is not a monolithic bloc and indeed when we talk about armed actors within venezuela we're not talking about a single group so there is a professional military made up of career officers. that has to some extent been brought into the child least the project over twenty years through promotions and some purges that were meant to increase loyalty but this is a professional military there are also groups informal armed groups known as quote in the us that are much more ideologically beholden to the governments and that have appeared as repressive forces around opposition protests and then you have special forces that again have shown a much higher degree of loyalty to the mode of government ok so i would like to bring in i would like to bring in the question of trick again as we come towards

might be any resumption of testing but there is a very large question mark over just when this work was carried out was it after the summit took place the failed summit last week in hanoi or was it jordan or even before the summit so there is a very big question mark over whether this is any kind of negative reaction to the diplomatic process not working i don't think we are at that stage yet. well rob how is this being interpreted in the context of that sadness and hannah is this a negotiation tactic. i don't think it does north korea any harm from their position just to let the world know that it does indeed have still a very vibrant very well developed weapons development system but you'll remember of course that even after the single pour summit which was seen as a landmark a diplomatic success a massive breakthrough that intelligence satellite photographs emerging from the us

a problem right there live press and tell thank you rob. well meanwhile north korea is facing most severe food shortages after what's being called its west harvest in more than a decade u.n. figures show that the production of staple crops like soy beans and potatoes down by more than a third last month north korea's government warned it's facing a shortfall of one point four million tons of food this year the country has a long struggle to feed itself nearly half the population is in need of humanitarian assistance for more on this threat speak to benjamin silverstein who's a templeton fellow at the foreign policy research institute and the editor of the north korean economy watch he joins us now via skype from seoul and jim and pyongyang is saying it's short of one point four million tons of food just how bad is it well i'm not sure that it's the u.n. and the north and government i've been saying and the reason is that it's very difficult to calculate the north korean food situation most people get their

sustenance from markets in the country and the circulation on these markets while it does depend to a great extent on domestic production we don't know exactly how supply will change on these markets so i suspect but thanks to the markets things won't be as bad as some people fear that benjamin that the u.n. is also warning that staple crop production is down what's causing this shortage in north korea's and surprisingly by any sanctions so i think a much more important sanctions is it was the bad weather of last year the summer and fall last year sanctions have a relatively minor impact on the production of course with less fuel imports it's more difficult to to power up the machines and whatnot but use for agriculture but at the same time north korean i recall true as mechanized as such a low degree anyway sanctions are probably not the main culprit here how might all of this have affected the discussions and handily. probably not that much

i suspect it's. because the regime prioritizes weapons production over food production to such a large extent whether or not the harvest is sufficient probably doesn't impact discussions and oil much well in terms of sanctions and not wanting to have an impact on civilian populations would that not have played into some of the politics . probably not from the north korean side i don't think that the leadership if the leadership had been primarily concerned about people's access to food they could have upped imports a long time ago they could have prioritized reforms and agriculture and while they have done some of that they just haven't done enough of it and overall right now how would you describe the economic situation in north korea. i would say it's poor but stable so there are no signs of immediate crisis but at the same time with the
