6:00 am
al jazeera. where every. we are not going to give any president democratic or republican a blank check the u.s. house vosa council president trumps that cooperation of a national emergency over his border wall. come fully back to korea watching al-jazeera live from my headquarters in doha also ahead but just hours away from the vietnam summits between u.s. president donald trump and north korea's leader kim jong un we're live in hanoi. nigeria's president mamadou bihari extend c.
6:01 am
its leaders his supporters are claiming victory in the presidential election. the u.n. security council meets on the venezuela crisis with world powers divided again. thank you for joining us u.s. president donald trump's getting ready to meet north korea's leader but while his away his immigration policies are under attack at home a new report is detailing accusations of abuse at american immigrant detention centers and the democratic led u.s. house of representatives has voted to block trump's declaration of a national emergency along the border with mexico john hendren has more from washington the yeas are two hundred forty five the nasal one eighty two using their newfound power house democrats leveled a direct rebuke of president trump table the house voted to reverse trump's
6:02 am
declaration of an emergency on the mexican border the vote followed a spirited sometimes contentious debate how many dead americans does it take for open border advocates to support border security democrats say trump is exceeding his constitutional authority going around congress after it passed a spending bill that specifically denied him money for a border wall building a wall much faster is not an emergency. that's political theater. political posturing for twenty twenty true plans to use that declaration to access eight billion dollars in emergency funds to build the wall ninety percent of the drugs and the big stuff goes out to the desert makes a left and goes where you don't have any wall i'm going to call it a wall and you know they're likely to call it a barrier it's a wall it's a big beautiful powerful steel wall the bill now moves to the senate where if all
6:03 am
forty seven democrats vote together they would still need for republicans to join them to pass it they appear to have at least three republican senator susan collins lisa murkowski in thom tillis say they will vote to overturn drum's order if republicans in congress line up behind the president the message will be clear he can do what he wants if some republicans even a few say no that might at least you know provide some reason for him to be careful if the senate votes with the house the president would be forced to veto the measure as he's promised to do and congress is unlikely to muster the two thirds majority it needs to override him but there would be no mistaking when it comes to declaring an emergency on the border the president is largely going it alone even if opponents of the president's emergency order fail with the white house and congress they could still succeed with the third branch of government the courts where they are already arguing that there is no emergency south of the border john hendren zero washington. who are new figures suggest sounds of immigrant children
6:04 am
have been sexually abused while in government custody in the u.s. that apartment of health and human services says of been more than four and a half thousand complaints in the past four years from unaccompanied minors on top of that the chairman of the u.s. ethics committee hearing a case on the trumpet ministration and its immigration policy says the department of justice has received more than a thousand complaints that figuring two hundred seventy eight accusations of sexual abuse by staff at refugee and resettlement sent is a speech about equal hey not in washington patty the president is in vietnam but the troubles at home certainly there let's start with these figures shocking figures of abuse in detention centers what does this mean and why we hearing from the about this now. that's right it does look like the present even though he's far from home in a much different time zone is looking to it's shaping up like he's going to have a pretty bad week in washington why now well because republicans are no longer in
6:05 am
charge of the house of representatives the democrats took back control so they started an investigation into the policy that the president put in place which was to separate children from their parents at the border that rose to a spike in unaccompanied minors now this report is over four years so in fairness it was under the obama administration as well that the numbers are up under the trump administration the number of unaccompanied minors so they requested a bunch of information from the agencies that are put in this present program into place that now point out the president after it was incredibly controversial he backed down the court's forces hands to return the kids so the democrats are having this here in they got a stack of information the chairman said it was about that thick and there were two pages in it that had these allegations these numbers and they were immediately of course shocking the head of the program said that this is a he said that the hundred seventy eight but those aren't staff of his agency those are contractors the democrats responded that's way too many even if it's just one
6:06 am
and you're in charge of those contractors so a testy hearing they went back and forth but they're not done one of the first times we've seen this the democrats have voted to subpoena trump administration officials congress has that power they can make them testify so this issue although still ongoing for so many of these families that have been reunited is not going to be out of the headlines either the house has voted mean want to overturn trump's decoration of any marriage and see at the border with mexico what's likely to happen next. now it goes to the senate the house senate majority leader mitch mcconnell has to put it on the floor the way the house passed this he's got eighteen days he's got to put it to the floor right now all democrats say they'll vote against this national emergency three republicans say they'll join them as john mentioned they need one more and we've seen a lot of republicans behind the scenes say even if they think that there is a national emergency on the border even though you see in the u.s. military come out and say there is no national emergency even if they believe that
6:07 am
they're worried about the precedent this sets they're worried that a democrat will be in the oval office and say climate change is a national emergency and take drastic measures just say shut down the coal fired power plants so there is concern about precedent but they also have another big concern president is unpopular with the majority of americans but he is hugely popular with republicans republicans are the ones who vote in primaries so these senators in these two years of an unwilling to take on president trump no matter what he says or does there are grumbling that this perhaps goes a step too far but whether they'll actually have the political courage to stand up to him and face his rage on twitter well we'll know in just a matter of days all right thank you for that patty cohen live for us in washington . now the next test of relations between the u.s. and north korea will happen in the coming hours donald trump and came jungmann are in vietnam for their second summit eight months out of
6:08 am
a historic meeting in singapore the big question is whether they can reach an agreement on the denuclearization of the korean peninsula and speak to our diplomatic editor james mason is covering the summit forests joins us now live from hanoi james i believe president trump is up has been tweeting tell us what's on the agenda for day one in hanoi. president trump is away he was asked what the big the big question will lay reach an agreement on denuclearization are not going to answer that question i'm going to read you the words of the president himself the form of communication very unusual into two years ago for diplomatic events like this but now it's become the norm twitter is where president trump just posted these words vietnam is thriving like few places on earth north korea would be the same and very quickly if it would denuclearize the potential is all some a great opportunity like almost none other in history for my friend kim jong un we
6:09 am
will know fairly soon very interesting so there you have president trump certainly adding to the excitement ahead of this summit in the far past few days he's been lowering expectations simply saying that he hopes that north korea continues to not test any of its missiles or nuclear weapons that may be part of some grand media strategy by the white house i have to say this is a white house in the last two years hasn't proved itself particularly strategic but will have to wait and see whether it's a plan to lower expectations and then surprise us all certainly we're not i don't think going to know very much in the next few hours we are in the next hour though going to see the u.s. president but first courtesy. kohls live in the maze leadership will be meeting the president and then the prime minister of this country and then about nine hours
6:10 am
from now the first meeting with kim twenty minutes alone is what we are told and then a working dinner each of the leaders will be joined by three of their closest aides to talk through some of the key issues but also to get back. knowing each other from the singapore summit reacquaint each other themselves with each other and then really the big heavy work taking place the formal negotiations on thursday we believe about this time twenty four hours from now they'll be sitting down sitting down for much of the day for the big negotiation session of this summit they don't even have a common definition yet on denuclearization james so can we expect anything concrete any concrete commitments to come out of this summit in hanoi. that is a big problem and clearly if you look at this from the u.s. perspective in the poll suter said there really is no hope here there's no progress
6:11 am
at all and certainly since they met in singapore at a lower level the various negotiations have really not achieved anything in north korea's not really conceded anything since the singapore summit but certainly this is a white house that's trying to do things in a different way it is a top down process this time this is why to reenergize things they've got the two leaders back together but it's also a process which is in part being led by south korea and south the south koreans have been keen not to focus this all on the nuclear file they're trying to persuade north korea could joell north korea perhaps more of a softly softly approach but talking not just about the nuclear file but about the hold up prospect of a wider peace on the korean peninsula potentially one day reunification and reconciliation of the two koreas so a different approach this time around but don't expect i think any huge
6:12 am
breakthrough and that's what certainly what we are told by the white house of course that might be a game by the white house to lower expectations right james thank you very much for that space is our diplomatic editor reporting there live from hanoi well let's get the view now from south korea and speak to jasper came his professor of international studies at women's university and author of persuasion the hidden forces that influence negotiations he is live from seoul thank you so much for being with us as james said there the process is being led in part by south korea and this summit i imagine is being closely watched way you are what are they helping will come out of it. well i think the big question is deal or no deal but the real question behind that question is what is this deal about and what's going to encompass this and you talked about what is the definition of denuclearization well these two can't agree on a calibrated definition usually the workaround is to not define it make it broad
6:13 am
and just like a parable it's whatever the parties think that it is and that may be good enough for this iteration right and they has been as we heard a no ring of tension since a singapore summit what precisely does each side wants and what's likely to be the outcome of this summit what would constitute a way in for north korea what would be a win for the americans well let's take a look at from such perspective so from north korea's perspective i mean i think they want an end of hostilities you hear kim jong un using that term a lot and basically use it as sort of a precipice as to why it's testing missiles and developing its nuclear technology i think could be kind of cured by a some type of peace agreement or something to that effect and also the easing of sanctions if we flip the perspective around from the u.s. perspective i think it wants less testing or zero testing i think it wants to cooler denuclearization or at least a roadmap towards it and if you are the bells and whistles button that's basically
6:14 am
the meat of the matter but if you zoom out i mean i think my personal definition is that these two sides are launching missiles at one another i mean we could have easily had a korean war two point zero on our hands if we rewind the game clock about two years ago or even a year ago so the fact that we have peace on the korean peninsula is something right the venue of course for the summits vietnam is as significant a country which was once also an enemy of the united states could the vietnam model work for north korea. well it could work and what's interesting about the vietnam model is that it's not a military model it's an economic model and basically it's a clear signal to north korea from the u.s. and also to the marketplace in terms of global markets and you see the asian shares going up right now as we speak because of the summit and so i think about the future of the north korean economy and even further that north korean economy is kind of merge with south korean economy at least by some estimates of goldman sachs and what not you have
6:15 am
a global economic powerhouse second rival germany and others it'll take a few years but when these two powerhouses emerge it's really very complementary labor intensive with tech intensive at least in the short run thank you for speaking to us jasper came in so they i'm sure we'll be talking to you throughout the day here on out to see i thank you for joining us. in other news more than sixty people if you had buried after the crops of an illegal gold mine in indonesia rescuers are searching the site in the north so no way see at least one person has been found dead while fourteen others have been rescued the national disaster agency says the mine collapse because of on stable soil and the large number of mining holes still ahead on al-jazeera. leave with a deal and leave with no deal or have no brakes it appears that maybe maybe not britain's prime minister allies a state of play on breadsticks. dollars
6:16 am
but another damaging winter storm in upstate new york has brought ice off the lakes and downed trees and power lines and that's going out of the way to be honest but the addition to that the real cold really gave wouldn't you that's temporarily stuck in here now i think you'll find temperatures rise by knitting up to ten degrees between tuesday and wednesday in minneapolis and chicago as snow goes through you got snow then forming again in the northeast corner the real cold talked often when if it could be zero and might try and get back again it's not going very far it's arctic air still west of all this huge amount of snow again falling in oregon maybe even some montana then coming down to northern california was rain on the coast and san francisco disappointing dismal couple days for you the temperature regime one is on the way down
6:17 am
a bit in chicago but the real cold hasn't returned just yet obviously it's still winter in this part of also america in the side of the rain that has been causing such a plague in places like tennessee giving flooding that's not come back but the cold is trying to infiltrate the far south if you are in the caribbean that's a greater likelihood of showers the next day or so with a role that many of them unless you're in costa rica. at night in a stalking somali moms patrolled the streets police. in honor of gang violence the youth the maternal approach to prevent crime. devoted to the. little bit in. the stories we don't often hear told by the people who live them mothers of rain could be this is europe

on al-jazeera. welcome back our top stories on al-jazeera in the u.s. the democratic led house of representatives has voted to prop president donald trump sexo ration of a national emergency along the border with mexico trump use executive powers earlier this month to get funding to build a wall on the frontier. its image meanwhile that thousands of detainees migrant children in the u.s. may have been sexually abused swat in custody internal documents released by congressional democrats have reveals more than four thousand five hundred complaints of assaults were made between twenty fourteen and twenty eighteen and
6:19 am
the u.s. president of north korea's leader will meet in vietnam's capital in just a few hours for a second summit the talks between donald trump and kim jong un are expected to focus on denuclearization of the korean peninsula. that's nigeria where mohamed debauchery is heading for a second term as president based on results so far from the electoral commission a.p.c. party officials say they're preparing to celebrate as well ari leads by nearly two million votes but the electoral commission says it can't announce a final results yet the main opposition. party of trying to break the polls. in the capital of butcher. election officials say the reason why it's taking so long to announce the final official results because they want to avoid what happened in some other previous elections where they were just to issues kerry and allegations of what they are. to be calm to be patient until they are ready right now no one knows when that final announcement is going to be made the prison virus
6:20 am
that watches our company that he has one time with them i hear a party headquarters comparing the election rally security has been increased significantly with police and army on the streets developing some roads but it is very calm and pretty much across the country. on those results and the opposition they made opposition to be concerned about treating concerned the thought they'd say that some of their supporters had been intimidated by these been avoided by my reading a.b.c. party rejects that statement so what they're trying to do is try to get the election commission to stop releasing results until an investigation has been done we know so far there's been no response from election officials or that all eyes were on that announcement when ever it they are concerned in nigeria. that if the election is disputed they could be. the un security council has been discussing the

venezuela crisis u.s. special envoy to venezuela is calling for other member countries to sanction nicolas maduro for destroying aid shipments at the border we ask that others join us in sanctioning those who've been involved in the violence over the last weekend and who are frightened by the spoils of the muro regimes corruption. we ask that member states contribute to addressing the humanitarian situation in venezuela as dozens of nations already have generally have generously done and we ask you to recognize the nature of them endure a regime and question question the purpose and likely outcome of so-called dialogue with someone who would rather block and burn donated medicine and bread than see it in the hands of venezuelan children but russia's representative to the un has accused the us of trying to back illegal border crossings into venezuela
6:22 am
while avoiding official routes for humanitarian supports docs to push him but he's the guy who wants to do if you will in the world on february twenty third we witnessed an attempt at legal state border crossing of unknown cargoes colleagues at the security council which of your countries would have acted any different one even wants to build a big wall of the border of another country to prevent illegal crossings how is this any different to nine hundred eighty six when humanitarian assistance to nicaragua turned out to be an arms consignment to the contras the units let's call a spade a spade it's not humanitarian assistance if the u.s. wanted to help the venezuelan people they would have operated through any of the u.n. agencies are credited in that country as has been done by other countries. there as mike hanna has more from the united nations. the last emergency meeting on venezuela was held in the security council exactly a month ago and it's very clear that the dynamic within the changer has not changed
6:23 am
at all basic differences among security council members on the one side a group led by the united states who are insistent that the claims off. to the leadership often as well and should be recognized on the other side a group of nations led by russia who insists that any such recognition would amount to an interference in the internal affairs of a member state there was a lengthy address to the council from the venezuelan foreign minister using the word regime change with regard to u.s. actions in the region also great discussion about the issue of humanitarian aid as members put it some of arguing very strongly that this was in a way weaponized aid in a bid to change the government within venezuela but russia and the united states also both said that they have resolutions that they are drawing up they will introduce them in the next few days in a bid to get some form of agreement in
