff which seems to go well up until this point. there was what looks like a failure of the booster system now the do jet propulsion part of this rockets have at some point to detach from the rest of it so that orbit can be achieved in the rest of the the mission can go ahead i think it's at that point that there was a problem you can see the live feed from on boards the capsule these astronauts
10:18 pm
being jolted about as this failure happens and from that point the. automatic safety procedures seem to have kicked in which basically terminate the mission and the parachute gets launched and the capsule comes back down to work so it was a very close run thing but luckily these two men were picked up very much alive when they got back down to worse some six hundred kilometers away from where they had left the surface of the planets they were then taken back to the launch site at baikonur in kazakstan we have seen pictures of them talking and being monitored from wired up with various medical bits of equipment i think the russian at least is then going to come back to moscow to the star city astronauts or cosmonauts training center here but yes this. disaster that could have gone
10:19 pm
much much worse than it did has thankfully not resulted in any fatalities. rory thank you very much. well there's obviously something of a clearing process going on when it came to the blockage of information coming to us out of the turkish capital ankara we're getting more information as the minutes tick by from the turkish foreign minister now being quoted as saying that turkey wants to cooperate with riyadh on the case of jamal the missing washington post journalist but and this is the punch line the saudis must reciprocate that meshes with what jamal sheil was telling us a little earlier who's been standing outside the consulate in turkey second city istanbul for the past few days because two days ago the turkish authorities that we will go in and we will conduct an investigation that entry into the building seeing turkish investigators police etc go into the building but hasn't happened yet we're not being told when or indeed if it will even happen but the latest top line on
10:20 pm
that conversation that somebody has obviously been having with the turkish foreign minister is turkey's official line is anchor wants to cooperate with the powers that be in riyadh on the case of this missing journalist but the saudi authorities must reciprocate more on that for you as soon as we can. a magnitude six earthquake off the indonesian islands of java and bali has killed three people and caused widespread panic it comes to weeks after more than two thousand people died in a major quake and tsunami on the island of sort of wasting as many as five thousand more remain buried in the mud the search effort has been extended by another day after a government meeting scott hydel has more now from bali. the indonesian government announcing on thursday that they will stop all searching operations on soloway island at the end of day on friday now here at the international monetary fund and world bank annual meetings obviously there has been some focus because of the location of these meetings a focus on that natural disaster that just took place two weeks ago but natural
10:21 pm
disasters and prevention of natural disaster impact on nations has been a subject for these meetings throughout the years and there was the same in these meetings obviously it has more poignancy because of what took place in indonesia just two weeks ago now earlier i sat down with someone from the world bank to discuss what and how important the next steps are after a natural disaster what we find for example is that if nations had the financial resources to respond very fast to their recovery phase then the economy came back he's less because the private sector can pick up activities again and taking a more macro look at these annual meetings both the heads of the i.m.f. and the world bank expressing concern about the global economy over the next two years world bank is concerned because the trade friction between the united states and china will have knock on effect on poorer nations and they are going to be stunned because of supply chains they're impacted by those two largest economies and their trade friction the i.m.f. also citing that friction saying that they have downgraded their outlook for the
10:22 pm
global economy over the next couple of years downgrading at point two percent and egyptian military court has sentenced seventeen people to death row involvement in the coptic christian churches last year twin bombings in alexandria and tom time in april of twenty seventeen left at least forty five people dead and more than one hundred thirty seriously injured i sold claimed responsibility amnesty international says those who organized it should be held accountable but criticized the imposition of the death sentence. i think two people have died in eastern india after cycling made landfall in addition a state three hundred thousand people will move to higher ground before the storm arrived. floridians are assessing the damage caused by one of the strongest storm systems to ever make landfall in the u.s. it was hurricane michel ripping roofs from houses pulling trees from the ground and causing widespread flooding since leaving the state has been done graded to a tropical storm has more from panama city in florida. we had the rain and the
10:23 pm
storm surge which is cause devastating flooding and then the winds and i want to show you some of what they've done here a roadside sign snapped in half here thrown into this beach side business but michael not done at that point the winds just really slashing through and ravaging everything inside this building is a complete loss just total destruction here i'm afraid now as the sun's coming up where we're going to see more damage just like this all across the strike zone here this wasn't historic storm in many regards the strongest hurricane ever in the month of october in the u.s. and the first category four to strike the florida panhandle which is amazing when you consider just how many storms they've dealt with over the years here in this region also the strongest winds we've seen in a storm in the u.s. since andrew back in one thousand nine hundred two and so this was really
10:24 pm
a monster storm and now as we get some daylight here the cleanup the recovery will begin in earnest i'm afraid that is going to take some time as well ok it may be moving it may be getting less powerful but it's still having a major major impact that's radia the worst is not over yet we're still dealing with the flooding situation with this particular storm we do have sixty million people that are under flash flood watches right now all up along the eastern seaboard as this storm moves through now the one good thing with the storm even though it was the third most powerful storm to hit the united states it is moving quite quickly if you remember florence the big problem with that storm is that it moved very very slowly across the carolinas basically flooding north carolina for weeks with this storm it is moving quite quickly there's what we are looking at right now the storm is in georgia making its way to south carolina as a tropical storm moving very fast but it's going to connect up with that cold front and because of that the moisture is going to ride up that cold front all. boy up to
10:25 pm
parts of new england and that is where a lot of those flash flood watches are in place so big cities such as philadelphia washington new york city as well today alone we had over five hundred twenty five flights were canceled in and out of the united states because of all of the rain and also the storm right there hartsfield international with course was closed because of that here's what we're looking at more a big difference the storm is out there towards the atlantic and it will be much better but we're also dealing with what's left here has made its way onshore into parts of india that storm will bring very very heavy rain not just for india but also up towards bangladesh in the coming days and we are looking at more flooding there as well. kevin thanks very much still to come here on the news hour for your costume lights on the sun will check out the new exhibition at the science museum in london. and the sports teams who came out on top in this rematch of last season's stanley cup finals.

were. i have dedicated almost my entire professional life to the bench and fight against corruption and what i have heard is that we need champions we need also to shine the light on those shampoos and this award bridges that gap that existed in this you. know meet your own version of your own child the light on what they do and do it not shine a light on your hero with your nomination for the international space award two thousand and eighteen for more information go to the war dot com.
10:27 pm
welcome if you're just joining us we're watching news from. headlines a bipartisan group of u.s. senators has triggered an official investigation into the disappearance of the saudi journalist. he was seen last entering the saudi consulate in istanbul nine days ago his foreign minister says he's open to cooperating with to investigate what happened if saudi officials reciprocate. meanwhile the washington post is reporting that the saudi crown prince mohammed bin ordered the operation to lure
10:28 pm
back home saudi arabia and detained. and then american astronauts under russian cosmonaut have survived a failed rocket launch and an emergency landing they were forced to make what's called a ballistic descent and abort them mission to the international space station after blast off from. stopping the illegal trade in wildlife and protecting some of the world's best known species is the main aim of a big summit in london the clock is the. it is the biggest conference of its kind anywhere in the world there are a thousand delegates here from eighty two nations we have african presidents to reason may the british prime minister has spoken we've heard from prince william he made a keynote speech the u.s. attorney general jeff sessions he said all trying to ramp up this fight against illegal wildlife crime and why it's because it's spiraling out of control if you just take a random look at the figures they just take your breath away twenty thousand
10:29 pm
elephants a year killed that's two every hour every day of the if a thousand ryan is killed there are less than four thousand wild tigers left that's a ninety five percent reduction in one hundred is one point three million birds taken from the wild in southeast asia alone every single year to say nothing of the pet trade of baby chimpanzees and baby iranian tanks being taken from their mothers who are often killed in the process to be supplied as pets the list goes on and on and it's a trade worth twenty four billion dollars a year and a lot has to be done and to talk about it right now we have a president of the african wildlife foundation cut loose abunda it's a very serious problem tell us a little bit more though it is all balti to national trade and what's happened exactly privacy when walking off record deprives the livelihoods of many made out for crimes you talked about the billions of dollars that's been lost because of the

trade. the poverty level is enough for a kind of how much that can do for education for health for social services that are a free country needs right now as the population is is beyond control there's a big focus here for finance for the world to pull together to fight it but it's from your point of view it's also very much an african problem right is that african problems then look there's nobody who's going to solve this problem other than a free concert for africa i mean this so gross. office but it's of africa it's going to take a free cards to solve this problem of course we need all the help we can get from the global community but the responsibility the hard luck is it has to be done by africans and of the leaders i believe are accountable have to be there thanks very much indeed big push towards stemming the financial flow that drives the illegal wildlife trade here in london back to. armenia as hosting the international summit
10:31 pm
for the francophone countries despite having on the around ten thousand french speakers among the three million a population robin frosty walk enough for me out of on. the international organization of la francophonie offers an alternative to the dominance of english speaking multiculturalism. for the president of france the summit in armenia is a way of championing french language and culture globally that you don't see to not you know french cannot live progress or develop unless we understand and share it without a gemini with mutual respect not a place for human reinvention balance that's what the francophonie is about. population growth in french speaking african nations means that by twenty sixty five a billion people speak the language of fact sophia the un's first robot ambassador appreciates you better believe that learning french will be at the top of my list
10:32 pm
but at the francophone business forum some believe this organization is actually a space for talking the international language of money i think is the opportunity for everybody english said i mean french people to get some footage or to normal how is very important now is not the language for me the reason where did we do business is to win the francophone village you get a sense of what this organization is all about eighty four countries are not just friends speaking ones representing more than i hundred million people promoting peace and prosperity think of it as a kind of french united nations for the armenian hosts this summit has special significance mass street protests brought about a peaceful revolution in may was you government needs friends. it also needs investors in promising young sectors like the tech industry after the
10:33 pm
revolution and we have more and more interest from different investors coming to us and being very excited about what has happened and i mean yes because democratic change also on this democratic institutions democratic economic institutions transparent business environment. this summit is about showing the world that left francophonie is increasing its reach and that our media is open for business robyn for a steelworker al-jazeera yerevan. senegal struggling to contain truck the world's leading cause of blindness almost two hundred million people around the world live with the disease most of them in sub-saharan africa it is curable but it deeds medicine and well run prevention programs mental sacra ports now from tuber in eastern senate girl you may find some of the images later in this report distressing.
