4:00 pm
it is saturday notice this area of clouds and showers really increasing we do expect to see severe weather on the increase overnight and into parts of saturday morning as well. the wind is sponsored by qatar and. this is. the i'm fully back to go this is in use our life for my headquarters in doha coming up in the next sixty minutes leaders of the world's biggest economies gathered for the g. twenty summit in argentina that the shoji matter and tension in crimea threatened to overshadow the talks on the sidelines of the summit the leaders of canada mexico and the united states signed a new north america trade agreement to replace nafta also this hour with one and

a half million children in need urgent aid in central african republic will have the latest on an alarming reports by the un's children's agency. on polar east with the sports last weeks from violence and all contain it leads to spain being chosen to host the cup it limits adorers final for the two finalists contest the move to madrid. thank you for joining us world leaders have gathered in argentina for the annual g twenty summit with a background of controversy and simmering disputes the top of the agenda in buenos aires will likely be the trade war between the two biggest economies the u.s. and china have imposed tariffs on each other's imports this year leading to concerns about a global ripple effect but there is some positive trade news the u.s. mexico and canada have signed a new trade agreement replacing not u.s.
4:02 pm
president donald trump had pressured his neighbors into negotiating a new pact saying nafta was unfair to the u.s. and bad for american workers. this is a model agreement that changes the trade landscape forever and this is an agreement that first and foremost benefits working people something of great importance to all three of us here today president. i must say opinion and prime minister today. we work toward of this agreement it's been a long and hard we've taken a lot of barbs and a little abuse and we got there it's great for all of our countries but overshadowing the two day summit is the murder of. the saudi crown prince has faced protests and legal complaints against his attendants over his alleged role in the journalist's killing and
4:03 pm
a meeting between russian leader vladimir putin and donald trump has been called off after sunday's naval confrontation between russia and ukraine in the black sea it's led to pressure in the united states and european union to consider new sanctions against moscow let's go live to correspondent kimberly hockett in buenos aires argentina kimberly so a new trade deal between the united states mexico and canada the negotiations were tough when does this deal take effect. well it still has to be ratified and that is contingent on the u.s. congress and it could be a little bit more difficult for donald trump to get that through congress given the fact that democrats will control the house of representatives come january so this signing that has taken place is certainly symbolic the agreement is ninety eight percent there but while it is straightforward for pushing through in mexico and canada even though canada objecting to a little bit of language not so in the united states well it is expected to go
4:04 pm
through because certainly there were concerns about nafta which the u.s. m.c.a. this new agreement replaces there is all the always the possibility that this could get held up in the house of representatives controlled by democrats so this is certainly a significant step but well donald trump is celebrating potentially it could be premature and there's another high stakes meeting on trains kimberly between the u.s. and chinese leaders talk us through what we can expect on that any hope of progress on trade with china well there is optimism there is a lot of hope on both sides there is a working dinner between chinese president xi and u.s. president trump that will take place on saturday all eyes on that in the hopes they can strike an agreement but the u.s. congress and members of the top administration very insistent that china will need
4:05 pm
to make significant concessions still the chinese foreign minister spokesperson saying there is optimism they can come to an agreement. and we hope the u.s. can show sincerity in me china to promote a proposal that both countries can accept at the same time we also hope that the hard work of both sides of the argentina beating it will shortly take place between the leaders of china and the u.s. can achieve positive results to set the direction for the next stage in the development of chinese u.s. ties so president truck meeting president xi jinping at the g twenty can be but he's not meeting with vladimir putin. that's right the reason for that is perhaps complex perhaps we won't know the full details because donald trump certainly as he left the white house said that he was open to that meeting with vladimir putin then on his way to argentina on air force one canceling it via twitter saying because of that naval clash because. russia had
4:06 pm
not returned the twenty four sailors that were detained as a result the seizure of three ukrainian ships that he felt he could not meet with lattimer putin highly anticipated given the last meeting in helsinki many in the united states saw what was somewhat of an embarrassment even a disaster in terms of donald trump's performance so all eyes were on this meeting and it comes at a very important time because back in the united states bombshell revelations about potential ties between donald trump and russia the revelation through a plea deal from his long time personal attorney michael cohen that in fact cohen says that he mischaracterized to the u.s. congress the relationship between donald trump and russia in fact saying that he downplayed the fact that there was a construction project underway in early twenty sixteen when donald trump was campaigning for president and when of course in that same year was discovered
4:07 pm
through u.s. intelligence that russia had manipulated the u.s. election committee in the lead up to this g. twenty summit in buenos aires it's been a lot of controversy. about the presence of saudi arabia's crown prince in buenos aires in of course the wake of the matter of the saudi journalists inside the saudi consulate in istanbul how much is had been some months president his appearance there alongside other world leaders clouding the event. it's definitely clouding the event there have been spontaneous protests ever since mohammed bin cell that arrived in argentina there's no question his presence here is an attempt to try and put the murders are behind him it's not clear that the g twenty leaders are going to let him do that in fact we already know that may be u.k. prime minister is in fact she is going to be needing with him later today where she
4:08 pm
will be bringing up not just the murder of samantha shows you but also it's the saudi led conflict in yemen which of course the united nations has called a humanitarian disaster having said that the u.s. has given the crown prince a bit of a pass on this issue not only have they dismissed the intelligence that points to the crown prince ordering this killing but we know that donald trump will not be meeting with the crown prince in a formal meeting howling said that there are four possibilities where there could be some sort of interaction that will really watch very closely the u.s. taking some leadership on this if they give a free pass to the crown prince it's expected the other g. twenty leaders could do as well having said that the argentinean prosecutor here is taking up the case and concerns from human rights watch but it's unlikely the crown prince will be arrested given the fact that the wheels of justice move so very slowly thank you very much for that kimberly hockett reporting live from outside the presidential building the customer in buenos aires as you heard there are
4:09 pm
number of issues on the table at this g. twenty summit let's speak to another of our correspondents in buenos aires not to reset bowl to reset this summit is meant to be a big moment for argentina a chance for president to show the world and the leaders and his country is doing well in tennis about the mood and what we should expect over the next two days. well most definitely this is a historic given for argentina the first time that a thousand american nation holds ten events like this one and leaders have started to arrive here to the felgate of this isn't when a site is this expected to be an opening ceremony a photo of a family photo lots of questioning about the plays that mohammed bin salmen will have in that picture human rights groups were hoping that many of the leaders here of the g. twenty would give a cold shoulder to the saudi crown prince later on there's going to be a state dinner and cultural events so it's
4:10 pm
a major event here for argentina and even though there's been all of the subjects in a way overshadowing this event argentina as president of the g twenty has been working on several issues that they consider are crucial at this moment the future of development infrastructure in developing countries food supplies among other major issues and let's not forget that the united nations secretary general asked specifically to world leaders to start and start working to build consensus on what are considered also crucial issues like inequality and especially climate change and there are several protests expected here i'm going to cite is also not only against the g. twenty against the government of but also to condemn the war in yemen and also against the press of mohammed bin sad man here i'm going to cite is the government has set up an enormous security apparatus all around the studio over twenty thousand security forces deployed we have set of several rings so it's going to be
4:11 pm
very very difficult for the protest to get close to where the precedents are thank you very much for that to resettle reporting live from when osiris plenty more ahead on this news hour including an ebola outbreak in the democratic republic of congo is the second biggest on record plus why thousands of thomas from across india have converged on the capital for a mass protest. and find out which two teams made it through to major league soccer's championship match that's coming up in sports later with. ukraine has bans russian men aged between sixteen and sixty from entering the country the latest measure in a week of tension following russia's seizure of three ukrainian ships in the black sea ukraine wants nato to deploy ships to the region with russia blockading ports border regions in ukraine are now under martial law including the city of kharkiv
4:12 pm
from or under simmons reports. martial law in ukraine's second city isn't very evident more police on the ground and extra vigilance but most of the emergency powers now available to the president but being held in reserve so fear and counted scar is a journalist who was here outside the city's russian consulate when it was firebombed on sunday night nationalists demonstrating against russians action off the coast of alex crimea she says later when president petro poroshenko warned the russia to triple the number of tanks on the border people were startled some fearing an invasion. it's karma. which local officials have assured people that moves which will restrict their constitutional rights will only be brought into effect if russia starts an open act of aggression such as an invasion people here in hockey live in a strange state is there a full war or isn't there. paper boats remain outside the consulate passive
4:13 pm
resistance to the russian confrontation city officials won't comment and were understood to be seeking more clarification about the martial law or some politicians are still cynical about the president's motivations with their actions at the end of march next year the fact that a bill like to only buy back a bill on the back of twenty fourteen it should have been done and everyone would have taken it normally it could have been an adequate response to the situation but now it looks ridiculous. an estimated thirty percent of hockey these people are ethnic russian and the border is only forty kilometers away if the conflict was to escalate drastically how kieve would certainly be in the firing line and this is the city that built thousands of teeth thirty four tanks its legendary armor believed by many to have been one of the main reasons why the

soviets defeated the nazis in the second world war. now work to build and maintain ukrainian tanks is virtually nonstop with exports halted. its won't necessarily what's happening on the ground that's alarming what's going through people's minds conscription for example it applies to young men between twenty and twenty seven years of age worn year for graduates eighteen months for non-graduates special exemption for young people from serving on the front line but could this all change. a student's depart from a day's study in their university get a hint of their nervousness. if not too brotherly nations are fighting each other there needs to be a peaceful solution without the loss of human life but for the new boy. but i will be in pain if my brother is conscripted because i don't want him to go to war to
4:15 pm
fight somebody at a strained time in its short history as an independent state the message from ukraine is one of strength and determination but there's divisiveness in its internal politics. and andrew joins us now live from the ukrainian city of kharkiv not far from the russian border so andrew first of all why has president petro poroshenko taken this action to ban russian men of many terry age from entering ukraine well this is he says the primary reason behind it is that he says the russian military will be engaging private security companies to take their men through the border and then engage in causing trouble effectively in fact long translation of what pershing has said that he was concerned about private armies being formed within ukraine now he does
4:16 pm
say the reason for this is past experience after the uprising in twenty fourteen this city hall kieve was the first of a whole wave of resistance to the actual move away from russia and there were pro russian demonstrations going on right around here very very actively or there is a thirty percent ethnic russian part of the population but when you speak to locals in fact once across the board they say that the trouble wasn't caused by the local people here it was caused by russians coming in across the border and stirring up trouble and that is why forrest still thinks that this is one of the reasons behind preventing what he sees as more trouble for moscow so what sort of effect is this going to have andrew. well it's going to have
4:17 pm
a bad effect on the economy putting out some russian business the one saving grace is the action of russia in not responding to it because if it did if it actually banned ukrainian nationals from entering russia that would make it cause a major problem for so many people living here who are the unemployed or finding it hard to get by because of the state of the economy going into russia to make money now russia is playing a smart card that in not responding in not using to its action there is tens of thousands of russians affected here if it had gone the other way with russia taking a responsive action it would have meant that too many and ukrainian nationals wouldn't have been able to get access into russia to too many and you could the nationals living in russia so you have a situation now where to give you an example i've just been to the border where they're preventing the media from filming and then at the border you normally get
4:18 pm
seven hundred russian passport holders going through in and out of the border every day that was right up until. in fact thursday when we checked seven hundred knots women children and men so not not the full number but you got an idea there of just that won't checkpoints at the volume of russian nationals coming to and from very very big indeed this is a major major blow for so many russian nationals it will make the whole tension between russia and ukraine even higher than it is already thank you very much for that underestimates reporting there live from hockey ukraine on the latest tensions between ukraine and russia thank you andrew. u.s. president donald trump's former noya has admitted he lied to congress during the investigation into alleged russian interference in the twenty sixteen presidential
4:19 pm
election michael cohen told a federal court that he had submitted a false witness statement about a trump organization plan to build a tower and moscow. for some washington. mobbed by reporters michael cohen said nothing leaving the court but inside a guilty plea he lied to congress now admitting that he was trying to arrange a real estate deal in moscow during the time it was clear donald trump would be the republican candidate the cohen was in fact going to travel to russia to work on the deal and that now president trump knew about it all things cohen had previously denied bruce fein worked in the justice department and he says this is a big deal so this is a time where we have a criminal information that identifies the president himself secondly it also indicates that president trump or then candidate trump felt vulnerable if it was known that he was dealing in russian enterprises or because he would need to curry
4:20 pm
the favor of mr putin nothing happens in russia of important without mr putin's approval the president dismissed the news in his usual fashion badmouthing his former top aide is a weak person. by being weak i'd like other people that you watch he's a weak person and what he's trying to do is get a reduced sentence so he's lying about a project that everybody knew about i mean we were very open to where the koan did plead guilty to crimes that completely related to trump pain of women who trump had an affair with so they would stay quiet before the election and while it might not have been illegal to do a deal in russia while he is under investigation for potentially colluding with russia to win the election it would have looked suspicious this makes six six close aides to the president have now pled guilty as part of the special counsel's probe democrats say this is bad for the president. you've got all these closest associates of the president one after another pleading guilty often pleading guilty
4:21 pm
about their ties to russia and russians and what are they covering up for and we also have a white house that still seems just obsessed about this investigation it's believed the special counsel has filed several indictments that are still under seal which means it is quite likely michael cohen won't be the last to face the cameras or the court in washington. unicef is warning of an unprecedented humanitarian disaster for children in central african republic it says tens of thousands good starve to death as rival groups battle for control of land and resources and o'brien has more. these are the victims of one of the world's most forgotten conflicts starving children fill central african republic sir only pediatric hospital and their frail bodies are fighting an invisible enemy hunger to inform on placed in one place. it's really sad because it's an illness that can be

prevented but we see dozens of cases if for a day sometimes children arrive here in a very serious condition they go straight to the emergency ward and some die it's really painful. the u.n. says children a suffering the most in the fighting that began in two thousand and thirteen between mostly muslim seleka rebels and the mainly christian anti baloch of militias. both sides have a tech schools hospitals and religious buildings and one of the poorest and least developed countries in the world a militia leader and former politician tom is now facing charges in the international criminal court accused of murder torture and recruiting child soldiers like level she thought is only for passing. i was fifteen when i joined the armed group it was to protect myself and money so i could support myself because i was poor if you don't help the children the boys will join armed groups
4:23 pm
and the girls will sell their bodies. according to the united nations the violence has forced a quarter of all children from their homes many into the bush or overcrowded camps nearly every child needs protection from the armed groups which now control eighty percent of the country it says one point five million children require humanitarian aid and forty three thousand could die from extreme hunger in the coming year children the central african republic constantly that facing violence or they are recruited into armed groups they are living under imaginable poverty. and facing life threatening nutrition the situation is really desperate we have a whole generation of children growing up in desperate desperate situations . unicef says children and central african republic have been abandoned by the

international community for too long and without urgent help they could become a lost generation brian al jazeera saying in africa the world health organization says ebola outbreak in the democratic republic of congo is now the second worst on record they have been more than four hundred twenty new cases since august and two hundred fifty people have died attacks by rebel groups in the country's northeast are making it difficult for health workers to contain the disease peter j. hotez is dean of the national school of tropical medicine at baylor college he told us about the threats workers are facing. this part of eastern congo is one of the most destabilized. regions of the world they've had almost continuous violence for practically twenty years and you might say well what is violence and conflict have to do with disease well what happens is that collapses the whole health system infrastructure so when you want to be concerned about safe aerials which are
4:25 pm
a big problem during outbreaks or contacting potentially individuals this presents a really tough problem for health workers were poor area the good news is that we have a vaccine that was we didn't have the vaccine and the twenty fourteen outbreak in west africa so we have a very effective and relatively safe vaccine available now. so that's the good news and so far more than thirty thousand doses of vaccine that been deployed but the problem is working in such an unstable area you have to ensure the safety of the health of the vaccinators and you have to be able to trace potential contacts and get vaccinated so in theory this should be. a non-problem we should be able to quickly contain this to use that the vaccine but because the massive political instability one of the most difficult parts of the world that really slows things down and unfortunately so far more than two hundred

welcome back a recap of our top stories on this al-jazeera news our world these are in argentina for the annual g. twenty summit to tackle global economic issues and disagreements the u.s. china trade war is topping an agenda that's already being overshadowed by the matter of saudi shoji meanwhile the leaders of canada mexico and the united states have signed a new north america trade deal on the sidelines of the g twenty it's all is donald trump spending more than a year pressuring canada and mexico into ribeye to be original not after repeatedly calling it a job killer for us where critics. and the rising tensions between russia and ukraine over crimea also in the spotlight at the g. twenty view crane is rocking russian men of military age from entering the country
4:30 pm
the latest in a week of tension following russia seizure of three ukrainian ships in the black sea. now as british prime minister theresa may struggle s'sa'id breaks that plan there is growing evidence that those who voted to leave the european union are changing their minds that's leading to growing support for another referendum nauruans the reports from swanzy in south wales. when wales voted in favor of leaving the european union it was seen as a protest vote against the british parliament but as an act of revenge it has backfired already a shiver went through south wales when this german car parts company recently announced it was moving to the constant because of bricks it it will cost five hundred british jobs the workers are exactly the demographic which voted leave it seems many are now having second thoughts you get a feeling that people are. thinking about it more no than before the referendum is
4:31 pm
the truth i don't think they realize the implications and they currently see in the mess that we're in at the moment trying to deal with the negotiations on the withdrawal agreement. on a totally i would say i think yes people are in second thoughts. the prime minister visited wales this week when she took office she talked about it being an opportunity to build a new economy that works for everyone somewhere that message got last bits of south wales are among the poorest parts of the whole of the european union and when people here voted leave many said they expected the british government to step in and offer the same sort of financial support to them that the e.u. had previously done not only has that not happened it hasn't played any part at all in the debate about what post bracks it britain should look like. small as he had pinned its hopes on a hugely ambitious billion dollars scheme for a vast renewable energy projects in the bay it could have been a perfect example of a new economy for
4:32 pm
a poor part of the country but the government blocked it saying it didn't offer value for money local business groups say they've been offered no design no blueprints for how it will benefit them i think it's clear that their government in london very little intention of continuing the levels of investment that we've seen from. in this region or any other region around the. down here in southwest wales we found a long way from london a long way from priorities the sense of bricks it betraying the people who voted for it is leading to polling suggesting that wales and other places like it's a changing their minds those who want another referendum are delighted there's one thing we've learnt over the last two years is that the european union are going to bend at the knees for the wishes of the british i think people in that they've been led down the garden path they have a right to express their. own to the right thing.
4:33 pm
all the talk in westminster of staying in the customs union or ambitious trade deals with america means little in places like this they expected it to rebalance the british economy and they still waiting for someone to tell them how it will lawrence leigh al-jazeera in south wales. i let's not take you back to argentina and the g. twenty summit the annual gathering of the world's top economies just moments ago turkey's president rochette type arrives in buenos cyrus for the g. twenty meeting and a few moments before that it was the saudi crown prince mohammed bin salman who arrived at the g. twenty summit his presence there charted in controversy in recent days in the wake of the murder of saudi journalists inside the saudi consulate in istanbul a lot of people watching and waiting to see which leader will be meeting and shaking hands with hamad bin salman let's bring in our senior political analyst
4:34 pm
marwan bashar who joins us here in doha so much to keep our eyes on this g. twenty summit marwan who shakes hands with home who's in who's out who's up who's down what are you looking for in these next two days what are you watching for what you what we can narrow down the entire thing into two main axes if you will so there are the liberals and the liberals there are the rising and them bishops and there are the anxious and they're already risen the western countries where some economy versus the southern economy and that's to be summed up with. she versus trump the united states versus china that is the main showdown and we will see that coming on saturday evening when the two meet for dinner we will know the next morning come sunday if we are living in the middle of a new cold war or there is some hope of the two leaders reaching some sort of accommodation whereby they could result some of their other people's issues it's interesting that you talk about
4:35 pm
a new cold war because i was going to ask you what this particular summit in argentina conveys about the current world order and perhaps a future world order will look clearly we just had the g. set in the middle of the year and the g set was a depressed moment when dawn trump pulled out of the final communique which eleven canada the g. seven. strange to me all of a sudden. just coming from paris and by the way paris like london like new york where i just passed the last several weeks. they seem a bit depressed places very preoccupied with their own affairs right the french are preoccupied with strikes the english are preoccupied with drugs that and the americans are just obsessed obsessed obsessed with trump and we be that as these as it may i think the world order to the is in a way paralyzed between western economies that are preoccupied with their own imprint notions if i may use the word when we count in the italians and the germans
4:36 pm
all support and not a south a developed nations that are rising from china to india to brazil argentina and others who are quite liberal in their approach and in a way confronting n n a norse the g seven that want to maintain its dominant in world affairs and as i said this can be summed up in a g. two summit that would be held tomorrow night between dawn sort of between trump and she and speaking of radio one resigned arrived just moments ago and we saw crown prince mohammed bin salman a big diplomatic test for him what can he expect what can we expect out of this is the thing i mean that's what makes my job so wonderful right so we could summarize the g twenty to a g. two between chia and trump and really in so many ways we can summarize this conflict is going on in the muslim world on the sideline of the world g twenty by
4:37 pm
a sort of a showdown a sort of a cold war between turkey and saudi arabia representing two visions two approaches to islamic world to greater middle east and toward affairs and here i think the saudis are going to the g. twenty not on a happy note to say the least but i think unlike many other observers i think it was indispensable for mohammedan sentiment to make it there because if he didn't make it there he would never make it and any time he had to meet the world face to face. and i think everyone here will the well deal with them the way well i do well when he does deal with them in the wake of my charges and if i were if i was there i would probably be looking into the mind of every of the nineteen leaders a brother in there everyone is probably trying to avoid him if they had the chance to if they were just pragmatic leaders having to sell arms to saudi arabia having to buy oil from saudi arabia i would think every other leader every leader there
4:38 pm
would probably avoid a photo op with the crown prince however as i said the showdown between the turks and the saudis i think is is is very interesting because it's really is case the mode of someone has if you have put in front of us what are the two scenarios for the greater middle east for the for the muslim world indeed for there so the world is is it going to be a world based on on own rules and regulations is it going to be based on values or is going to be based on mafia type actions killing journalists especially like the case of syria what do you think this may this killing will do in terms of the relationship between saudi arabia and the west and will they be justice for democracy in the end ok so we have now we have already two examples coming out of europe right so holland and germany have basically cut their military
4:39 pm
sales to saudi arabia france and and the united and the united kingdom continue with their through the relations with saudi arabia and mrs may of course is meeting with the crown prince in order to ask him and probe him about i think by meeting him she's normalizing his presence as a leader of a g. twenty country there it depends how you look at m.b.'s and be as a woman so as people or he does the tractors call him. and since people are staying away from him in the world or a big spender and the us and hence france and england paxton and already movie the prime minister of india would be the first to meet them of the at that you don't know why well one because the pakistani or the modem but because there are interests so we have two kinds of leaders today the pragmatists other would say cynics and there are the others who are really trying to follow their value systems to be representative of their own people and to some sort of good global governance
4:40 pm
would you say look if someone orders the killing of a journalist i'm not going to take a picture with him i'm not going to beat him i'm not going to sell him arms when those arms are being used in a deadly war in yemen thank you so very much. to our political analyst senior political analyst marwan bashar always very interesting to hear thoughts on these worlds of fans and i look forward to talking to you again tomorrow because it's the twenty continues tomorrow of course let's move on to world news now on this al-jazeera news hour and thousands of farmers have been marching to india's parliament in protest against years of financial hardship for the past two days they have been walking through the streets of new delhi demanding higher prices for their projects they also want the government to weigh farm loans and lower prices for diesel and fertilizer prominent opposition leaders have joined the protests with national elections just months away but. i want to assure all the farmers in india and i do not speak only on my behalf all the leaders standing here said
4:41 pm
the same thing that we stand in solidarity with you do not be afraid or farming is crucial for millions of indians it employs more than half of the workforce in a country of one point three billion people but its contribution to the g.d.p. has been declining for about fifty percent to seventeen percent over the past sixty is the government has fixed a minimum price for projects to protect farmers but in some wholesale markets many goods fall well below that earlier this year prime minister narendra modi approved . fifty percent return over the cost of production but many farmers say it hasn't helped improve prices let's speak some more about this not to divin in shandi gar india via skype is a food and trade policy analyst thank you very much for being with us tell us first what is causing this massive distress among indian farmers what are they demanding . but of course a little to get snow in agriculture has been and difficulty prices and economic
4:42 pm
