the struggle continues book. to. use districts reward on al-jazeera. zero. hello i missed audio tape and this is the news hour live from doha coming up in the next sixty minutes venezuelan opposition members in colombia to prepare the transfer of desperately needed aid. u.s. president donald trump prepares to give his state of the union speech we'll take a look at the big issues and what people are hoping he'll say. egypt's parliament

pushes forward with plans to extend president. until twenty twenty two. and bringing in the year of the pig chinese communities around the wild celebrate the most important holiday of their calendar. well venezuelan opposition politicians are in colombia preparing for the transfer of aid trucks carrying the supplies are currently in bogota waiting to travel to the border the aid was sent by washington at the request of self declared interim president. but it's unclear if military forces who remain loyal to president nicolas maduro will allow the supplies into the country maduro has blocked aid shipments in the past meanwhile hundreds of venezuelans have been lining up at border towns desperately needing to buy medicine as they wait for u.s.

help. has been speaking to business leaders in caracas he reiterated his call for free and fair elections in venezuela as soon as possible. hasn't been easy to get to hear a lot of businesses and workers have had to walk across the border and leave venezuela we have to lay the foundations once and for all you also need for all social fabric also we should be able to give rise to a sustained democracy. to sustain freedom and that's absolutely fundamental. while pope francis says the vatican is willing to mediate in venezuela but only if both sides are ask. the will of both sides is necessary both sides have to ask for it that is what happened in the case of argentina and chile. there were small steps that are needed in diplomacy and the last one is mediation. negotiators they need to move closer together to begin the possibilities of dialogue this is
2:03 am
how diplomacy is carried out. in just a few hours donald trump is due to deliver his second delayed state of the union address the u.s. president was forced to postpone it at the last month because of the longest government shutdown in american history polls show trump's going into the event with his approval ratings at a new white house correspondent can really help it reports. for weeks donald trump has hinted immigration will be a big part of this tuesday's state of the union address the white house says trump will try to unify a country divided over the issue but listen closely to the standard i think you'll find it very exciting. out of war which is wasteful and doesn't solve the problem that the u.s. president has been in a political standoff with his democratic opposition over his request for five point seven billion from congress for a border wall hopes to build along the u.s.
2:04 am
border with mexico. his speech was scheduled for last tuesday but was postponed by house speaker nancy pelosi during a congressional government funding battle that shut down parts of the government for thirty five days. the short term funding approved by congress to reopen the government will soon run out many will be watching to see if trump declares a national emergency to bypass congress and get the money he wants for his wall you'll hear the state of the union and then you'll see what happens right after. investing in infrastructure is another topic the white house says trump will cover as he did last year and calling on congress to produce a bill that generates at least one point five trillion dollars for the new infrastructure investment but other trump controversies overshadowed that effort on tuesday trump's expected to try again he's also reportedly planning to promise and

end to the hiv epidemic in america discussed the trade war with china. and the political turmoil in venezuela. overall the tone of trump speech is expected to be conventional sticking to the teleprompter as he did last year as long as we are proud of who we are. and what we are fighting for there is nothing we cannot achieve in his last two speeches to congress trump appeared willing to reach out to his political opponents to achieve shared legislative goals but within days of each address trunk quickly returned to attacking democrats on his twitter feed a sharp contrast to his appeal for unity kimberly how has life for us now on capitol hill can be as the speech draws ever narrow we've been hearing from both parties. yeah that's right you know looming over all of this is the fact that there are only
2:06 am
ten days until there is potentially another government shutdown that is certainly something that is concerning to the top republican mitch mcconnell because he knows that this is something that was blamed in the last shutdown on the republican party and also in the midst of all of this is the concern of the top democrat in the senate chuck schumer who believes that this is an issue that has divided americans with regard to the. resolution of the big issue that we've been dealing with the last month or so the conferees i'm told are having useful partisan discussions about trying to craft this bill in a way that allows us to address border security. we pray for them each night and and hope for the best and looking forward to what they're going to do tomorrow
2:07 am
knowing this president and his penchant for hyperbole he'll probably say the state of our union is stronger than it's ever been before in our nation's long history thanks to him knowing this president he will rely on distortions and made up facts mislead the american people. the only question about the president's state of the union how often will be distorted how often will he make up how often will he resort to fear and divisiveness. now what i think you can take from all of this is that going into this speech the two political parties particularly in the senate reflective of the united states is different priorities in a different take away out of the president's policies over the last two years this is the challenge for donald trump as he delivers this message white house says that he will call for unity as well as highlighting some of his top policy issues but again how they will be received largely depends on how you feel about this
2:08 am
president and kimberly often members of congress bring a guest to the state of the union speech tell us about any notable invitees this year. well we've got notable invitees on both sides the white house says that the first lady will be joined by a number of people that the president hopes highlights his policy positions including a child with the last name trump who apparently the white house says has been bullied because of this they were also be people joining the first lady that include those who have relatives that have been killed by illegal immigrants highlighting of course donald trump's priority on the crackdown of illegal immigration as well as the department of homeland security agent two is combating human trafficking and also there will be a guest we understand someone who has kicked an opioid edition diction but i think what is really notable in all of this are the guests of the democratic party
2:09 am
because this is certainly something that they're trying to send a message to this president now to palosi will be for the first time sitting behind the president as he delivers the speech certainly showing the shift in dynamics in the house of representatives now with democrats in control certainly whether it is the wearing of white by many women who will be in that chamber pushing back on the president in terms of highlighting women's rights in the united states there will also be a number of gas including an air traffic controller that lost his job for thirty five days when the government shutdown occurred as well as to active duty transgender army officers again sending that sort of statement very loudly just with their presence in that chamber about the president's push for a ban against transgender individuals in the u.s. military so certainly this is about sending a message to the president even as he is trying to highlight some of his
2:10 am
legislative priorities as there is can be how cut there for us on capitol hill thank you kimberly. well let's get you more on all of that now with brett bryan who is president of the global situation room consulting firm he was also the former director of global engagement in the white house under president obama he joins us from washington d.c. bret president trump isn't just arrived isn't just addressing congress tonight but also the many american voters will be watching very closely what you think he needs to push hardest tonight well i think he's two years into his presidency and time is up for blaming the other guy we need to hear about what he's going to build how has he as an individual how has the country changed over the course of the last two years we are just coming out of a historic shutdown and i think he needs to lay out a path forward that is more inclusive and more tolerant and dress and this is also the first time he'll be giving the state of the union with nancy pelosi as the
2:11 am
speaker of the house we expecting some interesting dynamics there very interesting you know i was actually present as a congressional page when bill clinton entered the house of representatives after having been impeached and i think there's a similar dynamic there's going to be a tension in the room because of the divided congress because of all of the investigations that are taking place right now the threat of impeachment that looms large over capitol hill it is going to be a very difficult evening on capitol hill bret as we've heard from our correspondent kimberly there also some very interesting guests who've been invited the expecting some of the at tricks perhaps. i wouldn't rule them out and let's also bear in mind in addition to the guests you have a number of new members of congress who are making names for themselves because of
2:12 am
some of their untraditional approaches and so perhaps we would see a freshman member of congress who wants to make a statement perhaps walking out of the address so something to keep an eye on and that the rest of the wilds will also be watching very closely especially given the white house's relatively dramatic shifts in foreign policy under president trump what in your mind other countries looking for from this speech tonight reassurance this is a chance for trump to lay out some of those strategies we haven't heard a lot of in his first two years he's talked about the challenges that he sees with the obama administration foreign policy the world needs to know whether it's on north korea or iran even venezuela how is he going to navigate these waters how is he going to ensure that there isn't collateral damage or consequences that
2:13 am
are unintended coming out of some of these decisions that seem to be made in haste but you say where well the well does looking for reassurance what kind of rhetoric do you expect. i think we're going to see a mix on the one hand the traditional isolationist nationalist rhetoric will certainly be there we've been told that the theme of this speech will again talk about returning to greatness but on the other hand i would hope we will see some tempered tones from the president that he is reaching out to countries he's talking about solutions that involve a multilateral approach working through international institutions that i think would at least give some comfort to those allies that feel a little bit strange from this administration and but one of the biggest moves recently has been the announced pullout of troops from syria and afghanistan do you
2:14 am
expect that to be discussed tonight and what might trump say about that i think this is a prime opportunity for the president to do what was not done in his tweet what was not done by his national security advisor when he was visiting turkey and israel and other allies in the region we need to hear clearly from the president what is the timeline what are the thresholds that american troops are going to be held to for their engagement both in syria but i should also note a report came out just in the last day from the defense department noting that actually isis has seen increases greater increases in iraq so how are we going to continue to engage and obviously with his comments about that iraqi face also being used for other purposes it's a very delicate situation and brett just a little closer to home tonight's speech was delayed by a week because of the government shutdown and there's now less than two weeks left
2:15 am
to resolve that political impasse where are we now with mr trump's wall. well i think he's no closer to getting that wall if anything the democratic leaders feel emboldened that they have won the first battle of this new congress and i don't think they're in any mood to give ground let's bear in mind here in the united states the presidential campaign has already started and most republicans on capitol hill don't want to go back to a shutdown either so he doesn't have a whole lot of options retro and speaking to us there from washington d.c. the former director of global engagement in the white house under president obama thank you very much as well let's go back to our top story in venezuela to me is the joins us live now from caracas to reason just how much support is quite a getting at the moment and what kind of response are we seeing from the duras government.
2:16 am
well after seeing the demonstrations that happened here in the capital caracas last week i mean there were thousands and thousands of people taking to the streets it's difficult to know how much support he actually has but what it's easy to find it's people complaining about the lack of basic services live the lack of food of medicine among other things and that's why one of the most the most important that feels he is making is the possibility of humanitarian aid being brought in the country what we know today we were at the national assembly talking to some assembly members who are in a way putting together a plan to allow aid from the borg from the border between colombia and venezuela or and so at the border between brazil and venezuela and we're told also a country and island in the caribbean some like medicines and ford are going to start to being gathered in those places and then they're going to be a plan in place to put it and bring it into the country what we're being told is that they would like to create what is a humanitarian corridor or
2:17 am
a corridor that is going to be created with n.g.o.s members of religious groups among others in order to protect the aid and guarantee that that aid is going to make it to those who needed the most the government is saying that this aid is in a way to create instability in venezuela they are saying that it is in a way a show by the opposition in order to allow the united states to intervene in this country andres i've been hearing a lot about this particular aid convoy that's allegedly supposed to come from bloggers what's likely to happen to that. well we've been told that slowly forty medicines are making it first to the border to the city of cork will die right of the border between colombia and venezuela and it's going to stay there until a pet plan is put in place in order to allow it to come into the country that's the all all the information we have so far it's going to definitely generate tension at the border we know that the government of the mother has says that entering that
2:18 am
aid into the country is something that it's illegal and it's a way it's putting to a test the faithfulness that the military has for the government we know that the leadership stands with a government of an equal if not a little bit plays a crucial role in his cabinet controlling different areas like the economy that obviously the military among other spots of the opposition has been talking to the regular soldiers to the troops that are on the ground that are also affected by an economic crisis and that's why why you go and members of the opposition have been appealing to them telling them that if they prevent that aid from entering the country then they're going to be crossing a red line because they're going to be preventing regular venis women who are suffering right now from benefiting from medicines and for that could help them a lot. there is to is a bow there for us in caracas thanks very much tourism. there's plenty more ahead for you on this news hour including standing united leaders from africa to hell

professor of political science at long island university she says the president could even be in power right up until twenty thirty four. it's not a surprise and remember this is a president i came into power through a coup solving one of the bloodiest massacres in egypt's history she has systematically consolidated power around himself virtually decapitating the judiciary the security services have really purchased most of the media outlets there is no independent journalism in egypt and we're seeing right now is that the parliament has become a rubber stamp on his authority and so it's not a surprise that he would be extending term limits or that there would be an extension of his term but that the only question was when it was going to happen and so now we have this proposal that was already approved by one fifth of the parliament which is all it needed and so we have this proposal that will go to some sort of vote in the coming months in the summer time probably and all it needs is
2:21 am
two thirds approval and that they've already secured according to many parliamentarians and so this will pass and so the terms will go from four to six hears and virtually meaning that there will be some kind of special accommodation made for president sisi so that he remains president until twenty thirty four ironically enough in twenty thirty four if he will be eighty years old very similar to the age that mubarak was when he was removed from office the eighth anniversary which is just next week and so are having this display of a so of extreme executive power coming upon this moment where eight years ago egyptians were actually celebrating change and so we're seeing today is not only has egypt regressed to pre-revolutionary moments but it's actually consolidating through this constitutional amendment if it indeed goes to a referendum and votes and i voted in in the summer that we are way worse than we
