time members of the tree of life synagogue were engaged in religious services and worship bowers was armed with multiple weapons he had three glock three fifty seven handguns and an a r fifteen assault rifle inside the synagogue our shot and killed eleven individuals and wounded two others police officers and swat teams responded quickly to the scene and our shot at them ultimately four police officers were injured and three of them were shot by bowers. during the course of his deadly assault on the people the synagogue bowers made statements regarding genocide and his desire to kill jewish people after a standoff with police powers eventually surrendered and remains in federal custody today so our complaint charges bowers with twenty nine separate federal crimes there are eleven counts of murdering victims who are exercising their religious
10:01 pm
beliefs there are eleven counts of using a firearm to commit murder and each of these counts is punishable by death the final seven counts are based upon the harm inflicted by bowers upon the brave police officers who in trying to stop hours rampage but their own lives in danger three of these brave men were shot by bowers so bowers is scheduled to make his initial appearance before a federal magistrate judge on monday october twenty ninth at one thirty pm so moving forward the investigation is underway and our work will continue no that we will spare no effort or resource in ensuring that the defendant is held fully accountable for his unspeakable and hateful crimes we would ask the public and the media to have patience with us as we conduct this investigation and understand that there are things that we cannot share at times during the course of the investigation at the conclusion of our of our remarks will be happy to take

questions now you hear from special agent in charge of pittsburgh field hero robert jones. that just got last night at approx a live news conference from pittsburgh with regards to the shooting at the synagogue yesterday we will keep monitoring this here in the newsroom but just so you know the u.s. attorney for the western district of pennsylvania scott brady who was speaking before has outlined the twenty nine charges twenty nine individual crimes. will face up to the family where actually just going to go back to this speak that he is . speaking robert jones office all eleven victims were positively identified and next of kin notification took place as of six am this morning all of the victims have been taken from the education center to the medical examiner's office i want to personally thank the leadership of the jewish community center and the rabbis of
10:03 pm
the three congregations located at the facility for their patience and the patience of the families as we work through the night to identify and remove the victims this morning this is a large complex crime scene and much work remains to be done at present f.b.i. evidence teams from baltimore washington and newark are here to augment pittsburgh and we estimate that the crime scene may take up to a week the process. as reported already we've conducted a search of the subject's house and baldwin and a search of his vehicle will take place this morning i can't comment on what was found in those searches we continue to conduct interviews scrub social media review possible surveillance camera video and exploit digital media to determine how and why bower's committed this terrible act i ask again that if you have information that may help please contact law enforcement. i'd like again to thank chief she word of the pittsburgh police for the heroic actions of his officers had bowers
10:04 pm
made it out of that facility there is a strong possibility that additional violence would have occurred i also want to thank wendell history and his team they are a big part of the community but all law enforcement promises to protect and serve thank you very much will turn and everyone will be ok and that was f.b.i. agent robert jones aligning the f.b.i. the continuing search continue investigation obviously and open investigations are unable to give too much away at this point we'll just check in with sandi gallagher our correspondent in pittsburgh who was listening along to that twenty nine individual crimes individual charges andy and an investigation which will go well into not just the house and vehicle don't say but social media digital media as well as a lot to search role here. mr jones yeah i mean we were here in the early hours of the morning and watched several forensic trucks go and if you look where the
10:05 pm
synagogue is you can see a huge forensic unit set up outside but the press conference they were just confirming the weapons that bowers had when he walked into that synagogue on saturday morning an a r fifteen assault rifle several hand guns but i think that social media aspect will be very important in this investigation we know from some reporting that bowers was alleged to have taken two websites favored by white nationalist white supremacist so-called all right movement where he just railed against the jewish people and even when the police took him to the hospital he was telling offices that he wanted to wipe out the jews that the jews were responsible for threatening his people those were about was woods apparently but investigators will not go through all that but the synagogue now in complete lockdown this is close as we can get as those forensic offices move in and really process the scene look at c.c.t.v. footage but as the officer there was saying that the police if they hadn't stopped him when he was leaving that synagogue heavily armed on saturday morning there may
10:06 pm
have been more violence done because this is not the only synagogue in squirrel hill or at least three or four others conservative ones hasidic ones as i said this is a very close knit community they have identified now all eleven victims eight of the men three of them women inform their families they've not been identified to the public get we expect that perhaps that will happen later on today but obviously a very difficult time for this close knit community one of the oldest jewish communities in the united states and bowers himself will appear in court apparently on monday which we can only assume means the injuries he sustained on saturday morning were not severe enough to prevent him to do so but the authorities really not holding back here in pressing those charges forward and having bowers appear in court as soon as possible even as they continue to process the scene here in pittsburgh ok andy gallagher thank you for that update. we'll go back to sri lanka now the pretty little crisis there created by the sacking of the prime minister and
10:07 pm
his refusal to leave the official residence back to manila fernando's apologies for interrupting you before you know maybe you can pick up with what you were telling us about events in the last few hours. that's right you were asking me about the shootings that had been reported essentially there were shots fired at the salon petroleum corporation headquarters now basically what had happened was the minister of petroleum under the victims government had entered the headquarters there was a flashpoint with supporters of the new prime minister a lot of these institutions have political trade unions and that was a tense situation which took place we're hearing that two people were injured the police spokesman says that the minister's security man one of his bodyguards has been arrested for opening fire so that's what we're hearing part of some tensions that we've seen over the last forty eight hours and as far as we know mr witnessing are still refusing to leave the prime minister's residence even though he has been
10:08 pm
sacked. that's right he's staying put he says he's the legitimate prime minister so there's no reason why he should leave he will take the opportunity when parliament convenes whenever that is right now due on the sixteenth of november after the president suspended sitting still then missing her says that he will show his majority and prove that he is alleged different prime minister in the last few minutes we have heard from the president mighty policy to say in a statement that was expected for the better part of today basically a long statement justifying his actions justifying the sacking of run a victim of the appointment of my in the rajapaksa as his new prime minister and giving the background is what came to this now president city seen the basically taking quite a few swipes and part shot at the group missing her to put it in a nutshell basically what his statement said was it was all his fault i was left no
10:09 pm
choice but basically to go into a little more detail he said that running became a thing of political conduct was unbecoming of civilised politics he said vicar missing her was after going to had agony and stubbornly avoided collective decision making and tended to take individual decisions he blamed him for the central bank robbery as he called it that's alluding to a bond scandal perpetuated by the then basically governor of the central bank who was a victim missing her loyalist that and then as we sort of focused the president speaking off an assassination plot against him very much basically saying that there was a breach of trust in the investigations into that assassination plot he stopped short of actually blaming become a singer or kucing because missing her sort of not conducting the investigation properly or being involved but a lot to be read between the lines he said in light of that he was left no choice
10:10 pm
but to appoint him the rajapaksa as basically his. my minister he also said that he justified that he had opposed the constitution that he ad acted in accordance with the constitution with consolidations from legal experts and he denied any charge or accusation that he had made any decisions are taken any action which violates this country's constitution thank you for the update when often and as in colombo. now brazilians are voting in a presidential runoff election the far right former army captain jay about sonora voted in rio de janeiro in the past our polls suggest the man who is dubbed the trump of the tropics is ahead of his leftist challenger that is despite accusations of racism and the sergeant me his views demeaning women and homosexuals now while debate over foreign policy hasn't really germinated this election the result could have big implications for latin america and countries elsewhere in the world here's
10:11 pm
why the front runner both sonar is a fan of donald trump and the far right candidate is vowing to follow the u.s. president in moving his nation's embassy in israel to jerusalem he also wants to leave the paris climate accords just as trump did and bolton are has spoken about opening up indigenous areas in the amazon for agricultural and commercial use he describes venezuelan refugees have poured into brazil as a national security risk and wants to tighten up the borders he's also taking a page from trump's policy on trade saying he will review brazil's persist patient in the brics group of emerging economies and the same goes for brazil's membership in the cosa which is latin america's leading trading bloc in our wants to rewrite the rules so that they're more in brazil's favor now in a moment we will speak to a correspondent in rio de janeiro that's after her report on the final stages of the campaign. the protesters gathered outside the rio to denounce recent raids on public universities. students some professors say police entered by force
10:12 pm
to remove anti-fascist banner because they said it was violating electra you know. they had no right to invade our space and remove a flag that represented the fight against fascism we can see a general persecution among student movements all over the country without any reason and it did not say the name of any candidate in less the electoral court believes bows and arrows of the. ashes brazilians are heading to the polls in one of the most divisive elections in their history but many say there is much more at stake in this campaign. didn't see that what happened at brazil's university was an act of censorship which was common practice during the military dictatorship people are extremely sensitive this days because they fear that if jade was found out or if elected president brazil democracy could be at risk. was recently elected to congress she has been fighting against inequality and racism all her life her
10:13 pm
friend and ally activist. was killed earlier this year here in rio. all activists in brazil are scared nowadays we have the possibility of having a president who said explicitly that he wants to annihilate an extra papes the reds which means our group we are scared to even more franco's assassination but i cannot stop because for some people fighting is not a choice it's a survival question. forward for the far right agenda has grown across the country he's promised to tackle crime laws and gun laws and liberalize the economy have won him supporters even among those he had insulted in the past including women and black people. is one of them want we need to try something new we had the workers' party for many years and it did not work with corruption and the economy so both sonera will have four years to show us what he
10:14 pm
can do. a former soldier is an admirer of brazil's period of military rule from one thousand nine hundred sixty four to nine hundred eighty five he has promised to run the country with an iron fist. that if you become the president he will need to five or six ministers four super bowls. with with military that's an ascension. and protagonist of the military brazil is going through an economic and political crisis that has allowed a controversial figure like will to fill in the void but if he's elected many fear he could shake brazil's democracy to its core almost ten thirty am in rio de janeiro here is to raise the bar to take us through the morning's events mr paulson are already voted. for most and i know has already voted if there's lots of uncertainty here in brazil about
10:15 pm
what will happen after this sunday's elections are still lots of excitement among both a lot of supporters but there's also lots of fear among those who are voting against him the latest polls from saturday say that there is a between eight ten tane point difference between both candidates have to talk about what's happening here in brazil we're going to go. from that point official catholic university here in rio there's an ada so do you think that number that can turn things around i think there's been a significant shift in urban centers over the past twenty four forty eight hours but i think there's still a lot of road to make up if he is to pull it off i think it really depends on what what your source of data is in terms of the of the public opinion polls i think the left leaning ones are sort of describing is a tie in the more neutral or right wing ones are describing a significant advantage still for even the analyses that are most favorable to how dodd they're still looking at it as a tie right so there's still
10:16 pm
a lot of road ahead if there is to be a or a turnaround is this or this campaign has been filled with misinformation and. messaging systems sending anybody sending out messages to people through what's up what do you think this was a decisive in in the lead that will turn out a house in the election because i think it has played a strong role i think particularly it's been influential in kind of trading. almost a scapegoat in the sense that there are various sources for frustration many brazilians are very frustrated very very angry at what's been happening over the past five ten years in the country and i think these what's up campaign certainly have contributed to making it more strongly look like it's the fault of previous governments yes i think they've had a strong effect thank you very much so we're here in copacabana now and i'm voting fans are people have been coming in steadily to have cast their vote it will turn
10:17 pm
out who has asked his followers to go out and vote to not take this election for granted and on the other hand the workers' party candidate for a man like that has also asked people to go out and vote because he's saying that brazil's democracy is that risk is in rio will be back with her later on in the day . saudi arabia's public prosecutor is heading to istanbul to discuss the killing of jamal khashoggi turkish prosecutors want the eighteen suspects to be extradited but saudi arabia since they will be prosecuted in the kingdom in more european countries looking at a coordinated response to the murder which could include sanctions alan fischer reports from istanbul. we came to talk syria but the jamal khashoggi case was never far from the surface as the four european leaders gathered after their istanbul
10:18 pm
meeting turkey's president again demanded those responsible for his killing should face trial in his country. this crime took place in istanbul if saudi arabia is not going to put these people on trial the turkish judiciary can do that here in istanbul and through our ministry of justice jamal khashoggi disappeared after visiting the saudi consulate in istanbul earlier this month initially the saudis denied he'd left the building but under growing international pressure the admitted they had killed the writer and u.s. president in what they described as a fight gone wrong european leaders insist so the arabia faces a coordinated sanctions campaign when the results of all the investigations are known and. once we know who is behind the stage and what the links are we will strive to have a joint european reaction to show we act from a common basis of values it plays on it. for me things a clear firstly some of the facts have been established we must fully investigate
10:19 pm
a nation with these facts and who's responsible sanctions must be taken on this basis and the sanctions must be coherent and complete and be extremely concrete and proportional it would depend on the facts to say i established and the sanctions will be taken at a european level as we usually do. so that there is true coordination the chief saudi prosecutor will arrive in istanbul in the coming hours it's thought he'll outline for the turkish authorities the case against eighteen saudis country being held there in connection with the can show to killing but he's also expected to face pressure to extradite them here to turkey where the offense took place earlier so he's foreign minister ruled out any extradition on the issue of extradition of the individuals of saudi nationals to detained and sundry with investigation since one year and they will be prosecuted internally again at the same conference the u.s. defense secretary said because shoji killing undermines security across the region
10:20 pm
failure of any one nation to adhere to international norms and the rule of law undermine regional stability at a time when it is needed most turkey is growing frustrated with despite public commitments to help any investigation we still don't know where jamal khashoggi body is and who was the mystery local cooperator as the saudis described him who helped dispose of the body and does he really exist all questions the saudi prosecutor will have to answer when he sits stone face to face with his turkish counterpart alan fischer al-jazeera. and his house from a whole bar in istanbul as well outside the saudi consulate how significant is this meeting turkey and saudi prosecutors. you have the sandy general prosecutor who is conducting an investigation in saudi arabia that investigation led to the arrest of eighteen suspects at the same time you have the turkish general prosecutor who is conducting his own investigating
10:21 pm
investigation into the circumstances that led to the killing of. it would definitely give us an indication as to whether both prosecutors would be able to share information and move forward if that happens that could really pave the way for both sides to give more clarity about what happened the turkish government in says there are elements there need to be tackled by the saudis like where is the body of tomorrow how and who gave the order to kill. the saudis have been saying that they're doing their best and that as far as they are concerned they have rest of those responsible for turkey does not seem to be really satisfied with that account now the meeting is definitely going to go either to words more corporation if that happens good news we might get some answers about that if it does not
10:22 pm
really go well you could further strain relations between saudi arabia and turkey but the turkish government is still has crucial elements in his own hands which will ultimately use the saudis are not coming out candidly saying exactly who gave the order to kill it's about house of. hashem a whole bar with that update from istanbul thank you the owner of the english football club left the city is fear to have been killed in a helicopter crash outside the team's stadium which i have been a problem helicopter had just taken off from the pitch not long after lester played a premier league match and gleason as a reporter. leicester city fans have got used to celebrating success on the pitch in recent years but they've now begun to fear the worst following saturday night's crash because it was about an hour after last as one one draw with west ham that the owners helicopter pad as usual to take off from the king palace stadium. but
10:23 pm
shortly after it did it crashed in the stadium copper and bust into flames. by sunday morning the club or yet to come for him any casualties or whether a billionaire owner of a down a proper was on board but he had been at the match. the type business man has become a hugely popular figure at less the since he bought the club in twenty ten he helped them return to the premier league in twenty fourteen and win the title against all the odds in twenty sixteen a year later they also reached the quarter finals of the champions league and i've committed night rescue because the titan is what we want to use. every species tree was a condition to start with because they are so enormous people very genuine humble people that care for the community the source of for them and the formless where the first thing. i know is so the players are they were going to have to come to terms with us as well because the whole family just such
10:24 pm
a part of leicester city that made this football team dream the impossible. a police investigation into the incident is on going. to play at home again in the english league cup on cheese day but it's unlikely that will go ahead helen grayson al-jazeera and we will have a live update on this developing story from our reporter in a little later on in sport. now the leaders of france germany turkey and russia have made little progress during their talks on syria in istanbul as they emerge with a joint statement saying they are committed to finding a political solution to the seven year war but as a whole the reports they still can't agree on how to end the conflict. it is a fresh effort in diplomacy it is also a new approach for the first time the main power brokers in syria's war russia and turkey have brought european countries to their table the host turkey's president or the gun held one on one meetings on the sidelines of the summit with german
10:25 pm
chancellor angela merkel russian president vladimir putin and french president manuel mccall but who was not present was just as significant mccraw however did discuss with putin the possibility of arranging a high level meeting between russian and american officials in paris nicko durtro party which the more countries to join the process the quick ivory if we will reach a permanent solution. but even among these players there was little consensus russia continuing to undercut the u.n. and emphasizing the role of the syrian government in any future decisions putin was clearly angry about his inability to legitimize president bashar assad's hold on power a little bit then i will have. to make this process successful it must be carried out in a peaceful way with respect to the legitimate government of the syrian republic people use the expression syrian regime but we must remember the un resolution
10:26 pm
refers to the government of the syrian arab republic the west wants damascus and its allies to cooperate with the un led political process that calls for reforming the constitution and holding elections. ten months after the meeting itself chief the constitutional committee has yet to take up its work that's why we want the list of interested parties to be finalized by the end of the year so that a meeting can take place europe worried about a new wave of refugees wanted a commitment from russia and turkey for a permanent ceasefire in flip they didn't get that. i hope this gives the political process a set momentum and will continue to do everything in our power to ensure that is lead to a peaceful solution and doesn't end up in another humanitarian disaster. france's u.n. ambassador summed up the situation syria he says is at a crossroads there can either be an escalation or there can be political momentum starting with an agreement on a u.n.
10:27 pm
committee to rewrite syria's constitution but syria's government is refusing to cooperate and russia which has a crucial role is urging patience while there's still a long way from reaching an internationally back political deal there is hope the summit could pave the way for a new diplomatic track one that would bring more players on board but that would mean even more agendas and interests would need to be considered so. istanbul very pleased to have rami hurry joining us in studio today a senior fellow at the american university of beirut nice to see you here thank you . they can just keep talking about syria count they have been so many talks so many different occasions so many different players and still no consensus over house and move forward do you think the addition of the likes of france and germany has changed the dynamic at all it's helping is muddying the waters for what actually came out of all of this not very much of a bit and isn't the problem there is
10:28 pm
a clear understanding that is so broad and vague among everybody that there's going to be a transition to a constitutional process decided by the syrian people to determine their leadership everybody can say yeah we agree with that. means i'm going to stay in power the opposition says we're going to come to power it's so vague that it gets nowhere now the addition of the germans and the french to this process is a significant why it's significant we'll find out in due course right now it's probably to strengthen the negotiating power. to counter the russians possibly to start talking about humanitarian aid of the europeans come up with a lot of money for humanitarian and development reconstruction maybe the syrians will give in but it's unlikely that i said there's going to budge on the central point that he has. stuck on stayed with for the last four or five years which is a transitional process is going to happen under his tutelage and nobody seems to be able to change that so what do you do then i think it just it just it flummoxes me
10:29 pm
slightly that everyone agrees they don't want the humanitarian situation to get any worse. and yet they can't agree on something is it just because the likes of russia are just too powerful in these parts and hold too many cards it's because the russians have directly and militarily politically supported the syrian government that it's very hard to force the syrian government to make any change it's also the fact that you have big strategic issues at play here not just with the russians on the rip. ians on the serious but you've got the kurds you've got the iranians you've got other people who have serious interests of play that have to be negotiated but in the final analysis it's clear that the world probably has to live with the syrian government under bashar assad there's a lot of leaders in the world that people don't like because of their human rights record numbers of their domestic political process the use of violence against
10:30 pm
their own people whatever but they live with them of if we live with the north koreans and other people that are sort of bad guys in the eyes of many people you know people can live with us and that's my thing my sense is that this is what's going to happen and that's quite incredible isn't it when you think about seven years of war more than seven years of war chemical attacks a country absolutely destroyed thousands killed hundreds of thousands displaced and we just accept that i can say where you have all these countries just accept that they don't have much choice this is the dilemma they've tried every possible mechanism including military support to the opposition to overthrow them political pressure negotiations and it just doesn't work when you get a group of people like the iranians the russians and the syrian government has butler working together that makes the syrian government pretty strong so it's possible that over time when a couple things are done you've got to stop the fighting because they're still fighting going on isis is still there and there's still some issues among rebels in
10:31 pm
the areas and then you start the repatriation of the refugees and syria gradually gets back to a calm situation it's then possible that other options might come up in a framework that the syrians themselves determined within the country with the opposition people as well as government people but it's clear that asset is not going to enter into a constitutional transition process that is going to see him out of office that's absolutely clear and nobody seems to be able to force them so how much the europeans can be involved in a constructive way remains to be seen but the fact that they've started to play this role is very important have an accent but they did talk to rami thank you for your time thank you. nato is biggest military maneuvers since the cold war have begun in no way a way forces of practicing how they would fight off a foreign invader the war games involve about fifty thousand personnel from all twenty nine nato allies along with partners finland and sweden in all we're talking sixty five sea vessels one hundred fifty aircraft ten thousand land vehicles all

taking part of course russia which shares a border with no way has warned its watching this very closely even germany's central region of has voting in local elections widely seen as another test of angela merkel's national government the chancellor's conservative christian democratic union the c.d.u. is defending its nineteen year hold on the head the region was previously a stronghold of the center left social democrats who are mobile's coalition partners in berlin this means a bad result for either of the parties could further destabilize that central government problems with documents and identity and making life even more difficult for many in south sudan issues date back to when the country became independent seven years ago as planes. every morning james comes to work to make tea and serve in the office he says it's one of the few jobs he could find that didn't need paperwork proving his identity he doesn't have any but that was not

always the case. and. i came to khartoum from the south in nine hundred seventy six and had sudanese citizenship and married from here off to south sudan became independent i stayed here but lost my nationality is sudanese i need relatives to prove my claim sell sudanese to get the nationality but all my close relatives a dead south sudan gained independence from sudan in twenty eleven the suspension most part of a deal time between the sudanese government and the southern opposition after the longest civil war in african history hundreds of thousands fled the violence and headed north many seeking refuge in sudan's capital. despite as the fear interim period prior to south sudan's independence from sudan the issue of who has the right to which nationality was not discussed until after south sudan gained independence as a result of their hundreds of thousands of south sudanese.
