president donald trump at the highlights all that press conference being he is says he is prepared to declare a national emergency so he can get some funds to build that border wall with mexico that he has long promised by using these emergency powers that he declares he can bypass congress which so far has refused to approve the nearly six billion dollars needed to build that wall along the mexico border when the white house correspondent kelly how could join us live now from washington d.c. so kimberly he said he's going to declare the state of emergency what is opponents be able to actually stop him and stop that well being built. they absolutely will be able to challenge this in fact we already know that the democrats who control the house of representatives plan to do just that they are being urged by citizen advocate groups the question becomes whether or not republicans in the senate because in order to challenge something legislatively you need both bodies to agree and that is the question whether or not the republicans that control the

senate will stand with the president on this issue or defy him so that is what is left in doubt but i can tell you already some of the early reaction to the president declaring a national emergency his justification that there is an invasion of drugs and the influx of people that is uncontrolled on the southern border with the united states with mexico is not sitting well with many advocate groups including some the call themselves public citizen or the people's action back one press statement i've just received in the last few minutes says that they are going to be working with texas landowners to suit to challenge what they call it unconstitutional attempt to circumvent congress by donald trump in other words they're urging the u.s. congress to overturn this they say it's a legal declaration of a national emergency a racist wall against the express intention of congress and a slide to authoritarianism so this is not sitting well with many americans who
