and i intend to keep that promise one way or the other our immigration system should be the subject of pride not a source of shame as it is all over the world our immigration system should be the envy of the world not a symbol of disunity and dysfunction the good news is these problems can all be solved but only if we have the political courage to do what is just and what is right both sides in washington must simply come together listen to each other put down their armor build trust reach across the aisle and find solutions it is time to reclaim our future from the extreme voices who fear compromise and demand open borders which means drugs
6:01 am
pouring in human trafficking and a lot of crime that is why i am here today to break the logjam and provide congress with a path forward to end the government shutdown and solve the crisis on the southern border if we are successful in this effort we will then have the best chance in a very long time at real bipartisan immigration reform and it won't stop here it will keep going until we do it all the proposal i will outline today is based on first and foremost an input from our border agents and homeland security professionals and professionals they are they know what they're doing it is a compassionate response to the ongoing tragedy on our southern border. in recent weeks we have met with large numbers of democrat lawmakers to hear their
6:02 am
ideas and suggestions by incorporating the priorities of rank and file democrats in our plan we hope they will offer their enthusiastic support and i think many will this is a commonsense compromise both parties should embrace the radical left can never control our borders i will never let it happen walls are not immoral in fact they are the opposite of immoral because they will save many lives and stop drugs from pouring into our country our plan includes the following eight hundred million dollars in urgent humanitarian assistance eight hundred five million dollars for drug detection technology to help secure
6:03 am
our ports of entry an additional two thousand seven hundred fifty border agents and law enforcement professionals seventy five new immigration judge teams to reduce the court backlog of believe it or not almost nine hundred thousand cases however the whole concept of having lengthy trials for anyone who sets one foot in our country unlawfully must be changed by congress it is unsustainable it is ridiculous few places in the world would even consider such an impossible nightmare. our plan includes critical measures to protect migrant children from exploitation and abuse this includes a new system to allow central american minors to apply for asylum in their
6:04 am
home countries and reform to promote family reunification for unaccompanied children thousands of whom wind up on our border doorstep to physically secure our border the plan includes five point seven billion dollars for a strategic deployment of physical barriers or a wall this is not a two thousand mile concrete structure from c. to c. these are steel barriers in high priority locations much of the border is already protected by natural barriers such as mountains and water we already have many miles of barrier including one hundred fifteen miles that we are currently building or under contract it will be done quickly our request will add another two hundred thirty miles this year in the areas our border agents most urgently need it will
6:05 am
have an unbelievable impact if we build a powerful and fully designed see through steel beriah on our southern border the crime rate and drug problem in our country would be quickly and greatly reduced some say it could be cut in half because these criminals drug smugglers gangs and traffickers do not stop at our border they permeate throughout our country and they end up in some places where you'd least expect can they go all over our country. a steel barrier will help us stop illegal immigration while safely directing commerce to our lawful ports of entry many of these security ideas have been proposed by democrats themselves and all of them have been
6:06 am
supported by democrats in the past including a physical barrier wall or fence furthermore in order to build the trust and good will necessary to begin real immigration reform there are two more elements to my plan number one is three years of legislative relief for seven hundred thousand doc and recipients brought here unlawfully by their parents at a young age many years ago this extension will give them access to work permits social security numbers and protection from deportation most importantly secondly our proposal provides a three year extension of temporary protected status or t.p.s. this means that three hundred thousand immigrants whose protected status is facing expiration will now have three more years of certainty so that congress can work on
6:07 am
a larger immigration deal which everybody wants republicans and democrats and our farmers in vineyards won't be affected because lawful and regulated entry into our country will be easy and consistent. that is our plan border security daca t.p.s. and many other things straightforward fair reasonable and commonsense with lots of compromise senate majority leader mitch mcconnell has pledged to bring this bill to a vote this week in the united states senate our proposal is not intended to solve all of our immigration challenges this plan solves the immediate crisis and it is a horrible crisis it is a humanitarian crisis like we rarely see in our country and it
6:08 am
provides humanitarian relief delivers real border security and immediately reopens our federal government if we are successful in this effort then we can start the border project of remaking our immigration system for the twenty first century once the government is open and we have made a down payment on border security and immigration reform starts to happen i plan to convene weekly bipartisan meetings at the white house so we can do a finished product a great product a product that we can all be proud of having to do with that elusive immigration problem. whatever we do i can promise you this i will never forget that my first duty and ultimate loyalty is to you the american people any
6:09 am
reforms we make to our immigration system will be designed to improve your lives make your community safer and make our nation more prosperous and secure for generations to come thank you and god bless america thank you. president trump there outlining his plans to as he put it solve the crisis over the shutdown in washington promising money for humanitarian aid eight hundred million he said for that a but he hasn't given up on his idea of a war which he is now calling a c three steel barrier he said a five point seven billion dollars would be put in place for physical borders and there are various other measures in that it's bringing patty culhane from washington so as you suggested there are a few ideas there but that we were expecting was there anything new in that and would it satisfy the democrats. no that's
6:10 am
a nonstarter basically we've had pretty much unanimous opinion among the democrats that if they continue to give in to this president and he continues to shut down the government hold it hostage that he's going to continue to do that on other issues doesn't appear the democrats are likely going to be moved by this he gave a televised address from the oval office in prime time that didn't move the polls he said pretty much everything he has said there except for these new proposals which are nonstarter and they didn't move the needle before not sure how they think it's going to do that now but the president went through a series of untruths lies half true so shall we go through those just for a little bit first he claimed that mothers are giving their daughters birth control as they make the trek i don't know where he got that from that is not a story line that any serious news organization has really run with and he said that little or caught xor coming across the border basically that's not true his own drug enforcement agency said the vast majority of illegal drugs that are coming through the southern border are coming through point ports of entry they're
6:11 am
smuggling cars on people and trucks they do not according to his own government come through these vast stretches of unwalled border he talked about the fact that illegal immigrants kill all of these americans in fact study after study has shown they are much less likely to be violent than native born americans so and he said that one other thing he said one hundred fifty miles of the wall have already been built that is a lie that is not true literally zero feet of wall has been built since president trump took office he did get some money to work on prototypes and he got some money for border security but his all of this was his own republican led congress would not give him money to build a wall so i would remind everyone how we got here the president agreed to a budget that wouldn't fun to watch the senate did a vote it was unanimous great the house was about to pass it then the president heard from three conservative commentators saying that this would do his presidency that this would lose him his base. support that he promised to build the wall and
6:12 am
if he caves his presidency is in fact over it was literally about three conservative columnists and people who were on t.v. who said that so now we saw the president dig in again this is actually hurting millions of americans because that only those who work for the government not only those who are contractors for the government but people who rely on government services there are farmers who can't get loans and they need those loans now to buy seeds for the spring so this is having a ripple effect through the economy and all the economists are worrying it's going to downgrade economic activity so now the president throwing out something that the democrats have already wholeheartedly rejected so what does this mean nothing probably the standoff continues patty cohen thank you very much indeed it sabrine astronaut who's at the border with mexico she's in macallan in texas what do you think how do you get those plans we received. well laura i thought one part that was very interesting about what trump said is this is really the first time on
6:13 am
record that he said quote this is not the concrete border wall that he proposed from sea to shining sea during his campaign he actually clarified which is what many members of congress had called upon the president to do frankly exactly what this border wall proposal is because it has shifted so much since the campaign and he just said now to the american people that this is not for wall covering all three thousand plus kilometers of the land border between mexico and the united states but rather portions of wall that will cover only about a third of that distance as patty was saying there there is a lot of wall already built and you can see part of it behind me this was not trump's wall this was built long before truck by previous presidents and what he's been asking for for this five point seven billion dollars would only extend it but certainly not complete a sea to sea wall so that is one point that he is trying to clarify which there was
6:14 am
a lot of pressure on him to do because simply members of congress didn't know what the terms of the debate were that was what we were hearing from members of both parties as far as what exactly that money would fund secondly another interesting thing that the president just said is that he would try to allocate nine hundred million dollars to beef up security at ports of entry and we've known from the government's own numbers that poor official ports of entry is where more than eighty percent of the narcotics but you just heard president trump talking about actually enters from the southern border it's not bypassing the wall carried by people or rather on vehicles that are able to get past the security so trump is proposing in this plan to beef up security at those ports which is something that both parties have been calling upon and finally the tone of the. his message was very different you'll recall from the last time we heard from the president at the
6:15 am
oval office in which he deferred back to his talking points of the fear mongering and he only focused on how. the undocumented immigrants would attribute to crime today of course he talked about that again but he also tried to frame this plan in terms of a humanitarian crisis which we've seen this administration going more and more toward because faced with this backlash from the public and backlash from democrats who have said they will not compromise on funding for this wall more and i did your question thank you very much indeed. on to other news in the democratic republic of congo's constitutional court is expected to deliver a final ruling on the country's presidential election results so photos of declared winner felix security have been marching to the court electoral commission says he won with thirty eight percent of the vote but another opposition leader martin for you says he was robbed of his victory and is off the court to order
6:16 am
a recount come to miller has more from can shasta. people of the democratic republic of congo have been waiting for a ruling from the constitutional court since the beginning of the week after opposition leader martin for you to challenge the provisional results and that was announced by the electoral commission says he won the vote this largely based on each document and the tally by the catholic church that showed that for you to had won with at least fifty nine percent of the vote now the government has denied any claims of forward in the constitutional court has a few options one is that it up hold the election results of declares another another opposition leader felix to security the winner one of the one of the excuse me option is that exudes there should be a recount of the results or possibly orders fresh elections other courts could also say it needs more time to study the evidence that's been submitted however there is a constitutional deadline that requires the pool to rule six days after the

challenge to those results of the court though is considered to be loyal to could be you know who appointed new judges last year who is seeing of course that loyalty being a concern for many and just how independent the court is. your senator lindsey graham has again warned saudi arabia over the killing of journalist. during a visit to turkey the republican senator said saudi's ties with america can't progress until the murder is properly dealt with he also expressed hope that don't trump will slow the withdrawal of u.s. troops from syria some of binge of aid has more from. near the syrian border. the killing of saudi journalist jamal khashoggi was very much on lindsey graham's mind he said relations between washington and riyadh couldn't be normalized and the crown prince mohammed bin sole man widely believed to have been behind the murder has been dealt with we will. start sanctioning those involved with the killing of mr shogi will make

6:19 am
a walk back and also i think it's worth pointing out that this is actually useful for dog try because to have someone who is an ally of probably very close ally and a very powerful senator coming out and in effect demanding something be done with them are bizarre man takes some of the pressure off donald trump friends of the united states the republican senator has previously visited the area in northern syria before americans put him in one thousand people killed on wednesday the suicide attack by isis fighters in member beach followed the u.s. president announcing the draw of u.s. troops and declaring the defeat divisive sparking get into the fall out between the americans and the turks. it's a delicate balance on the border between syria and turkey the so-called safe zone is in a region sandwiched between syrian government forces backed by iran and russia and turkish troops on the opposite side u.s. forces and kurdish allies are squeezed in the middle turkey's leaders view kurdish by p.g. as terrorists the u.s. is trying to tone down that hostility towards the kurds the roadmap to member which
6:20 am
is the most important thing to be accomplished in the near term so i would hope the president truck would slow the withdrawal until we truly destroy isis and see if we can implement the roadmap to member which is a complex building measure that were removed by b.g. elements from a bridge working with turkey while the people i'm a bitch to come up with a governing structure acceptable to turkey and the region if we do not do this. are was drawls going to create holy hill for turkey so is the threat of an ice and resurgence as well as warming ties between kurdish fighters and iran backed forces all an acceptable for both turkey and the united states the summer job with al-jazeera to protest a continuing across you don demanding that president bashir step down
