and not human rights thank you very much for your thoughts on this story would love to hear from you on this and other stories we're covering on the news great of course all the different ways to get in touch with us on the bottom right of your screen right now don't forget to use the hashtag. great. moving on now to the central african republic and the conflict there the man known as rumble the central african republic politician and former militia leader accused of killing civilians and recruiting child soldiers while his real name is. caught up with him he's appeared at the international criminal court in the hague he's facing war crimes charges for his time as senior leader within the mostly christian movement its fight is attacked muslim seleka rebels who are in twenty fifteen. is the first suspect in central africa republic's current conflict to appear before the i.c.c. rory chalons has more from the hague. well alfred soames first appearance at the international criminal court here in the hague was short and procedural just
12:01 am
thirty minutes or so long the three judges confirmed the suspects identity they also establish the language in which he is to understand proceedings as they are told and stay outlines the charges against him he specifically accused of being involved in murder torture cruel treatments mutilation intentional attacks against the civilian population intentional attacks against buildings dedicated to religion in this mince of child soldiers and displacement of the civilian population this is a step of some significance for the central african republic it's the first time that anyone involved in the recent conflict has ended up here to face charges it's going to be some time before the actual trial proper gets underway the judge said that it wouldn't be until april thirtieth of two thousand and nineteen that things really will swing into full action here at the i.c.c.
12:02 am
. rui chalons in the hague sic a closer look now at the conflict in central african republic this latest sunrise began in march of twenty thirteen when an alliance of muslim rebels known as the seleka force the government of president who is a christian months later a rebel leader michel djotodia was sworn in as interim president he failed to stop fighting between the seleka and a christian group known as the untied baloch us so he was forced to resign in january of two thousand and fourteen that violence led to hundreds of thousands fleeing and the united nations deploying a peacekeeping force to support african union and french soldiers but it's had limited impact several ceasefire deals have been signed and violated leading to a worsening humanitarian crisis and both sides accused of war crimes all feel kroc is an africa analyst and author of distant justice the impact of the international criminal court on african politics he says the i.c.c.
12:03 am
isn't actually doing a good job at bringing high profile suspects to court. yes it's all me is in effect a middle ranking act in the violence in central african republic there's no doubt that he's charged with extremely serious crimes but but within central african republic he's not considered one of the big fish and so the suspicion around his case is that we're seeing something that we've seen with many of the other i.c.c. cases across africa which is that the court is going off to suspects who are available rather than those who have potentially the most responsible for these crimes in fact the i.c.c. only issued an arrest warrant for ye khatam when he fired this rifle in the palm and he was then arrested by the current government so he was in jail and therefore he became a viable and then we saw the i.c.c. issue this arrest warrant it's not clear that the i.c.c. has been focused on him for a long time it seems like he might have turned up in the hague more by accident
12:04 am
rather than design i.c.c. in many ways is a very weak institution it has very few resources it also has very little expertise about the african societies where it's conducting these investigations so this means that the i.c.c. is really struggling to go after the most important cases the the high ranking government officials the highest ranking rebel leaders who are responsible for atrocities instead it's having to go off to these kind of middleman activists and yack yack it's always very much in that category. now al-jazeera is nicholas traveled to see recently where he landed an exclusive interview with the man in charge of the largely muslim neighborhood of p.k. five in the capital bangui let's scroll down just a little bit to see what we're looking at general force numeri matal most is accused of crimes during a fight this takeover of our five years ago and the government of the central african republic wants to arrest him watch nicholas exclusive report an exclusive
12:05 am
interview with him on our website at al-jazeera dot com let's stay in africa for our next story and south africa's high court has ruled in favor of a community over mining rights sorry highroad our social media producer is here to tell us more about this story tell us about their reaction and also what other communities are hoping for now well it's actually quite a local story it seems but with much bigger implications because the south african government is no longer allowed to let in mining companies in the eastern village of color banning without the consent of locals this is how they reacted to that court ruling. now it's a major victory for the community against australian company trans world energy and mineral resources and for environmentalist of cross south africa and a long fifteen year campaign against a government proposed to its honey a mine along the walls coast the columbine community argued
12:06 am
a mine would destroy their homes culture and ecology despite the government promising it would bring in one hundred eighty million dollars in revenue now the judge concluded in favor of the locals who now have the right to decide what happens with their ancestral lands. now several members of the crisis committee which has fought for the community's rights have been threatened or killed even over the years making this victory so much more significant. it was a big relief for us and it's not only helped in not. just set a precedent to the whole way that because this is where. we need to remember in effect it. might be now if a right of the people have been protected and and we. need to zone to be protected because we're struggling for many many years as
12:07 am
a community to be developed but a whole of mind is going to listen to what people want now the government will look to appeal parts of the company judgement it says in south africa's mineral resources minister says there's a risk it could spell the end of mining in south africa in the next few years resume no dover no money. the budget there's no way there is too many less of them from the state to the communities elegant if that is the case there would be no minimum number do it put a verbal sort of condition that. there must be in their courses in the board benefits to communities before you've got mine. again your courage and i mean they're all dead you know how big is it there what is the price of that minute have gone down or committed to his. i
12:08 am
haven't said well behavior when it comes to pricing now if you you you heard about my. two brothers who had that liberal who caused to go to a man and you're going to roast up man. and i'm just international has released a statement on the ruling it says the judgment sends a clear message to multinational mining companies that they cannot trample over people's rights in the pursuit of profit now the struggle for land and resources is actually a walled wide global issue taking its toll on lives on the environment now according to the nonprofit watchdog global witness at least two hundred seven activists were murdered just last year while defending their land and environment and most of the killings have been documents if they were related to agri business but mining if you take a look just in the corner that is actually the second biggest reason now i'm a dba and bonnie which is the name of the village of the hashtags that people are using since the news came out and this is a picture of
12:09 am
a postcard that was sent by the locals there ministry highlighting why it's important for them you'll see they mention that they want to be able to use water and land to grow their crops of food through the natural streams there are many also have been tweeting about it of jubilation calling it one of the biggest and happiest days in south africa it was by wilson funny to get a chance watch this very interesting discussion on inside story about south africa's mining industry and why it's a source of so much tension south africa has some of the world's biggest reserves of platinum gold iron ore and coal and mining is also into twined with race relations in the country the people who work deep on the ground in often dangerous conditions are overwhelmingly black while the executive is overseeing them a mainly white and interesting discussion on that topic watch it by clicking on the show stab at al-jazeera dot com and then click on inside story. with millions on the brink of starvation a visit by the u.n. special envoy to yemen may help pave the way for an end to the conflict
12:10 am
a day after going to martin griffith has been in who data where pro-government forces backed by the saudi u.a.e. coalition have been trying to seize the city from who the rebels for months has given a glimmer of hope for a cease fire holding talks with the whole season announcing that both sides have pledged to attend peace talks in sweden next month joining us on the phone now is lee's grandy who's the united nations resident and humanitarian coordinator for yemen she's on the line from yemen and she was traveling earlier to who data with the u.n. special envoy thank you very much for speaking to us please grandy we understand that the u.n. has been given an observer role in the port of who data what will this mean for aid operations. we seem to have lost connection there to release grandy the un humanitarian coordinator for yemen will hopefully get back to her in just
12:11 am
a few minutes when we reestablish a connection in the meantime. though is in nearby djibouti as you know monitoring the war in yemen for us and he has more on what the u.n. special envoys visit has achieved. u.n. special envoy martin griffiths says he has managed to get some form commitment from both parties in the conflict in yemen to peace talks to be held december in sweden he visited the port city of. the management. of today where more than seven percent of the country's imports including aid go through the un want some sort of supervisory role in the management of the port on the whole thing under intense pressure too hung over the management of the ports to a third party amounting to food safety is managed to get the. agreement of the management of the port to talks about how the u.n.
12:12 am
can get some sort of a role in the management of the port there seems to be consensus building all around within the international community for peace talks to behold it's the only way it's believed that yemen come to a ton to peace and also the humanitarian crisis in the country can be resolved these a lot of pressure on not only the fighters on the pro-government alliance but also the sodium supporting the government in yemen. door reporting there from djibouti let's take a look at some of the other stories making headlines around the world now this hour and the united arab emirates says it is reviewing a request for clemency from the family of a british academic jailed for life for spying the u.s. ambassador to the u.k. has defended the judge's decision matthew hedges was arrested at dubai airport in may while on a research trip for his university. says he was forced to sign
12:13 am
a confession in arabic which he didn't understand mr hedges family have made a request for clemency and the government is that that request. british foreign secretary jeremy hunt had a good composition with our foreign minister i also met him is that the privately as mr hunt we have an extremely close partnership with the u.k. because of this threat and that relationship we are hopeful that an amicable solution can be abused is there a small brennan has more now from london the u.a.e. ambassador who's come out and first of all defended the integrity of the united arab emirates judicial system saying that he had just was not convicted after some five minutes summary justice trial that three senior judges examined his case over the period of a month and found that the evidence against him was in the in the ambassador's
12:14 am
words anyway compelling that said he said that under u.s. law there was the possibility of a defendant to appeal against the sentence or be applied for clemency and it's he made it clear that the family of matthew hedges has now made that application and the government of the u.a.e. is looking at that application for clemency he didn't say which way it would go and this follows a whole flurry of diplomatic activity from the british side daniella to harder who was there when matthew hedges was sentenced to life in prison and on wednesday met with the british foreign secretary jeremy hunt here in london on thursday came out with a far more formal reassured she seemed with the actions of the foreign secretary and the foreign secretary and self who had earlier in the day met with the. london tweeted as i follows i believe and trust the u.a.e. foreign minister that's in abu dhabi is working hard to resolve this situation a s
12:15 am
a p and that's how least with a statement from the foreign ministry in abu dhabi saying that they hoped an amicable solution could be found. paul brennan in london let's now return to the situation in yemen and speak once again to lee's grandy whose united nations humanitarian coordinator for yemen joins us on the phone to thank you so much for speaking to us you travel today to with the u.n. special envoy martin griffith we understand that the u.n. has been given an observer role in the port of data what will this mean for aid operations today when we were in. with authorities on the ground what conditions would have to be met. to play a leading role in the port if the parties to the conflict if they ask to take a leave the un is ready to do so can you tell us about the situation as far as aid operations we understand that fighting has eased a little bit in who data what is the current state of aid operations and what were
12:16 am
you hoping to achieve through this visit. they halted in operations and military operations came at absolutely the last minute the people of today to have been struggling since june because of the conflict the u.n. estimates that about thirty percent of the people who are still left in the city are barely holding on and that's why we have welcomed the pas now there have been outbreaks of biting and every one of those has taken a toll so for the last ten days the situation militarily has improved dramatically we can't say the same thing in humanitarian terms twenty five percent of all of the children in the gaita are suffering from attrition we are deeply worried about health conditions we are deeply worried that people do not have the supplies that they need in order to survive and this is why the united nations is dramatically
12:17 am
ramping up the assistance that we are providing to people in the port in the city the u.k. charity miss grant they save the children released some pretty grim figures just a few days ago talking about eighty five thousand children that may have died from a lack of food in yemen since the conflict acts escalated three years ago how do you react to those figures and what do we need right now to scale up the humanitarian response besides of course stopping the conflict. it's absolutely clear that the human cost of this conflict is on acceptably high and it's also clear that the war has to stop the united nations and humanitarian partners are estimating that if the conflict continues the country will be brought to the brink of one of the largest famines in recent memory in the worst case scenario we could see twelve thirteen maybe even fourteen million a million that's happy entire population in need of food assistance this is why
12:18 am
humanitarian everywhere are saying enough is enough we have to get the party to the conflict to the table and there has to be a political and to this conflict it's gone on far too long thank you very much for taking the time to speak to these grundy is the united nations humanitarian coordinator for yemen she was joining us there on the phone from sanaa thank you for your time. now to pakistan where the chinese consulate in the sports city of karachi was attacked by suicide bombers earlier friday it was an unsuccessful attempt but at least two policemen were killed the baluchistan liberation army which is known for targeting security personnel guarding chinese infrastructure projects in the region claimed responsibility for the attack it to be has more. this is the man who attacked the chinese consulate in karachi armed with guns they calmly walked up to a security checkpoint and opened fire police say the men threw up to ten hand grenades at the compound as they tried unsuccessfully to storm the building they

were stopped by gods before they reached the consulate. two policemen who were on duty have been killed the attackers parked their car away from the consulate they were stopped from entering the building three attackers have been killed. the separatist group the just down liberation army said the three gunmen were it's members the groups angry at the so-called china pakistan economic corridor will a sixty four billion dollars chinese investment which aims to connect the port of quater in southern pakistan to northwestern china railways and pipelines the development promises to bring jobs but many people in balochistan say china is exploiting pakistan's resources the chinese government says it's asked islamabad for more security. josh the chinese side strongly condemns any violent attacks targeting any diplomatic missions and requests the pakistani side takes measures to ensure the safety of chinese nationals and

organizations. pakistani prime minister imran khan says the attack on the consulate was part of a conspiracy against economic cooperation between pakistan and china the foreign minister also condemned the gunman. one attack a designated his suicide vest killing two policeman but police killed the other two attackers before they could enter the consulate premises we're glad that all the consulate staff a safe the government says chinese consulate staff have been moved to a safe location and that security forces have the area under control however they're braced for more attacks from people who feel china is transforming the impoverished region but not giving them a fair share of the benefits victoria gates and there are. well pakistan has been a close ally of china since the one nine hundred fifty s. islamic bodies nabhan largest buyer of chinese made weapons beijing has funded more

than sixty billion dollars worth of interest infrastructure projects as part of the china pakistan economic order the development seeks to connect western china with the seaport of which is in baluchistan province but since construction began chinese workers have been subjected to a number of attacks that speak to symbolic regional peace and security analyst she joins us live from islamabad thank you very much for being with us this is why is china be being targeted what does the baluchistan liberation movement have against the chinese in the region and the country in general. i think generally this is the dog doing as part of factually the certain below two organizations have had these at monash in a list insurgent issues with the state of pakistan for a long time to come and these are cyclical cyclical conflicts which kind of intensify or pedia than then they kind of reduce and this has been going on for several decades part of that the nationalist struggle of these village
12:22 am
organizations is linked to these themes of exploitation for resources by the state of pakistan because the sun's a very sparsely populated area the population is very small but the province is very resource rich and because the baluch are usually live in relative poverty compared with a part of pakistan there is a sense of marginalization beach has been washed which has turned in and some of this sense of marginalization has been user exploited by some of these more hardline insurgent organizations and as a negative against the pakistani state now this all about a day of has stone towards now china because china has entered the region also is looking to kind of you know invest in the infrastructure energy infrastructure water infrastructure and baluchistan and specially the border is a part of this large seabeck project which is china pakistan economic order dog project that's why china is also being targeted chinese interests chinese personnel
12:23 am
have been targeted by these organizing what it is not disability liberation movement there are also other countries that are not comfortable with the chinese presence in pakistan india the united states what is pakistan doing or saying to ease those concerns and what does chinese investment bring to pakistan. well i think we're best fighters the u.s. and india both have kind of shared their views on seeburg and not just see it back on be at our b r i which is the road project of china which connected to connectivity global connectivity project and many countries have raised issues and specially us who is also a partner to pakistan and has been a close ally of pakistan has researching the concerns but u.s. concerns usually lead to the the possibilities of a dextre because a lot of these developing countries which have gone into videos economic laws become part of the b r i order a seebeck related project are kind of having macroeconomic issues on itself as
12:24 am
having macro economic issues or it's not directly linked to seabeck but this this concern has been raised by the u.s. but india has more geopolitical concerns india feels that partly first of all there are military strategic concerns there is a possibility or the admin although china and pakistan border have clearly said that the border go either borders or nonmilitary board it's an economic hub but they are possibilities of dual use it as a military board for china you know in the future that is one and also india feels part of the root boxes to get both this done which is still as part of the larger kashmir issue is a contested territory and and india's will really raise that issue on various four forums pakistan has addressed u.s. interests and b. because pakistan is also a partner with the us the us is a pakistani pakistan's economic partner and in various other forums in a strategic strategic ally we have discussed this issue at several forums i don't think there is a dialogue going on in india and seabeck as yet ok thank you very much for your
12:25 am
insight on that one because i'm feel that it has to be in a lot from seat back from the investment ok and thank you so much to come for your time as a security am is joining us there from islamabad in a separate attack in northwest pakistan an explosion in a crowded market killed at least twenty five people including children dozens were injured in our sky districted recently merged with khyber pass to inquire province after decades of direct rule from islamabad no one has yet claimed responsibility for the attack. has more from islamabad. and that's going to a busy marketplace and lower order guys great job until recently was a part of their tribal area but now merged into the wild brabant has claimed at least twenty five kids over thirty five wounded this is a remote region in the province where jokes several of the most seriously wounded could be taken to hospital to
12:26 am
a nearby town the attack coming at the time when father son has witnessed a relative calm however day five three cases indicated that did a spike in order to act there was an abduction of the senior pakistani police officer who body was then found on the afghan side of the border august on has already indicated their village gaining momentum and carrying out deadly attacks on both sides of the border in afghanistan and relatives in pakistan also elements of the day to get taliban bugger stonor were driven out by a military offensive are also operating and a border regions that have taken responsibility for a number of our dag that have taken place simply have the budgets on a prime minister i had already said that dictated a really big price no matter what the price the pakistani military chief had also been speaking recently saying bogged down in being subjected to a hybrid generation wall where foreign powers are trying to destabilize
12:27 am
pakistan. time now for another check of other stories making headlines around the world and green party delegates from thirty five countries across europe are meeting in germany's capital to discuss their manifesto for elections next year after recent unexpected gains in germany belgium and luxembourg they're hoping to fail in that political vacuum across europe in germany the greens are second only to chancellor angela merkel's christian democrats in opinion polls let's go to dominic cain in berlin for us dominic. good fully it's a cold also here in northwestern europe and yet the green party across the continent feels it has the spring in its step as you say those election performances here in germany really have put the wind in their sails as it were they point to those opinion polls and say well they are the coming force but it's not just in germany of course there are many other movement screen movements across europe who have been prospering certainly in the netherlands where the links party
12:28 am
the green left party did particularly well in the general election of last year so what has really been accounting for this green way for germans called guna vella that's been floating across the council with me to discuss that is from the through links from the green left party in the netherlands so i thought what is really the reason for this popularity of the green party this upswing in green performance rush across the continent i think what you see all over europe is that the people of course very dissatisfied with the center parties they are stuck day they don't know really how to get to the new problems how to solve the new problems and you see that they are more stuck in political play with each other then of course for a while there was the answer on the right the populist right saying we have an answer we step out of the euro we give up the euro we the refugees are the problem always blaming someone else i think that was for a certain moment popular but then people started to realise that they don't provide arms the only answer days say is no so people are now really also looking for
12:29 am
issues for parties that say we are not the center party we don't. not for the status quo we want another europe for example but we don't want to be a destructive east force and i think they're the greens you see them as a very credible alternative and there's people turning into so the question then is can you ride this kind of out of this green wave or wade through made through the european elections and if you do what will you do with it yeah it's of course a tough question to say because we know in politics politics six months is a very long while but i do think if you see on the how strong the developments are in countries like netherlands belgium luxembourg germany but also from sioux city to greens coming up because mccoy is also disappointing i think that you can say that we do expect that this green wave will continue until may and we will profit from it and what will we do i think very clearly we have two big priorities when we are going to be good and have been successful for european elections one is climate
12:30 am
change policies very clearly we are green party is one of the biggest challenges we have and europe really needs to deliver not only talking but also really on policies the other one is being very serious about social you're not talking about you know a bit of social touches here but really the fundamentals why do we have these problems in europe that taxation is still national so there is a race to the bottom every country is trying to attract companies by giving them lower and lower tax levels so if you look at our societies there are more and more diverse and there is more and more unjust taxation companies not being and the people have to do that them i think that core problem of your protect sation is still national that needs to be addressed otherwise we will never be able to talk about social europe and in the end that's what people are concerned of can europe deliver us jobs pensions education and i think it can but then we have to have taxation and that's going to be one of our key and asks to us what your movement
12:31 am
wants to do for you personally all trying to become what they call. but some kind of a lead candidates for your movement across the continent why do you want to take on that responsibility and what can you personally do well i've been now in the european parliament for ten years i think i showed that i can also deliver results green results i've been doing climate change research before so for me clearly i bring in climate knowledge and climate policies from the core but what i've always been doing is also look at the combination of green policies with economic policies creating green jobs the economy and that is my personal agenda why i went into politics and i think that person agenda fits very well the green party origins so that i think now it's time to combine the two and that's why i want to be this lead candidate for the greens who will see how that works out in the course of time at this conference by tomorrow because i can't see from the footage possible very much through time so this conference going ahead over this weekend the question will be
12:32 am
can this movement effectively roy the green wave always amazing ropy in elections and prosper in the vote then party for the moment forty thank you dominic cain live in berlin and the lines of opposition parties from the democratic republic of congo has chosen a second candidate to represent them at the presidential election they've put forward for leaks the security from the u. d.p.s. body campaign against martin for you to the other opposition candidate and president joseph kabila speak for the top job. and long delayed election is due to take place on december twenty third in sri lanka m.p.'s supporting the disputed prime minister made the rajapaksa have walked out of parliament for the second time this week they're accusing the speaker of favoritism last week ottoman tarion spassky a no confidence motion against rajapaksa both he and rania become a singer who was sacked by the president last month say they are the no full prime

12:43 am
blocked taiwan from international sports events until one thousand nine hundred one when the international olympic committee agreed with both sides that taiwanese athletes would compete as chinese taipei athletes use the emblem and flag of the chinese taipei limpid committee a march to especially written anthem with the lyrics about the olympics the i.o.c. that say that even if the referendum poll says that won't change taiwan has been accused of politicizing sports by china some athletes are worried that if the vote passes they won't be able to compete at an olympics where others say they are being suppressed adrian brown is in the taiwanese capital for us. well politics affects all aspects of life here in taiwan and now it's the turn of sport this is a very controversial referendum and it's stirring interest not just here in taiwan
12:44 am
but of course also overseas now just a few days ago to illustrate the divisions this issue is causing a number of athletes took part in a protest they are against the name change they fear that it could lead to taiwan being excluded from the twenty twenty lympics the i.o.c. has ruled that that could happen if taiwan goes ahead with the name change but supporters of the name change say that it's humiliating for taiwan to have to compete in international sporting events is chinese taipei and not taiwan and they point out that this place has been a self governing island for the past sixty nine years the voting age in this referendum is also being lowered from twenty to eighteen that's significant because opinion polls show that many young people are in favor of the name change also the threshold for eligible voters has been reduced from fifty to twenty five percent
12:45 am
which means that a simple majority will suffice all of this of course poses something of a di lemma for taiwan's government because if the vote is in favor of a name change it means that legislators will have to present a bill for parliament to vote on and that will present the government with further entanglement and of course raise tensions with china at a time when there's already a deep strain in that relationship now as if we couldn't love shaquille o'neal anymore this lady over there retired n.b.a. star is being shed after he responded to an emergency on thanksgiving day. while on his way to handing out mails with the local sheriff's office in florida shack and the police witnessed a car accident the fourth time n.b.a. champion went to comfort the children involved in the crash is actually an auxiliary deputy for the kent county of broward in florida after helping secure the

12:51 am
that this third person the thirty words could blow to the crown prince mohamed and sound man but of course i have to underline that the technical analysis haven't concluded that yet because the truth was doing all these calls from his saudi mobile phone and technically turkey needs support is to analyze it properly to tell which person that sound belongs so that's why turkey i'm told by the office feels that turkey really needs technical support in that from the united states off the shores since this is a very new information i wasn't able to confirm whether turks asked for an assistance from the u.s. side or if they have been talking about this but every right now we know that there is a third voice in the phone conversation coming from his office as a third person and catalonia was transferring was was briefing and the other person about what information matric gave to him and they were talking about all the

was actually linked to the saudi intelligence agency has has went to saudi arabia flight to saudi arabia seventy two hours before jamal has shipped his entrance to the consulate and he came back to his stumble right before joe. came also another technical analysis phase that the saudi consul general spoke to. three times on the form before jim our ship just a killing and he also exchange one e-mail but of course time will show what kind of information was in that e-mail because the technical analysis are still continuing fallacy here those investigations continuing in ankara thank you for the moment well earlier turkey's foreign minister accused u.s. president donald trump of turning a blind eye to the murder of the saudi journalist no matter what investigators cover now that cover solo also suggested the u.s. only wants to protect its own interests and said that the european union the
