tonight i am misspeaking to you because there is a growing humanitarian and security crisis at our southern border every day customs and border patrol agents encounter thousands of illegal immigrants trying to enter our country we are out of space to hold them and we have no way to promptly returned them back home to their country america proudly welcomes millions of lawful immigrants who would rich our society and contribute to our nation but all americans are hurt by uncontrolled illegal migration it strains public resources and drives down jobs and wages among those hardest hit are african-americans and hispanic americans our southern border is a pipeline for vast quantities of illegal drugs including meth heroin cocaine and fentanyl every week three hundred of our citizens are killed by heroin alone ninety

percent of which floods across from our southern border more americans will die from drugs this year than were killed in the entire vietnam war in the last two years i saw offices made two hundred sixty six thousand arrests of aliens with criminal records including those charged or convicted of one hundred thousand assaults thirty thousand sex crimes and four thousand violent killings over the years thousands of americans have been brutally killed by those who illegally entered our country and thousands more lives will be lost if we don't act right now this is a humanitarian crisis a crisis of the heart and a crisis of the soul last month twenty three. as in migrant children who are

a steel barrier with the agreement of the democrats is what he said what do we know about. yeah well looking over the speech certainly that is one of the things that we've seen the president shift on in terms of the actual materials but i think what we really need to focus on in all of this is how this is being characterized the president is characterizing this as a crisis what we didn't hear in this speech which is notable is him declaring this a national emergency that is what many people were watching for because if this was declared a national emergency this would do a couple of things not only would it free up money for the wall circumventing congress but it also could lift some of the limits on the president's power which would certainly be of concern to many of his critics and political opponents that appears to not have not happened what the president is doing is still trying to

work with the u.s. congress you heard him there saying he has invited congressional leaders again to the white house something that has been unsuccessful in recent weeks in order to try and resolve what he says is a crisis you heard him there saying it was a humanitarian crisis that affects women and children and also has resulted according to the numbers put forward by the white house and of course we need to check these numbers but this is as resulted in hundreds of thousands of arrests of illegal immigrants with criminal records some of them resulting in crimes that have affected native born americans so this is in the president's own words a tragic reality he is determined to end and he's requesting once again not only the money for this physical barrier now made out of steel he is proposing which certainly would create jobs and continue to bolster the steel industry that the president's been working hard to rebuild but also the president believes ultimately

of the american people sadly much of what we heard from president trumps about this sense of shutdown has been full of misinformation and even now us the president has chosen senior we want to start with the facts the fact is on the very first day of this congress house democrats passed senate republican legislation to reopen government and find smart effective border security solutions but the president is rejecting these bipartisan bills which would reopen the government over his obsession with fortune forcing american taxpayers to waste billions of dollars on an expensive and effective wall a wall he always promised mexico would pay for. the fact is president trump has chosen to hold hostage critical services for the health safety and well being of the american people and withhold the paychecks of eight hundred thousand innocent workers across the nation many of them that are and he promised to keep government

been using throughout. and it's an expensive and ineffective war anyway and the president is pretty much of cessed with this and they're calling this a a manufactured crisis. yeah if i was one of the eight hundred thousand government workers that about to not get a paycheck i would not be feeling very hopeful right now that this was going to be resolved very soon because what we've essentially seen is both sides digging in even deeper than before not only did we see the president making his case for border security but now we've seen the democratic rebuttal and essentially what they've said is what they have been maintaining all along we're not going to debate border security until the government opens the president has been maintaining we're not going to from the republican side even consider opening the government until we address border security so there's been no movement the republican side has been

very clear that it won't even take up the legislation that nancy pelosi had talked about introducing because the president has already said he will veto it they don't wish to reopen this government in a piecemeal fashion they wish to reopen it and provide the security for the southern border i think that's important to note in all of this if we pull back from it as someone who's been covering this issue for thirteen years ago i went down to the southern border spent almost a month there looking at both sides of the issue from the united states side inside mexico i'm someone who's been covering u.s. politics for twenty years i can tell you. both sides are not being entirely honest with the american people right now the truth is democrats have approved sections of the wall in the past and we've certainly seen those photos of people climbing over them and with regard to republicans republicans have certainly improved in the past

through funding for some of the technologies that democrats are proposing what we're seeing here and you heard this from chuck schumer is that the wall has become a symbol it has become a symbol of pushing back on the truck presidency for the democrats and for donald trump and it's become a. symbol of something he needs to keep to his base in terms of a campaign promise so what we've got here and i've used this phrase before is essentially a massive stare down that is going on of the question now is who is going to blink first given the fact that very correctly put by the democrats the government is being held hostage in the middle of this with eight hundred thousand workers not sure when they're going back to work or if they're going to get a paycheck for this next pay cycle all right kimberly thanks for that kimberly how that white house correspondent now let's go to the other side of the border let's go to mexico to tijuana which is right on the border of goals with the united states john homan our correspondent there and john your actually among the people

another thing that we've heard since this started people from those countries saying even if he builds a wall people will still get through because the necessity to reverse their country or to find a better life is such that they will get over any obstacle and the president is making quite a big play on this illegal immigration but the people that you know with there in the vast majority of people who came in that caravan i mean they want to cross into the united states legally dead day and they want to they want to start the process which is their right and that is to seek asylum. there's actually different cases within the care about remember at one point there was more than seven thousand people traveling through mexico that's now gone down along through or just more than seven hundred but there are people that have lined

up they've got the number to go and present their case at the u.s. border for asylum at the port of entry there of the people who have taken another route which is to go over the border illegally and then present themselves to lure enforcement agents on the other side as soon as they possibly can and ask for asylum that way once already in the united states because it makes the process a lot shorter they don't have to wait in mexico for two months and then there are people we talked to today said i've got this far it doesn't look promising especially given what the president is saying at the moment when all of this comes down i'm just going to jump the border and disappear so i think as with kimberly was saying about the politics in the united states it's it's the same here there's not one clear cut case there are a lot of different people wanting to do a lot of different things but the one thing they have in common is they're all desperate to get to the other side. john home and live in tijuana mexico just on the border with the united states. now the white house described the situation

and were rejected so these covenants were put in place and these people were being rejected and donald trump did not mention asylum not at all the word didn't come up what he did is he talked about everyone who wants to come to this country in terms of being rapists and murderers and criminals and gang members and i think that he painted a very stark picture but just like his inaugural speech that speech did scare many americans but it did not scare the majority of americans who understand the contributions that many who have come to this country have made now the president has become the president that only is without exception pretty much his campaign promise is this was central to his campaign wasn't it to build a wall to keep out all these. illegal immigrants is he just is he said committed to the to the mantra to the don't change if you like that he's actually failing to see what actually is necessary on the ground i mean is it

a matter of him being committed to the as i say you know campaign promise. i want to give you a response that's not a kneejerk one because president trump has demonstrated in the past a nimble flexibility to redefine what he wants or where he wants to go i covered him during his campaign before he was elected and literally in three days he gave three different speeches one in mexico one in arizona one another place that had three different messages on immigration what has happened is that those people within some of the media community within fox news those people who have been some of the major icons of the of the right and his base have told him if he does not stand by this wall which was only one of many messages he gave in the past that he would face a collapse of much of the support of his base so what we see right now and i think you've alluded to it earlier is
