bit by. the stories we don't often hear told by the people who lived them mothers of rain could be this is europe on al-jazeera. al-jazeera. hello i'm a saucy a ten this is the news hour live from doha coming up in the next sixty minutes. we are not going to give any president democratic or republican a blank check the u.s. house votes to cancel president trump's declaration of a national emergency over his border wall. where just hours away from the vietnam summit between u.s. president donald trump and north korea's leader kim jong un. nigerian president
5:01 am
mohamed hari extends his lead and his supporters are claiming victory. the u.n. security council meets on the venezuela crisis with well it's palace divided again . well u.s. president donald trump is getting ready to meet north korea's leader that while he is away his immigration policies are under attack at home a new report is detailing accusations of abuse at american immigrant detention centers and the democratic led u.s. house of representatives has voted to block trump's declaration of a national emergency along the border with mexico the president used the palace earlier this month to get funding to build the war on the frontier john hendren has more from washington. two hundred forty five the nasal one eighty two using their newfound power house democrats leveled a direct rebuke. president trump table the house voted to reverse trump's
5:02 am
declaration of an emergency on the mexican border the vote followed a spirited sometimes contentious debate how many dead americans does it take for open border advocates to support border security democrats say trump is exceeding his constitutional authority going around congress after it passed a spending bill that specifically denied him money for a border wall building a wall much faster is not an american city that's political theater dot's political posturing for twenty twenty. plans to use that declaration to access eight billion dollars in emergency funds to build the wall ninety percent of the drugs and the big stuff goes out to the desert makes a left and goes where you don't have any wall i'm going to call it a wall and you know they're likely to call it a barrier to wall it's a big beautiful powerful steel wall the bill now moves to the senate where if all
5:03 am
forty seven democrats vote together they would still need for republicans to join them to pass it they appear to have at least three republican senator susan collins lisa murkowski in thom tillis say they will vote to overturn drum's order if republicans in congress line up behind the president the message will be clear he can do what he wants if some republicans even a few say no that might at least you know provide some reason for him to be carefully if the senate votes with the house the president would be forced to veto the measure as he's promised to do and congress is unlikely to muster the two thirds majority it needs to override him but there would be no mistaking when it comes to declaring an emergency on the border the president is largely going it alone. even if opponents of the president's emergency order fail with the white house in congress they could still succeed with the third branch of government the courts where they are already arguing that there is no emergency south of the border john hendren zero washington and new figures suggest thousands of immigrant
5:04 am
children have been sexually abused while in government custody in the u.s. the department of health and human services say there have been more than four and a half thousand complaints in the past four years from on the company of minors and on top of that the chairman of the u.s. ethics committee hearing a case on the trumpet ministration and its immigration policy says the department of justice has received more than one thousand complaints that figure includes one hundred seventy eight accusations of sexual abuse by stuff at refugee and resettlement centers as you callahan joins us now live from washington d.c. clearly the president's immigration policy is under attack from two different fronts so let's start with these shocking figures of children being abused in custody where is all of this image from. well this is all coming from democrats in the house of representatives as john mentioned they're using their newfound power to investigate the president and his policies and his policy of separating children
5:05 am
from their parents at the border was incredibly controversial it was very unpopular he pretty much quickly tried to rescind the policy the courts got involved and said no you have to reunite the children with their families so now the congress is investigating the policy what went into it whether they were ready for whether the children have actually all been reunited when a judge has been told they have it and the government saying it might just simply be too hard to find all of the children that have still been separated from their parents so now the congress is digging into this so they asked for information which they can do from any government agency and the democrats say that they were given a stack of paper about this thick and there were a couple pages in there which outlined these reports now there was a coup testimony today on the hill it got pretty testy pretty fiery the man in charge of the purpose said listen these hundred seventy people who. staff to have a violated these miners that they were contractors and the democrats fired back even one instance doesn't matter they work for you it's still horrific so where is
5:06 am
all this going well they're not done the hearings are going to continue they've sent subpoenas to they voted to subpoena some people in the trump administration they're in the hall than before their congress they're going to put them on camera and they're going to ask the question as to why did you do this did you think it through and where the kids and patty took us through also what's likely to happen next now that the house has voted to have a ten times declaration of the state of imagine see. well the big question is john mentioned in his story is the senate there now they have eighteen days where they have to take up the measure because of the procedural her vehicle that was used they have to take it up three of said they're going to vote against the president the question is are more going to follow and that is what we're going to be watching in the white house has been pushing really hard on republicans to stay in line they need to know that they still fear the president if they vote to rebuke him on this that could start to weaken his power now if you look at polls trump is
5:07 am
overwhelmingly unpopular with the majority of americans but he is incredibly popular within the republican party so these senators have been unwilling to stand up to him even though privately many will say really negative things about him and his policies they are concerned that they will simply lose their jobs if he turns his twitter rage against them so the question is are they going to stand up for one two three maybe more going to stand up join their three colleagues say this is not a national emergency risk the ire of the president while we wait to see but if in the recent history of the first two years of the term the ministration republicans in the senate have been unwilling to do so will they change because many do say that this is completely and over grab it over grab it against the constitution well we'll find out in just a matter of days out as there is patty how hand watching all of a is developing for us in washington thank you patty. well the next test of relations between the united states and north korea will
5:08 am
happen in the coming hours donald trump and kim jong un are in vietnam for a second summit eight months after their historic meeting in singapore the big question is whether they can reach an agreement on the denuclearization of the korean peninsula shortly we'll go to rob a bride in seoul that fest out different as had james bays is in hungary james trump and kim are expected to meet this evening what's on the agenda for today and how to avoid. well president trump has been taking a bit of a rest we don't know if he's been sleeping he certainly hasn't been tweeting yet but when he does awake which i suspect will be about now because he has his first meetings in a couple of hours he i'm sure things are not disconnected from each other he'll be aware of what's happened in congress watch closely whether there is a response to that here in vietnam because domestic pressures on president trump are great and they don't go away just when he's on the foreign trip like this as
5:09 am
a say in two hours' time he'll have his first meetings but not with the north koreans clearly of it now the host here when you are the u.s. president visiting another country you have to pay with pay your respects to the leadership so he'll be meeting the president of it now and then he'll also be having a meeting with the prime minister of vietnam will have some pictures of those the reporters will be allowed in see the beginnings of those meetings a possible that in a couple of hours time we might hear the first words of donald trump here in vietnam talking about this crucial summit going forward to the end of the day that is when he has his first meeting with kim they have twenty minutes together and then a working dinner three a side dinner with key members of each of their team that will be a relatively social event clearly they will deal with some of the substance but
5:10 am
then the really detailed talks are happening here in hanoi on thursday where we expect in twenty four hours time for them to be basically sitting down about this time of day. we appear to have lost james bay is there we will come back to him as soon as we get him back but for now let's speak to rob mcbride who is in seoul rather that this summers is obviously being very closely watched as well in south korea what are they hoping will come out of this summit. so this this is being closely followed throughout south korea but none more so because during the blue house the presidential office itself president mungy in here is seen by many as the instigator the architect if you like of this whole process of reconciliation moon
5:11 am
has been sending statements passing all his good wishes to both the participants in this summit really heaping praise on both trump and kim talking about the strength and about their courage in taking this further forward of course south korea's attempts at building into korean relations really depend on a successful outcome from hanoi it's known that both north and south korea want to embark on joint economic and tourism projects they can only do that if there's going to be some progress at least on maybe giving some exemptions to these crippling sanctions and also it will pave the way it is hoped for and historic visit by kim jong un to south korea possibly as early as april this is widely supported still in south korea a majority of people are still behind this whole process in fact in the last week or so moon jay and popularity ratings have gone up by
5:12 am
a percentage point or two but there are still obviously critics here in south korea especially from the more hard line conservative right wing groups who are very fearful of this whole process they're believing it leaves south korea exposed to what they see as the danger from north korea fearing that there could be some unilateral step taken by president trump for example to reduce the numbers of u.s. troops here in south korea so there are critics we are expecting to see protests for and against out on the streets of seoul there is also criticism of course that this whole process while addressing the nuclear issue has done nothing to address the allegedly a. holding human rights record of north korea and in particular it's an issue here in south korea which concerns many people are still the thousands of people from south korea who were abducted during the korean war and whose families who still
5:13 am
are surviving members of those families still know nothing about what became of their loved ones more than six decades on decades after the fighting ended they are the korean war lingering victims whose faces are gradually fading into history but for their living family members they are painful reminders of stolen lives lekan chan was just twelve when he last saw his father taken by invading troops along with thousands of other south korean men back to north korea from which they never returned because i had six brothers and sisters and my mother had to bring us up by herself she got a job as a cleaner our life was horrible the south korean government has been keeping the issue alive recently opening a museum close to the demilitarized zone separating the north and the south the abductees were mostly technicians and did ministry to us who were of value to north
5:14 am
korea the north has always denied they were taken against their will most are thought to be long since dead but son could still be alive. and the organization representing their families wants their plight to be included on summit agendas. and to get it i want they should give him now for all future talks and for north korea to be responsible for resolving this issue. and it's my hope that the remains of the ep the keys are returned to their families we want the north koreans to recognize what they have done and our holidays for it behind the summit smiles a dark shared history still waiting to be resolved so that is a continuing issue here in south korea but of course there is also the problem of status here of the thousands of north koreans who according to international human
5:15 am
rights monitors still languish in this system of goo like some one hundred thirty thousand prisoners many of them political facing allah daily bases according to u.n. reports starvation torture even summary execution then again that their plight may not well be addressed in this summit that is a concern for human rights monitors and the un but then as supporters of this whole process will tell you any kind of positive engagement with north korea must be good to try to get this once hermit kingdom as it was often known to engage more with the outside world that has to be good in dealing not only with the question of nuclear weapons but also its human rights record out of here as much rubble pride in seoul thank you for that rob well we've had james bay is back now in hanoi and james can you tell us a little more about what we expect to see from kim gallant today what's on his agenda. well we don't know because they've
5:16 am
not released any details there is some talk that he's going to do a tour of a factory here in vietnam to see the amazing economic growth story of this country because of course if you look at the history since the second world war the u.s. has been involved in asia and has been involved in it in conflict in asia and the two notable countries are vietnam and north korea the vietnam war and the korean war and clearly the norm now relations are back to normal since the one nine hundred ninety four the trade embargo was lifted this country has good relations with the u.s. it's still technically a communist country but you wouldn't think that if you walked down on the streets and looked at the capitalist trade going on here so the thought is this could be a sort of model for north korea and that kim might be impressed by that
5:17 am
and in return may be willing to give up his nuclear capability what's not clear is whether there is anything that's been pre-work to head to this summit the white house has talked about some what they call deliverables that could come out of this summit but the reason they're having this summit at this stage for the second time the north koreans are getting a face to face meeting with the president of the united states is because the talks at other levels between the secretary of state and his counterpart between the nuclear negotiator and his counterpart they stalled and they need to bring the big guys back in to restart this process also worth noting that south korea's continued its the primacy in north with north korea and south korea keen to make this not just about the nuclear issue because they know that just on the nuclear issue north korea pushes back trying to make it a bigger issue about peace and unity and reconciliation on the korean panetta.
5:18 am
president trump it seems from his comments is not going to put too much pressure on the north koreans at this summit because he wants to keep this process going for him domestically at the moment what he's achieved on the north korea file is a win our diplomatic editor james bay is there in hanoi we'll be hearing a lot more from him in the coming hours thank you james more than sixty people are feared buried after the collapse of an illegal gold mine in indonesia rescuers are searching the size and north soon always see at least one person has been found dead while fourteen others have been rescued the national disaster agency's says the mine collapsed because of unstable soil and the large number of mining holes. plenty more ahead on this news hour including lawyers say they have new evidence linking the saudi government to the nine eleven attacks in new york. an indian bombing raid into pakistan dramatically increases tension between the new neighbors

twenty third we witnessed an attempt at legal state border crossing of unknown cargoes colleagues at the security council which of your countries would have acted any different one even wants to build a big wall of the border of another country to prevent illegal crossings how is this any different to nine hundred eighty six when humanitarian assistance to nicaragua turned out to be an arms consignment to the contras the units let's call a spade a spade it's not humanitarian assistance if the u.s. wanted to help the venezuelan people they would have operated through any of the u.n. agencies accredited in that country as has been done by other countries. as mike hanna has more from the u.n. . the last emergency meeting on venezuela was held in the security council exactly a month ago and it's very clear that the dynamic within the changer has not changed at all basic differences among security council members on the one side a group led by the united states who are insistent that the claims often guy go to
5:24 am
the leadership often as well or should be recognized on the other side a group of nations led by russia who insists that any such recognition would amount to an interference in the internal affairs of a member state there was a lengthy address to the council from the venezuelan foreign minister using the word regime change with regard to u.s. actions in the region also great discussion about the issue of humanitarian aid as members put it some of arguing very strongly that this was in a way weaponized aid in a big to change the government within venezuela but russia and the united states also both said that they have resolutions that they are drawing up they will introduce them in the next few days in a bid to get some form of agreement in a council that remains deeply divided now opposition leader is expected to return
5:25 am
to venezuela this week and as our latin america is when you see in human reports there are questions about what will happen to him once he's back in caracas. there was certainly a degree of demoralization among opponents of president. this moment following the failed attempt to bring in food and medical supplies into venezuela from colombia and brazil over the weekend now opposition leaders are arguing that in any battle in any political conflict you never win in the first battle they say that supporters have to keep up the momentum of the last six weeks that they should maintain their optimism but there is a key element missing in that is their leader. he violated a supreme court order that banned him from leaving the country and now president little says that he will face justice if he returns to the country however political analysts. told that there is no question that has to return to venezuela . one thing is clear if it isn't.

5:31 am
president donald trump and north korean leader kim jong un a set to meet very shortly we tend to just be kim who is a professor of international studies at u. how women's university and author of persuasion the hidden forces that influence negotiations he's in so just that you specialize in negotiation tactics what would be a win for trump and a win for kim coming out of this meeting a win on both sides would be just not know him a deal would stand for hugely assured destruction we want this relationship to continue that's from the perspective of both trump and kim and both of their legacies from their perspective they think is really rooted in keeping this relationship going further and we have a very awkward type of love relationship between these two they both need each other and they're using these words as if they're on a sort of romantic interlude with one another because they know that their legacy it's better in their legacy that this relationship continues you talk about these romantic was can we realistically expect any concrete commitments to come out this time around which is again in type a relationship i think it's hard to get
5:32 am
a concrete commitment right away and that's why these two are basically just trying to sort of court one another trying to feel each other out get a sense of you know what's within their plays only if you will and i think they're both getting a better sense of that it's not that will get a concrete end of war and this is it the end of all agreements type of agreement here i don't think if they do it's going to be a success but if it's not i don't think you classify as a failure i just think it's one more in a ration as they go she ation it's very complex it took over half a century in duration in terms of a conflict between the u.s. and north korea so it's not going to be solved in a half a day well venue's for negotiations can also be very strategic and influential tell us about your thoughts of the choice of vietnam. well vietnam i mean this is the second venue obviously behind singapore and i think what's interesting from the both the u.s. and north korea's perspective is that it sort of paints
5:33 am
a picture of the future or a possible future from north korea's perspective if everything goes well and i think so far i mean kim jong un the leader of north korea is trying to get a sense of do i want this for my country and do i really wanted that bad enough to take a risk and take a bet on it and also there's the p.r.c. of course is another benchmark that north korea is looking at so what kim jong il is trying to figure out is i mean i love the optics of it and i think he'd like the media play on it but is this doable in terms of economic progress for north korea i mean in my view i think it's a definite yes if you take a look at the success story economically of vietnam is something that really is impressive it joined the deputy oh it's g.d.p. rates are really astounding and robust and that could very well be north korea is sort of what the optics and what the substance is trying to say right now well just president trump has also been claiming credit to bringing kim jong un to the negotiating table but could that be simply a function of how far along pyongyang's nuclear program is what's
5:34 am
a function of that yes it's true but it's also a function of you know sort of sometimes you have to create crisis to basically create action and i think that well if things were just normal in north korea would have just basically tested one missile after another and we could have had a very high escalation here in the korean peninsula i mean whether it's purpose or accidental so i think that you know basically where we are now if you take a look at what the scenario the alternative scenario might be if these two were talking i think it's much more that they are talking that they're not talking i think these two are better off together than apart and hopefully it will be encompassed in an agreement at some point or another doesn't have to be today doesn't have to be tomorrow but i think just a little bit of patience is what we need jasper can speaking to us from seoul and negotiations experts thanks for being with us on out there and q. . well there have been more casualties in cross border fighting between indian and pakistani troops in kashmir pakistan says four of its civilians including two

of the country india has not provided any proof it hit its intended target and analysts say the reason for that may partly be not to further antagonize baucus don but on the streets of new delhi use of the strike was welcomed. india has given a perfect applied to pakistan and this reply was a much needed one. and vs countrymen are extremely happy and we want to tank in the forces. that make it one finished istead it isn't right to give them an answer if they keep it to be able to finish them. but the government is trying to keep the situation because indian officials are calling the air strike preemptive because their intelligence showed jaish e mohammad was planning another suicide attack there also describing it as nonmilitary because no pakistani military was targeted their explanation is being seen as a way to deescalate tensions between the countries but since then there have been raids and clashes in indian administered kashmir. indian security forces conducted
