10:02 pm
by turkish officials and a short time later the united states moved ahead with sanctions on some of the saudis involved in the case and begin our coverage with andrew symonds in istanbul . saudi arabia's prosecution spokesman announcing the death penalty is being sought for five out of twenty one male now indicted for the killing of jamal khashoggi they're not named and the account of what happened once again differs from what turkish prosecutors say they found so far. also leaders who were jedi in the war in iraq what it was a brawl fighting and injecting him with a large dose of a citizen of substance that caused his death the person who ordered this crime was arrested with another four operatives and it was a total of five the body our through his death was dismembered and transported outside the consulate building those five people took the remains out the person who delivered the body to the contractor was a single person
10:03 pm
a sketch of the contract that was drafted based on the description given by the person who handed over the remains the new saudi version of events repeats the assertion that it was some sort of extraction operation ordered by akhmed alice siri the former deputy intelligence chief no one higher than that there was a clear denial that crown prince mohammed bin sound man was in any way involved in the saudi prosecution say the team was tasked to bring kushal ji back to saudi arabia willingly or by force and they say the leader of the team took it upon himself to actually carry out the murder the turkish ruling party says the whole account of events is a cover up turkey's foreign minister is more diplomatic but also dismissive. yeah it's we have said before this was a premeditated murder and also as we know the remains of the person were kept to
10:04 pm
pieces and the prosecutor has meachem this we already knew this but the dismemberment of the body was not a spontaneous event certain individuals and devices were brought here to this country in advance of the fifteen people who came to turkey should be tried in accordance with. turkish law because according to the you know conviction the turkish more as epochal boy in this case even if the murder took place and the saudi consulate in istanbul the saudi foreign minister. says criticisms of his country's investigation are unfair there's a presumption of innocence until proven guilty this presumption for a strange reason has been turned upside down in this case if people don't think that we are serious about taking steps legal steps against people implicated in this matter then they should wait until the legal process plays out before rushing to judgment. on friday they're up to significant events absentee
10:05 pm
funeral prayers will be held around the world for come. and for the first time his family will receive condolences at their home in jeddah and acknowledgement of not only his death but the body will never be returned and drew simmons al-jazeera is stumble. in and it will cost him our share his outside the saudi consulate in istanbul but first let's go to patty callahan with reaction in washington on today's events what would you tell us about the latest sanctions that the treasury is talking about imposing against some saudis. you know it might seem quite a coincidence that both the saudis make these announcements and also the trump administration comes out with these sanctions on seventeen people but we know that the trump administration has been very reluctant to take action at the very top of the saudi leadership still the treasury department announcing sanctions on seventeen people including saudi tani he was a top aide to mohamed been solemn in the crown prince and also the council consul
10:06 pm
general saudis consul general in turkey it's also been sanctioned for another top aide and fourteen other people so basically what does this mean it means americans are barred from doing business with these seventeen individuals and any assets that they have in the u.s. or transit in the u.s. can basically be seized or stopped these sanctions were probably expected by these seventeen people so it's highly unlikely that there are any assets to be taken but still the treasury department was forced to do this because senators bipartisan senators sent a message sent a letter invoking the magnitsky act so that they had to basically investigate and have some response this is the response the white house hopes it's going to be sufficient so far we've heard from senator rand paul in a tweet that basically saying putting sanctions on people who are already in jail means nothing these individuals might lose their heads and think basically you think they care about sanctions so that the white house what action if any has been
10:07 pm
taken by congress. well you could be possibly see this as a test case although you have to keep in mind there was just a motion basically to stop an arms sale to bahrain because bahrain is part of the coalition in yemen that saudi is leading it felt it failed in the senate to get enough votes to get a full vote in the senate but none of the senators came out and said that they were for this the saudi backed campaign in yemen or that they weren't for saudi arabia they said bahrain is a key ally that shouldn't be punished because of its association with saudi arabia . from what we've heard in the run up to these sanctions from the white house senators have made it pretty clear that they really don't think that the white house is taking a strong enough to approach and that they have threatened to do that if they didn't act so now it's the senate's turn we're wait and see they're going to react to the white house the white house has made its play and now it's time to see if the senate follows through. and thank you very much. and has followed this story for us
10:08 pm
since it broke in october he joins us from outside the saudi consulate in istanbul amount do people there see as credible the idea that this king could have gone ahead without the top leadership of saudi arabia knowing given that it will happen inside the constant. not at all in fact lauren the turkish officials who have been speaking to the media know have essentially dismissed this latest narrative as barely a hall of truth as they described it to me when they first heard those comments both from the prosecutor general's office and then later from other officials in riyadh they said that although there was it seemed some sort of progress from the saudis in terms of at least admitting to exactly what's happened the fact that they're trying to dress it up as some sort of extraction operation gone wrong is a joke that think well why would you send somebody who is able to dismember a body so quickly why would he be present in the consulate with the tools to dismember that body and why would you get rid of those body parts so quickly and
10:09 pm
have a body double and all these other things that seem to just happen to have been they are whilst this allegedly extraction operation was undertaken they find it very difficult to believe and therefore are required for treated really that the saudis continue this later on after more than a month not to admit to what's happened and more importantly lauren continued to cover up as to who gave that order they know saudi arabia very well it is an absolute monarchy nothing can happen without the directive would the create of the royal courts and today saudi arabia is essentially run by the crown prince and therefore they believe that this could not have happened without the information definitely without the information of the crown prince one hundred and some months a most probably without his direct order so what is turkey going to do about this now then. well that is a good question i mean if you look at the way in which the turks have operated from the beginning lauren you'll see that they've opted to use maybe slow pressure
10:10 pm
essentially slowly cooking this up but increasing the heat every time the feel that saudi arabia has not been forthcoming so in the beginning in terms of establishing jamal khashoggi never left the embassy to establishing that there was a hit team that sent him to finally establishing the body parts or remnants rather sorry and samples were found in the consulates and so forth so that's has been their m.o. from the beginning goalby it's that it's as matt being successful in trying to get some sort of international consensus that he supports initial pressure on the saudis but it would appear that on core is also frustrated not just at the lack of clarity and transparency being demonstrated by the saudis but also by the lack of vigor being demonstrated by its allies across europe and the united states they feel that they are allowing for a cover up to take place and therefore what is most likely going to happen as we've been seeing referred to by the foreign minister of turkey in the past twenty four hours is that they're going to look for other options and here notably speaking
10:11 pm
they're looking for an international investigation m is the international has said it's turkey's duty to trigger one turkey is very much thinking about it the foreign minister said in the past twenty four hours that there is definitely a need for it whether they do that through the international criminal court or through another mechanism will wait and see what you can expect in the coming couple of days more talk increased noise from ankara and istanbul in talking to officials going through the direction of probably in forcing some sort of international treaty or mechanism that's would push the saudis to to come clean. and thank you very much. politicians want to reason maser conservative party have launched a bid to remove her as britain's prime minister it's a response to her draft divorce deal to withdraw britain from the european union breaks it hardliners so the deal makes too many concessions to the e.u.

violates u.k. sovereignty by treaty northern ireland differently from england scotland and wales may as or knowledge the concerns of those opposed to the deal it is said is the right course of action my approach throughout has been to put the national interest first not of partisan interest and certainly not my own political interest i do not judge harshly those of my colleagues who seek to do the same but you reach a different conclusion they must do what they believe to be right just as i do i'm sorry that they've chosen to leave the government and i thank them for their service but i believe with every fiber of my being that the course i have set out is the right one for our country and all our people to hell is in london for us so resignations of ministers plots it's been another testing david tourism a and her offer to visit she is showing no signs of backing down history.
10:13 pm
no a particularly defiant press conference there a couple of hours ago now to resume a facing some very difficult questions from members of the media she is a prime minister embattled on multiple fronts now she's suffered as you said resignations there in her cabinet two very key ones one of them the breaks administer it's the second time in just months that that portfolio has been vacated as a result of resignation and five others junior levels all over this deal that she's brought there is the possibility of a leadership contest being launched by her own party if a sufficient number of letters are received by the backbench committee the one hundred twenty two committee of we know that more of those letters have gone in today and as she tried to sell the deal to parliament earlier in the day an extraordinarily hostile skeptical reception from m.p.'s on both sides of the house on both sides of the debate it seems that she's not managed to satisfy anyone with
10:14 pm
this deal that she's brought to parliament to the country but she's determined to carry on anybody who thought she was going to resign was quickly disappointed in that press conference she believes she's doing the right thing she believes this deal is the right deal for the country the one the only one available that honors the people's decision to leave the e.u. for breaks at that gives them back control of their borders their money their laws that protects jobs that's good for business and she's absolutely determined that no one's going to stand in her way being prime minister on march the twenty nine when this country leaves the european union injury a possible leadership contest as you mentioned looming how is that likely to pan out. well there is a mechanism within the conservative party whereby fifteen percent of sitting m.p.'s that's forty eight in the current numbers send a letter to the chairman of the nine hundred twenty two the backbench m.p.'s committee asking for
10:15 pm
a vote of no confidence then automatically one is triggered we won't know we don't know we've no way of knowing how many of gone in but we know that more have gone in today because certain people jacob. deeply euro skeptic m.p. on the right of the party among them has said that they have sent letters. if she were to win that vote of no confidence then she gets immunity for twelve months she can't be challenged again and it is not in any way certain that she would do anything but when it the numbers don't appear clearly at least to be there for a simple majority of course if she were to lose well then that raises the possibility of a more ideologically driven pro brags of conservative prime minister coming back throwing this deal back at brussels and the possibility of a no deal exit looms that's one of three broadly speaking possible scenarios the other is if it goes the distance to parliament and it is voted down in the numbers a very bad in parliament again the no deal scenario looms but the third possibility
10:16 pm
exists that if all else fails to reason make and say look i've done everything i can there is no option left but to go to the country a so-called people's vote a second referendum as more and more talk about it happening the possibility is certainly there on the ballot no deal or no bricks it general thank you very much. still to come on the program sounded coalition orders a pause in fighting around gammons port city of the data as the u.n. warns it could cause a humanitarian disaster. because the chaos in sri lanka is the constitutional crisis brings politicians to blows and the suspension of parliament. hello there has been a fair amount of snow for some of us in europe recently mostly out of this area of clouds here and this is what it covered looks like in kiev you can see quite
10:17 pm
a bit of snow has landed there and i think they'll be a little bit more as we head through the next few days there has that wintery weather then out of this system here there's still pushing further southwards and so more of us will see that rather cool air the temperatures in bucharest will be dropping say five degrees as a maximum on friday and then down to just three as we head into saturday and then on saturday for many of us across europe the should be a good deal a fine draw a weather with temperatures this low that we can expect a fair amount of mist and fog towards the west and more in the way of clouds just rolling its way into parts of spain and portugal some strong winds as well so things here will turn pretty wet and windy during the day now for the northern parts of africa we've got a few areas of showery weather around one that stretching in through parts of southern italy that's also affecting us in tunisia and the other one that's hit every parts of morocco and all of that is edging its way eastwards already picking up as well say for some of us now geria and into nitze on saturday is going to be rather gray and at times a little bit wet as well for

10:25 pm
coming from different quarters of the government here on the one hand you have an official announcement that has finally been made after hours of waiting today confirming what we thought was going to happen all along which is that this repatriation plan which was supposed to begin today with was supposed to see as many as one hundred eighty five of families returning to me in march that that has been delayed but at the same time we are being told that any rogan's a refugee who wants to return voluntarily can do so there are officials with the ro hinge relief and repatriation commission that are saying that in essence a mechanism has now been set up by which the loser refugees who would like to return to me and more can do so we don't yet know what form that has taken and what steps refugees would have to take in order to do that what i can tell you though is
10:26 pm
that everywhere hinge or refugee we ask today's who has told us that they are on that list to potentially be repatriated they have said that they do not want to return that they are afraid for their safety that their citizenship rights aren't guaranteed and that they would not even consider going back until they thought that they could actually live in me and martin some warm up peace and security that the u.n. security council has voted to extend its peacekeeping mission in central african republic by months and another date to extend the mission i want to hear is expected soon and has really been a moment of peace since the conflict began there five years ago. an alliance of muslim rebels known as the seleka overthrew president bush's government in twenty thirteen a few months later rebel leader michel djotodia was sworn in as interim president but he was forced to resign after fighting between the celica and christian
