china trade war this is inside story. hello and welcome to the program i'm peter dalby it's being called the crown jewel of the chinese tech industry but one of its top executives has been arrested she's mangling jews she is the chief financial officer of walkway she was detained in the canadian city of vancouver the request of the united states the arrest comes as heightened tensions between the u.s. and china who are locked into a trade war seemed to be cooling at least just a little last week the u.s. president on will trump on china's premier she jingping held talks on the sidelines of the g. twenty meeting and washington agreed not to increase tariffs further come january the first man's arrest happened on the same day so who knew about it the u.s.

controversy and huawei have gone hand in hand down the years the company provides technologies to iran and north korea both countries are under international sanctions there are suspicions walkways five g. wireless internet could boost china's spying capabilities but the company denies any collusion with the chinese government the u.s. australia new zealand and the u.k. have all banned huawei from five g. internet trials and japan and canada are looking into the risks the company's technologies could pose to them too despite all of that remains the world's largest telecommunications equipment and service provider and the second biggest make a smart phones after some song. ok let's get going let's bring in our panel today in taipei taiwan on skype ross darryl feingold a political analyst who advises multinational corporations on political risk in asia in hong kong and really young an international and independent china analyst
4:25 pm
and in birmingham in the u.k. also on skype scott lucas a professor of american politics at the university of birmingham a warm welcome to you all ross darrell feingold in taipei to companies know the risks when they do this kind of thing. well there are certainly a pattern of u.s. authorities taking action against companies that they view as in violation of either u.s. law or international and specifically united nations sanctions we've seen this with iran we've seen this with north korea we've seen it with other countries that are prone to follow the international community going back many years it's certainly not something that's exclusive to the trump administration we've also seen this in other contexts besides equipment sales such as facilitating financial transactions through the international financial system many european financial institutions have paid significant fines to u.s. regulators first facilitating these kinds of transactions that were clearly prohibited under either u.s.
4:26 pm
floor international sanctions under law in hong kong there is allegedly a ninety day truce in the trade war between china and the united states just around the corner they kind of agreed not to make it was than it was before will this impact that arrangement. well i like to put the whole thing in a special context of course there is also always been u.s. enforcement on while asians perceived violations of u.s. law international law that's nothing new but what is new in this case is that that is once mention of the u.s. china a rivalry for dominance. let's face it it's not just the trade war is a war on gaining the commanding heights of technology the next generation would be five g. and parkway of course is china's leader in this game and indeed as the largest
4:27 pm
manufacturer of this r.t. products and then many of these products are used by many countries including the west and there lies the concern is that a lot of the stuff that could be embedded in our waste products and that's why a lot of the americans western allies have been called to attention to this fact and in fact the weiwei products have now been banned especially by the so-called americans are five are as you know the alliance of five nations the united states canada australia new zealand in the united kingdom monitoring kind of military intelligence around the world targeting what is perceived as at the potential and tacking is to the united states so at the heart of it all is. this kind of. perceive china threat so it's a push back almost three hundred sixty degrees not only on trade up with the there
4:28 pm
are loss of trade practices from beijing or from china which have perceived to to cause problems but also on the military the south china sea technology of course as i mentioned before and also ideology a lot. the stopping highlighted the negative aspects of the rise of china as a potential threat to the world order underpinned by american dominance. at sap and lots to talk about in the next few minutes and well let's just take it as you say this in birmingham scott when it comes to predicting where this will go do we need to know the nature the nitty gritty nature of the allegations or the claims being leveled at this woman. absolutely you need to know the process which is going to take place and perhaps the cutting edge is will she be released and allowed to go back to china or are you facing detention in the united states let me talk about
4:29 pm
a couple of distinctive elements of this case before we know the specifics the first is that while u.s. sanctions have been used against a number of companies to level billions of dollars in fines and while they have carried out asset freezes unnamed individuals to actually use the same chance to detain a high ranking official from a foreign company which is what's happened in this once case that is very very unusual now her extradition hearing is today in canada we have to see if she will be extradited i suspect she will but we need to hear the exact charges in the american courts because to put these two together because law enforcement is never separate from politics on the immediate cases is this case going to be quote resolved very quickly or is it going to drag on for some time because the white house has put a ninety day limit on the trade talks with china and said if there's no advance in ninety days they will escalate tariffs from ten percent to twenty five percent and i suspect right now that what has happened in the past twenty four hours brings
4:30 pm
that possibility of an escalation of the trade war much closer i'm well sterile feingold is part of the undertow he of washington's attitude towards what china does here with cheap tech because clearly this is about so much more than just building a ripoff i phone because their phones are really good and they're two thirds of the price and that's why people want to buy them and use them it's about the way that washington expected economic liberalization on the part of beijing when beijing started getting economically successful and they haven't liberalized well it's certainly popular over the preceding day or two since the news of her detention in canada was made public to say that this is part of the u.s. math. in a trade war so when the technology. a battle between u.s. technology and chinese technology and frankly all of that is just not true the u.s. doesn't win a technology battle for dominance in five g. networking appointment by detaining this chief financial officer of huawei in fact
4:31 pm
that just borders on being pro caution they're not going to get any secret code from her or designs to networking equipment or nor would they get her to stop or her company to stop competing worldwide against u.s. companies for dominance in this sector clearly this is about violation of sanctions and to trying to conflate it to other issues is again it's just not justified by the facts and it defies logic because you can't win the technology battles you don't get china to allow us to compete fairly in china by detaining the c.f.o. of a company that has committed sanctions violations allegedly so we have to keep these issues separate and keep some clarity on why she was detained which again we don't know the precise charges that she will be facing we should know hopefully in the coming hours or days but most likely it's about sanctions violations and i have to
4:32 pm
disagree with the professor because the u.s. has detained all individuals not just going after companies company officials have been targeted before from foreign companies or foreign financial institutions for facilitating violations of either sanctions or u.s. law so there's really nothing unusual here but again it's not a way to win the technology battle a think we need to give the u.s. government a little more credit that they're not going to win a technology fight by this action. scott i think you want to come in there. with respect i agree with the general point that this is not you know as it were an advanced battle on the technology front but i'm afraid it's that's a bit simplistic and what's happened here first is this is a high level official not just an official this is the chief financial officer this is the daughter of the company's founder and what is missing also what needs to be added to the alice's is that although we don't know the specific nature of the charges people who are close to investigation says it has to do with wall ways
4:33 pm
technology transfer to iran using an american based bank or an international bank with american connections h.s.b.c. now if that is indeed the specific charge what this means is is that the law the legal path is connected to a political aim here which is the u.s. sanctions on iran and that is to pursue the u.s. sanctions on iran the americans will go after foreign companies including chinese companies and they have chosen to do so with a very high profile case here so both in the general competition with china because you can't dismiss that the u.s. has gone after companies for iran sanctions violations for many years preceding the troubled administration the obama era this operation did years if day you're misunderstanding they have never detained an official at this level in the pursuit of iran sanctions they have detained a few people who are at a far lower level but they have never gone after the high ranking official of a foreign company they've always gone with fines in the past they have stepped this
4:34 pm
up with a specific detention of an individual in this case ok to little point of housekeeping you mentioned the h.s.b.c. bank this scope we should mention nobody's leveling accusations or anything illegal at the bank just to be clear it's want to move on to that point and raise that point as well though with andrew long in hong kong and a far as the beijing leadership is concerned what if they adopt an attitude that starts from a place that says well actually there's nothing different between what you've done with this woman and taking a hostage. well i think that the beijing government is going to take those things in a stride in the sense that it is no news to beijing that china is now perceived as the and pak an ist and a rival of of the united states which underpins the world order and perceive is reaching china is perceived as a spread so in this broad context is the trade war again there is no secret
4:35 pm
that both the united states and china are trying to gain the commanding heights of the next generation of more biotechnology i.e. the five g. and it is at the timing is also quite instructive now what i'm not saying that this charge is again does this lady are all trumped up i mean as with so many things china's trade practices of course leave a lot to be desired course china's political system particularly it's not there and anybody's cup of tea so there is a it's a kind of not a black and white situation but the timing of this arrest it is quite worrying to beijing because on the one hand there is a call for calming down a truce of ninety days on the other hand this has happened and also at this coincides with a number of someone unexplained events for example that the recent death only was
4:36 pm
it yesterday of a leading american chinese american scientist in the forefront of quantum physics and then coincides with a. seven reported mysterious file which destroyed a high tech. a cheap equipment costing over one hundred million u.s. dollars being ordered by a chinese company and being manufactured in the hall and. all these are. at least to a conspiracy theories but on the other hand i think beatings under no illusion that there is a are all front kind of rivalry with the united states as i said is not does contain to trade or technology. just. because in birmingham scott do we have to kind of put that in as part of the recipe for an understanding that the world is coming to terms with which and it's this cyber security is national
4:37 pm
security we're told all the time now the next great world war will not be fought on battlefields it will be the banking system that is obliterated because of cyber crime it'll be air traffic control that subliterate it because of cyber crime and that's where the trumpet ministration that's where washington is coming from here. not mean technology and advances in technology although we're talking about the internet age and the cyber age they have always gone hand in hand with both economics and military applications any advanced technology company not just a chinese company can develop applications which can be used for cyber warfare which can be used for surveillance what are is happening here is we've got two paths and they are not necessarily completely integrated but they've crossed each other and what is there is the judicial and foresman power which has to do with regulating transfer of technology proliferation of dangerous technology or what is
4:38 pm
perceived to be dangerous technology and that is what the justice department's pursuing in this case but it just so happens that timing wise he had his intercepted what is the political path that is the political path which is the trumping ministrations trade war and which is china's own let's say fairly aggressive policies in terms of its trying to expand economic influence and of course when you add the fact that you are talking about the iran case on top of this where the trumpet ministrations pursuing regime change sometimes conflicts escalate not because there's a deliberate plan to escalate them it's because people are doing different things at different times which just happened to reinforce each other we are in one of those moments and when you add to this and i must just add to this the unpredictability of a leader like donald trump who may switch from one day to another as he has this week from saying oh i think we can deal with the chinese to actually saying this is going to be an all out conflict with the chinese that's why you're going to have
4:39 pm
a heightened sense of tension and the detention of this month is just one example of it done from today saying the trade talks are going really well is there another moment of time here that we should be aware overall sterile feingold in taipei and is this is there a miscalculation on the part of this administration because john bolton was in the room when donald trump was talking to president xi jinping i.e. john bull. to knew that they were going after this woman in vancouver he knew they were going to get her so at that level and also on the level of the trade war mr trump seems to think that president xi is going to fold but there's nothing in his behavior today that would make one think president xi will fold he's on the road to economic glory in his mind and that journey is far from over. well we know that the trade policies over the last few months implemented both by the united states and china have had some negative repercussions on the economies of both countries as well as companies in both countries clearly the leadership at least as expressed on
4:40 pm
saturday night in one is our ace want to resolve this but i think even the beds in the fact that john bolton was in the room and was aware of this also shows that the united states maintains its concerns about other security issues simultaneous to killing with the trade issues and one of those issues that's very important to john bolton in the trump administration is iran and its nuclear program they've always made it very clear what their policy is going to be towards iraq so we shouldn't be surprised at all that the united states continues to take action and in this case it happens to involve a chinese company that may in fact have violated sanctions but when it comes to dates i'll mention another milestone to look forward to that's in january when the democrats go over congress and the reason are in the house i should say and the reason why it's relevant to this discussion is i think we're going to see bipartisan support so even democrats who don't like
4:41 pm
a lot of donald trump's policies when it comes to trade issues which china when it comes to cyber security issues when it comes to sanctions violations even if they wanted to maintain the agreement with iraq but when it comes to sanction violations i think we're going to see a lot of bipartisan support in congress for what the trouble administration is doing on some of these issues and a young if your the president's or the national security adviser who greenlights detaining the most powerful woman in chinese industry because that's who we're talking about here i guess one sense at least you're either setting yourself up for a long fight and you know precisely what you're doing or you're a fool i will be ging see it. well as i said the beginning i think beijing is under no illusions let's face it it's not the only rarely. on a panel pointed out that the united states in imposing sanction actions
4:42 pm
against particular individuals particularly which was of. a big chinese company but also as far china's concerned. not too long ago the top. civilian leader of a military department was also targeted for sanctions because he was accused of buying military equipment from russia and then the sentient was imposed on that individual now that's sends a signal to china saying that well you've got to be careful there are lots of chinese top of it shows who are corrupt and who got their money parked in the united states and then they've got do all sorts of things and in fact as we speak now a chinese food city of who was accused of corruption and of course a power grab and ally with a lot of the western interests who are the target of
4:43 pm
a presidency kingpins and the corruption campaign has now a food today from china but he's living in a like a like a like a king in new york i mean this has his pet panda house in new york cost millions of dollars has got his private yacht and a question can be posed where it's got its money from and yet let's just turns. the last area that i quite like to see us today on our program scott lucas in birmingham clearly china is not about to change its tech policy because there is the feeling of there's some sort of amalgamation between this company and the government they may not explicitly be doing what the government tells them to do but there is some sort of joy in going on there at the hip if beijing doesn't change its tech policies and the united states won't change its tech policies what's the way out. well there's no way at this point i mean what would have been the way out would have been is if you had had two sides that were going to go into

this to negotiate over and electoral property issues over questions of technology transfer over questions wider questions of trade but the signal the path the trumpet ministration talk with both china and iran was to escalate on both counts now this does not absolve china of what you might say are its own issues in the way this approach these it does not necessarily absolve iran on all issues although it is sort of rich to try to claim they're pursuing nuclear weapons when the trump administration decided one it was going to as it were go to tariffs go to trade wars and to try to force other countries to fold and went to when it decided to rip up the iran nuclear agreement which was providing some sort of stability in relations with tara and it's going to try to pursue regime change in iran you don't solve that through negotiation because that's not a win win situation that's a win lose and i have to say unless there's

a significant change not just with donald trump with the personnel around him who do see this in the long term as a competition for primacy with china who do see this as a competition in the long term where they cannot live with the islamic republic unless you have a change of personnel we're in this for the long haul ok at last twenty seconds of the program ross coming to you in a decade or twenty years from now politicians here today gone tomorrow the president's hits they come tomorrow in twenty years from now which country's going to be tech top dog the united states or china well the united states will continue to maintain its lead because it's a country that respects rule of law and the primacy of intellectual property rights within the tax base and it has an ecosystem that fosters this kind of development and the recent years have proved that and there's no reason that's going to change given the rule of law problems that exist in china. gentlemen we have to leave it there thank you very much thanks to all our guests today they were all sterile feingold and were young and scott lucas and thank you to you tube for your company

donald trump documents released by prosecutors in new york they have for the first time directly linked the president to financial crimes allegedly committed during his twenty six team white house campaign and separately robert melissy which is investigating suspected russian interference in that very campaign says moscow contacted donald trump's then personal lawyer michael cohen as far back as twenty fifteen where miller's seem also says trump's former campaign manager poor man a ford violated a plea deal by lying to them on five different masses including his own contacts with a russian associate that the white house says none of this reveals anything new or is damaging to mr trump well there is no many different strands to this story she have returns is our correspondent in washington. shortly after the release of some of the prosecution documents the u.s. president expressed his lack of concern totally clears the president he wrote thank

you it's not clear exactly what he was referring to but some believe the contents of the latest memos should provide some cause for concern for donald trump michael cohen was trump's long time lawyer and fix up he's pled guilty to tax evasion and campaign finance violations and it's this latter charge that now directly implicates the president in its filing prosecutors in new york say code made to hush money payments to women in contravention of campaign finance law that filing says as cohen has now admitted with respect to both payments he acted in coordination with and at the direction of individual one individual one is assumed to be donald trump so prosecutors are directly implicating the president in the crime the special counsel's moment about co and confirmed what was already in the public domain about failed attempts to build a trump tower in moscow that continued even as trump was on the campaign trail expounding about his proposed russian foreign policy however there are two new areas which might be of concern to trump firstly miller writes cohen provided the

special counsel's office with useful information concerning certain discreet russia related matters core to its investigation that he obtained by virtue of his regular contact with company executives during the campaign and cohen provided relevant and useful information concerning his contacts with persons connected to the white house during the twenty seventeen twenty eighteen time period. it's unclear what information miller is referring to during the campaign but it's striking cohen is also discussing trump's first year in office with the special prosecutor. miller has also submitted a document about former trump campaign manager paul manifold he was convicted of illegal lobbying for the ukrainian government as well as financial fraud the special prosecutor says manifold broke a plea agreement reached to provide information in return for like a sentence this involves a redacted name miller says while negotiating the agreement for provided information about redaction that was pertinent to an investigation in another district however after signing the plea agreement manifold told the government

intention to influence the top campaign they don't prove that its attempts were successful. i don't think certainly we have a smoking gun that connects you know russians with the trunk campaign based upon today's filings but we do have at least an inference that the russians were reaching out as early as two thousand and fifteen to the people seeking to ingratiate themselves perhaps influence the outcome so it stablished as a motivation for the conspiracy if the terminology is right or collusion whether or not it reach fruition today's fallings are not definitive enough to give any answer but i do think what the filings show is mr trump statement that he's cleared in best a geisha is about to conclude is quite wrong headed it seems to me these falling suggest that we don't have light at the end of the tunnel there are important leads that have to be tracked down yet and this is not

are many different groups with different different objectives now. that's right in the yellow vests themselves are extraordinary make sure right across the political spectrum right across the country. they have been organized through social media it's very hard for the police to get a handle on this because they can rally people to any point around the country very quickly on the internet the so-called anger groups that they have and essentially we see the morphing all of the. protests as they are expanding but mainly they're calling for the resignation of president emanuel not going with seeing the students joining in they say they're standing in solidarity with the yellow vests in the say that they welcome the support of the students but it's thought that there are many and i care very extreme groups on the left and the right. just
