a security an organized crime consultant he says corruption is the major problem even when it comes to security in nigeria. there's a lot of people that are given the responsibility to carry out some of the security measures but they don't really have the capacity to do it the ones don't have the capacity to do it and not given a platform to do it so i think this is a real situation for the nigerian government to look at that we have to understand some of these. a difficult situation south african businessman gupta has made his has had his arrest warrant canceled it was wanted for allegedly offering bribes in two thousand and fifteen minutes past the infamous south african family accused of having a corrupt relationship with the former president jacob zuma now what has more now from john is back. south african police have cancelled an arrest warrant for indian businessmen and jacob was issued nearly a year ago for corruption charges and his two brothers are accused of collaborating

unemployment in nigeria and ghost towns in turkey stay with us a team of chinese scientists embark on a daring deep sea mission searching for rare resources and new species. reveals china's underwater homes. on al-jazeera. hello i'm adrian finnegan this is counting the cost on al-jazeera your weekly look at the world of business and economics this week young and unemployed in africa's most populous nation why joblessness is such a huge problem in nigeria. also this week the super jumbo that failed to take off what retiring the a three eighty means for air passengers and global air travel plus turkey's construction industry once the driving force behind economic growth
7:22 am
is facing huge challenges i'm stephanie decker in turkey and i'll be explaining why so many projects like this one have been put on hold. africa's most populous nation and largest economy has a youth unemployment problem in nigeria nearly a quarter of the population is out of work and twenty percent of them is employed for young people aged fifteen to thirty five the figures a grim fifty five point four percent of them are without work creating jobs has been one of the key issues in this year's election campaign as old as heroes have a tussle reports from. me and unemployment are big issues in this election many people voting age between eighteen and thirty five many of. the employed and they say they are for straights and some economists say for the twenty fifteen the unemployment rate this country has doubled and this is alice she's one of the people who try to make ends meet in nigeria she sells potatoes that she
7:23 am
fries here on the street sells them to the well who buy them for maybe about a dollar will still. need to study nothing but the managers are trying to delete something on the table for her children she just one example of the many frustrated young people here in nigeria my problem is the so powerful villains where with no money. no work no to no to no from them gotten up i don't know where to who you know what the streets no work no to not. going to to get drunk you see these young men any of them under the age of say many of them don't have jobs some of them try to buy operating locally known as. a motorcycle used as public transport the young man driving back and forth it was just the right thing indeed but it's not enough to hope that we have

a wins this election focusing on the economy and try to create jobs are the issues of course i think nigerians like the insecurity in the north and northeast of nigeria because the folks who live in real estate the oil rich area complain that the central government is spending too much of that balls on themselves and on the people you get people in biafra state for example who some of them want to break away because they feel marginalized by the central government lots and lots of issues but for the majority of young people will be voting in this election hundred eighteen and thirty five many many of them millions of them hold the government and whoever wins this election focuses on the economy and create jobs. joining us now via skype from lagos is andrew nevin advisory pop and chief economist at p.w. see nigeria i'm sure good to have you with us so joblessness a huge problem for nigerians what's it like to be young in nigeria today it's very challenging for young people here the official unemployment for young people
7:25 am
is getting close to fifty percent i believe and both graduates from university have great difficulty getting established people that didn't go to university should be getting vocational training are not getting it they're not getting into formal employment so it's a real challenge and given the scale of nigeria's challenge not just for nigeria but for africans and also for the whole so one of the systematic problems behind unemployment in nigeria is or oil dependency at least partly to blame i think of course it is i think oil over the last thirty years in this country meant that the author industries there's a lot of diversification that we ask i think the good news at this point though is everyone recognizes and also recognize it's a crisis given difference with four years ago people are discussing youth unemployment at least for you to be employed in order to have something to gain hold so it's quite a bit different than that. but the structural problems remain here the government
7:26 am
in the last few years not have the issues around the exchange rate or be loyal subsidy or the relationship with the c.r. national as opposed to the regulator at operating companies all of those issues are holding back and best area growth itself been running just below two percent but that's barely enough to keep a keep up with the rising population in nigeria what does nigeria have to do given all that you've said to grow faster. well we said the country needs to grow six to eight percent and we're growing population almost three percent as you just said our g.d.p. growth is two percent so we're getting or or poor people like the i.m.f. and the world bank we're going to continue for so we need more investment the most important thing i think the bill that recognizes now is that we need the private sector to grow we basically say the private sector over the next decade needs to be ten to fifteen times larger to really make
7:27 am
a dent in unemployment and poverty in nigeria and that means every sector of the oil sector we've got things like entertainment got i.c.t. we've got to manufacture and agriculture but we also have the biggest sector that needs to grow in nigeria's real estate everyone needs a place to live we have a deficit of seventeen million holes in the great thing about real estate is that it employs a lot of people particularly carpenters plumbers labor is it really absorbs that young population so we need every sector to work we also need develop across the country so legace is doing relatively well in nigeria but that's not enough we need six seven big bowls of economic prosperity we need to development in the rural areas as well is that the need for the african market to stop tradings. with itself how would opening up the the african market help to reduce the continent's reliance on exporting commodities. we did very clear on this we said africans are going to
7:28 am
continue to be poor unless african straight with africans and increase the value added so we're very strong proponents of the africa content of free trade agreement many countries are ratified in nigeria and not ratified it yet but it will come but it's obvious that if we're just exporting raw materials to europe or asia that we're going to continue to be in poverty in africa so i think people recognize that and i think the speed at which the continental free trade agreements come together is really astonishing and it illustrates the sense that a new pan african is coming and the leaders that have recognized and let africa trade with africa let africa invest in africa we're going to continue to be a good technology help to drive this interaction between the people and the economies of africa i mean we've already seen a leapfrog in africa and everyone is well aware something like mobile less of it where there is a centrally don't fix line system in nigeria we probably have one hundred million
7:29 am
people use and while we're going to see that in all sorts of areas in kenya of course you have all the money went and passed it which drives the economy but i think you're going to see in health care you are seeing a health care education even things like governance that that the technology is what really drives you there's no way to deliver health care to two hundred million or three hundred million nigerians with traditional physical system so there are a lot of people working on these innovations and you're going to see it in africa so i expect to see a lot more lead in many technology or do you know of any any startups that are employing young people in. well i think the startup disclosed famous here is and out which is an outsourcing startup it's being hugely funded by blue chip funders but what this shows you is that i think the jury has the chance to be a little bit like in the in the ninety's and what's our greatest asset here it's people and there's a large number of well educated young people in the key space. people are figuring
7:30 am
out the doing business and lay goes it's actually low cost for these kind of outsourcing activities so that's a fantastic success story here so andrew if you were in charge if you could make one change that would help the young and unemployed in nigeria what would it be well as i said earlier the biggest chance to really reduce our warming is real estate so i would focus on the land use that way it's structured in niger it really makes it difficult to buy and sell property essentially you have this term capital in real estate we've estimated about three hundred billion dollars u.s. dollars dead cat real estate we've got a lot of real estate industry there is that it would really absorb a lot of young people into a lot of us that would be the number one policy. and it's been really good to talk to you many thanks indeed for being with us on counting the cost very happy car thanks so much still to come on counting the cost trafficked to tricked into slave labor the thai fishing industry under the spotlight in berlin.

but first the u.s. decision to sanction venezuelans oil assets two weeks ago was a move designed to keep revenues out of president nicolas maduro as hands he's been fighting back stepping up efforts to keep state run oil company p.t.v. essay and its subsidiaries out of his rival's hands al-jazeera snus in human reports now from caracas. in the capital of the country with the world's largest fossil fuel reserves practically everything you see was built with oil money and now that money along with in israel's oil production has been reduced to a trickle. last month the us blocked the transfer of dividends from citgo the state oil companies us subsidiary its crown jewel. citgo represents about seventy percent of in as well as hard currency a government that is already experiencing an unmanageable fiscal deficit and
