the united states thought it could bear the responsibility of what could be the nie just farm in decades if it doesn't stop its support for the so do you equal nation . to boot the three ukrainian sailors captured by russia during a naval confrontation in the black sea have been sentenced to two months in custody the courts in russian controlled crimea is accuse them of illegally entering its territorial waters russian forces opened fire on three ukrainian ships and then seize them on sunday ukraine's government has declared martial law in response under simmons with more for us from kiev little is known about this court hearing although reports say that at least three men have been served with detention orders for two months pending investigations and a total of around twelve of the twenty three who have been detained appeared at the court and now prior to this there were
3:01 am
a number of interviews on television with some of the servicemen and they were evidently under duress according to the ukrainian officials who have remarked that this was an outrage and there was a lot of condemnation about the whole content because these men all admitted that they had broken international law they'd gone into russian waters and they'd been warned against it that they were engaged in a provocation this was very much the narrative of russia in what it's been saying and so ukrainian officials are saying that this was against the geneva convention and that they should be getting red cross people to see them furthermore there has been an escalation in the rhetoric in this crisis it really is getting more and more aggressive in terms of what side is saying to the other. plenty more ahead for
3:02 am
you on this news hour and after facing tear gas and resistance central american asylum seekers are now rethinking their quest to reach the united states genetic modifications a doctor claims he's created the world's first so-called designer babies and there is global outrage and sport we'll find out why manchester united manager is getting ready to walk to his team's champions league game. but right now we are waiting for the white house to hold its first news briefing in about a month actually and the first is what we should say since new rules were established for reporters asking questions well of course bring you that as soon as that happens plenty of reporters crammed into the briefing room there at sixteen hundred pennsylvania avenue but we're going to talk to she had her tans a little bit about this first of all i mean white house briefings are used to just
3:03 am
be a normal almost daily thing didn't they she had they have now under this administration very much taken on a different feeling. i think i recall the daily briefing ones with clearly they're becoming closer today to a monthly briefing although we should point out there that just because we're not hearing from sarah sounders the press secretary or any of the deputies that doesn't mean we're hearing from the white house donald trump i think is speaking more than ever to the press very other president i can remember he stops by the press pool whatever he's on his way to marine one and has a long press conference is takes as many follow ups is as can be given to me seems to revel in those sorts of experiences so it's not as if we're only hearing from the president and there's a great deal of evidence to suggest that actually the president doesn't much like other people speaking on his behalf he'd rather do it himself so we are hearing from the president perhaps more so than from any other president with the press corps but as you said yes we're not hearing so much from the press secretary himself but you know between you and me i can't really remember the last. thing but
3:04 am
sickly newsworthy that's not necessarily the case as you well know with donald trump himself identify it between you and me she have where on live television across the world if you will people are probably at that i guess the thing is you have this is been a full white house tradition and when these briefings have happened maybe not this one particularly in the briefing room but the one we saw most recently with donald trump i mean they they can turn ugly very quickly. to certain reporters who certainly set him off in the. right but then we hear all this background briefing that i actually don't enjoy is that he thrives on it he picks these reporters who he thinks that might be a tussle with it's good for him as far as he's concerned he likes having these arguments with with a press that he can then present as hostile and unfair to his base so it's not all of sort of simple simple as it seems as you said there no since that meeting since that press conference we do have now these new rules which is supposed to be to give them more civility i suppose as far as the white house is concerned so
3:05 am
reporters are only allowed one follow up question now but we'll have to see how that works as a great live event is a patient to see how sarah saunders now employs these new rules in the press conference was about to begin ok and we will bring you that live when it happens you have returns the in washington for now thank you. three u.s. soldiers have been killed in a roadside bomb explosion in eastern afghanistan it happened near the city of has me three others were injured the deadliest attack on u.s. forces in afghanistan in the past seventeen months now it was claimed by the taliban who are at the center of an international conference taking place right now in geneva afghan leaders and international diplomats are gathered there to discuss the future of the country and how to bring stability this from charlotte dallas. as president ashraf ghani and chief executive of dillard dollar deposit kabul for geneva they lift behind this violent protests across the west of the city over the wrist of a local shia commander the disparate to prove they were in control and in geneva
3:06 am
they will lay down what they have achieved with international money what afghanistan has to show the billions spent on security and i have a seventeen years the sad news is that the afghan government will not have a stellar achievement to present it to the international community when sitting gaited afghanistan i'm sure that could be a very difficult time for the afghan government to show a tangible outcome for the law for the past two years. while not tangible there is optimism around the prospect of peace talks between the taliban and the us became public six months ago and have gained momentum in recent weeks of. foreign troops in your country what will be your demand of course we want to be we go out and you . live in a free country that's starting to manage to need to go on a u.s. special envoy to afghanistan was announced in september to broker
3:07 am
a deal though michael met with all parties earlier this month were in very strong negotiations in afghanistan right now which a lot of people don't know about this may be the first but we are in very very strong negotiation in afghanistan we'll see what happens or something have. that would be a great thing. president danny has largely been sidelined the taliban says they will only talk with the government after reaching an agreement with the us i will not in afghanistan have done the holocene again all the afghans even militant groups are tired of fighting it is clear that these gatherings are pushing towards peace all afghans are supportive of this conference it will be better for the future and i hope so it would be better for the peace talks with taliban is. far away from the streets of kabul in geneva they will take stock of this reality they will debate how to give afghans a base a life they will talk about pace and solidarity accountability and commitment woods
3:08 am
that meanness will hear but they carry on aware it's a moment to miss and dallas. david said he with us now senior associate of the center for strategic and international studies also we should say a former deputy assistant secretary of defense covering afghanistan pakistan and central asia so nice to have you with us what do you make of this geneva conference in the first place that seems to have a pretty wide cast attending all the sort of person players of all arrived. well the geneva conference is another in a series of international conferences actually going back to january of two thousand and two where the international community has gathered to examine what is needed to support a more prosperous and safer future for afghanistan early conferences were all about pledging more recent conferences have focused as this one well on achievements so
3:09 am
this is an opportunity for countries around the world that have supported afghanistan to show they will continue to support but particularly with an emphasis on peace with the prospects prospects for peace continuing to improve tell me more about that improving i mean you could look at it and think well three u.s. soldiers have just been killed and more of being killed in the last thing that's the most that have been killed in the last seventeen months but you're saying the prospects for peace are good can you elaborate on that a bit. the prospects for peace are good first of all because the people of afghanistan both those who support the government and those who support the taliban really wanted a three day cease fire that both sides agreed to back in june produced an overwhelming. surge of support for peace on all sides and the fighters on both sides passed the message that they were tired of fighting tired of killing each other and wanted peace so there's a dynamic for peace there also i think both sides have recognized they cannot win
3:10 am
militarily the government does not have the strength to take over all the rural areas that the taliban is strong in but the taliban does not have the ability to to take over and any of the urban areas where most of the population lives and where the government has very strong control so in this situation of stalemate which it's been for about three years now peace is really the only only way forward for most of the people involved but how does the taliban shape up as a peace partner or even just as we can say in the goshi is it a strong cohesive group where if they say yes or no to something at these sorts of talks then it will be implemented. the taliban are a strong and cohesive group but in that strong cohesive group there are different views some people still some of the taliban leaders still want military victory others are very ready for peace but the taliban moves by consensus so that's going
3:11 am
to be a slow process the recent naming by the taliban of several former older taliban leaders to lead peace negotiations was a step forward the fact that over the three months or so that ambassador homicide has been the special envoy he said two trips and very intense mc discussions with a range of taliban leaders most recently in doha where the talks went on we understand for three days the these are unprecedented the u.s. has met with the taliban before over the last eight years have been a lot of meetings but this is the first time there's been real discussions at the same time it's not clear yet that the taliban militants the ones who want to continue to win militarily are ready to buy into peace that's still to be determined and president trying to see a factor in all of this and you know hesitant to bring everything back to him but his afghan strategy. well his afghan strategy of a year ago which was to stop having a time time limited deadline the way president obama did and to commit to
3:12 am
a long term supply in terms support for afghanistan we'll see some of that at the at the meeting in geneva that certainly delayed the bow to the ground work for the taliban to realize they cannot win militarily they can continue the stalemate but they can't win so i think that that policy is working and even when he announced the policy in august of twenty twenty seventeen president trump made clear that that peace talks where the way to go is naming of investors on the holidays are a very capable capable very distinguished diplomat to head this effort was a strong signal that that's going to continue and you heard in your piece earlier that. thinks these talks are moving forward no guarantees but there is forward progress and as i said before i think the prospects for peace are greater now than they had been before although of course fighting continues david said it's always a pleasure talking to you thank you for your time. the united nations has released

more than nine million dollars for humanitarian programs in venezuela trying to improve health care for women and children caught up in the economic crisis more than a million venezuelans have fled to neighboring colombia alone where many of them are actually now receiving free medical care and a sandro from p.s. he reports now from the coastal city of rio. it's the world's largest hospital ship one of two the united states navy this batch is to offer free medical care with a crew of nine hundred doctors nurses and volunteers thank the u.s. in this confrontation in colombia is to provide health services to locals and migrants fleeing the crisis at home the migration crisis has certainly played a factor we are here to help the colombian government and there and there's obviously strained health care system. provide for all of those in need here and. hundreds of people lined up on the first day of service in

a coastal city close to the border most of the care is offered on shore while surgeries are done on the ship and the cup there's fly patients to one of the comforts twelve operation rooms. many like these children had never seen a dentist before there's like a boy who arrived weeks ago from venezuela were desperate for medicine her two year old has chicken pox two month old suffers from disparate tory problems. you can't find any medicine in venezuela hospitals are empty doctors are gone there's nothing left. but we couldn't find the medicine nor afford it when a downturn has ravaged hospitals which shortages of drugs spec scenes and outbreaks of infectious diseases that have spread across the border. has increased like two thousand percent in a year it's on this i think we're almost the number one country in the world
3:15 am
there's no way. the doctors will stay in rio for five days one of two stops the mission is making the u.s. closest ally in the region in the country that has already received over a million venezuelan migrants. the u.s. government says the mission is a reflection of friendship. solidarity with the americas but it's also certain to irritate the business well and government officials who insist that there is no humanitarian crisis in their country. in response to the mission the chinese government one of venezuela's few friends has dispatched its own medical ship to business well i think there's very few cases of purely altruistic actions on the part of governments unfortunately. medical missions are an important aspect of soft power but geopolitics count literal for people like a hundred in their family who are just happy for the care they finally received

unity candidate. some central american asylum seekers have decided to return home after facing tear gas at the u.s. border but while the number of giving up on their dreams others are just arriving further stretching resources at the makeshift camps john heilemann has more for us from tijuana on the border. after protests on sunday that breached the u.s. border fence almost one hundred central americans with the pool to it from mexico but the disturbances also sparked a rush of others in the caravan who decided to go to of their own accord bits can government trucks rode out with those who'd had enough alex was among those waiting for the next ride home you know. if we jumped the wall they sailed up kick us out they don't want us here things get dangerous after everything that happened yesterday so it's decided to go home but. for many sundays tear gas and police lines were reality check they know now just how hard it's going to be to get across
3:23 am
and how much this u.s. administration wants to stop the few are equipped to wait for that loot change winter's coming but most have tents at best in this makeshift camp in the quad in the cemetery conditions of rudimentary worsening local authorities worried about the threat of disease. when we offered this temporary shelter it was kind of three thousand five hundred people maximum and now we have more than five and a half thousand people and obviously deaths generating a risk of inflictions we could have problems with sickness and also security. they can't wait for the caravan to go along with many others had to be one of the sun the central border crossing point is the busiest in the western hemisphere but the u.s. authorities have already shut it down a couple of times since the caravan arrived and locals worried that if i keep happening it's going to really hit the economy head. but even as some members of

the caravan leave to one of the others it's just getting here the new arrivals have to sleep outside on the pavement the camps now completely full but here it was cold and really uncomfortable for the children especially with the g. get west in the morning it's enough to make anyone give up but many of these people are fleeing from it poverty or violence they still aren't ready to go back. and we're turn to that story shortly first that news briefing the first in a month that is that sarah sound as at the white house fair and reciprocal trade well at the g. twenty the president the delegation will internat interact with many leaders including bilateral meetings with the president of argentina the president of russia the prime minister of japan and the chancellor of germany and a working dinner with the president of china speaking more about the g. twenty and what the president intends to accomplish like to welcome to the podium director of national economic council larry kudlow and following him national security advisor and master john bolton after their remarks both will be available
3:25 am
to take your questions on the g. twenty and other foreign policy news of the day and i'll be back up to take other questions on tuesday. thank you sarah thanks everybody. and we just walked through some quick things and then i want to. mention some things the president talked talked to us just a little while ago. as sarah said the g. twenty. bunnings not actually the g twenty and we counted up properly and best of both points out it's much more than the g. twenty now in terms of the u.s. positions we're going to use this as an opportunity to talk about our measures of tax cuts and the regulations and rescaling and job training and so forth that have generated significant economic growth and prosperity. and that includes women's
3:26 am
economic empowerment as sarah mentioned free fair and reciprocal trade and trade reform. be discussions of infrastructure finance and also the u.s. and mergence as the dominant energy power in the world today actually. in terms of the much discussed meeting it's going to be a dinner meeting. between president trump and president xi and representatives from both sides of the bilateral i want to just mention what the president told us a short while ago and that is in his view there is a good possibility that a deal can be made and that he is open to that he is open to that. but having said that some caviar it's as always. certain conditions have to be met with respect to fairness and reciprocity as we've said many times. for example.
3:27 am
issues of intellectual property theft must be solved. force technology transfers must be solved. significant tariffs and non-tariff barriers must be solved issues of ownership have to be solved. president will probably reiterate his view. we want a world ideally of. zero tariffs zero non-tariff barriers and zero subsidies. now whether they can get through all that remains to be seen but that's the president's point of view as i said just a little while ago u.s. is coming to this summit in very good shape our economy is quite strong it's growing at three percent over the past year second quarter was four point two third quarter was three point five perhaps the revised upwards very strong holiday season
3:28 am
so called black friday very strong we've had tremendous investments business investments and energy investments while prices and gasoline prices coming down that helps consumers of course we're in very good shape. china not so good i'm not here to critique or second guess the chinese economy but most observers believe china to be in a slump whereas the united states is in a very strong solid position going into this summit however again to repeat president said there is a good possibility. that we can make a deal and he is open to it. but on the other hand if these conditions i mentioned a few moments ago are not met not dealt with. now the president has said look. he's perfectly happy to stand on his terra policies which.
3:29 am
ten percent at last two hundred billion dollars scheduled to go to twenty five percent that's not a certainty but that's the schedule and he has said as recently as yesterday the day before if need be if things don't work out in this in this u.s. china summit meeting he will invoke another two hundred sixty seven some odd billion dollars in tariffs. may not be the first choice i'm just saying that is his view if we can get something done and things have been moving very slowly between the two countries until the president himself called president xi and said let's restart let's try to get things going again. and then since then he's made positive comments about that so we will we will see as i said the key u.s. growth around growth and prosperity and you know our cami is in good shape there is not. i'll just leave it right there john do you want to add stuff to that you want
3:30 am
to take some questions to be sure ok good let me take some questions and try to help out on this yes just like you to address some concerns recently from representatives of italy france and germany who say that we were actually backing away from the national stage make sure that russia will be the dominant economic force in europe in the middle east in the coming years could you address those concerns and can you tell us a little bit if you can about these layoffs that g.m. talked about g.m. layoffs were guarding the russian store i'm going to leave that to my long time friend colleague john bolton i met with mary berry yesterday. and we had a lengthy conversation about the layoffs the cause of the layoffs it's a great disappointment obviously the president indicated his own disappointment. he believes as frankly the prime minister of canada trudeau believes that the u.s.
3:31 am
m.c.a. deal. was a great help. to the automobile industry and to auto workers. and by the way they made those statements separately and yet g.m. comes in right after the deal by the way that deal will be signed in argentina. with the u.s. and canadian represented so there's great disappointment there there's disappointment that it seems like g.m. would rather build its electric cars in china rather than in the united states. we are going to be looking at certain subsidies regarding electric cars and others whether they should apply or not i can't say the final about that but we're looking into it again that reflects the president's own disappointment regarding these actions ms barrett told me on the other hand i want to all be completely fair airs her business. it may be possible to transfer workers to other plants in texas and
3:32 am
michigan i do not an expert on general motors and not an analyst or lies but that's what she said but obviously there's a lot of disappointment even hang her i've heard it again from mr trudeau from president from democrats and republicans just oh do you think it's an adverse lead in fact our economy coming into the christmas season after no i mean look i don't know anybody get laid off i want workers to do very well i want more of their wages to go well and they are and that's one of the great things you know there's a certain amount of pessimism that i'm reading about maybe it has to do with a really a mild stock market correction let's not forget a couple weeks ago just on this very point we had two hundred fifty thousand new jobs which was a blockbuster number nobody really expected with a three point one percent yearly gain in wages and a three point seven percent unemployment rate those are very specific numbers by any benchmark in any metric so again holiday season layoffs from g.m.
3:33 am
wrote brutal all right very disappointing would affect the overall economy i don't think so i do not think so yes yes parts of the question of the terrace in the city if these talks with the president go nowhere then we move forward with this escalation of the terrorists that you just described correct me if i'm wrong would be the biggest. addition of terrorists that we see in your lifetime. what. will the impact be on the. us economy and you've got a second wrong as a long period of time you've mentioned my life. and you have become a free trader for almost all of those years yet so what what will be the impact on the u.s. economy if we see tariffs go off to the degree that you just described. you know. we'll see what happens ok i don't want to presuppose anything president's going to make up this.
