people in power. this is al-jazeera. you're watching the news hour live from the headquarters in doha. coming up in the next sixty minutes setback for benjamin netanyahu israel's attorney general decides to end him on charges of corruption north korea's foreign minister says his country made a realistic proposal on nuclear disarmament during this summit between donald trump and kim jong il and. it was a very productive two days but sometimes you have to walk but trump blames north

korea's unacceptable demands for the failure to reach a nuclear deal. gesture for peace says prime minister iran pakistan announces it will release the captured indian pilot on friday i'm joined again with the sports and now the english premier league manager gets the boot. back now do you have any area. hello israel's attorney general says he intends to indict prime minister benjamin netanyahu for bribery fraud and breach of trust his recommendation is based on a two year investigation by the police into three separate corruption cases netanyahu denies any wrongdoing while his party is calling it political persecution ahead of april's election it's the first time a sitting prime minister has been charged bernard smith reports. he is the

first sitting israeli prime minister to be charged with bribery fraud and breach of trust but benjamin netanyahu says he's innocent and will stay in his post there's no legal requirement for him to step down the. field to the supreme court saying look it's slow it's not logical the job of the prime minister is a very complicated job because those security issues and nomic issues you cannot the law serve spend days in. the court netanyahu is in the middle of an election campaign which if you wins puts him on course to be israel's longest serving prime minister. there is nothing and there will be nothing he's told supporters and can't really argue but investigators say netanyahu made decisions to benefit a friend who is the main shareholder in israel's biggest internet infrastructure provider in return you get positive coverage from this friends popular news website

. netanyahu is charged with fraud and breach of trust because excepted hundreds of thousands of dollars worth of lavish gifts including cigars and pink champagne from an israeli american entertainment magnate and there's a further breach of trust charge over allegations the prime minister promised to economically hobble one newspaper in return for favorable coverage from its rival excesses of i'm viviana the corruption investigation has been going on for years and doesn't seem to have dented netanyahu is popularity. is that guy only b.b. he's innocent these supporters are saying in israel most of the media. the left wing. has been using this to sway the voters of the likud that is. haunting him and want to. redeem him they want to go. to him and netanyahu must now pay for his army of lawyers. out of his own pocket the government accountants of audit the prime

minister to repay three hundred thousand pounds given by wealthy cousin towards his legal fees they noted that netanyahu is an affluent mom for israel estimate his wealth at around forty million dollars and will bring in bernard his joining us from was as we're hearing in your report netanyahu denies the charges were heard and we're expecting him to speak in just a couple of minutes time yeah he's going to be speaking on prime time israeli television everybody is poised to listen to what he has to say but we know essentially what he's going to say that he's innocent that he's being set up he's played this role of the underdog he says everybody's out to get in the liberal left wing media he's attacked for trying to unseat him so it will be the same he'll say there is nothing there will be nothing because there is nothing a well rehearsed line that he said to his supporters before the tricky thing vain
9:05 pm
is this election race has become quite tight with these two centrist candidate is joining forces to take on netanyahu they're slightly ahead of him in the polls and while netanyahu has been able to rely on his loyal supporters what matters now is if over the coming days any new details emerge about the nature of the charges any more information about what's led the attorney general to come to his decision if there's anything in the particularly on palatable nay persuade some of his supporters to maybe put their votes elsewhere durian and bernard what is the attorney general saying about why he decided to come out with this announcement now before that election in april and not wait till afterwards. well the attorney general i think was in a very a former ally of know who was in a very difficult position he could party try to say to come out
9:06 pm
with this before the election would prejudice the election but the alternative argument to the wall to that was the israeli people have a right to know what charges the prime minister faces before they vote for him and that i think ultimately was what made the attorney general come out with his decision before come out with a charge before the election were a long way though from an indictment netanyahu now is the chance to make an argument towards the attorney general that he shouldn't be indicted with netanyahu lawyers will take months that will be after the election only then does the attorney general decide ultimately on an indictment and then we're a long way then from c. ever seeing benjamin netanyahu in court hearing ok a bernard smith with an update from us or some thank you so if we take a closer look at the cases against the israeli prime minister now the most serious one accuses netanyahu of offering incentives to the country's largest telecom provider bezerk in exchange for
9:07 pm
a positive coverage in media it owns the prime minister is also charged with colluding with israel's top selling newspaper for the same reason a lawless pushed forward to limit the circulation of her rival publication the third case involves allegations that netanyahu granted billionaires personal and financial favors after receiving more than two hundred eighty thousand dollars worth of gifts and benefits from them let's speak to al-jazeera senior political analyst joining us from london so as we're saying his indictment is obviously still subject to a hearing a marijuana netanyahu will be speaking in a couple of minutes what do you expect him to say and how significant is all of. i think permanent sort of thing you know expected this and that's why in my opinion he called for early elections because he thinks if he wins these elections basically that means the public trust in him is so high that the indictment will
9:08 pm
basically have to. wash away if you will i think he took a calculated risk i think he was hoping that the indictment would not be coming because as his camp now claims this is interference in the elections and he's hoping that this claim this accusation to stick and i think a lot of his followers will agree with him about that saying that there is a conspiracy on the left something very similar there in the what we see in the united states i think the comparison is inescapable in the sense of a sitting leader simply accusing his detractors on the left of being behind. all sorts of accusations or indictments in this case against him and the investigations for those three charges what does what is amazing and i think we must really address that is that over the last two years hundreds of palestinians were killed for peacefully demonstrating on the border with gaza and of course
9:09 pm
there was no investigation at all into that and to the prime minister netanyahu and yet accepting cigars. as a gift from some american jew is considered something to be indicted for that is a paradox a call to israel in the sense that over the last thirty forty years israeli leaders from prime minister rabin to prime minister all mertz where indicted and basically quit government in the case of rabin for financial issues while political or rather war crimes are never indicted for in israel. and that one as you speak to us we are looking at the live picture coming into us from west jerusalem where nothing yahoo is speaking right now so we'll keep an eye out on what he has to say but going back to the issue of the elections what impact could this have on the elections and on his the coup party. i think now it depends if the.
9:10 pm
if the if is the correct there's within you cood will start considering him more of a liability than an asset because thus far he has been an asset for likud because most of the other smaller parties on the right have committed to into a coalition only with him and not with his rivals in the center right so i think he's so far he's been an asset what that this now will snowball and he becomes a liability because of the mounting public distrust in his leadership after. this indictment of course remains to be seen however the overall the reason i don't expect that the german roadmap in israel will change i think what there is on the right in israel voters for right this party is center to right i think dominate more than two thirds of the israeli electorate so i think the next government with

or without knowing the whole will be one of the right ok thank you and you can see you were watching a moment ago benjamin netanyahu the israeli prime minister speaking in west jerusalem responding to the israeli attorney general saying that he intends to indict the prime minister for bribery fraud and breach of trust meanwhile the united nations is saying that israel's crackdown on palestinian protesters in gaza may amount to work crimes u.n. investigators say israeli soldiers intentionally opened fire on civilians be reports. almost a year palestinian protesters have gathered along the gaza israeli border fence to demand the right to return to their ancestral lands controlled by israel israeli soldiers have shot at them with live ammunition the un has investigated the deaths of one hundred eighty nine palestinians killed during the first nine months of the

talks between the u.s. and north korea broke down without any agreement on pyongyang's nuclear program the north korean foreign minister held a news conference in her noite a short while ago re on whole laid out his government's proposals that donald trump rejected. the united states removes partial sanctions namely removes the articles of sanctions that hamper the civilian economy and the livelihood of our people in particular we will permanently and completely dismantle all of the nuclear material production facilities in the yongbyon area including plutonium and uranium in the presence of u.s. experts and by the joint work of technicians in both countries. told me this proposal was the biggest denuclearization vision that we could take in the present state in relation to the current level of confidence between the d.p. r. k. and the united states also donald trump says he had to walk away from the second
9:15 pm
summit without him deal because he couldn't meet kim jong un's demands to lift sanctions as the details of what transpired and the way. before the summer u.s. president donald trump tried to lower expectations of a deal with north korean leader kim jong un but the expectation was at the very least that the pair would sign some form of agreement on denuclearization or make a joint statement instead the talks were cut short before lunch the table was set but the diners didn't show leaving donald trump to explain why. they wanted the sanctions lifted in their entirety and we couldn't do that. they were willing to denuclearize portion of the areas that we wanted but we couldn't give up all of the sanctions for the the american said kim jong un was willing to dismantle his young beyond research facility regarded as the centerpiece of north korea's nuclear program in exchange he wanted all economic sanctions lifted which was
9:16 pm
a step too far for the us unfortunately we didn't get all the way we didn't get to something that that ultimately made sense for the united states of america i think chairman kim was hopeful that we would we asked him to do more he he was unprepared to do that but i'm still optimistic despite that optimism this was not how the summit was supposed to go earlier on thursday there was no sign of trouble ahead kim jong un the reclusive leader of a repressive state even on to questions from reporters perhaps for the first time. here if you really knew. me and then you know if. you think. you'll know when you're done as you did it i'm now worried that i won't be here right. now i'm going to be the best dancer you've ever met but after two summits that have yielded very little there are more questions than answers donald trump warned about this possibility last year ahead of the first summit in singapore saying he was prepared to walk away if the talks weren't fruitful it seems he's now
9:17 pm
delivered on that threat but with such a sudden premature end to this summit there must be real concern about what happens next. at this stage there are no plans for a third summit donald trump says kim jong un assured him there would be no resumption of misato nuclear tests but what happened in vietnam has proved that this continues to be an unpredictable road to the stated goal of ridding north korea of nuclear weapons wayne hey al jazeera hanoi that's great to rebecca johnson she's the director of acronym institute for disarmament diplomacy she's joining us from. london good to have you with us on al-jazeera help us break down what the north korean foreign minister said just a short while ago and what he said is that north korea offered to close the young beyond nuclear plant for partial sanctions relief but that's not what we heard from donald trump who said that the north koreans demanded total relief from sanctions what do you make of this. well obviously not being there i cannot say whether the
9:18 pm
north koreans demanded total sanctions or not but i think we need to keep our attention on the substantive issues and also what is at stake. donald trump is now saying you know he he said he'd walk away if he didn't get what he wanted and he walked away i think he walked away too soon because i think it's actually a substantial step forward that the north korean leader kim jong un was prepared to be offering to dismantle the yongbyon facility now it isn't as far as we understand the only facility so there are others now i would have expected in that situation that trump would about how many of the sanctions and what kind of sanctions should be lifted. and i think it's extremely unlikely that kim although his opening position might have been if we dismantle our nuclear
9:19 pm
program you have to lift all the sanctions almost certainly there was room there to come to an agreement but we have to recognize this is actually not just about kim jong un and donald trump this is about the needs and the hopes of the korean people and to be honest the mutual discussions are still going forward between the south and the north through president in and kim jong un those have to be renewed those have to do to get down to brass tacks they have to be substandard and we also have to be bringing in that other multilateral treaty regimes that can help us to denuclearize so i don't want to miss a herion regime new sound optimistic version of sort of line of communication still open some wired some people are saying well the north now has an incentive to perhaps build more nuclear weapons and completely stop any communication. i
9:20 pm
don't see it like that i'm not optimistic as such but i'm realistic that the fact is that a lot of this process has actually been taken forward by moon and kim rather than trump and and kim those are kind of almost circus shows so really substantial issues the north and the south leadership and their scientists and and lawyers and peace and women involved in the peace process these talks need to go on and there is. every reason to be optimistic that those can and will go on now what we have to make sure of is that when we all know president trump is a very capricious kind of leader that he doesn't take offense and and stomp of because the u.s. needs to carry on being involved but the real work has got to be done by the korean
9:21 pm
people and their leadership and they are hungry for a peace treaty for denuclearizing the whole of the korean peninsula for ending nuclear testing ending nuclear weapons enormous it is sure to test things that i know must. do and that the north korean foreign minister in our press conference also saw north korea had offered to permanently hold nuclear long range rocket testing how significant is that statement in the context of that. that is extremely significant also the the north korean missile program is one of the major dangers and you know we have to find a way to get a handle of that not just the long range but the medium range and the short range as well but this is a process and there are steps and there are you know international treaties the treaty on the prohibition nuclear weapons that the u.n. adopted in twenty seventeen the comprehensive test ban treaty that can with you
9:22 pm
know with the verification specialists that can make sure that there's no rerun or no clandestine testing and also the nonproliferation treaty which north korea had been a member of and then withdrew from there a treaty regimes that can help us to underpin and indeed to monitor and oversee the dini nuclearize ation ok it is not a bilateral process between the u s m north korea it is a regional process across the korean peninsula and a multilateral process because the security interest of the whole world are actually at stake it's rebecca johnson we thank you for giving us your analysis from london on to more head on the al-jazeera news hour including sudan's you tell us why vera continuing to fight against their president's rule results now in stone senegal's presidential elections what are the latest from the cops on the car. and with just a day left of testing for rory have set the pace again ahead of the new formula one

season stories coming up in sport. but first pakistan's prime minister says his country will release a captured indian pilot on friday as a gesture of peace a day earlier india and pakistan said they shot down each other's fighter jets in the disputed kashmir region. down to indian planes and the rest of the pilots said it shot down one pakistani aircraft and lost one of its own we spoke to pakistan's foreign minister who says they're willing to cooperate with india. we knew. god has collected by the people of dogs. yes that is a historic baggage but beyond a month with a fresh mindset we want peace and stability in the region we have to have mentioned which is that people send to kids and we want to focus on

hello again the top stories on al-jazeera this hour israel's attorney general says he plans to indict prime minister benjamin netanyahu for bribery fraud and breach of trust his recommendation is based on a two year investigation by the police into three separate corruption cases that's a new who denies any wrongdoing senegal's president has won a second term in power all four opposition candidates say they won't oppose the official provisional results that show he won with fifty eight percent of the votes . u.s. president donald trump and the north korean leader kim jong un have called off their vietnam summit early after failing to reach an agreement on denuclearization and sanctions trump told reporters the papers were ready to be signed but it wasn't appropriate are diplomatic editor james bays has more from hanoi. i was saying twenty four hours ago what they needed was
9:36 pm
a little bit of progress and the continuing process you have had no progress whatsoever and you just about still it's a bit shaky how a process so this isn't where they wanted to be they were ready i think to sign something that was the plan that was the schedule the reporters were there the plan was for both sides to have lunch the reporters were there waiting to watch them come into the room the tables were set the food was ready they were going to have their lunch and then they were going to sign a deal but at the last minute the u.s. side it seems we only have the u.s. account to go on decided they were not going to sign anything because they were not happy with the concessions north korea had made and the that north korea had made the problem now is how do you restart this process because it has been a top down affair the way these things normally work is low level officials do
9:37 pm
negotiations they come up with a draw and then in the end you get high level officials who come to a summit and sign things this whole process has been led by the two leaders singapore started off and this was supposed to reenergize it can you now bring in the two leaders to start it yet again i think that's going to be difficult the worry is that is if you don't get something soon some sort of momentum and there is delay after delay that's how diplomacy dies the venezuelan opposition leader hi joe has vowed to return to qatar cast despite the threat of being arrested he's just met with the brazilian president today or both an hour and brasilia who has pledged his full support it's quite oh is heading to paraguayan next in a bed to ratchet up pressure against president nicolas maduro white house says he will return to venezuela later this week even though he could be detained for. travel ban to colombia and despite borders being closed many venezuelans are still

forty three percent but these are his base supporters the people who never change and we talked to a number of them they said they were not troubled by michael cohen's testimony yesterday and they say that they support the president they say they believe him over cohen who is after all convicted of lying to congress among other things the president has had a tough week he's coming back from vietnam with how to deal with north korea and he's had a lot of bad press over the last couple of days but literally everybody we talked to here was supportive of the president did not worry about that but they were a little concerned in some cases about the fact that he had been unable to build the wall he keeps promising despite shutting down the government for thirty five days and now issuing an emergency declaration that has not yet allowed him to access that funding so largely supportive anything they want him to go harder and what kind of reception that. that we expect them to get when he attends and speaks
9:45 pm
at that conference on saturday. well on saturday he will come here and he's going to speak at that day is right over there and we expect him to get a hero's welcome despite the hard week he's add these being his core supporters will be there for him but it's interesting it hasn't always been like that in two thousand and fifteen there was a straw poll for president donald trump received three point five percent in two thousand and sixteen as a candidate he came here and people did walk out when he was scheduled to speak in the end he canceled his appearance here because of the controversy but that all changed when he became president why did that happen perhaps because he's been able to deliver for them he's given them to conservative supreme court justices tax cuts regulation cuts. a war against gun control and a growing economy and they seem willing to accept that even if it means putting up with a few quirks like some ethical questions marital infidelity and of course
