against america and other nations the u.s. charges two hackers linked to the chinese government with targeting at least twelve countries. president drum told paedos a deal to avoid a government shutdown after he's denied money phase border wall. during. a dead as protests over rising prices in sudan spread to hard to him and other cities. and drug caused chaos at britain's second busiest airport grounding flights for twenty four hours with no end in sight. and i'm we are hearty i'll be here with all the sport manchester united enter and boss ole gunnar sol shire says he'll be giving the club's misfiring stars a clean slate in his first interview since taking charge.
5:50 am
welcome to the program our top story at a time of escalating tensions between the united states and china a new front has opened in the war between the two leading economies cyber hacking and economic espionage the us has just charged two chinese hackers for attempting to steal trade secrets and technologies and for compromising the computers of western countries as you. go are allegedly part of a hacking group known as advanced persistent threat ten which is linked to china's main intelligence service yes government agencies including the navy and nasa have been compromised as well as american companies involved in aviation space and satellite. at least twelve countries were targeted including brazil canada india japan sweden and the u.k. as well of course the united states so let's speak to patty call hane who is following the story for us from washington and patty was speaking there about challenges of spin of stealing trade secrets tell
5:51 am
us more about what happened in washington today well we got word late the press conference is going to happen at the justice department and you usually know it's a fairly big deal when you see who's going to be on the panel it was a deputy attorney general the f.b.i. director the chief prosecutor from new york and they did unseal these indictments keep in mind they've been working on this case for a while the indictments have been filed they've been under seal but today they unveiled it they used some pretty tough language. at the justice department sweeping allegations against two chinese nationals accused of widespread hacking the victims included companies in banking and finance telecommunications and computer consumer electronics medical equipment packaging manufacturing consulting healthcare biotechnology automotive oil and gas exploration and mining the government says the hackers were able to get into the computers of nasa the energy
5:52 am
department and the navy stealing the personal information of one hundred thousand sailors they wouldn't name the companies that were targeted but did say many of the attacks were aimed at managed service providers you've all heard about situations where you see somebody essentially the cyber equivalent of breaking into a house this is more like breaking into and getting the keys from the maintenance supervisor who has keys to hundreds and hundreds of apartments and all the residents in those apartments according to the indictment the to work for the chinese government and are believed to still be in china meaning they are unlikely to actually be arrested but this comes at a time of increased tensions between the u.s. and china after the arrest of a chinese tech executive at the request of the u.s. on charges of violating sanctions and the clock ticking on a ninety day window hope that ending the trade war leading to another bad day on the stock market as the u.s. injects even more tension to the over the front u.s.
5:53 am
china relationship. and so passing the united states isn't the only country that's been targeted we were hearing earlier about at least a dozen countries also being targeted by these packages that have been linked to the chinese government is there any prospect for joint us some sort of coordinated action the u.s. might take with other countries to put pressure on china. well the justice department made clear on background that they expected all of the countries that have been targeted to come out and condemn china but again this doesn't have a huge impact obviously could those two chinese nationals if they ever go to a country that the u.s. has extradition with which seems unlikely but the bigger question is what's the actual impact so that the possibility of sanctions of course that's always out there it seems unlikely considering the presidents of the united states and china agreed to this ninety day window where they would try to negotiate an end to the trade war that is dramatically impacting both countries' economies so unlikely to
5:54 am
take that in the ninety day window but you never know after anything's possible thank you very much patty called with the story from washington. well it's been a busy day u.s. president donald trump has told the republican party leaders he will not sign a bill to fund the government because it does not include money for his propose border war with mexico a temporary funding bill must be signed by midnight on friday to avoid a government shutdown trying to include five billion dollars for the wall but a budget for border security and fencing is one point three billion a government shutdown would see more than eight hundred thousand federal workers forced to take time off or to work without pay is that a very unfair that it is right now the president or mr signed the executive in the senate last year because of the peace with you to make the border so we're going to do is going to have to remember what you've got to work with but we also want to
5:55 am
prevent to protect the border. in jordan joins us live now from washington and roselyn can a government shutdown or a partial shutdown still be avoided. well it's going to be much more difficult because if the house leadership actually does what they say they're going to do which is try to add some sort of provision from some sort of border security spending into their version of a short term spending bill. that's going to be different from what the senate has already passed and a lot of senators have already left washington for the upcoming holiday break and so they need twenty four hours to be told to come back and be ready to vote they've already left and so it's going to be very difficult for them to watch try to get enough people back here in washington in order to vote on a different version of the bill which they passed on wednesday so it looks as if

the u.s. government is indeed heading for a partial government shutdown now if somehow enough senators were able to make it back before in the next thirty two hours to try to vote on a version that would match the upcoming house version of the bill then this could all be avoided but it's looking very difficult mario and rosen in the white house particularly the press secretary sarah huckabee sound as was speaking earlier century blaming the democrats for this impasse is that an accurate reflection of what's happening that. well until january third republicans control both the house and the senate and so if the senate leadership which is republican in both chambers can't muster the votes in order to come up with legislation that they know that the president will sign well then it really you know some would argue it's really should be laid at their feet

but when the republicans in the senate took this vote on wednesday they did so thinking that the measure that was being voted on would be signed by the u.s. president so did they perhaps a little too quickly that the. what happened perhaps they did a leave it for the suggest but there is a truism here in washington that when you have this kind of budget deadline it seems that it literally comes down to the last two hours or so before the deadline extra is reached before they can actually come up with the deal so perhaps there might have been a little too much optimism coming from slater's about getting a temporary spending bill a bill that could have kept the government open through early february again. thirty two hours or so they could pull it out we'll have to see you know thank you very much in washington the escalating u.s.

declining even amidst a very strong u.s. economy by all accounts the unemployment rate is low hiring is happening spending is strong business and consumer confidence is high all signs of a strong u.s. economy that is growing at its fastest rate in nearly a decade but the market is showing signs of concerns for all of the reasons that you talked about and i was watching as the president this afternoon was talking about his decision to push forward for funding for a wall and not support the stopgap measure that would have averted a government shutdown the markets sank even lower as he was speaking so it's very interesting to watch the main issues as you mentioned are concerns about a slowing economy global trade be a deal between china and the united states is a concern we saw the first big market this month after investors got spooked about the agreement between president z.

and president trump not yielding fruit there was another drop when there was disagreement between president trump and democratic leaders over the looming shutdown so we're seeing a very unsettled market right now and then the other issue is interest rates going up in other moves that the federal reserve the central bank here in the united states are taking to sort of win the markets off of supports that were put in place after the recession on wednesday the fed chairman jerome powell raised interest rates a quarter point and signaled that the fed would slow down its rate of raising rates into two thousand and nineteen. but even that was a concern for investors who are really worried about a softening khana me globally and what impact that could have investors are also watching the bond market right now and stocks are uncertain and people tend to power money into the bonds but the ten year you.
